September 27, 2005 Minutes COUNTY COUNCIL Tuesday, September 27,2005 The Elgin County Council met this day at the Administration Building, at 9:04 A.M. in accordance with adjournment, with all members present. Warden Mcintyre in the Chair. Moved by Councillor Vowel Seconded by Councillor Rock THAT the minutes for the meeting held on September 13, 2005 be adopted. - Carried. DISCLOSURE OF PECUNIARY INTEREST AND THE GENERAL NATURE THEREOF- None. Moved by Councillor Acre Seconded by Councillor Faulds THAT we do now move into Committee Of The Whole Council. - Carried. REPORTS Tillsonbura District Memorial Hosoital Annual Reoort - Councillor Acre Councillor Acre highlighted items in the report and responded to questions from Council. Moved by Councillor Wilson Seconded by Councillor Baldwin THAT the annual report on activities of the Tillsonburg District Memorial Hospital be received and filed. - Carried. Elain-St. Thomas Health Unit Annual Reoort - Councillor Baldwin Councillor Baldwin highlighted items in the report and responded to questions from Council. Moved by Councillor Vowel Seconded by Councillor Faulds THAT the annual report on activities of the Elgin-St. Thomas Health Unit be received and filed. - Carried. St. Thomas-Elain General Hosoital Annual Reoort - Councillor Vowel Councillor Vowel highlighted items in the report and responded to questions from Council. Moved by Councillor Hofhuis Seconded by Councillor Rock THAT the annual report on activities of the St. Thomas-Elgin General Hospital be received and filed. - Carried. County Council 2 September 27,2005 Automation of Rail Crossina on Ferauson Line Warden Mcintyre announced that funding would be provided from the government for automation of the rail crossing on Ferguson Line. The County has been striving for resolution of this issue for nearly 20 years. A Press Release will be issued today and was circulated to Council. 2006: A Look Ahead - Chief Administrative Officer The Chief Administrative Officer presented, by PowerPoint, issues that are affecting the County now and into the future. Warden Mcintyre noted that a meeting has been requested, through Steve Peters, with the Ministry of Finance to discuss the impact the forthcoming shortfall in OMPF funding would have on Elgin County and its constituent municipalities. Moved by Councillor Faulds Seconded by Councillor Acre THAT the report "2006: A Look Ahead" from the Chief Administrative Officer, be received and filed. - Carried. Donation Form. Policv and Procedure - Purchasino Co-Ordinator Moved by Councillor Rock Seconded by Councillor Faulds THAT the Donation Form, Policy and Procedure be implemented as presented. - Carried. Caoital Proiects Budoet as at Auoust 31. 2005 - Financial Analvst. Director of Financial Services and Director of Enaineerina Services Moved by Councillor Baldwin Seconded by Councillor Acre THAT the project known as 9000-01 "Carryover from Closed Projects" in the amount of $303,464 be closed and utilized to fund the 2005 Capital Budget working shortfall; and, THAT the report titled "Capital Projects Budget as at August 31, 2005" dated September 20, 2005 be received and filed. - Carried. Council recessed at 9:50 A.M. to attend a coffee break at the new Shawside Satellite Ambulance Base and reconvened at 10:57 A.M. County Council 3 September 27,2005 Ambulance Bases Uodate to Auaust 29. 2005 - Director of Financial Services Moved by Councillor Baldwin Seconded by Councillor Wilson THAT the report "Ambulance Bases Update to August 29,2005", dated September 13, 2005 from the Director of Financial Services be received and filed. - Carried. Media Trainina for Council The Deputy Clerk indicated that staff have procured media training for Council and Senior Staff through the OPP Regional Headquarters, at no charge. Council put forth the dates of November 30th as first choice and December 1st as second choice, for the training at Regional Headquarters in London. Staff will make arrangements and report to Council. Museum Facilitv Desian and Draft Bv-Law - Manaaer of Archives and Director of Library Services Council discussed concerns regarding the method of lifting irreplaceable artifacts up to the 4th floor and staff assured Council