1. Review of role and/or value of Council representation to Chamber of .
Commerce
Councillor Aldred noted that liaison with the Chamber is important but what is the
role of council. According to the by-law posted on the Chamber website,the
Mayor does not have any voting rights.
The Mayor reported that he had discussion with past council members and was
told that the Chamber was set up as a committee of council with one vote. The
Mayor or one delegate could vote. Public funds are being used by the Chamber
so it is important that council is involved.
Councillor Miller noted that keeping communication open is important, committee
of council a good idea, one council representative is enough.
Councillor Aldred noted that all Chamber members are not getting notice of
executive meetings as noted in the by-law.
The Deputy Mayor noted that the Chamber is not following the by-law.
The Mayor will request a meeting with the Executive Committee of the Chamber
to review draft by-law.

RE:Industrial Wind Turbine Projects Proposed for West Elgin
Dear His Worship Bernie Wiehle&Council Members,
On behalf of West Elgin Residents Opposing Wind Turbines(WEROWT),we would like to introduce
ourselves as a group of concerned citizens in West Elgin that are against the proposed wind turbine
projects in our neighbourhoods. Our mission is to educate the residents in all aspects of the impacts that
wind turbines introduce to communities,and support activities that assist with eliminating these projects
in West Elgin.
We would also like to take this opportunity to thank all council members for declaring West Elgin an
unwilling host to industrial wind turbines. We believe that this is an excellent first step in ensuring that
our community remains a viable community that attracts visitors,businesses,as well as ensuring the
health and well-being of our residents.
As a next step in our mandate,WEROWT would like to propose to council that we take a pro-active
approach to prevent industrial wind turbine projects in West Elgin. We would like to support council by
assisting in the preparation of a report to the Ontario Power Authority and the Minster of Energy in
support of our position against signing any industrial wind turbine projects in our community. We
believe that the introduction of any industrial wind turbine projects in West Elgin would have many
negative impacts,to mention just a few:
Reduction of tourism and potential development.
- Reduced seasonal population at our 6 campgrounds.
Loss of intrinsic value of properties for residents.
Destroys West Elgin's unique landscape.
Reduction of various unique native bird and other species.
Increasing hydro rates.
Potential health impacts.
The membership of WEROWT is ready and willing to assist council in putting together a case on behalf
of the community that outlines our position to the Ontario Power Authority,Minister of Energy,as well
as the Ministry of Natural Resources. We would also be willing to assist in other activities that support
our mission statement, so please do not hesitate to ask.
We will continue to work towards educating the public as well as the relevant government authorities
about the negative impact to our community that industrial wind turbines will have if introduced,and look
forward to working together with council in this regard.

RECOMMENDATION: j
That Council accepts the report prepared by the Ad min istratorlTreasurer; AND
FURTHER including the following steps taken:
1. The limit of total of 174 Campsites maintained in accordance with the
Zoning By-Law. (No further Reservations over the limit be taken).
2. Reduction of the Seasonal Campsites be reduced to 153 through attrition
from the current 165.
3. Change the Administration Policy TP-1.1 item 2.03 to "Trailer Owner(s)
sell their trailer and new owner(s) may continue on the lot in which the
trailer is located on, provided no one is on the waiting list wanting the lot
and the number of seasonal sites be maintained no greater than 153
campsites and Advertising of Vacant Lots have been followed in item 2.01
of the policy".
4. Review the Municipality Management Fees.
INTRODUCTION:
On September 9, 1999 Council passed a resolution to take over the operations
of the Port Glasgow trailer park as of January 1St, 2000.
Over the years policies and procedures have been developed and the following
are attached:
• Port Glasgow Trailer Park—2014 Rules and Regulations
Vacant Lots or New Occupancy of Trailers
Insurance Certificates
Decks, sheds, add-a-rooms, sunrooms, roofs
At the May 22, 2014 Council meeting the Administrator/Treasurer was requested
to report back to Council on the limits of number of sites allowed in the Trailer
Park and how we are going to meet the Zoning By-Law requirements.

