COUNTY COUNCIL
Tuesday, March 9,2004
The Elgin County Council met this day at the Administration Building, at 9:03 AM. in
accordance with adjournment, with all members present except Warden Rock (illness) and
Councillor Hofhuis (attended later).
Deputy Warden Acre took the Chair in Warden Rock's absence.

THAT the minutes from the meeting held on February 10,2004 be adopted.

DISCLOSURE OF PECUNIARY INTEREST AND THE GENERAL NATURE THEREOF-
Councillor Wilson declared a possible conflict regarding the report on "Well (Drinking
Water) at White's Station (42343 Fruit Ridge Line)", as his firm may tender on the project
and the report "Issue With Private Well on County Property", as his firm has completed
work on this well. Councillor Wilson left the meeting and refrained from discussion and
voting on these reports when they were introduced.
DELEGATIONS
Mr. Christopher Borgal, Goldsmith Borgal & Company, and Mr. Claus Breede, Canadian
Cultural Resource Consultants, attended at 9:03 AM. to present the Interim Report on the
Future of the Elgin County Pioneer Museum, for discussion purposes. Mr. Breede noted a
typographical error in the document, that being CSAO should read CASO. Mr. Borgal
highlighted the questionnaire and responses received from the public, the public's view of
the questions being one-sided, and noted that ample time was given to the public to raise
questions and receive responses. Mr. Breede reviewed the condition of the original
Museum building and noted it was not suitable for a County Museum. The original
Museum should be considered for renovation as an adjunct to a County Museum due to its
uniqueness, but most of the interior would have to be gutted. The CASO building creates
a great premiere opportunity for both the County and the City, perhaps in partnership, to
house a Museum. The former Alma College would not be appropriate for a Museum as
well as the fourth floor of the Administration Building. The land adjacent to the
Administration Building would create some tourism opportunities and building there could
be pursued. Concerns were raised by Councillors, some of which were: lack of response
to the questionnaire from the east and west areas; relocating in the general area and
creation of a 'tourist walk'; other museums in the County operated by not-for-profit
organizations and not by government; availability of expansion area for storage and
restoration activities at the CASO building; substantial lease payments at the CASO
building; and ownership of the CASO building. The Archivist's report entitled Museum
Study Summary and Next Steps was then presented for consideration.

THAT the document entitled "Location Study Elgin County Pioneer Museum, dated
February 2004, presented by Goldsmith, Borgal and Company in affiliation with the
Canadian Cultural Resource Consultants be received and filed; and,
THAT the public be given an opportunity to provide written commentary to County Council
on this document by April 8, 2004; and,
THAT the firm of Goldsmith, Borgal and Company in affiliation with Canadian Cultural
Resource Consultants provide a final report incorporating Council feedback and public
commentaries by the end of May 2004.

GRANT DELEGATIONS
Mr. Dave McAdams, President, and Ms. Marg Emery, Tourism Co-Ordinator, St. Thomas-
Elgin Tourist Association, attended at 10:20 AM. to present the 2003 Year in Review and
speak to a 2004 grant request. Mr. McAdams noted that event quality and awareness of
tourism opportunities in the community has improved greatly and a $14,000 grant from
HRDC has been confirmed for producing brochures next year. As well, a rural tourism
conference will be held in Port Stanley in the Spring, and a marketing group has been
hired to assess tourism opportunities in the County and to provide guidance to the
volunteer board. The members of the Tourist Association were thanked for the loan of
materials that were displayed at the recent OGRAlROMA Conference. The delegation
was requesting a grant for $35,550 for 2004. The Deputy Warden thanked the delegation
for attending and the persons left at 10:29 AM.

Ms. Maureen Vandenberghe and Ms. Wendy Youth of the Tillsonburg and District Multi-
Service Centre attended at 10:30 AM. to present a 2004 grant request of $5,556 for their
Adult Basic Literacy Program. The delegation highlighted the program, which assists
adults with reading, writing, and comprehension skills. The Deputy Warden thanked the
delegation for attending and the persons left at 10:45 a.m.

Ms. Shirley Broadbent and Ms. Amy Dale, YWCA Board members, attended at 10:45 AM.
to present a 2004 grant request of $50,000 for capital improvements. Ms. Dale highlighted
the programs offered by the YWCA and usage of the building on Mary Street in St.
Thomas. The old building requires extensive repairs to the exterior to be completed over
the next three years and the City of St. Thomas has been approached for funding as well.

woodlot on another farm with assistance of the Long Point Region Conservation Authority.

Ambulance Response Time Framework - Ambulance & EmerQency ManaQement
Co-Ordinator
The Ministry of Health has indicated funding is available to improve ambulance response
times. Discussion ensued regarding coverage in the central area and perceptions of
coverage in the western end of the County. Councillor Vowel indicated her ratepayers are
concerned with differences in response times in various areas of Dutton/Dunwich.

THAT an up-staff of 8 hours of the second ambulance vehicle in St. Thomas be approved,
increasing from the current 16 hours/7 day on-site coverage to 24 hours/7 day on-site
coverage, provided the Ministry of Health provides its share of funding dollars; and,
THAT staff monitor the current hours of operation at the Dutton Ambulance Station and
report back to Council in July 2004 for reassessment with comments from the Ministry on
the business case proposition and discussion on improvements made to the service to
date.

Municipal Trade Show. June 2-3. 2004 - Technical Services Officer
The Technical Services Officer handed out an event program, which will be hosted by the
Elgin County Road Supervisors Association at the new East Elgin Community Complex in
Aylmer on June 2-3, 2004. He further noted that individual Road Supervisors would be
requesting staff participation at the event from their respective municipality. Councillor
Faulds noted the grand opening for the East Elgin Community Complex would be June 11
and encouraged Councillors to attend, as well a donor recognition night would be held on
May 28.

Special Events Committee Update- Committee Chair
The Chair of the County of Elgin Special Events Committee announced the annual County
Picnic would be held June 19th at Pinafore Park and the Christmas Party would be held on
November 2ih at St. Anne's Centre.

Councillor Wilson, having previously declared a conflict of interest, left the Chambers.
Questions arose whether or not upgrading of waterlines on Highway #4 at Fruit Ridge Line
is being considered by Central Elgin. Councillor Hofhuis indicated no discussions have
occurred to date, however, the water issue could form part of leasing renewal deliberations
for the garage by Central Elgin.

Discussion centered on the road being in a residential area and its classification as a
County Road. The Chief Administrative Officer noted the two-year old road rationalization
report could be brought back to Council for discussion.

Street, County Road 26, immediately north of the railway crossing; and,

The Imminent FundinQ Crisis in LonQ-Term Care - Chief Administrative Officer
The Chief Administrative Officer provided a prospective on the challenges in providing
services in a Long-Term Care environment. Councillors questioned differences in funding
contributions between Counties and why some are funding at a lower percentage than
others. Staff noted that the grants, per resident, are the same Province-wide and rates
charged to residents are legislated. Differences may be the level and type of service
offered in the Home.

Resources, and the Director of Financial Services be established to review the operation,
organizational structure and budgets of the Homes and report to Council in a timely
fashion; and,
THAT the sub-committee be authorized to obtain external resources as deemed
appropriate to conduct the review; and,
THAT the County Chief Administrative Officer be appointed as Acting General Manager of
Long-Term Care and the appropriate authorities be so advised; and,
THAT the County Treasurer actively monitor the Homes' expenditures and ensure that
budgets are being managed according to the parameters set out by Council.
