Lakewood Trailer Park Ms. Dupuis attended Council expressing her disappointment that the municipality if ignoring their zoning by-law and requesting the municipality to follow the density limits outlined in the zoning by-law for the Port Glasgow Trailer Park. The Mayor noted that Administration will report on this matter at the next council meeting. Mr. Kirkness outlined the changes to the draft plan of subdivision: • The servicing corridor is moved R • ealignment of lots and block to protect natural corridor • Surplus lands included • Douglas Line vehicular access for 15 townhouse units • Commercial block included This development would yield 370 residential units with an estimated population of 821;4938 square metres of commercial floor space along Havens Lake Road. Mr. Pellerin provided an overview of the Class EA process to date including the review of storm water management and wastewater servicing. A number of alternatives were reviewed. One of the storm water management alternatives is for improving the constructed wetland on municipal lands. The final location will be determined through the EA process. Mr. Kirkness requested that the municipality determine the conditions for draft plan approval. Mr. Blazak will prepare a report for Council for the June 12�" meeting noting that municipal engineer input is required before conditions can be drafted. 11:30 a.m.—El in St.Thomas Pubic Health—"Nutritious Food Basket' In attendance: Courtney-Brooke Laurie, Joy Dawkins A document titled"The Real Cost of Eating Well in St.Thomas and Elgin County" was reviewed. It was noted that food often becomes a discretionary spending and results in a unhealthy diet. A video is available at www.el inhealth.on.ca/Conversation which raises awareness on what the impacts are on our community.We all have a role to play in providing health equity for our residents. The municipality can help by influencing policies by including food security, transportation and income when discussing health issues. PLANNING 1. The floor was opened for questions: Wendie Dupuis asked what the restrictions will be regarding the second residence allowed under RV zoning? Can a year-round trailer be allowed on one site(2241)? Dave Kelly enquired when the by-law will become law? The Planner noted that comments have not been received from provincial agencies yet, perhaps a September adoption. THAT a minor variance application be s INTRODUCTION: The owners of property located off Furnival Road wish to tear down the old cottage on site and build a new cottage. BACKGROUND: The property does not have any legal frontage on an opened road allowance. Please see attached sketch, the property is roll no, 040-188, owned by Matthew and Jennifer Leversage. Access to the property is now by way of grassed laneway over the unopened road allowance. DISCUSSION: In order to fulfil the requirements for a building permit, staff suggests that the following is required: That a 'driveway' be built on the unopened road allowance to provide access to the lots. The cost of the construction of this 'driveway' be assumed by the property owner. That to comply with the zoning requirement to front on a public road, a minor variance or zoning by-law application be made to provide the exemption. We have discussed these requirements with Mr. Leversage and he has agreed to pay for the costs of construction; estimated at $3,500.00. See attached petition. it is noted that the municipality will not assume any responsibility for seasonal or winter maintenance. Carroll Line Bridge — End Treatments RECOMMENDATION: m Royal Fence Limited of$17,572.00 plus taxes That council accept the quote fro for the supply and installation of steel beam end treatments on the Carroll Line Bridge. INTRODUCTION: INTRO 4 years ago, a new bridge was constructed on Carroll Line west of Approx Graham Road. In order to complete this project, guide rail end treatments must be installed. DISCUSSION: Royal Fence from Dorchester, Ontario was contacted to inspect the site and provide a quote. Royal Fence handles the M c oMe forpthis project. Upon South Western Ontario, making review, three options were given — see attached quotation sheet. After consultation with Royal Fence, it was decided that Option 1 would best suit this location due to many factors such road type/design, class, speed limit, etc... The Recreation Staff has caught up with the grass and all of the grass that we are responsible for has been cut and the schedule is in place. 2. The Hanging baskets are up in both West Lorne and Rodney,and the watering program has begun. 3. We are having challenges starting the Pool.The strainer basket was ordered last fall for the pump,to avoid the problem of not having it,unfortunately the company that we deal with lost the order or never placed the order and we are waiting for the part,it supposed to be here May 23rd.I make daily calls to the company,some polite some not so polite and we have yet to acquire the part.The same company is supposed to perform other maintenance related tasks and is very uncooperative for some reason this year.Yes we are searching out a different company. 