November 27, 2001 Minutes COUNTY OF ELGIN Tuesday, November 27, 2001 The Elgin County Council met this day at the Administration Building, at 9: 1 0 AM. in accordance with adjournment, with all members in attendance except Councillor Rock. Warden McPhail in the Chair. Moved by Councillor VanBrenk Seconded by Councillor Mcintyre THAT the minutes of the meeting held on November 13, 2001 be adopted. - Carried. DISCLOSURE OF PECUNIARY INTEREST AND THE GENERAL NATURE THEREOF- None. DELEGATIONS Ms. Donna Lunn, Coordinator, Elgin Community Futures Development Corporation, attended at 9: 1 0 A M. to provide an update on Elgin Connects' activities. Ms. Lunn thanked Council for their leadership and financial support and announced that Connect Ontario was successful in obtaining a grant from the Province. An invitation was extended to Councillors and municipal staff to attend a "brainstorming seminar" on November 30th, 2001 to discuss electronic communication throughout the County. Ms. Lunn indicated she has received a poor response to the invitation so far and Councillors agreed to discuss participation with their municipal staff, due to the importance of input on what services and information ratepayers would like to see available electronically. STAFF REPORTS Vehicle WeiQht Restrictions Over County BridQes - Update - ManaQer of EnQineerinQ Services Mr. John Spriet was in attendance to answer questions regarding this report. The Manager of Engineering Services indicated that the weight allowed on the Jamestown Bridge should be reduced to 2 tonnes. Councillor Faulds noted that the current structure was not adequate to allow for the large farm equipment or maintenance equipment. Mr. Spriet advised that another report will be submitted in approximately two weeks recommending replacement of the bridge deck, advising that the north abutment is in bad shape and may pose a potential liability issue. Moved by Councillor Faulds Seconded by Councillor VanBrenk THAT no vehicle or any class thereof, whether empty or loaded, shall be operated over any bridge designated in Schedules NO.1 and NO.2 which forms part of the by-law with a weight in excess of the weight limit prescribed in the schedule for such bridge; and, THAT the by-law become effective until November 14, 2003; and, THAT By-Law No. 01-31 be repealed. - Carried. County Council 2 November 27,2001 Mr. Spriet left at 9:34 AM. ReQulation of Traffic (ParkinQ By-Law) - ManaQer of EnQineerinQ Services The Manager of Engineering Services reported that information was requested from local municipalities and other stakeholders to help determine content of the schedules. Moved by Councillor Habkirk Seconded by Councillor Crevits THAT County Council approve the content of the schedules to the Parking By-Law for the regulation of traffic; and, THAT sign installation be completed to comply with the new By-Law and form part of the 2002 Capital Budget. - Carried. Road Drain Outlet for Third Line. Southwold Township - ManaQer of EnQineerinQ Services The Manager of Engineering Services reported there will be a need for a legal drain outlet once improvements have been made to County Road 18 (Third Line) near County Road 14 (Iona Road). Moved by Councillor Mcintyre Seconded by Councillor Stewart THAT the Manager of Engineering Services petition for a municipal drain outlet on Third Line (County Road 18) in the Township of Southwold. - Carried. EnQineerinQ Services - Terrace LodQe Generator Replacement and BuildinQ to House Generator - ManaQer of EnQineerinQ Services Moved by Councillor VanBrenk Seconded by Councillor Faulds THAT EMCAD Consulting Engineers (1995) Incorporated provide engineering services to replace the generator at Terrace Lodge and building to house said generator for the quoted price of $18,536.00 (plus GST). - Carried. United Way CampaiQn 2001 - Director of Human Resources Moved by Councillor VanBrenk Seconded by Councillor Wilson THAT County Council approves the draws for time-off with pay for the Year 2002 as follows: - all employees who contribute $1.00 per week or $2.00 per pay to the United Way, have their names entered in a draw for one day off with pay in 2002. - all employees who contribute $2.00 per week or $4.00 per payor greater to the United Way, have their names entered in a draw for two days off with pay in 2002. THAT the draws take place on December 13, 2001, with the winners being announced on that day. - Carried. County Council 3 November 27,2001 SesQuicentennial Atlas: ChanQinQ Focus - ManaQer of Library Services The Manager of Library Services reported that research has been completed and that the quality of historical maps available is poor. Mr. Steve Peters has given permission for the County to reproduce the 1864 Tremaine map he has in his possession, which is of good quality. Moved by Councillor Crevits Seconded by Councillor Habkirk THAT the Manager of Library Services be permitted to dispense with the concept of producing a comprehensive historical atlas of the County and focus on reproducing the 1864 Tremaine Map and index of the County of Elgin; and, THAT a booklet be published on the administrative history of the County of Elgin for 2002, staying within the allotted budget approved by Council. - Carried. Archives ACQuisition Policy - ManaQer of Library Services Moved by Councillor VanBrenk Seconded by Councillor Habkirk THAT Appendix "A" attached to the report entitled "Elgin County Archives - Acquisition Policy" dated November 13, 2001, be adopted in fulfillment of By-Law No. 01-21. - Carried. Early Years ChallenQe Fund Project - ManaQer of EnQineerinQ Services The County Library Staff would like to apply for an Ontario Government "Early Years Challenge Fund" grant that provides funds for community development programs. The County Library would donate library cards to be included in canvas bags to be given out to new mothers at hospitals. This initiative would not require financial commitment from the County, to date, as sponsors have provided enough funds to cover the program for the next three years. It was noted that as Dutton/Dunwich and West Elgin have provided funds towards the Parent Child Resource Centre there could be a possible conflict. The Manager of Library Services will check to see if they have submitted a separate grant application or want to be included in the County's. Moved by Councillor Faulds Seconded by Councillor Mcintyre THAT County Council approve the Library's submission of an application for the Early Years Challenge Fund; and, THAT County Council provide a letter of support for the project to accompany the application. - Carried. Dianne Hill, CAO/Clerk, Township of Havelock-Belmont-Methuen, requesting support for their resolution petitioning the Federal and Provincial Governments to return to the former standardized health system. 