that any lifting would be done in accordance with accepted practices. Moved by Councillor Faulds Seconded by Councillor Wilson THAT "Appendix A - Elgin County Museum Preliminary Design" and "Appendix B - Draft By-Law for the Operation of the Elgin County Museum" be received as information; and, THAT staff convene an information session with County Museums as soon as possible to apprise them of these documents. - Carried Unanimously. Tender Award County Road 74 Slooe Rehabilitation - Director of Enoineerino Services and Purchasina Co-Ordinator Moved by Councillor Faulds Seconded by Councillor Rock THAT A-Xcavating be selected for the County Road 74 Slope Rehabilitation Project at their submitted price of $214,451.69 inclusive of all taxes; and, THAT the Warden and the Chief Administrative Officer be authorized to enter into an agreement for the County Road No. 74 Slope Rehabilitation Contract No. 205087. - Carried. Corresoondence for Consideration 1. City of Hamilton, endorsing the Ontario Mayors for the Future of Agriculture recommendation to the Province of Ontario to develop funding mechanisms to support rural and agricultural development issues. County Council 4 September 27,2005 The following recommendation was adopted respecting Correspondence Item #1 : Moved by Councillor Rock Seconded by Councillor Acre THAT the Corporation of the County of Elgin supports the City of Hamilton's endorsement of the resolution of the Ontario Mayors for the Future of Agriculture recommending that the Province of Ontario immediately develop funding mechanisms to support rural and agricultural development issues. - Carried Corresoondence for Information 1. Dr. Sheela V. Basrur, Chief Medical Officer of Health, and Assistant Deputy Minister, Ministry of Health and Long-Term Care, announcing the creation of the Ministry of Health Promotion and the naming of the Hon. Jim Watson as the Minister of Health Promotion. 2. AMO Member Communication ALERT, "Hearings on Bill 123 - An Act to Require that Meetings of Provincial and Municipal Boards, Commissions and Other Public Bodies be Open to the Public". 3. Southwest Municipal Services Office, Ministry of Municipal Affairs and Housing, and the Association of Municipalities of Ontario with Conference information for the 2005 Ontario Southwest Municipal Conference to be held at the Best Western Lamplighter Inn, London, on November 18, 2005. 4. Tim Lanthier, Water Conservation Supervisor, Kettle Creek Conservation Fund, thanking the County for the use of space at the Administration Building to host the recent Source Water Protection Meeting. 5. St. Thomas-Elgin General Hospital, Media Release, "STEGH Foundation Launches New Campaign". 6. Hon. George Smitherman, Ministry of Health and Long-Term Care, advising of the County's share of the new Land Ambulance Services Grant, salaries and wages incremental increase for 2005/06. 7. Sid Ryan, President, CUPE Ontario, and Shellie Bird, President, OCBCC, with a resolution designating October 26, 2005 as the 5th Annual "Child Care Worker & Early Childhood Educator Appreciation Day" and asking for Council's endorsement. 8. Debbie Zimmerman, Chair, Board of Directors, Municipal Property Assessment Corporation, inviting Council to attend MPAC's 2005 Annual Meeting on October 19th from 8:00-9:00 a.m. at the Sheraton Fallsview Hotel and Conference Centre, Niagara Falls, during the Counties, Regions and Single Tier Municipalities and District Social Services Administration Boards Conference. OTHER BUSINESS Statements/lnauiries bv Members - Councillor Rock presented two framed photographs of the County of Elgin's OPP and Ambulance Services vehicles to Warden Mcintyre and requested they be hung in an appropriate location in the Administration Building. County Council 5 September 27,2005 Councillor Acre announced that she had tickets for the 10th Annual Edison Museum Board of Directors Murder Mystery and Dinner evening. Councillor Vowel encouraged Councillors to attend the 145th Wallacetown Fair beginning on Friday September 30, 2005. The Deputy Clerk announced she had tickets for the 4th Annual County Christmas Party to be held on November 26th, 2005. Notice of Motion - None. Matters of Uroencv - None.