4. The beach and marina have received the Blue Flag Candidate beach standing.The consultant is coming in the near future to discuss what we need to do and we will map out our approach.The Yacht Club will be contacted to attend at this session. S. The Pool Staff as well as the Day Camp Staff have been hired,and preparations are underway to have the programs begin. 6. We received the new tractor last week,and it is proving to be a beneficial addition to the Parks equipment. 7. The baseball and soccer programs have begun.The Soccer field painting and maintenance programs are well underway.With the very wet spring that we had initially,some of the grass areas were not cut to our standards until we could get our equipment on the fields. The bush area in Miller Park,an extremely wet area,was not one of our high priorities until we had all of the other areas completed,and as a result we did get a few complaints regarding the lack of maintenance,however that has been corrected.The Washrooms at the Marina as well as Miller Park are operational and are cleaned every day.The Parks summer staff were cleaning the washrooms in Miller Park and then locking them up;this resulted in some complaints,and this to has been corrected. Introduction/Discussion As per definition,the Municipal Council,acts as the employer under the Occupational Health and Safety Act, and as such has a duty to review,develop and maintain a Health and Safety Program. As per section 25 (2) 0) of the Occupational Health and Safety Act under employer's responsibilities, It is the employer's responsibility to: "Prepare and review at least annually a written occupational health and safety policy and develop and maintain a program to maintain that policy; " The Policy does not necessarily require any modifications, simply Councils review and. endorsement to carry out the program. NOVEMBER 12, 1998 0 The Municipality of West Efgin To:The Council of the Municipality of West Elgin From:West Elgin Fire Chief,Rodney Station Jeff Slater Date:June 12 2014 Subject:The replacement and purchase of Auto Extrication tools for The West Elgin Fire Department,both the Rodney and West Lorne Stations RECOMMENDATION: That Council approve the purchase of two Hurst e-Draulic sets of rescue tools as outlined in the proposal,for a quoted price of$30,990.00 plus applicable taxes,per set, INTRODUCTION: As previously discussed with Council the Rodney Fire Departments Auto Extrication Tools are in need of replacement.We can no longer get replacement parts for the tools that we currently use, and one of our cutters was taken out of service in July of 2013.We currently have One Hurst Cutter, One Hurst Spreader,and three Hydraulic Rams,powered by a low pressure hydraulic pump.These tools are in excess of 25 years old and have reached the end of their lifespan Subsequent investigation into the auto extrication tools that West Lorne Fire is currently using revealed that their tools were also in need of replacement,facing the same challenges,out dated and at the end of their lifespan. DISCUSSION: There are a variety of tools and tool manufacturers on the market.After careful deliberation of available tools and their ability to comply with the NFPA standards I decided to look into the possibility of electric tools over the traditional hydraulic tools.There are a number of advantages to the electric tools; • We achieve true heavy hydraulic tools in a battery powered tool • Reduce truck storage • The most rapid response available • No hoses or power unit to hook up. • Total mobility • Fast opening and closing times • Minimal noise when tools are in use,no noise when tools are idle,no power unit noise in the background • 110 volt adaptor for all day use off of the generator. • Non-combustible can be used indoors. • Off road capability,vehicles ending down embankments,or in fields • Green environmentally friendly. There are currently two manufacturers of truly electric,battery powered tools.Genesis and Hurst. In order to make a sound recommendation to West Elgin Council arrangements were made to test both sets of tools. -2- Cost Estimates: Canadian Safety Equipment: Genesis Extrication Tools,the package includes: 1-S-45 Spreader 1-C185 Cutter 1-E force Ram $26,385.00 each set Additional Costs: 2 AC Adaptors $1,000.00 each $2,000.00 3 Battery Chargers 3 x 150.00 $ 450.00 Total $28,835.00 plus applicable taxes. Code 4,Hurst Extrication Tools $30,990.00 plus applicable taxes. A representative,two actually were contacted from Canadian safety Equipment and attended at the Rodney Fire Hall not only to provide a demonstration of their tools but a training session so that the Rodney Fire Department Officers,and West Lorne Fire Fighters could use the tools, Mayor Wiehle also happened by and had the opportunity use the tools as well. Similar arrangements were made with a representative from Code Four,to allow the same Rodney Fire Officers to use the Hurst tools. After using both sets of extrication tools the Officers unanimously recommended the e-Draulic Tools from Hurst. Both sets of tools performed very well.There are however some areas where the Officers preferred the Burst Tools. The Hurst eDraulic Tools: • Have a 360 degree handle that makes it very easy for two firefighters to control and use the tools. • The Hurst tools have LED lighting built into the front of the tool. • The battery,although a proprietary battery,is very well,and better protected,it also has 6 points of attachment. 