COUNTY COUNCIL
Tuesday, January 13th, 1998
The Elgin County Council met this day at the Administration Building at 7:00 P.M., as required
by by-law.
The County Administrator/Clerk called the meeting to order and welcomed all present to this
historic Inaugural Meeting of Elgin County Council, and the newly-restructured County of Elgin.
The following members, having previously filed Certificates as to Election, took their seats at
the Council Table:

Certificate of Election has been filed with the County Administrator/Clerk.
ELECTION OF WARDEN
The County Administrator/Clerk asked that members of Council wishing to run for the Office of
Warden to please stand. Councillors Clutterbuck and Habkirk offered their candidacy for the
position of Warden of Elgin County for 1998. Each candidate was given an opportunity, in
alphabetical order, to address Council.
BALLOTING PROCEDURES
The County Administrator/Clerk explained the composition of the ballot and that he, the Deputy
Clerk and Mr. Don Lemon, of Raven & Company, would count the ballots in the Warden's
Office.
RESULTS
The County Administrator/Clerk announced that the Warden for Elgin County for 1998 is W.
Perry Clutterbuck, Mayor, Township of Southwold.
Warden Clutterbuck took the Declaration of Office and Oath of Allegiance as administered by
the County Administrator/Clerk. The Warden left the room, was gowned and re-entered the
Council Chambers where he was officially presented with the Chain of Office, the Lord Elgin
Watch and the Gavel of Office by immediate Past-Warden Harry J. Mezenberg.
Warden Clutterbuck delivered his Inaugural Address to Council, thanked them for their support
and outlined the items of interest and importance for consideration in 1998. He also noted that
Peter North, M.P.P., had sent regrets that he could not attend the Inaugural Meeting.
PRESENTATION
Mayor Stephen Peters, from the City of St. Thomas, congratulated Warden Clutterbuck on
being elected, and spoke to the City's wish for continued partnership with the County on issues
of mutual concern. He then presented a "Ceremonial Gavel" from the City of St. Thomas to the
County of Elgin in recognition of the restructured County. Warden Clutterbuck thanked Mayor
Peters for the presentation and expressed the County's interest in a continued partnership with
the City of St. Thomas.

Warden Clutterbuck invited all those in attendance to the Warden's Reception, following
adjournment, to be held in the County Administration Building lower level.
