October 21, 2003 Minutes COUNTY OF ELGIN Tuesday, October 21,2003 The Elgin County Council met this day at the Administration Building, at 9:08 AM. in accordance with adjournment, with all members present. Warden Wilson in the Chair Moved by Councillor VanBrenk Seconded by Councillor Stewart THAT the minutes from the meeting held on September 23, 2003 be adopted. - Carried. DISCLOSURE OF PECUNIARY INTEREST AND THE GENERAL NATURE THEREOF- None. Warden Wilson advised that Mr. Joe Volkaert, former Reeve of Bayham and County Councillor had passed away. Council observed a Moment's Silence in his memory. DELEGATIONS Mr. Dave McAdams, President, St. Thomas-Elgin Tourist Association, presented the Ontario Visual Heritage Project, a venture to produce and distribute affordable media toolkits useful in the education, promotion and preservation of local municipal history. The Tourist Association would like to partner with the County Archives Department in pursuing this project. Mr. McAdams was requesting a grant of $5,000 towards the project and noted the City of St. Thomas has agreed to the funding as long at the County commits as well. The Trillium Foundation would also provide funding if commitments are received before the end of November 2003. A visual presentation was made outlining the project, involvement of local communities, and how results would be disseminated. Ownership of the presentation on DVDNHS would remain with the multi-media company that produced it and additional copies, over and above the 500 that would be provided, could be made available for the cost of reproducing plus 15%. Moved by Councillor Rock Seconded by Councillor McPhail THAT the Council for the County of Elgin supports the collaborative partnership of the St. Thomas-Elgin Tourist Association and the Elgin County Archives Department to participate in the Ontario Visual Heritage Project; and, THAT the County of Elgin commit funding in the amount of $7,500 to the Ontario Visual Heritage Project, to be allocated from the Mill Rate Stabilization Reserve. - Carried. REPORTS St. Thomas-EIQin Tourist Association - Councillor Crevits Councillor Crevits presented the Annual Report of the St. Thomas-Elgin Tourist Association (STET A) and commented on the busy year the Association has had. Councillors noted that complaints were received from residents regarding Perch Search Day due to commercial fishing in the area. Ms. Emery expressed that STET A hoped to add more fish for next year and Councillors suggested working with the Ministry of Natural Resources to discuss the situation. Warden Wilson thanked the St. Thomas-Elgin Tourist Association for their efforts during the past year and wished them continued success with their endeavours. County Council 2 October 21 , 2003 Moved by Councillor Crevits Seconded by Councillor Mcintyre THAT the report on activities of the St. Thomas-Elgin Tourist Association be received and filed. - Carried. Improved Deer WarninQ Area SiQns - ManaQer of EnQineerinQ Services The Manager of Engineering Services highlighted the areas and number of deer-related accidents that occurred throughout the County. A delegation of Mr. Dave Snook, Stakeholders' Committee, Mr. Hugh Kampers and Sergeant Pat Colley, OPP, were introduced. Mr. Snook addressed Council and highlighted the Stakeholders' Committee efforts to promote and reduce deer-related accidents and requested appropriate signage be installed on hot spots, funded by the County. Councillors commended the Committee for their endeavours on behalf of the Elgin Community. Moved by Councillor VanBrenk Seconded by Councillor McPhail THAT the County of Elgin purchase standard deer signs (Wc-111), wood posts and hardware for the pilot project to enhance warning signage to the 10 areas on County roads that exhibit the greatest number of deer collisions; and also, THAT the municipalities be requested to provide assistance in the installation of the signs; and also, THAT the estimated cost of $3000 for the pilot project be allocated from the Mill Rate Stabilization Fund. - Carried Unanimously. The delegation left at 10:02 AM. Council took a break at 10:02 AM. and reconvened at 10:13 AM. EIQin Manor Waste Water Treatment Plant. Update #2 - ManaQer of EnQineerinQ Services The Manager of Engineering Services highlighted the report, noting that the plant had failed again, and introduced the delegation of Mr. Duncan Miller, Conestoga Rovers & Associates who spoke to the matter. Mr. Miller noted there are cracks in the original tanks that are being temporarily repaired and that an additional tank had shifted. Winterizing was not included in the original workplan and would require additional funding. The plant will be up and running as quickly as possible, but for the long term planning would require reconstruction. County Council 3 October 21 , 2003 REPORTS - continued Thames Valley District Health Council - Councillor Habkirk Councillor Habkirk presented and highlighted the annual report of the Thames Valley District Health Council. He further noted St. Joseph's Health Centre was not to move any services until the Mental Health Task Force Plan had been adopted, and asked for an update on the discussions with the delegation from St. Joseph's at the last Council meeting. Councillors updated Councillor Habkirk on the discussions and that the Plan is still on the Minister's desk. A letter has been forwarded to expedite release of the report. Councillor Habkirk noted government staff would be meeting with the newly-selected Ministers on outstanding items and staff was directed to forward the letter to the new Minister and copied to Mr. Paul Huras and to the Hospital Board. Bobier Villa DrainaQe - ManaQer of EnQineerinQ Services Moved by Councillor Habkirk Seconded by Councillor VanBrenk THAT Just Pipe and Fittings be selected to supply pipe and associated drainage materials, at their quoted price of $7,477.01, for the drainage of Bobier Villa; and, THAT Preferred Drainage and Excavating be selected to install drainage infrastructure, at their quoted price of $38,000, at the Bobier Villa; and also, THAT these funds be allocated from the approved 2003 