The Elgin County Council met this day at the Administration Building, at 9:06 A M. in
accordance with adjournment, with all members in attendance except Councillors Habkirk
(arrived later) and Stewart.

PRESENTATION
Warden McPhail presented a certificate and gifts to Rose Laemers in recognition of her
retirement from the County of Elgin after 24 years of service.

COUNCIL AND STAFF REPORTS
TillsonburQ District Memorial Hospital Report - Mr. Ron Bradfield
Mr. Ron Bradfield attended at 9:11 AM. and presented the annual report on activities of the
Tillsonburg District Memorial Hospital. Mr. Bradfield commented that the hospital continues
to operate in the black. Warden McPhail thanked Mr. Bradfield for continuing to serve on the
Hospital Board on behalf of the County of Elgin. Mr. Bradfield left at 9: 16 AM.

THAT the annual report of the Tillsonburg District Memorial Hospital be received and filed.

St. Thomas-EIQin General Hospital - Councillor Van Brenk
Councillor VanBrenk reported that the hospital is working hard to bring in a non-deficit
budget. Councillor VanBrenk noted that the hospital would be undertaking a fundraising
campaign to enhance emergency services to create an Emergency Technologies
Endowment Fund. The Board is looking for persons who would be interested in assisting
with fundraising efforts. Councillor Wilson noted the efforts of the retiring Chief
Administrative Officer on behalf of our community hospital and asked that the County's
thanks be relayed to him through our representative.

Summary of Violation - Lebedz Farms Ltd.. Lot 9. Concession 6. West EIQin - Tree
Commissioner
The Tree Commissioner attended at 9:20 AM. and highlighted the report, noting that
Lebedz Farms has agreed to replant trees to replace those cleared to provide an area for a
micro cell tower. Warden McPhail commented on the professional manner in which our
new Tree Commissioner handled the issue. He further commented that the site plan did
not properly take into consideration tree clearing and more care must be taken in the future
to avoid this situation throughout all municipalities. The Tree Commissioner left at 9:23
AM.

THAT Lebedz Farms Ltd., Lot 9, Concession 6, Municipality of West Elgin, plant 100 trees,
in accordance with the County of Elgin's "No Net Loss Policy", to replace those trees that

THAT the Manager of Engineering Services petition for a municipal drain outlet on Victoria

County Land Purchase Policy - ManaQer of EnQineerinQ Services
The Manager of Engineering Services reported that, in accordance with Council's
direction, he had reviewed neighbouring counties' land purchase policies and obtained
information from a firm specializing in assessing of land values to assist in determining
appropriate baseline values. Discussion ensued on valuation of farmland and the report
was amended to reflect $10,000 per Ha for all farmland.

The Manager of Engineering Services reported that three consulting firms submitted prices
for engineering services to maintain the integrity and safety of structures in the County.

THAT Spriet Associates provide engineering services to update the bridge weight by-law,
evaluate the Jamestown Bridge, and for bridge and culvert inspection for all County-owned
structures for the quoted price of $15,700.00 (plus G.S.T.); and also,
THAT the monies be allocated from the Capital Budget.

EIQin County Archives' Workplan - July 2001 to December 2003 - County Archivist
The Archivist provided Council with an overview of the priorities and phases of the
development of the new Elgin County Archives.

contacted to determine market value for the surplus item.

is tentatively scheduled for October 1, 2001.

THAT the entire 2001 Community Reinvestment Fund allocation to the County of Elgin be
applied to the 2001 operations budget, thereby passing the benefit to taxpayers through
the tax rate.

WHEREAS the Province of Ontario is providing the County of Elgin a Community
Reinvestment Fund (CRF) allocation; and,
WHEREAS the intended use of the CRF allocation is to mitigate increases in property
taxes; and,
WHEREAS the Province has requested this information by July 31,2001; and,
WHEREAS the Ministers of Finance and Municipal Affairs and Housing have requested
that each municipality submit an electronic copy of a forecast of the 2001 Continuity of

St. Thomas-EIQin Patient Shuttle - EmerQency Measures Co-Ordinator
Council discussed the value and impact this service has in the community and that the
Ministry of Health is one of the greatest benefactors of this service. Councillor Habkirk
advised that the MOH is reviewing the funding request but to date nothing concrete has
been heard.

