August 30, 2005 Minutes COUNTY COUNCIL Tuesday, August 30, 2005 The Elgin County Council met this day at the Administration Building, at 2:00 P.M. for a Special Meeting, with all members present. Warden Mcintyre in the Chair. DISCLOSURE OF PECUNIARY INTEREST AND THE GENERAL NATURE THEREOF- None. Moved by Councillor Faulds Seconded by Councillor Baldwin THAT we do now move into Committee Of The Whole Council. - Carried. REPORTS Belmont Road SloDe Stabilization UDdate - Director of Enaineerina Services Moved by Councillor Rock Seconded by Councillor Acre THAT the Belmont Road Stabilization be approved for tender and construction; and, THAT Spriet Associates complete the engineering and contract administration for the project; and, THAT $300,000 be allocated from the anticipated surplus of the 2005 Capital Projects. - Carried. Canada Ontario MuniciDal Rural Infrastructure Fund (COMRIF) Round Two and SUDDlementallnformation - Canada Ontario MuniciDal Rural Infrastructure Fund (COMRIF) Round Two ReDorts - Director of Enaineerina Services Moved by Councillor Baldwin Seconded by Councillor Hofhuis THAT the report "Canada Ontario Municipal Rural Infrastructure Fund (COMRIF) Round Two" dated August 12, 2005, be received and filed; and, THAT the recommendation in the report "Supplemental Information - Canada Ontario Municipal Rural Infrastructure Fund (COMRIF) Round Two" dated August 30, 2005, presented by the Director of Engineering Services be approved as follows: THAT the replacement of the New Sarum Bridge located on Belmont Road in the Municipality of Central Elgin is the County of Elgin's highest infrastructure priority; and, THAT staff complete and submit an application to the COMRIF programme requesting funding for the County of Elgin's highest infrastructure priority; and also, THAT a letter be forwarded to Steve Peters, M.P.P. and Joe Preston, M.P., thanking them for supporting this program and assisting municipalities with infrastructure needs. - Carried. County Council 2 August 30, 2005 County Road #42 Transfer - Manaaer of Road Infrastructure Moved by Councillor Faulds Seconded by Councillor Wilson THAT an appropriate by-law be prepared to authorize the addition of part of the road allowance between Concessions 1 and 2, Municipality of Bayham, known as Glen Erie Line, as set out as Part 1 on Reference Plan 11 R-8364, to the County of Elgin Highway System; and, THAT an appropriate by-law be prepared to authorize the transfer of part of the road allowance South of Concession 1, Municipality of Bayham, known as Lakeshore Line (County Road #42) from Victoria Street (County Road #50) in Lot 13 to Elgin County Road #55 in Lot 28, to the Municipality of Bayham. - Carried. Terrace Lodae Caoital Proiects Uodate - Director of Enaineerina Services Moved by Councillor Wilson Seconded by Councillor Faulds THAT the two Air Handling Units on the stairwells at Terrace Lodge be replaced at an estimated cost of $200,000; and also, THAT the $200,000 be allocated from the Special Circumstances Reserve. - Carried. Moved by Councillor Rock Seconded by Councillor Acre THAT we do adopt the recommendations of the Committee of the Whole Council. - Carried. BY-LAWS Moved by Councillor Baldwin Seconded by Councillor Vowel THAT By-Law No. 05-28 "A By-Law to Confirm Proceedings of the Municipal Council of the Corporation of the County of Elgin at the August 30th, 2005 Meeting" be read a first and second time. - Carried. Moved by Councillor Rock Seconded by Councillor Hofhuis THAT By-Law No. 05-28 be read a third time and finally passed. - Carried. Warden Mcintyre announced that a Source Water Protection Meeting would be held at the County Administration Building on September 13, 2005 at 7:00 P.M. Warden Mcintyre indicated that he would be sending a letter of congratulations, on behalf of Elgin County Council, to Aaron Walpole, one of the four finalists on the CTV - Canadian Idol Show, and urged members of Council to support Aaron by calling in and voting for the Elgin resident. The Warden reminded Council that the Annual Fire Muster would be held on the upcoming Labour Day Weekend.
