Thursday, February 26th, 1998
The Elgin County Council met this day at the Administration Building, at 9:00 AM., in
accordance with adjournment, with all members present.

Homes Occupancy - Director. Homes for Seniors
Mr. Boyes reported that Elgin Manor is the only Home under the 95% occupancy rate. The
total number of unoccupied beds for all Homes' facilities is 35.

Mr. Boyes indicated the request for staffing will not increase staff numbers at the Homes, but
would be used as replacements in emergency situations (i.e. staff illness) to improve services
and to make operations more efficient.

Mr. Boyes reported that a delegation from Kitchener had toured the new Bobier Villa facility and
were very impressed with our new Senior's Home.

EIQin Middlesex Sanitation Lease - ManaQer. EnQineerinQ Services
The Administrator/Clerk reported that the renovated areas of the Administration Building are
fully occupied and that unrenovated areas can be made available for new tenants as needed.
Short term leases are not normally offered as renewal leases, but are offered in situations
where a business comes in and rents space, but is unsure of their immediate future.

THAT the Warden and Administrator/Clerk be authorized and directed to sign a Lease
Agreement with Elgin Middlesex Sanitation for Room #6-3 in the County Administration Building
for a six month period at the rate of $7.00 per square foot with the proviso that no further short-
term lease will be offered in the future.

EIQin PhotoQraphic HeritaQe Society - ManaQer. EnQineerinQ Services
Mr. Watters reported that the area currently in use by the Elgin Photographic Heritage Society
will be leased to Elgin Middlesex Sanitation. He reported that the Elgin Photographic Heritage
Society is grateful for the use of office space in the Administration Building free of charge and
has no problem moving to Room #235 on the second floor.

THAT the Elgin Photographic Heritage Society be authorized and permitted to use Room #235
in the County Administration Building, in its present condition, at no charge and that this
permission be granted for a one-year term ending March 31, 1999, with the understanding that
the County reserves the right, with 60 days notice, to rent the area to an interested lessee, and
further that the Elgin Photographic Heritage Society vacate Room #6-3 accordingly.

Middlesex County Road and BridQe DesiQnation. ManaQer. EnQineerinQ Services
Mr. Watters reported that Middlesex County is currently studying their County Road System
which affect some areas of the Elgin County Road System. Middlesex may declare their portion
of shared boundary roads with the County of Elgin as being no longer within their County Road
System.

THAT all lower-tier municipalities in the County of Elgin receive a copy of this report and be
requested to submit comments to the Manager of Engineering Services for consideration by
County Council; and further,
That a meeting be arranged with the Middlesex County Transportation and Environment
Services Committee to discuss Elgin's comments.

RestrictinQ of WeiQht of Loads - ManaQer. EnQineerinQ Services
Councillor Wilson requested Council to petition the Minister of Transportation to include
essential services vehicles as exception to the weight load restrictions.

THAT the Corporation of the County of Elgin petition the Minister of Transportation for the
Province of Ontario to include in the appropriate legislation (Section 122 of the Highway Traffic
Act), provision for exceptions to weight load restrictions to include essential service vehicles
such as water and well drilling equipment; and further
That copies of this resolution be sent to AMO, ROMA, and OGRA

Automation/NetworkinQ - ManaQer. Library Services
Ms. Bishop reported that five of our East End Branch Libraries are not yet fully automated and
requested Council's approval to place funds in the 1998 Library budget to complete Branch
automation in 1998. The Library is continuing to look into expansion with School Boards and a
draft contract with West Lorne is currently being investigated.

THAT County Council approve completion of the Elgin County Library Automation Plan which
began in 1997 by authorizing Mobile Training and Internet Services to finish the project at a
total cost not to exceed $46,750.00; and further,
That $14,500 be approved in the Library budget for MultiUS ongoing costs.

Road Maintenance Payment to Lower Tier - Treasurer
Mrs. Veger's report invoked discussion on the appropriateness of percentages and when they
are paid out. Mrs. Veger was directed to convene a meeting with lower-tier treasurers to gain
input and ideas from the other municipalities. Mr. Watters will meet with Road Superintendents
to discuss these payments and will forward a report from the County Implementation Committee
to the lower-tier which sets out responsibilities of lower and upper tiers. Meetings will be held
with Road Superintendents to review road maintenance costs and operational concerns.

DELEGATION - (10:00 A.M.)
Mrs. Sharon Crosby, Chairperson, Elgin-St. Thomas Health Unit, introduced Mr. George
Dawson, Inspector, and Dr. Graham Pollett, MOH, to County Council. Dr. Pollett presented the
Elgin-St. Thomas Health Unit's Private Sewage System Program Proposal, explaining that
responsibility for sewage systems will move from the Environmental Protection Act to the
Building Code Act on April 6th 1998, and local municipalities will become responsible for
enforcement of Part VIII. He outlined how the Elgin-St. Thomas Health Unit could provide the
necessary services to deliver the program in Elgin County, on a cost recovery basis through
their "user pay" fee schedule. The Elgin-St. Thomas Health Unit will offer to make
presentations to the lower-tier municipalities and will provide a copy of their estimated budget
of $106,000.00 for the program. Dr. Pollett noted that fees have increased substantially
because grants from the Province have been discontinued.

the Sewage System Management Program (formerly Part VIII) by the Board of Health for the
Elgin St. Thomas Health Unit.

