County Council 2 November 28, 2000 COUNCIL AND STAFF REPORTS 2000 - The Year In Review - Warden McPhail The Warden highlighted items in the report. EIQin Tourist Association Annual Report - Councillor Clutterbuck Councillor Clutterbuck thanked Council on behalf of the Elgin Tourist Association for their support for tourism signage. The ETA has moved to temporary quarters in the Elgin Military Museum, as the space they had been using in the County Administration Building will be used by Provincial Offences Courts. Councillors commended the ETA for their enthusiastic efforts to promote tourism in Elgin County. Moved by Councillor van Kasteren Seconded by Councillor Rock THAT the Elgin Tourist Association Annual Report presented by Councillor Clutterbuck be received and filed. - Carried. Land Division Committee Annual Report - Mathew Schafer Mr. Schafer, 2000 Chairman of the Land Division Committee, highlighted the report and noted that retirement lots now being allowed in Central Elgin have increased the number of severances this year. Moved by Councillor Stewart Seconded by Councillor Wilson THAT the Land Division Committee's Annual Report presented by Mr. Schafer be received and filed. - Carried. County Woodlot Harvest Tenders - Lots 1. 2 Concession IV. Municipality of Central EIQin - Bryan Hall. General ManaQer/Secretary Treasurer. Kettle Creek Conservation Authority Mr. Hall reported that 6 logging firms responded to the Call for Tender for the County woodlot harvest of which 2 submitted a response. A $2500.00 retainer will be paid to the County prior to proceeding with logging the woodlot and the firm harvesting the trees will make payments as removal progresses. The logging will be monitored and should net the County approximately $30,000.00. Piggott Enterprises in the amount of White Pine $56.50/1,000 board feet, Red Pine $42.50/1,000 board feet and Larch $60.00/1,000 board feet, for the harvest of the Elgin County woodlot located at Lots 1, 2, Conc. IV, Municipality of Central Elgin. - Carried. County Council 3 November 28, 2000 Mr. Hall left at 9:21 AM. Maintenance AQreements - ManaQer of EnQineerinQ Services The Manager of Engineering Service explained that by formalizing a maintenance agreement both parties are protected in the event of a liability issue. The Lower-Tier municipalities have reviewed and provided input and the changes have been incorporated into the agreement. The report will be deferred until the Road Superintendents have a chance to review the changes at their next meeting and the Manager of Engineering Services will report to a future Council meeting. Moved by Councillor Rock Seconded by Councillor Bond THAT the report from the Manager of Engineering Services on Maintenance Agreements be deferred until the Road Superintendents have an opportunity to review the changed document. - Carried. Intersection Safety Improvements Centennial Road (EIQin Road #28) at Elm Line (EIQin Road #56) - Technical Services Officer The Technical Services Officer presented the report and noted that poor observance of the stop sign is a concern. Staff has reviewed various options, concluding to paint hash lines on the roadway and install a red beacon on the top of the stop sign to bring more attention to the corner. To realign the intersection would require purchase of property, but the intersection would remain skewed and other problems would occur due to a sharp angle at the stop. A resolution received from Central Elgin requesting flashing beacons on all stop signs at the intersection was discussed. The monies could be included in the 2001 budget and the work would be started as soon as possible. Moved by Councillor Wilson Seconded by Councillor VanBrenk THAT the Engineering Services Department be authorized to have additional street lights and flashing beacons installed over the existing stop signs at the intersection of Elm Line and Centennial Road, as per the County purchasing policy; and, THAT monies for this work be included in the Year 2001 Engineering Services Budget. - Carried. Intersection Traffic Study at County Roads #73 and #52 - ManaQer of EnQineerinQ Services The Manager of Engineering Services reported that eight accidents have occurred over the past six years which indicates that audio/visual indicators should alleviate the problems with the intersection. The report was deferred for revision to replace concrete indicators for the rumble strips, and costs involved. Moved by Councillor Wilson Seconded by Councillor Rock THAT the report from the Manager of Engineering Services regarding the Intersection Traffic Study at County Roads #73 and #52 be referred back to staff to prepare a report, including costs, of installing concrete indicators at the intersection. - Carried. County Council 4 November 28, 2000 Intersection Accident Analysis - ManaQer of EnQineerinQ Services Moved by Councillor Habkirk Seconded by Councillor Rock THAT the report from the Manager of Engineering Services on the "Intersection Accident Analysis" be received and filed. - Carried. Structural Replacement Allocation - Technical Services Officer The Technical Services Officer reported that money should be set aside on