County Road 76, as part of the Emergency Detour Route for Highway #401. County Council has approved the use of Furnival Road, Currie Road, lona Road and Union Road as the north south connection to Highway #401 along with Talbot Line for the east-west corridor. Discussion Graham Road in the Municipality of West Elgin is under the jurisdiction of the County of Elgin and the Municipality of West Elgin. Graham Road in West Lorne, which was a former connecting link, is presently under the ownership of West Elgin and Graham Road either north or south of West Lorne is under the jurisdiction of the County of E Igln The County of Elgin and West Elgin have been requested, by the Ministry of Transportation, to use Graham Road as another emergency detour route for the closure of Highway #401 in the County of Elgin. West Elgin council has approved the use of Graham Road in West Lorne. There are several advantages of using Graham Road as an additional road for the detour. time on a detour route Decrease travelling More direct access Less chance for impacting other roads · · · The total estimated cost to the County of Elgin and the Municipality of West Elgin for the purchase of the posts and hardware and installation for the additional twelve Emergency Detour Route signs is less than $200. 2 2 , Page 2 REPORT TO COUNTY COUNCIL FROM: CLAYTON WATTERS, MANAGER ENGINEERING SERVICES DATE: APRIL 23, 2001 SUBJECT: EMERGENCY DETOUR ROUTING HIGHWAY #410, GRAHAM ROAD Conclusion The travelling public must be able to travel along safe roads when Highway #401 is closed for an emergency. The Highway #401 emergency detour traffic must travel on roads that are designed for such volumes. When traffic is lost on gravel or surfaced treated roads the volumes will obliterate the road in the fall and spring very quickly. Our taxpayer is directly responsible for the costs to restore the road when this occurs. Now that West Elgin has approved the use Graham Road through West Lome, it is logical to add County Road 76 and Graham Road as an additional Emergency Detour Rote. Recommendation That the enclosed approved Highway #401 emergency detour routing (EDR) traffic plans be approved by County Council and forwarded to the Ministry of Transportation and Ontario Provincial Police; and, That the Municipality of West Elgin be requested to install all the trail blazer signs on Graham Road at their costs; and, That the County of Elgin purchase the signs and invoice the Ministry of Transportation for its agreed upon share. The original shelving layout for the library was totally changed and as staff worked in the new surroundings, it was apparent that one section of the library did not have adequate lighting to view the books on the shelves. The Director of Planning and Municipal Services from the Town of Aylmer did obtain two quotes for the library on the work to be done. DISCUSSION: The lighting required for the library is thirty-six (36) feet, totalling four (4) fixtures to be installed. Four requests for proposals were sent out and only two responses were received (see attached). Unfortunately the library was not presented with the quotes until after our capital budget was established therefore, it is suggested that the library utilise the Building Reserve. The Aylmer lease does state that the County is responsible for 100% of this expenditure. that the lowest quote from Ashton Electric be accepted and that the Building Reserve. Fleck Director of Homes and Seniors Services REPORT TO ELGIN COUNTY COUNCIL Homes Report #2 for May 8, 2001 FROM: Marilyn Fleck, Director of Homes and Seniors Services Terrace Lodge Tubs and Lifts SUBJECT: 26, 2001 Apri DATE: Introduction/Bac kQ round: During 2000, we renovated two of the existing tub rooms to accommodate the newer type whirlpool tubs. There are two tub rooms remaining in the building that have the older type Century bathing units where residents sit rather than have the capability of legs being extended Discussion/Conclusion The tubs and lifts that we have installed in all three Homes have been built by A~o and we believe these tubs offer the quality and features that have demonstrated dependability over time. In addition, the batteries and slings are interchangeable with all the Arjo equipment. The supplier, Arjo is considered to be a Preferred Supplier under the County Purchasing Policy. The tub rooms that would require renovations are located on Lower North and Upper South wings. During the 2000 project, the Corporate Facilities Officer engaged several tradesmen to complete the renovations and the approximate cost was $23,000. The 2000 purchase of tubs and lifts were approximately $60,000. There have been funds estimated in the 2001 Capital Budget for this project, and the report is brought forward for Council authorization to proceed with the tub purchase and organization of tradespersons. Recommendation THA Tthe Director be authorized to proceed with the purchase of tubs and lifts from A~o; and that the Director of Homes be authorized to commence the tub room modifications for the installation of these tubs. Veger, FROM 2001 City of St. Thomas Share of 2001 Land Ambulance Operations May 1 DATE SUBJECT: ntroduction meeting THAT we approve the 2001 budget estimates of the Land Ambulance and authorize a Council grant in the amount of $392,004. 12. 2001 Thomas passed the following resolution at its March The City of St. This is $60,104 less than the amount calculated as the City's share for 2001. Considering payments to the providers, the actual City share for this time frame is $116,900. Discussion The Consolidation Agreement states that the County of Elgin Council will be responsible for all decisions affecting Land Ambulance Services. The Agreement also states that each Municipality agrees to allocate a 5% contingency budget annually for any unforeseen cost overruns during the year. 2 n a discussion with Mr. Cutway, the City's position on the capital purchases and severance was stated to senior staff. The Chief Administrative Officer, Mark McDonald, and the Director of Financial Services, Linda Veger, were assured that the City will meet its obligations and share in these costs as they occur. Mr. Cutway was reminded that the County expects the City to honour its commitments to Land Ambulance. The County has set up a contingency reserve and Mr. Cutway was corrected in his assumption that contingency dollars were somehow included in the operating budget. Mr. Cutway was also advised that the County expects prompt payment based on estimates and is not prepared to wait until the following year for the final payment of the year. As Mr. Cutway is aware, the Province has been very slow in providing the year-end reconciliation for Land Ambulance and, in fact, the County is still waiting for the 1999 final reconciliation. Conclusion Senior Staff