I) Mr. Hugh Guertz and Mr. Rob Lindsay, representing the st. Thomas-
Elgin Arbor Week Committee, addressed Council by explaining the origins
of Arbor Week and the activities planned for the event which is to take
place April 28th to May 7th, 1995. Mr. Guertz circulated a leaflet of
material to encourage local municipalities to help promote the planting
of trees in their own communities. The Arbor Week Committee will make
an official request to County Council to proclaim Arbor Week closer to
the April deadline. The delegation was excused from the Chamber
following questions from Council.
2} Mr. Don Holmes, Supervisor, Communicable Diseases, Elgin-
st. Thomas Health Unit, addressed Council on the Compulsory Rabies
Vaccination Policy which was recently adopted by the Health Unit. The
delegation was then excused from the meeting following the present-
ation.

RETIREMENT RECOGNITIONS
Chairman Clutterbuck and Warden Chute presented Mr. Elgin A. Wells with
a certificate commemorating his more than 26 years of service to the
County of Elgin.
Noting that Mrs. Evelyn Bell-Frappier of the County Roads Department
could not attend the meeting, Chairman Millman provided a description
of Mrs. Bell-Frappier's experience with the County of Elgin for over 23
years.
Chairman MacGinnis and Warden Chute presented Nellie VanDyk (over 17
years of service) and Raymond Phillips (over 21 years of service) with
Retirement Recognition Certificates and a gift for their work related
to Terrace Lodge and Elgin Manor respectively.

Warden Chute introduced Mrs. Joan McBurnie, Health and Safety
Co-ordinator, who presented an approximately thirty-five minute
presentation on health and safety matters for County Council and senior
staff. It was noted that Part Two of the presentation will take place
at the February Session of County Council.

the possible closure of railway spur lines in the County of Elgin,
specifically the PAYNES SUB operated by C.N., the CAYUGA SUB being used
by Norfolk-Southern, and the CASO LINE which is C.N. and C.P. owned.

PRESENTATION
I'
Councillor Hugh MacGinnis, Chairman of the Elgin County pioneer
Museum's Executive Committee and Ms. Deborah Herkimer, Museum Curator,
presented Warden Chute with a framed watercolour depicting the Elgin
County Pioneer Museum, in commemoration of "Heritage Week". Warden
Chute accepted the gift on behalf of Elgin County Council and offered
to display the picture in his office.
DELEGATIONS
1} Mr. John Cooper and Mr. Jerry Payne representing the Ministry of
Natural Resources, Lake Erie Management Unit, addressed Council using
overhead slides and explained the Ministry's role in the fishing
industry, the changes in the eco system of the lake, and the variety of
committees which have been established to liaise with the commercial
fishing industry and others.
2} Mr. Frank Prothero, Manager, Eastern Lake Erie Fishermen's
Association, addressed Council by explaining the Lake Erie Commercial
Fisheries' concerns with Ministry of Natural Resources' policies and
practices. In short, Mr. Prothero is seeking a more open communi-
cation with the Ministry of Natural Resources, so that the commercial
fishing industry can have more input into policy. Following questions
from Council, the delegations were excused from the meeting.

1995 PROPOSED ESTIMATES
Warden Chute made introductory comments on the 1995 proposed budget and
explained the reasoning behind the creation of a Mill Rate Stabil-
ization Reserve and the impact of the 1994 surplus on budgets.
The County Treasurer proceeded to review the composite budget estimates
on a line by line basis. Members of Council were encouraged to ask
questions as each line item in the budget was explained.

Warden Chute introduced Mr. Sean Bertleff, Emergency Services
Co-Ordinator for the County of Elgin.
DELEGATION
Mr. Paul Huras, Executive Director of the Thames Valley District
Health Council addressed Council regarding the role and mandate of the
District Health Council. Mr. Huras indicated that the Council serves
more than 540,000 people and is the second largest district health
council in the province. Its main function and role is to provide
advice directly to the Minister of Health on a variety of programs,
including but not limited to: diabetes; aids; and cancer strategies.
Following questions from Council, Mr. Huras was excused from the
meeting.

Safety Co-Ordinator making a presentation on Part Two of the Health and
Safety Orientation. In particular, the presentation focused on
investigations, worker's rights and the nature of refusals among other
items.
DELEGATION

Mr. Mel Mekinda and Mr. John Fauquier of the firm Mekinda Snyder
Partnership presented the Functional Program Report for the Bobier
Home. Mr. Fauquier explained the process leading up to the development
of the Functional Plan which involved a committee of approximately 20
to 25 people representing various interests, including the provincial
government. Referring to the document, Mr. Fauquier explained the
Executive Summary and indicated that the new Bobier Home will be larger
than the existing, with more beds, and therefore will require a greater
financial contribution from the county to operate.

plan and main features of the building design, indicating that the
building will be comprised of three wings, each with 19 beds for a
total bed occupancy of 57.

rationale for the Association's proposed name change. In addition, the
delegation explained the main concerns expressed by those not in
favour of change and provided a response to those concerns. A
questionnaire and a ballot will be circulated to all members of the
Association, in an effort to determine if there is enough support for
the proposed name change.