0 The Hurst tools according to the officers were easier to handle. -3- • During our demonstration/training we did not kill any batteries.Similar cuts and use were specifically undertaken to get an understanding of battery longevity. From an administrative perspective Hurst has over 300 sets of E-Draulic Tools in service,Some of these tools are in service at large Fire Departments,Toronto Fire,Ajax,Sudbury,the Town of Vaughn,and the Department of National Defence etc.Hurst has over 16 years in Battery tool Experience. The original Hurst Tools that the Rodney Fire Department has are 25 years old.We have received commendable service from Code 4 for the past 25 years,both in service as well as training. Both companies offer a comprehensive training program at no cost once the purchase is complete. it is my recommendation that the Municipality purchase two of the exact same sets of extrication tools to facilitate uniformity in equipment between the two West Elgin Fire Departments.In the event that both departments are called to the same incident all fire fighters will be trained and competent in the use of the extrication equipment,creating a uniform efficient rescue. With everything considered,it is the opinion of the six officers of the Rodney Fire Department that the best value for the Municipality,despite the$ 2155.00 difference in cost,is the purchase of the Hurst E-Draulic Extrication Tools from Code 4. There was one non-compliance for the West Elgin Distribution system for not having a drawing updated in the Municipal Drinking Water License, the issues has now been resolved. Water is cloudy but clears after a few minutes. Checked water at the autoflusher on the corner of Crinan and Colley, and water was clear. 13:Turned off autoflusher on Thomson because water was pooling on the road and causing hazardous conditions. PCT and ORO advised. MARCH: M Received a call from the Municipality of West Elgin concerning a resident at 21486 Silver Clay Line having no water. Suspected frozen watermain. Attempted to thaw line from house to curb stop,then dug up curb stop. Attempted to thaw from curb stop to watermain. West Elgin Municipal workers also assisted. It was determined the main was frozen. A short term solution was provided to give the homeowner water. Work was performed onsite but homeowner is still without running water. 20: Received a complaint from a resident on Beattie Line at 10:00am. Resident claims the water is staining the fixtures inside their home. At 11:05 the hydrant at 22938 Beattie Line was flushed for 17 minutes and water was clear. A Chlorine sample of 1.09ppm was taken after the hydrant was flushed. SECOND QUARTE R: APRIL: Resident at 21486 Silver Clay Line without water because of suspected frozen watermain. Operator completes check (on Monday,Wednesday, and Friday of each week) of area and attempts to run the blow off. Short-term solution for potable water remained in place during the month. Situation resolved on May 1, 2014. Operator took samples and results were: Free Cl2 0.78ppm,total Cl2 1.38ppm and a total flush time of 30 minutes was completed on the line. A bacti sample also taken and sent to lab for analysis, sample came back normal. MAY: No complaints or concerns this month. Upon recognizing the pH drop,the alum dose was lowered to bring the pH above 8, while remaining in compliance with total phosphorus concentrations. The Rodney Wastewater Treatment Plant has surface aerators that contribute to lowering the temperature of the contents within the plant. The combination of low pH and temperature contributed to non- compliances for the month of February. While we have recovered pH, the low temperatures remain an issue beyond our control. The mixed liquor suspended solids within the aeration tanks are being increased in an effort to regain a larger population of nitrifying bacteria. We slowly saw improvements in the results of total ammonia, however,the WWTP was not able to recover from the non-compliances for the month of February due to the cold temperatures continuing into March. The effluent temperature on March 4 was 0.8°C and the final sample taken on March 31 has seen a rise to 6.1°C. Several attempts were made to reduce the impact of the colder temperatures which included seeding the aeration tank with mixed liquor from the West Lorne WWTP, adding sugar to the plant to provide a carbon source to activate the nitrifying bacteria and monitoring throughout plant processes. The sewage works effluent sample results did not demonstrate compliance with microbiological parameter limits prescribed by the Environmental Compliance Approval. The geometric mean for E. coil in April 2009 was 232 cfu/100ml which exceeded the limit of 200cfu/100ml listed in the Environmental Compliance Approval (ECA) 3-0871-88-949. The E. coli effluent limit exceedance in April 2009 was due to only one sample being taken during the