an annual basis to replace structures as required. Council discussed the need to set aside more than $75,000.00 each year due to the poor condition of structures, particularly those downloaded from the Province. It was felt that the allocation of $75,000.00 was a good initial start. Moved by Councillor VanBrenk Seconded by Councillor Habkirk THAT an initial allocation of $75,000.00 be placed in the Roads Reserve Account from the Mill Rate Stabilization Fund to finance future structure replacements; and, THAT this be deemed as a minimum sum for future deliberations. - Carried. The Technical Services Officer left at 10:01 AM. Council took a break at reconvened at 10: 18 AM. Warden McPhail recognized the retiring Councillors, commented on their excellent work and efforts on behalf on County Council, and presented gifts to Councillors Bond, Clutterbuck, van Kasteren, and former Councillor Bill Walters. Council took a short break while the St. Thomas Times-Journal took a photo of the retiring Councillors. Warden McPhail noted that Marg Berry, the reporter for the St. Thomas Times-Journal, is being reassigned to another task and thanked her for reporting County Council meetings over the past several years. Warden McPhail asked Councillors Rock and Bond to unveil the County's new Photograph/Central Elgin Coat of Arms display cabinet. Mr. Walters left at 10:29 AM. EIQin County Pioneer Museum - Director of Financial Services Moved by Councillor Habkirk Seconded by Councillor Bond THAT the report from the Director of Financial Services on the Elgin County Pioneer Museum Annual Report be received and filed. - Carried. Museum/AQricultural Display - Director of Financial Services Moved by Councillor van Kasteren Seconded by Councillor Clutterbuck THAT the "Elgin Agricultural Heritage Room" be selected as the title for the Elgin Federation of Agriculture and the Elgin Pioneer Museum joint display area within the County Building. - Carried. County Council 5 November 28, 2000 Connect Ontario - Director of Financial Services The Director of Financial Services highlighted the grant process and steps in planning for the County's inclusion in the Infrastructure Plan. The Manager of Library Services explained that there are teams set up to help avoid duplication of efforts and current web sites will be linked to the new site. A committee has been formed and would be beneficial if all municipalities would participate in order to stay informed on progress. It was noted that it is a big job to keep web pages current and agencies using the service will be charged a fee. Moved by Councillor VanBrenk Seconded by Councillor Habkirk THAT the County of Elgin supports the application for a Connect Ontario grant to prepare the Infrastructure Plan for the geographical area of the County of Elgin; and, THAT the County indicate its willingness to help fund this project as one of several partners; and, THAT County Council determine the extent of the County's financial commitment upon receipt of a complete budget and contribution plan. - Carried. EIQin Manor SewaQe Treatment - Director of Homes and Senior Services Moved by Councillor Habkirk Seconded by Councillor Rock THAT the steps initiated with respect to the Public Information Session be approved and that such initiatives are recognized as part of the process for Schedule "A" of the Class Environmental Assessment Act. - Carried. EIQin Manor Rebuild Project - Director of Homes and Senior Services The Director of Homes reported that staff have reviewed the floor plans and revisions have been made to the documents. It was noted that reductions in square footage have been accomplished. Council discussed the possibility of expansion to the facility in the future if it becomes necessary and asked that this matter be discussed at the next building meeting. Moved by Councillor Clutterbuck Seconded by Councillor Rock THAT the Council of the Corporation of the County of Elgin approves the block schematic plans of the new Elgin Manor; and, THAT the project proceed to gain the necessary approvals from Provincial Ministries. - Carried. Inspection of Homes by the Fire Marshal - Director of Homes and Senior Services The Director of Homes advised that the three Homes have not been inspected for some time and the inspection team made several recommendations, which are being rectified. There were no items recommended that were of a life-threatening nature but were for safety precautions. Policies and Procedures - Homes Volunteers - Director of Homes and Senior Services The Director of Homes and Seniors Services reported that 2001 is the Year of the Volunteer. Moved by Councillor Habkirk Seconded by Councillor van Kasteren THAT the policies, procedures and volunteer handbook for Elgin County Homes be approved for implementation. - Carried. Archives Activity Report - ManaQer of Library Services The Manager of Library Services reported that the collection has been sorted, non- archival material disposed of, and a database is being compiled. Some material has been returned to the rightful owner because it did not contain County of Elgin interest. Moved by Councillor Clutterbuck Seconded by Councillor van