1995 Suburban Road Committee ST. THOMAS, ONTARIO AUGUST 2, 1995 PAG E 1. THE ST. THOMAS SUBURBAN ROAD COMMISSION met at the County Administration Building on Wednesday, August 2, 1995 at 10:00 a.m. All members were present as well as the County Engineer and Assistant County Engineer. APPROVAL OF MINUTES RECOMMENDATION #1 "MOVED BY: A. AUCKLAND SECONDED BY: D. R. STOKES THAT THE MINUTES OF THE MEETING DATED FEBRUARY 9, 1995 BE APPROVED. CARRIED." ROAD #30 CHANNELIZATION PROJECTS The Engineer reported that only recently had County staff received preliminary plans from the Consultant for the design of the intersections at County Road #52 and County Road #48. Additional road widening will be required at county Road #52 and discussions with the city of st. Thomas indicated that funding was not provided for land purchase in 1995. It was agreed that the Suburban Road Commission could pay for the land purchase costs in the city of st. Thomas since the intersection is a Suburban Road Commission responsibility. However due to the timing required to obtain the road widening it was suggested that this project be deferred until 1996. The Engineers preliminary plans at county Road #48 indicated that a major drain would be required to accommodate the channelization and that the knoll on County Road #30 north of County Road #48 would require lowering to improve sight lines after the widening. This would involve added costs to this project and although preliminary discussions were held for road widening no road widening had been purchased to date. It was suggested that this project also be post~poned for further consideration in 1996. REVISED 1995 CONSTRUCTION PROGRAM The Engineer reported that approximately $400,000.00 has been allocated for the Suburban Road commission for const:ruction in 1995. As the channelization projects will be deferred to 1996, It was suggested that county Road #30 be resurfaced from the 13th Concession to County Road #52 and that three structural steel plate culvE~rts on County Road #56 (Elm Street) be replaced this year. It is estimated that this work would cost $400,000.00. It was pointed out that these projects were in the 1996 and 1997 five year construction program for the Road Departml3nt. ST. II 1994 EXPENDITURE REPORT The 1994 Expenditure Report was presented for the members information. The Engineer summarized the Maintenance and Construction projects that were carried out in 1994. The Engineer reported that the 1994 Suburban Expenditure and Budget have been presented to the Road Committee at: their February 1995~meeting. RECOMMENDATION #4 IIMOVED BY: A. The Engineer briefly outlined the Maintenance and Construction projects proposed for 1995. The Engineer reported that this budget would be presented to Road Committee for their approval. ONTARIO GOOD ROADS ASSOCIATION RESOLUTION REGARDING SUBURBAN ROADS The Engineer reported that a copy of a Resolution to be presented at the ontario Good Roads Association Conference in, February by the ontario Good Roads Association reads as follows: "Request that the Ministry of Transportation replace Suburban Roads Commissions with appropriate Agreements among the effected Municipalities." After some discussion it was felt that further deliberations regarding this topic would occur at the upcoming Conference. It was felt that although this committee may not be in agreement w~th ontario Good Roads Association actions on this particular topic in general they felt that other programs offered by the ontario Good Roads Association were useful to this Committee thus it was agreed that membership in the ontario Good Roads Association should continue. . ANNUAL MEETING WITH SUBURBAN ROAD COMMISSIONS ASSOCJ:ATION The Engineer provided the members with a copy of the Agenda for the Annual Meeting to be held during the ontario Good Roads Conference. . THOMAS SUBURBAN ROAD COMMISSION BY COUNTY COUNCIL IN JULY 1968 AND WAS ELECTED CHAIRMAN AT THAT TIME. ALBERT HAS CONTINUED TO SERVE ON THE COMMISSION TO THIS DATE AND OVER THE YEARS HAS BEEN CHAIRMAN ON THIRTEEN DIFFERENT OCCP.