Ms. Anne Kenny, Program Officer, and John Klunder, Regional Co-Ordinator, Community
Transition Program, attended at 9:10 A.M. to provide information on this new initiative.
The Program is part of an initiative of the Province to assist the movement of tobacco
growers and communities to an alternative economic base. Ms. Kenny explained the
application process and noted that staff is available to assist applicants. The Program
would be completed once the funding of $15M has been allocated to successful
applicants, most likely within two years. The Warden thanked the delegation for attending
and the representatives left at 9:36 AM.

REPORTS
Year End Report for 2005 - Tree CommissionerlWeed Inspector
The Tree Commissioner/Weed Inspector provided an update on the Emerald Ash Borer
found in Dutton/Dunwich and noted a public meeting scheduled by the Canadian Food
Inspection Agency would be held at the Dutton/Dunwich Municipal Office in December. A
public meeting has been scheduled for Novernber 24 in Norfolk County and details could
be provided to Council if they wished.

Talbot Line Petition to Complete Improvements - Director of Engineering Services
Councillors noted that Talbot Line in Dutton/Dunwich requires rehabilitation. The project would
be highlighted during discussions of the 5-Year Capital Plan for the 2006 budget deliberations.

Terrace Lodge that includes a financial analysis of the County of Elgin's long-term debt.

The Ambulance and Emergency Management Coordinator noted the training session
would be held on February 2,2006, from 9:00 A.M.-12:30 P.M., County Administration
Building, Lower Level Lunchroom. The Fire Chief from Peterborough would be attending
and speaking to emergency response issues that occurred during the flood this year in
Peterborough. Council requested that a tour of the new Ambulance Dispatch Centre in
Hyde Park be arranged for the second Tuesday in January 2006 and that staff make the
arrangements.

1. Township of Terrace Bay, with a resolution requesting the Minister of Community
Safety and Correctional Services to ensure front line workers and the public are
informed of outbreaks of an influenza pandemic and to identify and implement a
system for provision of critical medical supplies, purchasing, storage and distribution.
2. Township of Chisholm, with a resolution petitioning the Minister of Natural Resources
to immediately reinstate the spring bear hunt.
3. Dean lorfida, City Clerk, City of Niagara Falls, with a resolution of support for the
Canadian Independent Petroleum Marketers Association's idea of asking the Federal
Government to intervene in the wholesale gasoline sector to restore the free market
system of competition.

PRESENTATION
Mr. Mac Gilpin and Mr. Randy Denning attended at 11 :30 A.M. at the invitation of Council.
Warden Mcintyre thanked the many persons who had contributed towards the
administration and efforts involved in building the County's Ambulance Stations. Warden
Mcintyre invited Councillors Rock and Wilson to assist him in presenting a plaque to the
two gentlemen in recognition of their outstanding contributions to the County's Ambulance
Stations and Service and of waiving their administration fee of $25,000. Mr. Gilpin and Mr.
Denning thanked Council for the presentation and commented on the good working
relationship with the County, its staff, and the Contractor. Warden Mcintyre invited the
gentlemen to lunch with Council.
DELEGATION
Mr. Duncan McPhail, Chair, Elgin County Land Division Committee, attended at 11 :37
A.M., to present the Annual Report on activities of the Committee. The full Committee was
expected to attend and had been invited to stay for lunch by Warden Mcintyre, however
(' the members sent regrets as they were unable to attend. Mr. McPhail commented on the
process followed by the Committee when considering Consent Applications and the
impact the Provincial Policy Statement has on Consent Decisions. Councillors thanked
Mr. McPhail for attending and extended appreciation to all Members for their efforts on
behalf of Council.

THAT the contract amount beginning May 1, 2007 be proposed at $32,915 plus an
adjustment by the previous year's Cost of Living allowance, and supply and maintenance
of a vehicle; and,

THAT, for subsequent years, the contract be increased automatically each year by the
previous year's Cost of Living allowance; and,
THAT all other terms in the contract remain in effect.

THAT the Library Lease with the Port Stanley Festival Theatre be rolled over at the current
rates beginning January 1, 2006 for a five-year term; and,

THAT the lease renewal rate may be opened prior to the end of 2006 to discuss
adjustment mid-term pending the outcome of this examination.