suggests that Council may wish to agree that the City retains its own reserves for potential vehicle replacements and severance obligations. However, Council must insist on prompt payment from the City as these expenditures are realized. Council must also insist on prompt payment from the City for its share of operations with no delay of the twelfth payment. Staff will provide a final reconciliation to the City as soon as the numbers are available. Recommendation THAT Council concurs with the City of St. Thomas' decision to maintain its own reserves for such items as severance payments, vehicle purchases, and contingencies providing the City states, in writing, that it will meet all of its obligations under the Consolidation Agreement pertaining to Land Ambulance; and THAT Staff be directed to forward a letter to the City Treasurer outlining Land Ambulance cash flow requirements and requesting payment in full of the City's share of those costs. Veger, FROM May 7, 2001 DATE: date Introduction/Discussion As a further update to the progress after the fire · It has been determined that the Museum must be completely emptied prior to any repairs. · Rob Pearson, adjuster for Frank Cowan Company, arranged a climate controlled storage area on Mondamin Street. · The County is renting the area for two months from Zvest Development Corporation at a cost of $2,500 per month. · Winmar, a restoration company, will pack all the artefacts and has already removed wet drywall and carpet, set up de-humidifiers, pulled wet insulation, and moved artefacts to the County. · Feemans will move everything to the storage area. · A list of volunteers is being developed who may be interested in assisting with restoring and cleaning artefacts. These volunteers will be employees of Winmar and work with regular Winmar empioyees. · Debra Seabrook, a qualified conservator, has been contracted by the insurance company to compile a protocol for cleaning and restoring the artefacts. The County can also access information and expertise from the Ministry of Citizenship, Tourism, and Culture. · Moving the items will start on May 7,2001. · The Museum may be closed for approximately two months. Mrs Dear in There is no doubt that the extraordinary levels of government subsidization of agriculture the United States and in the European Union (EU) are having a destructive impact on the world markets for most agricultural commodities. This is an issue that the Province of Ontario is unable to address on its own and is why I strongly support the Canadian position with respect to the agricultural trade negotiations which are on going in the World Trade Organization (WTO). The Canadian negotiating position, which was announced by the Canadian federal government in August 1999, calls for the elimination of all agricultural export subsidies. The position also calls for a substantial reduction in trade-distorting forms of domestic support. The student groups which approached your Council cite a study by Western medical students indicating that the income level of students in the MD program has vastly increased in the four years since fees were deregulated. This conclusion is not borne out by our own study of currently- enrolled medical students by year (years 1-4 in the program, encompassing the years of increased tuition) in terms of the residential postal codes from which they initially applied for first-year university study. This means of assessing family income is standard in such research, and reflects the data gathered by Statistics Canada and avoids self- reporting. By this measure, neither the mean nor median incomes of the households from which Western's medical student population derive has significantly changed since the 1997-98 academic year. Dear Mrs. Since the Ontario government allowed tuition fees for medicine and a number of other programs to be set at the discretion of universities' Boards of Governors, the fee for Western's MD program was initially set at $10,000 and has remained frozen for three years. Students currently in the program will be limited to a maximum 20% fee increase each remaining year. Our current proposal, approved by the University Senate on April 20, will be in keeping with fees charged at other Ontario universities with medical programs, including the University of Toronto and McMaster University. This reinvestment is absolutely vital to sustaining the high quality of medical education at Western. Indeed, it is only part of the total equation: significant increases in public investment in our universities are required to provide the professors and the facilities which will keep Ontario competitive in the education of physicians. Finally, I should note that Western is a leader in promoting rural medicine in Southwestern Ontario. We have an outstanding program in rural medicine and take great pride in our involvement with this region, the service of our medical faculty and students in the broader community, and the success of our student placements in treatment facilities throughout this part of the province. Rural medicine is an area of emphasis at Western and one of our important obligations to the communities we serve. Data in the attached table wère compiled by obtaining the postal codes of current medical students at the time they applied for their first undergraduate programs. We were able to do this for 249 of the 398 medical students currently enrolled in years 1 through 4. Using StatsCan 1996 census information, we obtained the family incomes for the enumeration area corresponding to the postal code of each student. We then calcul.ated the estimates of distributions, means, and variances of family incomes for each onhe four classes currently at Western The data in the table show no evidence that the increases in tuition over the four-year period represented by the incoming year of each class has had an impact on the average family income of our students. At this time, I think these are the best data available with respect to this very important issue. The inconsistency of these results with those derived from earlier self-report studies of the same group of students supports our concern about the design of the earlier student surveys Let me add (and m sure you will agree) that these data provide no basis for complacency. AI of us must continue to be vigilant aboutthe impact of higher fees and large debt loads on access and the success of our students. We must continue our efforts to persuade the provincial and federal governments to provide adequate funding forall the University's programs and to Introduce student loan and debt relief programs so that students with limited financial resources will not be deterred from pursuing their chosen careers we did not have these data available at an earlier date but it has taken a good deal to compile.