Capital Budget. - Carried. Sanitary ServicinQ for County Administration BuildinQ - ManaQer of EnQineerinQ Services Moved by Councillor Habkirk Seconded by Councillor Faulds THAT the Municipality of Central Elgin be requested to obtain an estimate to complete the Environmental Assessment for sanitary servicing for the Administration Building from a reputable engineering firm and staff from the County of Elgin and Municipality of Central Elgin, with guidance from the engineering firm, establish a cost-sharing formula between all benefiting parties; and also, THAT this information be reported back to County Council for their approval during the 2004 Capital Budget deliberations. - Carried. Chevron SiQns Installations - Technical Services Officer Council questioned why wood posts are being used instead of steel? The Manager of Engineering Services was directed to discuss this issue with Road Superintendents at their next meeting. Council also questioned costs of installation by an outside firm compared with costs paid to Lower-Tier road crews. The Manager of Engineering Services will report back to Council on this matter. EmerQency Culvert Repair. Plank Road (County Road #19) at New EnQland Council discussed a washout that occurred on County Road #19 at New England, where the side slopes have to be stabilized and interim repairs are necessary immediately. Moved by Councillor VanBrenk Seconded by Councillor Faulds THAT the culvert replacement on Plank Road (County Road #19) be authorized and be included in the 2004 Capital Budget for County Council approval; and also, THAT local vendors be selected for labour and materials based on availability. - Carried. County Council 7 October 21 , 2003 Councillor Habkirk requested that reports on pages #37 Amendments to Policy 5.60 Short- Term Disability and #43 Policy Creation and Amendments (Civil Respectful Workplace, Accommodation, and Harassment) be deferred to the new Council for consideration. The Chief Administrative Officer noted that creation of a policy regarding Civil Respectful Workplace, Accommodation, and Harassment should be adopted as soon as possible due to the importance of the issue. The Director of Human Resources noted that current policy does not meet legislative requirements. BudQet Comparison to AUQust 31. 2003 - AccountinQ Clerk Councillors questioned the $250,000 shortfall in the Ambulance Service line for inter- municipal transfers and the Chief Administrative Officer noted the County is attempting to County Council 8 October 21 , 2003 obtain the funding. The shortfall is Province wide, and this issue is a high priority item with AMO for discussion with the Province. Councillors suggested inviting Steve Peters, MPP for Elgin-Middlesex-London, as well as the newly-elected municipal representatives to the Council meeting in November, to discuss issues of concern. Staff is to make these arrangements. Ambulance Base - Director of Financial Services and Ambulance Administrative Co- Ordinator The report highlighted aspects of construction versus leasing of a building to house an ambulance base. Councillors questioned Provincial funding share, financing, funding formulas between City and County, types of accommodation required in the building, future needs for ambulance bases, among others items. The Director of Financial Services noted that the bank has indicated the County has a good borrowing capacity and would increase by approximately $1 M if the County were to construct a building. Moved by Councillor Rock Seconded by Councillor McPhail THAT staff, in consultation with Thames EMS, proceed with negotiations to purchase property for a new ambulance base; and, THAT staff proceed with the necessary arrangements and documents in order to facilitate the construction of an ambulance base. - Carried. St. Thomas and District labour Council - PurchasinQ Co-Ordinator The Purchasing Co-Ordinator advised that input was gained from local municipalities, buyer associations, and the County Solicitor. Moved by Councillor Rock Seconded by Councillor McPhail THAT a letter be issued to the St. Thomas and District Labour Council sympathizing with their intent, thanking them for their interest in what is a global problem, assuring the St. Thomas & District Labour Council that the County of Elgin will do and will continue to do everything in its power to purchase from ethically and socially responsible vendors; and, THAT the proposed policy received from the St. Thomas & District Labour Council, be received and filed; and, THAT any resolutions contrary to this be and are hereby rescinded. - Carried. Mr. David Vickers, representative from Ontario's Promise, attended at 12:02 P.M. to make a presentation to Council. Mr. Vickers highlighted that persons, businesses, and corporations are pulling together for the Five Promises to Ontario's Youth. Mr. Vickers congratulated County Council on their efforts toward youth involvement in the community and presented the red "Ontario's Promise" wagon to Warden Wilson. Warden Wilson thanked Mr. Vickers for his presentation and invited the gentleman to lunch. Council recessed at 12:08 P.M. and reconvened at 12:54 P.M. OTHER BUSINESS Statements/InQuiries by Members Warden Wilson requested that Council nominate two members of the Talbot BiCentennial Committee for the Ontario Historical Society's Scadding Award of Excellence. Councillor Mcintyre suggested that as Mr. David Stewart has been a long-standing member on the Board of Education that Council acknowledge his service by inviting Mr. Stewart to the Warden's Banquet and presenting him with a framed Court House print. Council concurred with this suggestion. Councillor McPhail noted that Councillor Habkirk had verbally acknowledged the County's support to the Aylmer Community at a recent All Candidates Meeting held in Aylmer. Council expressed their appreciation to Councillor Habkirk for his support. Matters of UrQency Councillor McPhail circulated a letter from a resident on Clachan Road and questioned whether the re-construction, as proposed, to straighten Clachan Road is necessary, because of the impact it will have on various properties.
