As of January 1/86 the St. Thomas Sup~~bap Road Commission has control
of 49 lan. of the 478 km. of the total Coupty Road System or approximately
10% of the System.
There is approximately 42 km. of paved road and 7 km. of gravel road.
The total St. Thomas Suburban Road Commission Budget is estimated at
$290,000 being approximately 6% of the total County Budget (other than
New Machinery Purchase). This percentage is used as an apportionment
for overhead between the County and the Suburban Road System.

ROADS COMMISSION."
WHEREAS Section 65 of The Public Transportation and
Highway Improvement Act provides for the appointment of members
of a Suburban Roads Commission: and
WHEREAS one, of the three persons on the Commission,
is to be appointed by the County Council.
NOW THEREFORE the Municipal Council of the Corpora-
tion of the County of Elgin enacts as follows:
1. That Albert W. Auckland be, and is hereby appointed
to the St. Thomas Suburban Roads Commission for the period
February 1st, 1986 to January 31st, 1989.
2. That By-Law No. 83-26 be and the same is hereby
repealed.

THE ST. THOMAS SUBURBAN ROAD COMMISSION met at the County Engineer's
Office on Monday, December 9, 1985 at 10:00 a.m. All members were present,
also present was Mr. Frank Clarke of the Ministry of Transportation and
Corrnnunications.
The minutes of the meeting of May 30, 1985 were read and approved.
THE ENGINEER REPORTED ON THE WORK TO DATE AS FOLLOWS:
1. The Lynhurst and McBain Culverts on Wellington Road would have to be replaced
in 1986. More serious cracking had occurred in the Lynhurst Culvert in the
past weeks and the culvert had been again shored up and the cracks would be
welded if possible.
The Aarts culvert on Road #25 north of the Expressway was in fair condition
only.
The concrete culvert at McBain's on Road #29 should be replaced when the two
culverts on Road #25 were replaced.
2. All the International Plowing Match work on Road #26 had been cleaned up.

Road #26 from Road #~p to Road #11 which had been primed had not yet been
reverted to gravel.
3. Because of a lack of funds Road #16 between Fingal and Middlemarch had not
been surface treated in 1985.
4. A new sign programme approved by County Road Committee was underway
particularly in the South-Yarmouth area.
5. A settlement for the Ferguson land on Road #30 had been negotiated by
Murray Hennessey, County Solicitor for the lump sum amount of $11,500.00
for all land and damages (ie., no entrance into the upper Ferguson field
from County Road #30).
6. Because of overexpenditures on various maintenance items, particularly
culverts and bridges, work on Road #26, drainage shoulder maintenance,
dust control, etc., the St. Thomas Suburban Road Corrnnission would be
overspent by $7,000.00 or $8,000.00 on the City of St. Thomas Levy. This
amount would have to be budgeted for in 1986.

It was noted that the Minister of Transportation and Communications had
approved as of June 17th the reversion of Road #52 from Road #25 to Highway #74
from the Suburban Commission to the County.
Correspondence was read from the County of Middlesex Engineer to the County of
Elgin Engineer in which Middlesex was asking Elgin to examine the plans for the
future connections between St. Thomas and London. The County of Middlesex was
suggesting that the Province take over the Hubrey-Highbury-Radio road link and
the continuation of Highway #73 from Hamilton Road to King's Highway #2 but
revert Highway #74 to the Counties.
The Engineer reported that this had been discussed by County Road Committee a
few years ago but the County of Elgin had backed off the suggestion because of
the increased maintenance costs on Highway #74 over Road #30 and the fact that
the last construction had been nearly 40 years old on Highway #74. Repairs would
be required to the culverts and bridges, there were also a number of deficient
sight distances, particularly south of Mapleton on Highway #74.
The Commission requested that they be kept informed of any negotiations
between the two Counties.

It was reported that the contribution of the City of St. Thomas would be
$43,200.00 up from $41,200.00 in 1985 for Suburban Road purposes.

After some discussion by the Commission they felt with the proposed sanitary
sewer work on St. George Street and culvert replacements on Wellington Road and
Road #29 it would be impossible with the Suburban Road Commissions budget to pay
for these items, even over a fairly lengthy period of time. It was decided that
an exchange in roads should be done with the County to allow the County to
proceed with the proposed work on Wellington Road, St. George Street and Road #29.
As work had been completed on Road #52 between Wellington Road and Road #30
and on Fairview Avenue between the St. Thomas City Limits and County Road #45 it
was felt that these sections of Road #52 and Road #22 could be reassumed by the
Suburban Commission.

THE ST. THOMAS SUBURBAN ROAD COMMISSION met at the Engineer's Office
on Thursday, May 30, 1985 at 10:00 a.m. All members were present.
The minutes of the meetings of January 28 and March 8, 1985 were
read and approved.
THE ENGINEER REPORTED ON THE WORK TO DATE AS FOLLOWS:
1. Road expenditures would have to be watched very carefully as a Commitment
Budget showed nearly all money committed for the year.
2. The railings on the Dodds Creek Bridge on Road #25 had been painted and
erected.
3. It would not be necessary to replace the culvert on County Road #29 as
it had been found that the Underhill Drain when cleaned was not below
the footings of the culvert.
4. The Lynhurst and McBain Culverts on Wellington Road had been shored and
were being monitored.
5. A meeting would be held with the International Plowing Match Officials
on Monday, June 3rd with regard to entrances for the Plowing Match on
Roads #52 and #26.
6. The International Plowing Match signs had been erected and arrangements
had been made with the City of St. Thomas to place a trailer on
Wellington Road advertising "Jumbo Days" and the "International Plowing
Match".
7. Shouldering was underway on Wellington Road and would be completed from
the Expressway to Highway #4 today.