month upon start up of the system. The system was cleaned and there were no issues for the rest of the disinfection period. Section 15(1) of Ontario Regulation 129/04 (Licensing of Sewage Works Operators) states that the owner of a facility shall designate as overall responsible operator of the facility an operator who holds a licence that is applicable to that type of facility and that is of the same class as or higher than the class of the facility. (For example,the overall responsible operator of a Class III wastewater treatment facility must be an operator who holds a Class ill or Class IV wastewater treatment facility operator's licence.) The operating authority currently operates the wastewater treatment plant and collection system. The Municipality operated the collection system prior to May 1, 2013. An ORO was not designated for the collection system during the inspection review period. Action(s) Required: No further actions are required as the operating authority has taken over the operation of both the treatment plant and the collection system as of May 1, 2013 and an ORO has been designated for both. 3. Operators-in-charge were not designated for the wastewater treatment plant and all associated collection works. Section 17(1) of Ontario Regulation 129/04 (Licensing of Sewage Works Operators) states that the owner of a facility or a person authorized by the owner shall designate one or more licensed operators as operators-in-charge of the facility. The operating authority currently operates the wastewater treatment plant and collection system.The Municipality operated the collection system prior to May 1, 2013. The logs and other record keeping mechanisms did not comply with the record keeping requirements. Section 19(1) of Ontario Regulation 129/04 (Licensing of Sewage Works Operators) states that the owner of a facility shall ensure that logs or other record-keeping mechanisms are provided to record information concerning the operation of the facility. Section 19(2) stipulates that entries in the logs or other record keeping mechanisms shall be made chronologically. Section 19(3) states that no person shall make an entry in a log or other record-keeping mechanism unless the person is an operator-in-charge or is authorized to make an entry by the owner or an operator-in-charge. Records provided during the inspection verified that the owner of the wastewater treatment plant ensured that logs or other record-keeping mechanisms were provided to record information concerning the operation of the facility, in accordance with the requirements of section 19 of Ontario Regulation 129/04. However, with the exception of the pumping station,there was no record keeping for record keeping for the remainder of the collection system prior to May 1, 2013. y shall ensure that logs or other record- As per s. 19(1) of 0. The during this same time. In January Environmental Compliance Approval were exceeded there were 3 design flow exceedances, in March there was one design flow exceedance. The higher flows were due to snow melt and rain. Despite these flow objective exceedances,the flow is down by 20%from the first quarter in 2013. SECOND QUARTER: There were 3 design flow exceedances in April. These higher flows are attributed to rainfall infiltration of the system. Council has directed myself to prepare a Report on the Port Glasgow Trailer Park Operations to ensure that the Zoning Requirements are being met and this will be reported at the July 17 h Council meeting. 5. June is last monthly water billing and first bi-monthly billing will be in August. A recommendation to change the length of time between when the bill is sent out and Due Date will be presented at the July 171' Council Meeting. 6. Fire Hydrants are currently being repainted throughout the Municipality. 7. Port Glasgow Trailer Park has begun the 2014 Summer Season and the new shop is nearing completion. 8. Energy Conservation and Demand Management Plan for the Municipality of West Elgin is being developed and will be presented to Council at June 26'h council meeting of consideration to meet the provincial requirements. 9. New Tri-County Water Local Services Board proposal has been accepted by the Municipality of West Elgin, Municipality of Dutton/Dunwich, Municipality of SouthWest Middlesex and the Village of Newbury. As such,the Municipality has had minimal involvement in this process.The Draft Plans of Subdivision and Condominium meanwhile, require significant Municipal input and involvement as per The Planning Act and the Official Plan. • Applications for Draft Plans of Subdivision and Condominium were made by Seaside to the Ministry of Municipal Affairs and Housing, the approval authority in 2011. Deeming the applications complete, MMAH initiated circulation of the plans for comments from other ministries and agencies including the Municipality of West Elgin. Some Ministries and agencies, notably MOE, MNR and LTVCA provided comments and requested additional technical studies in support of infrastructural servicing alternatives and demonstration of conformity with the Provincial Policy Statement. Hence the initiation of the Class EA and