COUNTY OF ELGIN
Friday, October 5, 2001
The Elgin County Council met this day at the Administration Building, at 10: 1 0 AM. in a
Special Session, with all members in attendance except Councillor VanBrenk. Mr. Perry
Clutterbuck, former County Councillor and member of the Elgin Manor Building Committee,
was also in attendance.
Warden McPhail in the Chair.

COUNCIL/STAFF REPORTS
General Contractor Bid Results and Tender Award - EIQin Manor BuildinQ
Committee
Warden McPhail highlighted aspects of the report from the Elgin Manor Building
Committee, which outlined the bids received for development of the new Elgin Manor.
Councillors expressed concerns with the architectural plans, some of which were ensuring:
that parking spaces could accommodate large vehicles, such as trucks, or alternately
provide for parking in a separate area; that the generator to be installed is large enough to
power the entire structure; that interior overhead wiring plans for the future; that the
entrance cover is high enough for fire trucks etc. to fit under; and that potential winter
hazards at the entrance are addressed. The Director will discuss Council's concerns with
the Building Committee and the architects.
Warden McPhail commented on the home-like atmosphere being created at the new Elgin
Manor which includes family rooms, family dining, a town square, a horticultural room, and
outdoor spaces for the residents and their families to enjoy.

THAT HIRA Contractors, St. Thomas, Ontario, be awarded the contract for the
construction of the new Elgin Manor at the total tendered price of $10,064,340.00
exclusive of Value Added Taxes (GST); and
THAT the Warden and the Chief Administrative Officer be directed to forward all necessary and
pertinent documents regarding the Elgin Manor redevelopment to the Ministry of Health and
Long-Term Care.

Warden McPhail thanked former County Councillor Perry Clutterbuck for his insightful
involvement and input into the meetings of the Building Committee. He further indicated
that HIRA could begin work on the project immediately.
Councillor Mcintyre noted that the Township of Southwold would issue the building permit
next Wednesday for the development and that site preparation could begin immediately.
The Warden will issue a Press Release after Council announcing the awarding of the
contract for the Elgin Manor development.

Financial Update - The New EIQin Manor BuildinQ Project - Director of Homes and
Seniors and Director of Financial Services
The report indicated that the budget for the entire project rests at $13,536,950.00.

THAT the report entitled "Financial Update - The New Elgin Manor Building Project" dated
October 4, 2001 be received for information purposes.