INTRODUCTION OF CIVIC ADDRESSING PERSONNEL
The Warden asked Mr. Sean Bertleff, Emergency Services Co-Ordinator,
to introduce the Fieldworkers and Data Entry Clerk to Council. The
Warden thanked Mr. Bertleff for the introductions and the civic
Addressing Team remained seated to observe the proceedings of Council.
PRESENTATION
Mr. Matt MacDonald, Mr. Tom Jukna and Mr. Neil Moore addressed Council
regarding the 1996 Elgin-st. Thomas united Way campaign. Council
viewed a four minute video on the united Way. Mr. MacDonald indicated
that $.87 of every $1.00 collected goes back into the programs sup-
porting the united Way charities. He further indicated that out of
potentially 350 County employees, only seven donors took part in the
1995 Campaign. Last year the Campaign raised $743,000.00 and the goal
this year is $750,000.00.
In response to the launching of the Campaign, Councillor MacGinnis
donated his meeting fees for the day towards the Campaign. Warden
Chute indicated that he will also utilize payroll deduction to contri-
bute. The Warden thanked the delegation for their presentation and
they were excused from the meeting.

Councillor Millman reminded Councillors that due to her affiliation
with the Ontario Good Roads Association, she has eight rooms reserved
at the Royal York for the upcoming conference in February.

REPORT OF OFFICIALS
The County Administrator/Clerk reported on two sessions attended at the
recent upper-tier conference held in Ottawa. Council then entered into
a round table discussion of restructuring and municipal re-engineering.
The Administrator/Clerk further indicated that Mr. John Sweeney,
former Minister of Municipal Affairs and Mr. Ernie Hardeman,
Parliamentary Assistant to the Minister of Municipal Affairs, have been
invited to address all municipal councils and staff in the County of
Elgin and the County of Middlesex, on the subject of municipal
re-engineering and restructuring. The meeting is tentatively scheduled
for 7:00 P.M. on either November 8th or November 9th, 1995. Each
municipality will be notified by fax of the exact date, time and
location, once confirmed.

COURIER SERVICE
The Deputy Clerk explained that some members of Council regularly
receive their Council mailings just one day prior to the Council
Session. She indicated that it would be cheaper and more efficient to
use a courier service to deliver the packages directly to members of
Council. However, in those cases where box numbers were indicated as
opposed to street names, the packages would have to be dropped off at
the local municipal office.

Councillor Cunniffe suggested that the Board of Education Office which
runs a courier service twice a week, be consulted to work out an
arrangement. Following discussion, it was agreed that all Council
packages will be sent through courier and will not require the
signature for those receiving the documents. It was further indicated
that those members of Council who would like their packages delivered
directly to their municipal office, because they currently have a P.O.
Box, should contact the Deputy Clerk to make those specific arrange-
ments.
Council took a recess and reconvened at 11:30 A.M.
Councillor MacGinnis was excused due to illness.
Councillors Mezenberg, Cunniffe and Volkaert were absent, as they were
conducting a tour of the Administration Building as part of the Youth
Day itinerary.

1) Councillor McPhail indicated that he had in his possession a
number of copies of the consultation and discussion paper on pro-
posed restructuring of London and st. Thomas Psychiatric Hospitals
for interested members. He also noted that he has a survey from
the District Health Council of Southwestern Ontario, related to
the restructuring of the Psychiatric Hospitals, if anyone would
like to complete it.

2) councillor Tolmie asked councillor Wilson, the County's
representative to the st. Thomas-Elgin General Hospital Board, to
explain and clarify the recent controversial newspaper articles
regarding the wage increase for the Hospital's C.E.O. and
President. Referring to a press release dated October 3rd, 1995,
Councillor Wilson explained the Board's rationale and provided a
chronological history of the process followed to arrive at the
Board's final decision.
Councillor Tolmie thanked Councillor wilson for the update and
clarification.

DELEGATION
Mr. Peter North, M.P.P., addressed Council on rural policing; the
future of conservation authorities in the Province; and indicated that
he would also like Council's reaction to the economic statement to be
delivered on November 29, 1995. with respect to rural policing, Mr.
North suggested that County Council form a committee to examine the
issue and perhaps develop a structure and prototype or pilot project
that may be initiated throughout the County. He also indicated that
funding for such a project is a possibility. In regard to conservation
authorities, Mr. North suggested that municipalities may soon be res-
ponsible for area conservation authorities. As for the Provincial
Government's economic statement, Mr. North asked Council to contact
him with comments shortly after it is announced in the House. Mr.
North was then thanked by the Warden for his presentation and excused
from the meeting.