~SIONS. IN JANUARY 1995 ALBERT WAS SELECTED BY THE TWO APPOIN~~ED MEMBERS OF THE ST. THOMAS SUBURBAN ROAD COMMISSION FOR AN ADDITIONAL THREE YEAR TERM. IN 1994 ALBERT WAS ELECTED AS DIRECTOR TO SERVE ON THE SUBURBAN ROADS COMMISSION ASSOCIATION. ALBERT WAS ELECTED PRESIDENT OF THIS ASSOCIATION FOR THE TERM OF 1988 TO 1989. ALBERT HAS SERVED AS DIRECTOR SINCE 1984 TO THE PRESENT. IN FEBRUARY OF 1992 ALBERT WAS MADE AN HONORARY MEMBER OF THE SUBURBAN COMMISSION ASSOCIATION. ALBERT HAS PROVIDED DEDICATED SERVICE TO THE ST. THOMAS SUBURBAN ROAD COMMISSION OVER THE PAST SEVERAL YEARS AND HAS BEEN INSTRUMENTAL IN IMPROVING THE COUNTY ROADWAYS AND STRUCTURES SURROUNDING THE CITY OF ST. THOMAS. IN CO-OPERATION WITH THE COUNTY OF ELGIN AND THE CITY OF ST. THOMAS THE ST. THOMAS SUBURBAN ROAD COMMISSION HAS UPGRADED ~rHE LOCAL COUNTY ROADS TO MEET THE EVER GROWING NEEDS OF THE TRAVELLING PUBLIC FOR THE MUTUAL BENEFIT OF BOTH MUNICIPALITIES. ST. THOMAS SUBURBAN ROAD COMMISSION ANNUAL REPORT OCTOBER 19, 1995 TO THE CHAIRMAN AND MEMBERS OF THE ST. THOMAS SUBURBAN ROAD COMMISSION: The composition of the st. Thomas Suburban Road Commission has not changed since June 1992. In 1995 additional maintenance costs were incurr1ed, including the replacement of a rusted culvert on County Road #25 (Wellington Road) shoulder sub-drain tiling on County Road #30 and extra grass cutting efforts due to Weed Orders. Miscellaneous parcels of land were purchased for road widening on Roads #25,. #28, #56 and Road #30. Due to delays in engineering design and unsuccessful attempts to purchase road widening the channelization projects on Road #30 at Road #48 and Road #52 were not carried out in 1995, however Road #30 was repaved from the Concession XIII to County Road #52. A culvert will be replaced on County Road #56 (Elm Street) this Fall. The Engineer Consultant recommended that the sight lines also be improved at the County Road #48 intersection which will require substantial sub-excavation. Due to the low traffic count on Road #48 consideration may be given to delaying this project to future years. It is anticipated that the Suburban expenditures in 1995 will be within budget. It is hoped that in 1996 that the channelization work will be completed at Road #30 and Road #52 and that construction of Road #28 (Centennial Avenue). south of Elm Street will commence. After some discussion it was felt that further deliberations regarding this topic would occur at the upcoming Conference. It was felt that although this Committee may not be in agreement with ontario Good Roads Association actions on this particular topic in general they felt that other programs offered by the ontario Good Roads Association were useful to this Committee thus it was agreed that membership in the ontario Good Roads Association should continue. Resolution 95-12 Dear Mr. Rach: The Hastings-Belleville Suburban Roads Commission has recently had an opportunity to review what the Commission und~9rstands to be a resolution to be presented at the Annual Meeting. The present legislation provides a mechanism fOl~ the funding of Suburban Roads Commissions for construction and maintenance programs. In Hastings County, we are somewhat unique in that we have a Commission with one separated City (Belleville) but not the other ( Trenton). There are County Roads surrounding thE~ City of Trenton which benefit both municipalities that would qualify as Suburban Roads. The experience in dealing with Trenton for maintenance and construction cost sharing has not been satisfactory. The cost sharing as provided in the Public Transportation Highway Improvement Act for the Suburban Commission has ~iorked adequately for County Roads adjacent to the City of Belleville. The Hastings-Belleville Suburban Roads Commission has instructed me to notify the O.G.R.A. that the Commission is not in agreement with the proposed resolution unless the financial contributions between the separated City and County continue to be defined within the Act. .... /2 2 As you can no doubt understand, should the resolution be put forward as is, the Commission will need to review t.heir membership and support for D.G.R.A. All Dlembers of the Executive have been notified of a meeting of the Executive Committee on Monday, February 20, 1995 at 2:00 p.m. also in the Q1Jebec Room. Hopefully a quorum will be available and a report can be prepared f()r the Annual Meeting. If there are any subjects that your ComJnission would like to have discussed at the annual meeting, please notify me in order that it can be included in tbe agenda. I \vill Jet you know as soon as I find out anything further. Regardless of whether or not that particular resolution is \vitbdrawn there are other suburban roads resolutions, that have been sent to the OGRA. froDl individual municipalities, that will be debated during the resolutions debate at the convention at 3:00 p,m. Monday. Your Commissioners should be encouraged to gather their thoughtsi and to attend the session to make their position known.
