January 22, 2002 Minutes COUNTY OF ELGIN Tuesday, January 22,2002 The Elgin County Council met this day at the Administration Building, at 9:03 AM. in accordance with adjournment, with all members in attendance except Councillor VanBrenk (vacationing). Warden Wilson in the Chair. Moved by Councillor Rock Seconded by Councillor Mcintyre THAT the minutes of the meeting held on December 11 and December 13, 2001 be adopted. - Carried. DISCLOSURE OF PECUNIARY INTEREST AND THE GENERAL NATURE THEREOF- None. DELEGATIONS Frank Cowan Company Limited Mr. Bryce Sibbick, Manager, Western Region, Frank Cowan Company Limited, attended at 9: 18 A M. to present the proposal for the County's 2002 General Insurance and Risk Management requirements. Mr. Sibbick reviewed the staff report, noted changes, and highlighted differences and improvements in the revised proposal. The Cowan Company was able to keep the County's deductible limits at $5,000 when most Counties have been raised to $10,000. Mr. Sibbick noted that cyber liability and terrorism acts are excluded from policies. The County's insurance premiums would increase approximately 48% due to increases to Cowan from re-insurers. The report "2002 Comprehensive Insurance Program" from the Deputy Clerk was considered. The delegation left at 9:27 AM. Moved by Councillor Rock Seconded by Councillor Stewart THAT the quotation for General Insurance and Risk Management requirements for the County of Elgin for 2002 from the Frank Cowan Company Ltd., in the amount of $142,245 plus taxes, be accepted. - Carried. County Council 2002 2 January 22, Thames Valley Education Foundation Ms. Rena Princis, Community Corporate Development Officer, and Ms. Sandra Westaway, Board Member, Thames Valley District School Board and Mr. David Stewart, Board Trustee, attended at 9:28 AM. to present an overview of the Thames Valley Education Foundation, a Registered Charitable Foundation created to provide enhanced learning opportunities for students. The Foundation is seeking to foster parent, business and local support for their initiatives and is not intended to cover shortfalls in core program funding. It would provide funds for special projects and programs not receiving funding through normal budgetting. Council discussed rural issues and how the Foundation would address these concerns, noting that Mr. David Stewart is the contact for rural issues. Warden Wilson thanked the delegation for their efforts and extended best wishes for their project. Council recessed at 9:51 AM. and reconvened at 10:02 AM. PRESENTATIONS Warden Wilson and Councillor Mcintyre presented scrolls to the following in recognition of their achievement in the agricultural field. Martin Koyle (absent) Division Champion Award and Queen's Guineas Grand Champion Award, Royal Winter Fair Division Reserve Champion Award, Royal Winter Fair Division Reserve Champion Award, Royal Winter Fair Division Reserve Champion Award, Royal Winter Fair Champion Limousin, Top Meadow Farms, National Junior Beef Heifer Show David McKillop Ashley Englehart Josh Englehart Scott Stafford Mr. Paul Mistele, Elgin Federation of Agriculture, offered the Federation's congratulations to these young people, and thanked the County for recognizing their achievements. Warden Wilson announced that a permanent plaque recognizing agricultural achievements has been placed in the Elgin Agricultural Heritage Room and invited the audience to view the award. Council took a break while photographs of the award recipients were taken. COUNCIL AND STAFF REPORTS KinQ GeorQe Lift BridQe in Port Stanley - ManaQer of EnQineerinQ Services The Manager of Engineering Services reported there would be no increase in insurance for the roadway, but insurance coverage for the building and operational equipment would apply. Council discussed the comparatively low figure of $1500 per year in the proposed agreement that would be payable by Central Elgin for preventative maintenance. It was felt that consideration should be given to increasing Central Elgin's maintenance costs in proportion to increases in County costs, or to keep pace with the cost of inflation increases. Councillor Rock agreed to take this matter back to Central Elgin's staff and investigate the impact it would have on the Municipality. The report was deferred until Central Elgin Council could review the maintenance costs and County staff could research insurance costs and propose an annual maintenance costing formula that kept pace with inflation. Moved by Councillor Rock Seconded by Councillor Crevits THAT the report "King George Lift Bridge in Port Stanley - Update" from the Manager of Engineering Services be deferred to the next Council meeting to allow Central Elgin to investigate cost implications and County staff to research insurance costs and to propose an annual maintenance costing formula that keeps pace with inflation. - Carried. County Council 2002 3 January 22, Lakeshore Line (County Road 42) - ManaQer of EnQineerinQ Services The Manager of Engineering Services reported that the erosion on Lakeshore Line is within 26 metres of the roadway and by the end of next year the road will be in peril. Council discussed the process in assuming land for a roadway, the need for funding to provide access and the County's responsibility in terms of providing access to property owners along the road. The Manager of Engineering Services was directed to contact Norfolk County for their input into the matter. Council decided to meet at the Bayham Township Office on February 1st at 11 :00 AM., and proceed out to the location to view and discuss the situation. It was stressed that all Councillors should try to make themselves available for this important meeting. Moved by Councillor Faulds Seconded by Councillor Rock THAT the report "Lakeshore Line (County Road 42)" from the Manager of Engineering Services be deferred until the Council meeting on February 12, 2002; and, THAT the members of Council meet at the Municipality of Bayham Municipal Office on February 1, 2002 at 11 :00 AM. and then proceed to a site meeting. - Carried Unanimously. Road Network Study - ManaQer of EnQineerinQ Services The Manager of Engineering Services reviewed the report from June 6, 1997 as well as the map noting County, Local and Provincial Roads. Discussion on the types of roads to be transferred, the impact on local municipalities, the need for Lower-Tier input and the overall vision to design a road network that will best serve the County now and in the future was initiated. Moved by Councillor Faulds Seconded by Councillor Rock THAT Engineering staff be directed to conduct an Elgin County Road Network Study using the following