THAT County Council concur with St. Thomas City Council, and St. Thomas City Staff be
directed to discontinue the STEPS demonstration project as of July 31, 2001, if appropriate
funding cannot be obtained; and,
THAT a copy of this report be sent to the Minister of Health and Long Term Care
(MoHL TC) for immediate consideration and action; and,
THAT if the MoHL TC agrees that the STEPS program is a valued service, and if the
MoHL TC will financially support 86% of the overall budget, County Council will contribute
up to 7% of the overall remaining budget (August - December 2001), from the Mill Rate
Stabilization Reserve as a measure of support for this service; and further,
THAT City Council be encouraged to contribute the same.

DELEGATION
Mr. Chester Hinatsu. Director. Ontario Works. Joint Local Transfer Plan for Social
HousinQ in St. Thomas-EIQin
Mr. Hinatsu noted that the City of St. Thomas and the Ministry of Municipal Affairs and
Housing have approved the Plan. The transition date for Social Housing Phase II
implementation is scheduled for March 1, 2002 and the delivery of Social Housing will be
through a Service Manager, yet to be hired. Mr. Hinatsu noted that changes would be
coming and he would report in November or December to update Council.

since Councillor Stewart is not in attendance it would be advisable to reschedule the photo

cost for gas and the need to regulate gasoline taxes for consumer benefit.

3. City of Stratford Corporate Services, with a resolution urging the Government of
Ontario to protect the "deep" groundwater resources.

the Diocese that the process necessary for municipal change of use permits to allow
occupancy in these facilities during the event be streamlined; and further,
THAT Father Sargent be invited to a September Council meeting to provide an outline of
the activities planned by Days in the Diocese for the Elgin area.

THAT the Corporation of the County of Elgin agrees to offer the assistance of its Corporate
Facilities Officer to oversee the Municipality of Central Elgin's proposed renovations to the
first and lower floors of the North Wing of the County Administration Building; and
THAT the Municipality of Central Elgin acknowledges that the County will use its best
efforts to meet the construction deadlines envisioned, however, the Corporate Facilities
Officer's primary responsibilities are with the County of Elgin. Should delays be
encountered, the County expects the Municipality of Central Elgin to be understanding and
patient; and
THAT the Corporate Facilities Officer (project supervisor) through Mr. Lloyd Perrin (project
manager), would be responsible for directing the trades and would approve invoices for the
work, with the understanding that the original budget for the work ($126,000) can be
accessed by the project supervisor. The project manager would sign off and ultimately be
responsible; and
THAT the necessity for liquidated damages and bonding would be dropped in order to
obtain more favourable pricing; and further,
THAT all health and safety concerns and related obligations would be the Municipality of
Central Elgin's responsibility.

Matters of UrQency - Councillor Mcintyre expressed concern regarding the adverse
impact on the condition of County Road #20, caused by three recent detour routes from
the 401 using this highway. The roadway is sloping and safety concerns should be
addressed. The Manager of Engineering Services advised that the road is not built to
today's standards, and is in poor shape, due to the volume and type of traffic using the
roadway during detour routing. The Chief Administrative Officer suggested that funds
could be borrowed from reserves, budgeted for next year, and paid back to the reserves in
2002. Warden McPhail will forward a letter and photos, making a political point to the
Provincial government, showing the impact emergency detour routes have on our
roadways resulting in increased costs for ratepayers. The municipality will be asked about
the necessity for and type of curb and gutters that may be required.

THAT the reconstruction project scheduled in the 2002 Capital Works Program for County
Road #20, north of Shedden and south of the tracks (approximately .6 km), be advanced
to 2001 due to road safety concerns; and,
THAT the funds (approximately $500,000) for this project be borrowed from reserves in
2001 to be paid back through the 2002 Capital Budget requisition; and further,
THAT due to the need for expediency, staff be authorized and directed to award the
project and report to Council at the first opportunity.

(approximately .6 km), be documented and forwarded to the Minister of Transportation

and the environment is scheduled for July 31, 2001 at the Mistele farm in Rodney.

Ashwarren and County Road #48

THAT the Manager of Engineering Services be directed to prepare the contract documents
for roadwork at County Road #48 from Dorchester Road to Yarmouth Centre Road, and
the project be awarded to Ashwarren International Incorporated with the understanding
that, as part of a previous commitment, Ashwarren will pulverize and apply double surface
treatment to approximately three kilometres of roadway from Imperial Road to Dorchester
Road at no charge to the County; and further,
THAT the County of Elgin agrees to indemnify Ashwarren from any further responsibilities
for the section of roadway under consideration, beyond those identified in the standard
contract documents.