Lieutenant Colonel Gerry Holden introduced representatives from the
Elgin Regiment who recently served in Operation cavalier in Bosnia.
Lieutenant Colonel Holden informed members of Council that nine members
of the Regiment attended in Bosnia on a peacekeeping and humanitarian
I aid mission. He further described their operational tasking and
indicated that they served from October 1994 to May 1995.

The Administrator/Clerk called the meeting to order and welcomed
everyone to the Inaugural Session of Elgin County Council.

ELECTION OF WARDEN
The Clerk asked that members of Council wishing to run for the Office
of Warden to please stand. Councillor Mezenberg offered his candidacy
for the position of Warden of Elgin County Council for 1996. No other
member of Council declared an interest in the position at this time.
APPOINTMENT BY RESOLUTION
The Administrator/Clerk explained that since the position of Warden
remains uncontested, the normal election procedures will be
dispensed with, as prescribed by by-law, and that a resolution
appointing Councillor Mezenberg to the position of Warden would be in
order.

then delivered his Inaugural Address to Council, thanked them for their
support and outlined his position with respect to future deliberations
of Elgin County Council.

Mr. Steve Janes, S.H. Janes and Associates, using overhead slides,
reviewed the draft Waste Management Master Plan contained in the status
report to county and City Councils. Referring to the status report,
Mr. Janes further explained that certain time-lines and benchmarks have
been delineated, that will enable all local Councils to have an oppor-
tunity to respond to the draft Waste Management Master Plan in the very
near future. Warden Mezenberg thanked Mr. Janes for his presentation
and following questions from Council, Mr. Janes was excused from the
meeting.

thorough review of the social, financial and other impacts, of transfer-
ring these facilities to another municipality outside the County; and

That the County of Elgin and affected parties be given the opportunity
to make presentations to the Attorney General prior to the rendering of
any decision relative to the relocation of Courts.

1. STATEMENTS/INOUIRIES BY MEMBERS - Councillor Millman reminded Mem-
bers of Council and Staff of the upcoming restructuring meeting being
hosted by the Township of Yarmouth and the Village of Port Stanley to
be held on January 16th, 1996. She further indicated that the purpose
of the meeting is to hear from elected officials and others in munici-
palities that have recently undergone some form of amalgamation.

3. MATTERS OF URGENCY - Councillor McPhail expressed concern over the
recent announcement by the Psychiatric Hospital Restructuring Committee
to close the st. Thomas Psychiatric Hospital in the near future.

WHEREAS the closure of the st. Thomas Psychiatric Hospital has been
recently recommended by the Psychiatric Hospitals' Restructuring
Committee; and,
Whereas said recommendation will be forwarded to the respective
District Health Councils of Southwestern ontario for their considera-
tion; and,
Whereas it is the opinion of Elgin County Council and others, that the
social and economic impact of the proposed closure of the st. Thomas
Psychiatric Hospital on the Elgin Community, was not fully appreciated
or considered in the decision; and,
Whereas the transfer of functions and responsibilities to the London
Psychiatric Hospital will further contribute to the regionalization of
services and erode the rural fabric of the County, by centralizing
important functions in the centre core of a major city; and,

Whereas the recommendation from the Southwestern ontario Psychiatric
Hospital Restructuring Committee to close the st. Thomas Psychiatric
Hospital and consolidate the services in London was done without direct
input and debate from the local communities involved through the Thames
Valley District Health Council.
Now Therefore Be It Resolved that the Council of the Corporation of the
County of Elgin strongly opposes the proposed closure of the st. Thomas
PSYChiatric Hospital, due in part to the tremendously negative economic
impact such an action would have on Elgin County and the City of
st. Thomas, and the recommendation leaves serious questions in regard
to the present residents, outpatients, and staff residing in this
community and the apparent possibility of uprooting them to a new
location; and,
That the local communities being major stakeholders in the recommenda-
tion have had limited input through their local authority, being the
Thames Valley District Health Council, who have the responsibility for
recommending health services in this community; and,
That the Southwestern Ontario District Health Councils be requested to
oppose or at least defer said recommendation to the Minister of Health
until such time that the local communities have studied the impact to
the residents and the support services involved and that this review be
~\ the responsibility of the affected stakeholders through the Thames
Valley District Health Council; and,
That the Warden be authorized to meet with the Minister of Health to
explain the County's position on this matter; and,