criteria: . Arterial roads . Collector Roads . A maximum of only one north/south in an urban area, with the exception of a truck route . A maximum of only one east/west road in an urban area, with the exception of a truck route . Traffic volumes should be above 750 Average Annual Traffic Volumes; and, THAT a detailed list of roads based on this criteria, the conditions for compensation and timing of the transfers, be brought back to County Council at the next meeting. - Carried. Capital Needs - ManaQer of EnQineerinQ Services The Manager of Engineering Services reported that the basis of the document is to inform Council how the roadwork needs have increased and that funding has not kept up with needs. An increase in the 2002 Capital Roads Budget by $1,500,000 will increase the County Levy by several percentage points. Staff was directed to investigate the railway maintenance being charged by railroads as abandonment of lines has caused removal of track and roadway gates and may be overcharging. The report was deferred to a future meeting to allow for costing of all options. County Council 2002 4 January 22, Moved by Councillor Habkirk Seconded by Councillor Faulds THAT the report "Capital Needs" by the Manager of Engineering Services be deferred and the Financial Services Department be directed to cost out all options and report to Council at a future meeting. - Carried. HiQhway #401 Identification SiQn - ManaQer of EnQineerinQ Services This request from the Downtown Development Board had been agreed to in September by Council, but new information was received that this would be the only sign allowed on the MTO Highway. The County has no plans at present to erect signage, however, it may wish to in the future. Councillors expressed concern regarding MTO restricting signage on property other than Provincial land and instructed staff to investigate. It was noted that several signs have been erected in Chatham-Kent without MTO repercussions. Moved by Councillor Habkirk Seconded by Councillor McPhail THAT the following resolution adopted on September 11th, 2001 be hereby rescinded: "THAT the Council of the County of Elgin endorses the establishment of a County of Elgin/City of St. Thomas identification sign on the private lands within the Township of Southwold, adjacent to Highway #401 "; and, THAT this information be forwarded to the Area Operations Engineer for the southwest region with the Ministry of Transportation of Ontario. - Carried. FlashinQ Beacon at lona Road and Talbot Line - Technical Services Officer The Technical Services Officer reported that the Township of Southwold requested the flashing beacon policy be revisited with regard to this intersection. Staff noted there is a substandard skewed angle in the roadway and a flashing beacon would not alleviate the concerns regarding this intersection. Moved by Councillor Habkirk Seconded by Councillor Faulds THAT the County contribute 50% of the capital costs for the installation of the proposed Intersection Control Beacon at lona Road and Talbot Line as per the existing policy. - Carried. Hidden Driveways on County Roads - Technical Services Officer The Technical Service Officer reported that a resident has requested that signage be pursued to indicate hidden driveways. Moved by Councillor Habkirk Seconded by Councillor Rock THAT Hidden Driveway Signs be erected at locations on County Roads where Safe Stopping Sight Distance is not present; and, THAT reconstruction of these areas be included in the long term Capital Plan - Carried. Life Insurance and LonQ Term Disability CoveraQe for the ManaQement Group - Director of Human Resources Moved by Councillor Rock Seconded by Councillor Mcintyre THAT based on the information provided by Buffett Taylor & Associates Ltd., the Life insurance for the Management group, Class G be increased to two times the salary up to a maximum of $250,000.00 with the non-evidence maximum remaining at $200,000.00, effective January 1, 2002; and, THAT the three employees in the Director of Nursing positions be transferred from the Non-Union Group, Class A to the Management Group, Class G, effective January 1, 2002. - Carried. Warden's Cellular Telephone - Chief Administrative Officer The Chief Administrative Officer advised that passing the past Warden's cell phone to the incoming Warden is not practical as the phone number remains with the cell phone causing confusion to those attempting to reach the current Warden. Moved by Councillor Habkirk Seconded by Councillor Faulds THAT the Warden be permitted to retain the corporate cellular telephone once the term has ended and be offered the option of utilizing the County's corporate telephone rate at his cost. - Carried. The Role of Warden - An Historical Perspective - Chief Administrative Officer The Chief Administrative Officer highlighted the report on the significance of the County Warden and advised that additional historical information is being researched for the County's 150th Anniversary. Councillors suggested that a copy of the report be sent to each Elgin County school for historical reference. The Manager of I T would include this information on the County website. County of EIQin 150th Anniversary - Deputy Clerk The Deputy Clerk highlighted the report indicating that items to commemorate the County's 150th Anniversary are being investigated, some of which are: Town Crier's Competition, Pioneer Museum events, commemorative pens and pins, and a podium for the Council Chambers. Council discussed items that could be given out as mementoes at the ROMAI OGRA Combined Conference in February. The joint Middlesex/Elgin County hospitality suite would display a banner announcing the celebration of the County's 150th anniversary. County Council 2002 6 January 22, Moved by Councillor Mcintyre Seconded by Councillor Rock THAT the Warden and staff be authorized to purchase, from the lowest priced sources, the materials required to commemorate the County's 150th Anniversary; and, THAT the necessary funds, up to $25,000, be made available from the Strategic Planning Reserve account to fund the Sesquicentennial. - Carried. Warden Wilson showed Council a plaque received from the City of St. Thomas recognizing the efforts of the County and Elgin's Municipalities for assistance during the fire that occurred in the City on January 5, 2001. Correspondence was received from The Honourable Sheila Copps, Minister of Canadian Heritage announcing that the County of Elgin has been approved for a grant under the Cultural Spaces Canada Program for the Elgin County Archives renovation project. The amount of the grant will not be made public until a formal announcement takes place.
