PRESENTATIONS
(1 Chairman Clutterbuck introduced members of the Civic Addressing Team to Council and
thanked them for their dedicated service and interest in the County of Elgin. Warden
Mezenberg assisted by presenting Ruth Cassis and Jason Fleming each with a set of County
glasses. The Chairman also noted that Jodie Lucente, Gary Marks and Heather Williamson
were unable to attend the Session to be recognized.
Although the recipients were not in attendance, the following individuals had recently retired
ii'om the County Road Department:
Mr. Glenn Cross - 35 years, Mr. William J. Sloetjes - 27 years, Mr. Derk Sloetjes - 23 years,
DELEGATION
Mr. Wendell Graves, representing the Resource Assessment and Planning Committee,
addressed Council on the Tobacco Economic Impact Study. Mr. Graves indicated that County-
wide presentations by the consulting firm which prepared the report will be made at some
future date. He indicated that the report should be considered as a fact book. It does not
"' address health issues related to tobacco use; instead it examines the employment and economic
indicators.
Warden Mezenberg thanked Mr. Graves for his attendance and excused him from the meeting.

Chairman VanBrenk introduced Mrs. Gail Ure, Area Manager, Long-Term Care Division of
the Ministry of Health, Mr. David Harvey, Program Supervisor, Long-Term Care Division of
the Ministry of Health, and Mr. Mel MeKinda, Partner of MeKinda Snyder Partnership
(~ Incorporated, Architect. It was indicated that the purpose of the meeting was to review the
Elgin Village/Bobier Home projects and to provide an opportunity for members of Council to
ask any questions they may have regarding this matter.

1996 COUNTY BUDGET
Warden Mezenberg indicated that the Treasurer will explain, on a line by line basis, the
County's proposed budget for 1996. This will be followed by an opportunity to entertain a
motion respecting the proposed budget. Members will then have the "floor" to propose
amendments as they see fit.

PRESENTATION
Warden Mezenberg presented Mrs. Margaret Moore with the Senior of the Year Award in
recognition of her outstanding volunteer work in the County. Mrs. Moore thanked Council for
the honour and was then excused from the meeting.
RECOGNITION
Warden Mezenberg formally acknowledged Councillor Millman's recent appointment to the
Province's "Who Does Whaf' Advisory Panel, noting that she is the only rural representative
to receive such a distinguished post.
Warden Mezenberg also recognized the efforts advanced by Port Stanley Village Council to
attract the Cleveland/Port Stanley Ferry to the area. The economic spin off of such a venture
will benefit the entire County.

using overhead slides, on a "County Option" for conservation. Mr. Hall's presentation focused
on the potential development of a County Conservation Department and the financial and other
implications of said option.

Mr. Roger Moyer, Municipal Advisor, Ministry of Municipal Affairs and Housing, addressed
Council on the meaning and interpretation of two recent Ontario Regulations on Municipal
Restructuring. He emphasized the Government's resolve to make dramatic changes throughout
the municipal and other sectors of the Province. Mr. Moyer concluded by noting the Ministry
is prepared to help municipalities by providing advice and clarification on regulations and
legislation if required, The Ministry also has a tax impact model program that could be made
available for use by municipalities.

Car races on Sunday, August 18th, 1996 and the Corporate Challenge Cup on September 7th,
1996. Council authorized Mr. Watters to organize a team for the Challenge Cup and obtain the
required entry fee ($325.00) from an appropriate account.

Councillor Nesbitt declared a conflict with recommendation number six of the First Report
of the Corporate Services Committee, regarding the appointment of auditors, and
refrained from discussion and voting on that item. Councillor Nesbitt is involved in a legal
matter involving various parties.
PRESENTATION
Warden Mezenberg congratulated Councillors Hentz, Walters, Wilson and VanBrenk and
Assistant Engineer, Clayton Watters on placing first at the Elgin County Rail Car Races
held in August. A special Engineer's cap with County pin was awarded to each member of
the team.
INTRODUCTION
Mr. Sean Bertleff, Emergency Services Co-Ordinator, introduced Mr. Paul Kulyk, Signage
Technician, to Council. Mr. Kulyk, on contract until January 1997, will be helping to co-
ordinate the installation of 9-1-1 signs.

restraints on financial and human resources provided by the Province;
AND WHEREAS, the County of Elgin recognizes the dangers of overemphasis on
boundary adjustments and inadequate focus on service delivery for restructuring or re-
engineering measures;
AND WHEREAS, the Council of the County of Elgin has reviewed aRe-Engineering
Study - Interim Report prepared by Richard J, Chowen, Consultant/Author, which attempts
to strengthen local units and limit functions carried out on a global basis;
THEREFORE BE IT RESOLVED that the Council of the County of Elgin amend
Alternative #3 of the Re-Engineering Study - Interim Report to include the attached option
as prepared by Bayham Township Council;
AND FURTHER that the Council of the County of Elgin supports the amendment to the
Re-Engineering Study - Interim Report proposed by Bayham Township Council as a
modification of Richard J. Chowen's Alternative #3 defined as Townships and City,
modified to allow Aylmer to remain as its own municipality, and the boundaries of S!.
Thomas to remain unchanged with the option of joining the County;

The Elgin County Council met this day at the Administration Building, 450 Sunset Drive,
St. Thomas at 7:00 P.M., as required by by-law.
The County Administrator/Clerk called the meeting to order and welcomed everyone to the
Annual Warden's Election.
ROLL CALL - All members present except Councillor Swain.
ELECTION OF WARDEN
The County Administrator/Clerk asked that members of Council wishing to run for the
Office of Warden to please stand. Councillors MacGinnis and Mezenberg offered their
candidacy for the position of Warden of Elgin County Council for 1997. Each candidate
was then given an opportunity to address Council in alphabetical order.
BALLOTING PROCEDURES

The County Administrator/Clerk explained the composition of the ballot and that he, the
Deputy Clerk and Mr. Chuck Raven, of Raven & Company, will be counting the ballots in
the Warden's Office.
RESULTS
The County Administrator/Clerk announced that the Warden for Elgin County for 1997 is
Harry J. Mezenberg, Reeve of Aldborough Township.
Warden Mezenberg took the Declaration of Office and Oath of Allegiance as administered
by the Administrator/Clerk. The Warden left the room, was gowned and re-entered the
Council Chambers where he was officially presented with the Chain of Office, the Lord
Elgin Watch and the Gavel of Office, by Past-Warden D. Vane Chute. Warden
Mezenberg delivered his Inaugural Address to Council, thanked them for their support and
outlined the items of interest and importance for consideration in 1997.
