The expenditures of the Suburban Road Commission for 1986 were discussed
at some length noting that there was a small surplus for tIle year's operation
in spite of the fact that a number of roads had been transferred from the
County to Suburban jurisdiction and visa versa.

The composition of the Suburban Road System for 1987 was discussed at
some length and it was noted that the length of the road system would have to
be increased as the full 1/2 Mill would be available for 1987. The budget
would increase to $440,000 from $290,000 in 1986.
The Lieutenant Governor in Council had approved the County's By-Laws
No. 86-60 and No. 86-61 which revised the County Road System and removed Road
#33 (Kains Hill) and Road #26 Bostwick Road from the County system and the
St. Thomas Suburban Road System.
It would also be necessary that Radio Road (Road #30) between Concessions
XII and XIII be reverted to the County as the Ministry of Transportation and
Communications supplementary allocation had been applied for by the County for
construction of the road. Road #11 should be reverted to the County system
inasmuch as it no longer had a direct connection from St. Thomas. After some

January 29th and would discuss the final approval of it on February 4th if the
Commissioners' were satisfied with the budget. The budget was designed to end
1987 with a small surplus.

Overhead is charged against the St. Thomas Suburban Road Commission Roads on a
percentage basis of the cost of construction and maintenance on the St. Thomas
Suburban Road Commission Roads as a percentage of all construction and maintenance
on both St. Thomas Suburban Road and County Roads (urban rebates, equipment purchases,
drainage assessments, items not for subsidy, etc., are not considered in determining
the overhead percentage). In 1986 the Overhead charge to the St. Thomas Suburban
Road Commission was 6%.

In 1986 Payment Vouchers Totaled $6,076,364.70 compared to $5,140,613 in 1985.
The difference between the total Voucher Payments and Total Road Expenditures
Included:

(a) Work on Townline Roads and Bridges (including Wardsville Bridge).
(The County of Middlesex and the County of Oxford.)
(b) Surface treatment work for various municipalities including City
of St. Thomas and County of Kent ($163,492.52).
(c) Asphalt paving contract for Township of Southwold and Village of
Dutton ($118,268.39).
(d) Work on Smith-Bailey and Orchard-Carroll Municipal Drains,
materials sold and work performed for municipalities and
others.
The County of Elgin in 1986 participated in a Government of Canada Summer Incentive
Programme (Surveying Assistant) with a net grant to the County of $2,880.
The Road Department was requested to have personnel available for a Mosquito Control
Programme fer the prevention of encephalitis. The cost of $316.34 was charged to
the General Government Account.