the Environmental Impact Study (EIS). • MMAH indicated the proposed Seaside development in Port Glasgow would not conform to the proposed West Elgin Official Plan policies and designations. In response, Seaside referred these sections of the Official Plan to the OMB. As such,the Municipality had no planning basis upon which to evaluate the proposed Draft Plans of Subdivision and Condominium. Seaside, MMAH and the Municipality eventually agreed to have a Secondary Plan prepared for Port Glasgow in order to establish an effective evaluation framework in the Official Plan for these applications. • Pursuant to the OMB approval of the Port Glasgow Secondary Plan, the municipality now has a proper framework for the evaluation of the Seaside applications for Draft Plans of Subdivision and Condominium in Port Glasgow. The response we received was there isn't any fence by-law so it's your problem. We asked that this be checked to see if there was a by-law because others tell us different . We were also told a fence had to be put a certain distance from the property line if not agreed between the two owners. Should the fence that was put up illegally be removed at owners' expense? There should be a height maximum A fence should not be allowed to be put up without the survey markers shown to other owners, and the fence should have to run from one survey marker to the other Please notify us of the meeting so we can attend. After thoroughly reading the contract and park regulations I have found nothing stating that owners are prohibited of having two lots in their name. I have had the opportunity of purchasing another lot for our grandsons who are now old enough. Three years ago we purchased McFadden's trailer and lot and had both lots in our name. This was never of any concern previously. I firmly believe that I am not breaking any rules or policies since there is nothing forbidding this matter in our park contract. Our grandsons have to prove to us that they are responsible enough of having their own trailer or else we will be putting it up for sale. This money would be used to pay for the hanging baskets we purchase from Masfrankc's Garden Centre, in Parkhill, and to help with the purchase of bedding plants, used in civic plantings in the West Lorne business district. I have enclosed our most recent financial statement, and I would also like to bring to your attention the number of volunteer hours the West Lorne society puts into the local community, In 2013, society volunteers worked almost goo hours, putting time into civic flower beds, decorating West Lorne's downtown street lights and educating the public. For a small society, with approximately 8 working members,we consider ourselves to be very dedicated to our community;we only wish we could do more. We appreciate all that the Municipality of West Elgin does for us, including lending us physical labour, if required, and the watering of the hanging baskets by Park and Recreation's summer students and the Roads Department employees. Enough cannot be said about the wonderful help we are given. I will conclude with the fact that Society members are proud of their community, and we hope that Council will agree that financial support is warranted.Thank you for your consideration of this matter. Item#7 New Business: • Cactus Cattle and Cowboys:This event usually takes place in Miller Park; however for 2014 the event has been moved to Rodney Park. Rodney Park is a more suitable venue for this event.The CCC will take place on July 12 2014. • Optimist Club Pavilion: The West Lorne Optimist are trying to construct a pavilion in Miller Park.The drawings should be ready by the next session of the Recreation Committee.The approximate cost is between $45,000 and $ 50,000.The structure will have hydra as well as water. The utilities will be supplied by the Municipality, probably from the shop on Chestnut Street. • Bicycle Routes in West Elgin:There is a county wide plan to designate Bicycle routes in Elgin County, and specifically in West Elgin. Once the routes are firmed up more information will be available to the Recreation Committee.There is a program in place called Share the Road with cyclists. • Recreation Committee Meeting Dates:The Following meeting dates have been scheduled for the Recreation Committee in 2014: April 15 --At the West Elgin Arena May 20 -2- June 24 July 22 August 19 September 16 October 21 November 18 December 16 Where possible the meetings are scheduled for the third Tuesday of the month, however this is not always possible. The location of the meetings will be determined at the April meeting, as the Recreation Center is not always available. The April 15 meeting will be held at the West Elgin Arena so the committee can see where the Pavilion will be placed in the bush at Miller Park. • Fun Run: Dates for the Fun Run included October 12 2014. More discussion will take place at the April 15 session. It is proposed that the Municipality will provide the electrical and water hook ups from existing facilities. 4.Joes Bush:The Committee discussed Joes Bush and the proposed agreement between the Municipality of West Elgin, and the Rodney Kiwanis.