Council Convention Expenses. and Remuneration and Expenses for Council and Outside
Boards - Treasurer
Mrs. Veger noted that the report will be amended to show Councillor Swain received G-dollars.
Councillor Habkirk noted Council's stipend is to cover all meetings, however, the Health Unit
and Thames Valley District Health Council pay members separately. Mrs. Veger will provide
information to Councillor Habkirk on payment from the Thames Valley District Health Council.
The Stipend Policy will be reviewed at the year end.

THAT the Elgin County Council Members appointed to the Elgin-St. Thomas Health Unit and
the Thames Valley District Health Council be authorized and permitted to accept payment of

LonQ Term Disability Non-Evidence Limit - Personnel Administrator
The Long Term Disability Benefit Non-Evidence Limit currently set at $3,500.00 is no longer
adequate due to the change from 55% to 66 2/3% of monthly earnings effective January 1,
1998.

THAT the Non-Evidence Limit for Long Term Disability be increased from $3,500.00 to
$5,000.00 effective January 1, 1998, to ensure that all staff are adequately covered by this

THAT the quotation from Doug Bergman Enterprises Inc. in the amount of $2,408.06 plus taxes
(lowest bid) for the supply and production of the required MTO highway information signage be
accepted; and further
THAT the County will pay for the necessary signage and lower-tier municipalities will install the
signage at no cost to the County.

Amendment to The EmerQency Plans Act. 1983 - Declaration of an EmerQency -
EmerQency Measures Co-Ordinator
The Emergency Measures Act, 1983, does not give Counties the legal authority to declare an
emergency. Volunteers would not be entitled to benefits (Workplace Safety and Insurance) if
an emergency was not declared at the County level.

THAT, in those instances where the Warden or Council requests a member to attend a
Seminar/Workshop on Council's behalf, the following policy will apply:
THAT actual costs, other than for meals and mileage, would be reimbursed based on receipts,
along with a $110.00 per diem. A personal meal allowance of $50.00 per day will be limited to
the actual number of days that have sessions listed and which are attended by the claimant, in
keeping with the current staff policy. Mileage will be paid based on the actual number of
kilometres claimed.

The Treasurer noted grant requests were received from the Elgin-St. Thomas Health Unit and
the St. Thomas-Elgin General Hospital for the Heroes program after the report was mailed out.

requesting that the federal and provincial government continue to ensure protection of the
auto pact.
14. Office of the President, AMO, with response to Village of Blyth and District of Muskoka
resolutions regarding AMO's stance on Provincial initiatives.

Funds can be designated to specific areas and the Province will match 4: 1 if paid out to the

Relief Fund to help defray the costs associated with the devastating ice storm recently

Counties of Stormont, Dundas and Glengarry.

advising that Bayham does not wish to pursue the installation of civic addressing signs on
vacant properties at this time.

changes to 1998 natural gas and transportation rates.
5. Mr. Tom Pickard, Principal, St. Thomas/Elgin Campus, Fanshawe College, thanking the

6. The Honourable Elizabeth Witmer, Ministry of Health, announcing a one-time 100% grant
to municipalities to ensure a smooth transition of several public health programs.
7. Ms. Jean MacDonald, Acting Area Manager, Ministry of Community and Social Services,
advising that the municipal cost sharing for Children's Aid Societies was eliminated
effective January 1, 1998.
8. Mr. Richard J. Chowen, thanking Council and Staff for their support and help during the
restructuring process in Elgin County.

of Melancthon Township, County of Dufferin. Reeve Oldfield served as Warden for
Dufferin County in 1976.

of their Newsletter "Directions" - An Overview of Ontario Hydro's Nuclear Waste
Management Program.

Mrs. Veger informed Council that there are two grants available for municipalities to claim
restructuring expenses. The County is not able to apply directly for the Implementation of

THAT the County of Elgin's expenditures and projected savings resulting from the
implementation of the Municipal Restructuring Proposal, March 1997, be apportioned to the five
municipalities that qualify based upon 1997 residential assessment; and
That the Municipalities of Bayham, Central Elgin, Dutton/Dunwich, West Elgin and the
Township of Malahide blend their apportioned share of the County's expenditures and savings
with the expenditures and savings for their municipality and apply for assistance under the
Municipal Restructuring fund by the deadline of March 6, 1998; and
That any approved assistance be pro-rated between the municipality and the County upon
receipt.
