THE ST. THOMAS SUBURBAN ROAD COMMISSION met at the County Engineer's
Office on Tuesday, September 18, 1984 at 3:00 p.m.
The minutes of the meeting of February 1, 1984 were read and approved.
The Engineer reported that most maintenance operations were going
reasonably well, Wellington Road had been surface treated as had Road #33 and
portions of Road #28. It appeared that all costs were within budget and there
might even be a small surplus for 1984 depending upon the amount of shoulder
work that could be done on Wellington Road and drainage work on Road #26 this
Fall.
The Commission inspected various Suburban Roads including St. George
Street, Wellington Road, Bostick Road including ditching presently underway for
the International Plowing Match, Road #29, Road #31 and portions of Road #30
noting that creek diversion work was required at Patterson's Culvert,
Centennial Avenue and Elm Street. They also inspected construction underway on
Road #22 which was a former Suburban Road and would likely be reverted to the
Commission once the work had been completed.
The meeting adjourned at 5:00 p.m. to the call of the Chairman.

THE ST. THOMAS SUBURBAN ROAD COMMISSION met at the Engineer's Office at
4:30 p.m., Wednesday, February 1, 1984. All members were present.
The minutes of the meeting of January 5, 1984 were read and approved.
THE ENGINEER REPORTED ON THE WORK TO DATE AS FOLLOWS:
1. Winter control had been extremely heavy and expenditures to February 1st were
nearly as great as expenditures for the entire year of 1983.
Correspondence from the Ministry of Transportation and Connnunications was noted
stating the City of St. Thomas Assessment for Suburban Road purposes was $80,200,000
and thus the 1/2 mill levy would yield $40,100.
This information had been submitted to the County of Elgin and the City of
St. Thomas.
The Connnittee examined expenditures for 1983 as contained in the First Report of
the Elgin County Road Connnittee of the February Session 1984.

RE: 1985 ANNUAL MEETING
Gentlemen:
Mr Doug. Whitley, President of the Suburban Roads Commission
Association, has requested me to notify all Commissions of the
arrangements being made for the Annual Meeting.
The Annual Meeting will again be held in conjunction with the
Ontario Good Roads Association Convention. The meeting is
scheduled for Tuesday, 26 February 1985 at 3:00 pm in the
Quebec Room on the Main Mezzanine floor of the Royal York Hotel.
At each of the Area Meetings this past year, I informed the
delegates of the 'Certificate of Merit' and 'Honorary Life'
designation detailed in the Constitution of the Association.
The following excerpts from the Constitution are for your
information:
Certificate of Merit
A Certificate of Merit may be conferred by the
Association to deserving members in recognition of
outstanding service (25 years minimum) on recommendation
of individual Commissions and approval of the Executive.

Honorary Life Membership may be conferred upon
deserving persons upon recommendation by individual
Commissions and approval of the Executive.
I would appreciate it if you would forward any subject which your
Commission would like to have the Executive Committee consider.
The Executive will be meeting on Monday prior to the Annual
Meeting.
I would also ask that you inform the members of your Commission
that our Guest Speaker for the Annual Meeting will be Mr Lyle Malcolm
of McCormick Rankin and Associates Limited. His topic will be
liThe Construction of 'The World's Largest Soil/Steel Bridge'll. This
project was completed in the County of Wellington in 1984 and I trust
the presentation will be of interest to you and your Commission.
We hope that you will bring these arrangements to the attention of all
members of your Commission in order that we can have an excellent
turnout for the Annual Meeting.

THE ENGINEER REPORTED:
1. That it appeared that there could be a slight deficit in the budget for 1983,
there would not likely be a surplus.
2. The County Road Committee was trying to complete land purchase arrangements
with Colin and David Ferguson on County Road #30.
3. The drainage assessments on Suburban roads in 1983 w'ere $16,335.00 and it
appeared that they would be fairly high again in 1984 as the Underhill and
Mills Drains would be reconstructed.
4. Shoulder maintenance should be lower in 1984 than in 1983.
5. The County Road Committee had decided that they wished to continue the
programme of edge marking and all Suburban roads would be done.
6. The overhead figure for 1983 would likely be a little less than the 8% originally
estimated and the 1984 overhead would likely be somewhat less than 8% as well.
7. Ditching on County Road #29 near 'Eandenbergs at the Ford water tower had been
completed, which had helped the drainage on the road considerably.
8. Work for 1984 included:
(a) Repairs to pavement at the Kain's Bridge.
(b) Ditching and gravelling on Road #26 (Bostwick Road) in preparation for the
International Plowing Match.
(c) Shoulder work on Wellington Road would have to be done inasmuch as the
present shoulders had been pushed out and widened over the years because
of the traffic and were now in the ditches. The ditches should be
cleaned and the shoulders narrowed.
9. The County Road Committee hoped to have a budget within the month at which time
it will be presented to the St. Thomas Suburban Road Commission.