8. Patching would be done on Kains Hill and a section of pavement removed and
replaced near the bridge.
9. Asphalt patching was required on Road #29 where a culvert had been installed
last spring.
10. Surface treatment was planned for Road #16 between Fingal and Middlemarch.
11. Road #28, north of Southdale Road would be primed.
12. The County Solicitor had suggested that the County make an offer of $10,000
to David Ferguson (Road #30, Land Purchase) to see if the matter could
finally be resolved.
It would be necessary to revert County Road #52 from Wellington Road to
Highway #74, as the Commission would not have the funds in the budget to do
the asphalt patching required west of Road #31, asphalt resurfacing between
Road #30 and Highway #74 and the surface treatment east of Road #31 (1 Km).
Arrangements had been made for accommodations for the Suburban Road
Commission meeting in Midland in June.
It was suggested that the Commission go in the afternoon of June 11th.
The City of St. Thomas had approved the St. Thomas Suburban Road Commission's
1985 Budget.
County Council had approved the honorarium recommendation of Road
Committee for Albert Auckland which would be $175.00 from January 1, 1985 to
January 31, 1986.

THE ST. THOMAS SUBURBAN ROAD COMMISSION met at the County Engineer's
Office at 10:30 a.m., Friday, March 8, 1985. Present were Donald Stokes and
Robert N. Martin.
The Engineer reviewed work to date and brought the members up to
date on the problems that have been encountered on pipe arch culverts on
Wellington Road. The Engineer noted that strutting of these culverts was
underway as a safety measure. Timing for the replacement of the culverts had
not been decided by County Road Committee and would be subject to further
discussion between the Committee and the Ministry of Transportation and
Communications.
It was noted that if these culverts were replaced the road would
have to be reverted to the County as the St. Thomas Suburban Budget for the
year would only be able to carry little more than maintenance and drainage
assessments.
The budget as attached was discussed at some length, along with the
budget of the Elgin County Road Committee which had been appvoved on March 7th.

THE ENGINEER REPORTED ON THE WORK TO DATE:
1. Cracking had been found on structural plate culverts on a number of County
roads including the Suburban Road #25, the extent and seriousness was not
known and was still being investigated.
2. The construction of the Underhill Drain had undermined the footings of the
concrete culvert at Jim McBain's on County Road #29 and it would have to
be replaced.
3. Money would be required for'the improvement of County Road #26, including
culverts, entrances and a prime surface for the International Plowing Match.
Shoulder 'work would be required on WelLington Road as well.
4. It was likely that asphalt resurfacing would be required on Road #52 from
Highway #74 westerly approximately 2 miles. Inasmuch as the Suburban Road
Commission Budget would not be large enough for all items it was likely
that Road #52 would have to be reverted to the County.
5.. Maintenance costs for grass cutting, signs, etc., would be higher because
the International Plowing Match was being held in the area serviced by
the St. Thomas Suburban Roads.
6. Large "Stop Signs" had been erected at the Smoke Road Intersection at
Middlemarch on Road #16 in an effort to improve traffic controL.
7. Improvements to flow had been made to Kettle Creek on Road #45 at Shaw's
and also Road #30 at Patterson's with the Kettle Creek Conservation
Commission assisting financially at Patterson's.
8. It was hoped to do some channel impr,ovement work at St. Goerge Street and
the Fingal Bridges in the coming season.
9. Tree cutting was underway at the St. George Street Bridge and also at the
top of the St. George Street hill.
10. It was hoped to slope back the St. George Street hill so that ,ditching
work could be done on the east side of the St. George Street hill as
the water presently ran out on the pavement and froze in the Winter south
of the Canadian National Railway Tracks.
11. Drainage assessments would be fairly large as the Underhill and Mill's
Drains would be undertaken on Suburban Roads.
12. There was no subsidy allocation yet for 1985 from the Ministry of
Transportation and Communications.

The difference between the total voucher payments and total road expenditures
included:
(a) Work done on Townline Roads and Bridges and invoiced to County of Middlesex
and County of Oxford.
(b) Surface treatment work for various n~nicipalities including City of St. Thomas
and County of Kent ($99,429.24).
(c) Hot mix paving and other work, etc., for various local municipalities
($26,599.64 ).
(d) Curb and gutter, paving, etc., on Aldborough-Dunwich Town1ine Overpass at
Highway #401 (Charged to Ministry of Transportation and Connnunications).
The County of Elgin Road Department in 1984 participated in 4 Employment
progrannnes in addition to the work listed above.
(a) Government of Canada '84 Sunnner Incentive Programme (Surveying Assistance)
at a value of $2,441.00.
(b) Canada/Ontario Employment Development Progrannne (C.O.E.D.) completion of
1983 project for the Road Department and the Museum ($3,512.11).
(c) Canada Works Programme (Federal) in the Spring and early Sunnner (to
relieve local unemplo~nent) $26,000.00.
(d) Ontario Youth Corp Project (Provincial) work completed in 1984 but Final
Applications not made until 1985 (1984 total $10,141.55).
The Road Department was requested to have personnel available for a Nosquito
Control Progrannne for the prevention of encephalitis. The cost of $1,065.76
wal:\ charged to the General Government Account.