2. Carol Judd, Assistant By-Law Enforcement Officer, Municipality of Bayham, concerning County-Wide Parking By-Law - No Parking Zones within Bayham. County Council 4 November 27,2001 3. Eleanor B. McMillan, Secretary, Elgin County District Women's Institute, with nominations for appointment to Elgin County Pioneer Museum's Executive Committee. Giuliani, City of New York, with thank you note in response to Council's letter of concern and support during the recent tragedy of September 11th. 2. Richard Hikele, SecretarylTreasurer, St. Thomas Professional Fire Fighters Association, thanking Council for the donation of $10,000.00 to the Fallen Heroes fund. 3. Honourable James Flaherty, Minister of Finance, and the Honourable Chris Hodgson, Minister of Municipal Affairs and Housing, announcing that for 2002 the Community Reinvestment Fund (CRF) will continue to be linked to the Local Service Realignment (LSR). 4. Jack Layton, President, Federation of Canadian Municipalities, with information on the 65th Annual FCM Conference and Municipal Expo from May 31 - June 3, 2002 at Hamilton, Ontario. 5. Steve Peters, M.P.P., Elgin-Middlesex-London, supporting Council's resolutions on the implementation of the Report of the National Broadband Task Force. 6. County Council 5 November 27,2001 9. Honourable David Turnbull, Ministry of the Solicitor General, thanking the County of Elgin for the donation of $10,000 for the Fallen Heroes Fund. 10. Henry Muench, Board Chair, Elgin Community Care Access Centre, with copy of correspondence sent to the Ministry of Health and Long-Term Care regarding Bill 130. OTHER BUSINESS Statements/InQuiries by Members Councillor Faulds requested a road tour of the west end of Elgin County. The Manager of Engineering Services will arrange a tour of the entire County in April and local road superintendents will be invited to provide input. Warden McPhail noted that Councillor Will Parney from Chatham-Kent, was in hospital after suffering a stroke. Staff will forward an appropriate card to Councillor Parney on Council's behalf. The Manager of Library Services announced that the Scott Sefton book has gone to print and so far has raised $8,000 in advance sales. Councillor Faulds announced that 2002 memberships for the Elgin County Pioneer Museum can be purchased from him for $5.00 each. Councillor Wilson announced that the Community Services Building in Springfield (Library) is well underway and if anyone is in the area to stop by and take a look. Councillor Habkirk asked Councillor Faulds to update Council on the Aylmer/Malahide Central Elgin Medical Centre. Councillor Faulds advised that the construction is on schedule and the floors have been poured and the parking lot asphalted. Building inspectors from three municipalities are overseeing construction. There are already some potential tenants interested in space in the facility. Warden McPhail thanked Council and staff for a productive two years and for the wonderful experience of being Warden, something he will not soon forget. Notice Of Motion Councillor Mcintyre indicated he would be presenting a Notice Of Motion on December 13th for recognition of four young adults from West Elgin 4-H Club who received Reserve Champion Awards at the Royal Winter Fair. One individual received the Queen's Guineas Award, which has not happened in Elgin County since 1922. Council consensus was that this motion come forward on December 13th and staff would research appropriate recognition and permanent recognition for display in the Elgin Agricultural Heritage Room. Councillor Mcintyre announced that the paving between curbs and sidewalks in Shedden is progressing very well. Matters Of UrQency - None. Moved by Councillor Wilson Seconded by Councillor VanBrenk THAT effective January 1, 2002, the Rodney and Dutton Stations be up-staffed to 12 hour on-site, 7 days per week; and, THAT the Rodney Ambulance Service Contract with the County be reopened to include an additional $69,000 per year for the remaining 2 years of the agreed upon contractual amount, effective January 1, 2002; and, THAT a business case be forwarded to the Ministry of Health-Emergency Services Branch to further request them to make a decision on the January 2000 request to contribute 50% funding toward this necessary upgrade to enable our service to provide employees that meet the standards of their Act; and, FURTHER THAT the City of St. Thomas be advised of this initiative with the understanding that Ministry funding has not been guaranteed. - Carried. Moved by Councillor Habkirk Seconded by Councillor Wilson THAT effective January 1, 2002, County Council approve the contract position for the Provincial Offences Administrative Clerk to become a full-time position to meet the demands of Elgin's Provincial Offences operations and the incumbent be offered the position. - Carried. County Council 7 November 27,2001 Moved by Councillor VanBrenk Seconded by Councillor Mcintyre THAT the tender for the operation of the Elgin Manor Wastewater Treatment Facility be awarded to the Ontario Clean Water Agency (OCWA), as revised on November 23,2001, for the total tendered price of $15,754.00 for a one-year term, subject to the review and concurrence of the County Solicitor. - Carried.
