January 10, 2006 Minutes COUNTY COUNCIL Tuesday, January 10, 2006 The Elgin County Council met this day for a Special Council Meeting at the Administration Building at 10:35 A.M., in accordance with adjournment, with all members present except Councillor Mcintyre (illness). Warden Baldwin in the Chair. Moved by Councillor Vowel Seconded by Councillor Warwick THAT the minutes from the meeting held on December 13 and 15, 2005, be adopted. - Carried. DISCLOSURE OF PECUNIARY INTEREST AND THE GENERAL NATURE THEREOF- None. Moved by Councillor Acre Seconded by Councillor Rock THAT we do now proceed in Committee Of The Whole Council. - Carried. REPORTS Visionina Session - Chief Administrative Officer Council consensus was that if participant spaces permit others to attend, the Warden and the Chief Administrative Officer may invite key individuals at their discretion. Moved by Councillor Rock Seconded by Councillor Hofhuis THAT a visioning exercise be held to help identify emerging trends, issues and opportunities, and such endeavour include the City of St. Thomas, on a cost shared basis, the local M.P., M.P.P., lower-tier Deputy Mayors and C.A.O.'s, and consideration be given to include any other local organization willing to help fund and participate in the exercise. - Carried. OTHER BUSINESS Statements/lnauiries bv Members The Chief Administrative Officer advised that he had received a request from the St. Thomas Chamber of Commerce to present the report made to Council concerning Bill 206 "An Act to Revise the Ontario Municipal Retirement System Act" at a meeting tentatively set for January 24, 2006 at 3:30 P.M. The Chief Administrative Officer noted that he received an invitation from the Minister of Finance to attend a meeting concerning the 2006 Provincial Budget. The Chief Administrative Officer indicated topics he would be discussing included underfunding of land ambulance, roads infrastructure, and Long Term Care Homes, and requested Councillors to bring forward suggestions for this meeting. The Manager of Administrative Services indicated that the Elgin Federation of Agriculture has contacted the County concerning their 2006 Annual Banquet, Dance and Hall of Fame Presentation, on February 4, 2006, and requested the County consider Gold Table Sponsorship, as in previous years. County Council 2 January 10, 2006 Moved by Councillor Faulds Seconded by Councillor Acre THAT the County of Elgin sponsor two gold tables at the Elgin Federation of Agriculture Annual Banquet for a total of $240.00 and purchase the appropriate number of additional tickets for Councillors indicating attendance. - Carried. The Manager of Administrative Services asked Councillors if they would be attending the 2006 OGRA/ROMA Conference and using the hotel accommodations booked by the County. Councillors were requested to advise as soon as possible and if they would like the County to register them for the Conference as well. Councillors Faulds, Acre and Rock requested that Council members contact them with ideas for entertainment for the OGRA/ROMA Conference. Councillors enquired if a date had been set for a public meeting concerning the Emerald Ash Borer. Staff will contact Rob Lindsay and report to Council. Notice of Motion - None. Moved by Councillor Rock Seconded by Councillor Hofhuis THAT we do now adopt the recommendations of the Committee Of The Whole Council. - Carried. BY-LAWS Moved by Councillor Faulds Seconded by Councillor Wilson THAT By-Law No. 06-01 "A By-Law to Confirm Proceedings of the Municipal Council of the Corporation of the County of Elgin at the January 10th, 2006 Meeting" be read a first and second time. - Carried. Moved by Councillor Rock Seconded by Councillor Warwick THAT By-Law No. 06-01 be read a third time and finally passed. - Carried. County Council 3 January 10, 2006 Moved by Councillor Acre Seconded by Councillor Vowel THAT we do now adjourn at 11 :23 A.M. to meet again on January 24,2006 at 9:00 A.M. - Carried.