Kasteren THAT the Special Projects Officer-Archives, under the direction of the Manager of Library Services, be directed to investigate the feasibility of taking the existing archives database, including the scanned documents, to make them available on the World-Wide Web; and, THAT a report on the findings be prepared for Council. - Carried Southern Ontario Library Service Trustee Council - ManaQer of Library Services Mr. Elgin Wells has volunteered for the past three years and Mr. Richard Harding has offered to sit on the Board for the County for the next year. An appropriate letter of appreciation will be forwarded to Mr. Wells. Moved Councillor VanBrenk Seconded by Councillor Habkirk THAT Mr. Richard Harding be appointed as the County of Elgin's representative to the Southern Ontario Library Service Trustee Council for the term of January 1, 2001 to December 31, 2001, with the understanding that mileage costs associated with the appointment are reimbursed through the Elgin County Library budget; and, THAT Mr. Richard Harding provide a written report to the Manager of Library Services on the activities of the Trustee Council shortly after each meeting; and, THAT Mr. Harding be permitted to attend the annual Ontario Library Association Conference with all expenses paid through the Library budget. - Carried. OTHER BUSINESS Statements/InQuiries by Members Councillor VanBrenk asked the Warden to send a letter to Gar Knutson congratulating him on his re-election and inviting him to a future meeting to discuss concerns of Council. County Council 11 November 28, 2000 Councillors Clutterbuck, van Kasteren and Bond thanked Council and staff for their past support and good working relationship and Councillor Habkirk expressed appreciation for their dedication and support to Council. Warden McPhail advised that there are a tremendous number of railroad ties stored along rail rights-of-way throughout the County, which is producing safety, and environmental hazards that should be brought to the attention of the federal and provincial Ministries of Transportation, CN Rail and others. Council consensus was to put this item on a list of concerns and forward them to Gar Knutson, M.P. and Steve Peters, M.P.P. Warden McPhail thanked Council for their support and teamwork over the past year and expressed his appreciation for their accomplishments. The Warden noted many items begun are still in progress and announced his intention to run for the Office of Warden for 2001. Notice of Motion - None. Matters of UrQency - None. Moved by Councillor van Kasteren Seconded by Councillor VanBrenk THAT staff be directed to recruit an Information Technology Technician through an employment agency to meet County needs while the Information Technology study is being conducted; and, THAT the Technician be retained until the results of the study have been presented and implemented, as determined by Council; and, THAT staff negotiate additional consulting hours with Mr. Fred Rouse at an upset limit of $7,500.00 with the funds coming from the Information Technologies Reserve. - Carried. County Council 12 November 28, 2000 Moved by Councillor Clutterbuck Seconded by Councillor VanBrenk THAT the Director of Homes and Seniors Services and the Director of Human Resources commence the appropriate action as detailed in the Confidential Homes Report, Administrative Staffing, dated November 13, 2000. - Carried. Moved by Councillor Rock Seconded by Councillor van Kasteren THAT the Director of Homes and Seniors Services and the Director of Human Resources commence the recruitment procedure for two (2) full time and one (1) part time positions of Registered Practical Nurse at Terrace Lodge. - Carried. Warden McPhail updated Council on correspondence sent to and received from Mr. Robert Cunningham, Administrator, London/St. Thomas Psychiatric Hospital regarding an invoice received by the County for water used during flushing of the Hospital's contaminated system. Ms. Gail Ure, Ministry of Health representative, will attend a future Council meeting to discuss the issue. Warden McPhail advised that St. Thomas Mayor-elect Ostojic would like to attend Council on January 23, 2001, to discuss County/City relations. Councillor Rock advised that a resident from Central Elgin is complaining of water quality on Sunset Drive. The Health Unit has tested the water and found it does not contain bacteria. Residents still want the line replaced and the County may be asked for future involvement. The Manager of Engineering Services showed to Council two pieces of watermain that the City had given him from cuts on the Sunset Drive waterline. There was some corrosion on the inside, but it was still in good shape. The City of St. Thomas will be advised that the County requires, at County cost, at least two cuts per kilometre and the Manager of Engineering Services will review the results. The Manager of Engineering Services indicated that if the pipeline replacement proceeds next year, road restoration on Sunset Drive would be delayed. Warden McPhail reminded Council of the Orientation Meeting on November 30th and asked about Council dress. Council consensus was casual attire.
