THE ENGINEER REPORTED that arrangements had been made with, Graham &: Graham Construction to bore under the Wellington Road to give Drainage relief to Mr. Wm. Glenn and ai10id replacement of a portion o.f the Blewitt Drain. THE ENGINEER ALSO REPORTED that the Needs Study Inventory on Suburban Commission Roa.d was near completion except for Costing.. A.M. SPRIET &: WM. KELLY PRESENTED a FunctionGtl Report on the Replacement of the Kains Bridge and answered questions. A FIELD INSPECTION of the Site was held. County Road Committee who had sugge$ted that a meeting be held with the City of St. Thomas to request extra funds for the construction 0 f Kains Bridge. Subsequently a meeting was held with Hayor Fanjoy and 1tJarden Wise.. CORRESPONDENCE AS ATTACHED, to the Mayor from the Engineer was read. IT WAS REPORTED that City Council had approved the principle of an extra grant to the Commission for the bridge. THOMAS SUBURBAN ROAD COMMISSION ATTACHED TO MY ANNUAL REPORT to the Commission is a Statement of Expenditures on the Commission Roads in 1968, and Estimates of Expenditures for 1969. THE MILEAGE OF ROAD UNDER CONTROL of the Commission has not varied in several years, being 22 miles of which 1.15 m.iles (Road 30) is gravel and the remainder paved. In 1968 Road Maintenance on the Commission Syitem was estimated at $ 36,500 and $ 36,362.17 actually expended. Construct.ion on Road 16 in Fingal,was estimated at $ 29,000, and $ 31,172.19 ac.tua11y spent. THE DEFICtT TO THE CITY OF ST. THOMAS was reducE!d from $3,129. There is still a small amount of concrete work and trinmingwork left. at the beginning of the year to $ 663. at th~ end of the' year: Although this is a quite managab1e figure it is hoped to reduce this deficit to zero at the end of the year. As in previous years, maintenance of the System will take the largest share of Commission budget. Winter Control cOlats are expected to be heavy. A surface treatment should be applied to Road 2:5 (Wellington Road) this sununer. If money is available, several miles of Road 16 (Fingal Road), west of Middlemarch should be treated. As there is no longer a Winter Works Programme, funds for removal of dead trees on the System have been shown in the Mai'ntenance Category. Other Categories will show. normal expenditure. AS THE ONTARIO DEPARTMENT OF HIGHWAYS has placed a limit as to the amount of money available for maintenance, some larger items of work usually ,classified as maintenance will have to be placed into Constt"Uction. Thus, one half of the estimate for Superintendence and Overhead, has been charged to COTlstruction. Drainage assessments for ne", drains will also be charged to Construction. DRAINS TO BE UNDERTAKEN THIS YEAR by the Townships of Yarmouth and Southwo1d, include the Thompson and Baker-Penhale on Road 30, and the Underhi 11 Extension on Road 25.