DISCUSSION:
The present footprint of the Port Glasgow Trailer Park (PGTP) is 8.7 Hectare's
and present allows for a maximum of 20 travel trailer sites per hectare which
would allow 174 trailer sites.
Currently we have 165 Seasonal Campsites, leaving 9 transient (overnighters or
short-term) campers. In 2013 there were 1539 overnight permits for Transient
Campsites over 184 days the park was open.
At present time the PGTP has a demand for more overnight sites and there is a
waiting list for seasonal sites, a number of recommendations could be adopted
by Council:
1. Limit the transient sites to 9 sites on daily basis. This affects the
current use of the park (ie. square dancers).
2. Reduce the Seasonal sites from current 165 to 153 as sites
become vacant. The lots can be reduced when an existing owners
(or owners) sells or moves their unit from the site and this site will
remain vacant and the available transient sites will increase. This
will increase the available transient sites to 20 overtime, to
promote transient tourists to the Port Glasgow and Municipality of
West Elgin area.
3. Change the policy TP-1.1 item 2.03 from "Trailer owner(s) sell their
trailer and new owners may continue on the lot in which the trailer
is located on" to "Trailers owner(s) sell their trailer and new
owner(s) may continue on the lot in which the trailer is located on,
provided that no one on the waiting list wanting the lot (item 2.02 of
the existing policy) and Vacant Lots have followed the policy 2.01.
4. The TP-1.1 item 2.05 was recently changed to reflect past practise
"Each trailer owner(s) can lease one lot only, Insurance certificates
and ownership must be in the name of the trailer owner(s)."
5. Establish a committee to review the PGTP and may include the
following:
i. Should the Municipality of West Elgin continue to own
and operate the park?
ii. What is the mission of the PGTP — attracting tourists
(short-term or seasonal).
iii. Make up of the Seasonal and Transient (overnight—
short-term) Campsites
iv. Review the Municipality Management Fees
v. Committee could include:
2 Council Members
• Administrator/Treasurer
• Municipal Planner or Clerk
• 1 member of the West Elgin Chamber of
Commerce
Either the Park Manager or Concession
Operator
1 or 2 Representatives from the Seasonal
Campers
A couple of weekends have been over booked in 2014 and recommendation is
that we honour the commitments and no further over booking will be allowed.
The park will promote the other campgrounds in the area to maintain the tourist
attraction of Port Glasgow.

2014 Rules and Regulations
1. Camping season is closed October 31",2014 @ 1:00 pm. Gate will be locked.
2. Park residents and guests are responsible for adhering to the maximum speed of 5 mph.
(S kmp). This includes bicycles,motor vehicles and any motorized vehicles operating
within the Port Glasgow Trailer Park(hereinafter referred to as"PGTP").
3. Boats and other vessels,including trailers,are to be stored in designated`Boat Storage
Area"only. A fee,in accordance with the Port Glasgow Trailer Park Fees&Charges
By-Law,will be charged for storage.
4. Fireworks are not permitted within PGTP.
5. Visitors are not allowed within PGTP after 11:00 pm.
6. Unnecessary and unreasonable noise is prohibited within PGTP at all times. Between
11:00 p.m.and 8:00 a.m.on the next day,any sound disturbing any occupant of PGTP is
strictly prohibited.
7. Assigned sites are to be maintained by the Licensee in a neat and tidy condition,
including the cutting of grass and.maintenance.of landscaping. If management to out
grass,a fee will be charged.
S. Bicycles and other muscle powered vehicles shall not be ridden within PGTP within 30
minutes before sunset to 30 minutes after sunrise each day.
9. Motorized vehicles including motorized bicycles and-scooters may be used within PGTP
only if operated by a person licensed to drive upon a•highway in the Province of Ontario
and only for the purpose of transportation from one location to another location within
the facility.No all-terrain vehicles or dirt bikes are allowed.
10. Subject to the provisions of any Municipal or Provincial law,licensees are permitted a
maximum of two(2)domestic pets per lot within PGTP. Any pets must be leashed when
outside of any trailer. Licensees are required to pick-up and appropriately deposit all
waste associated with his/her pet or pets. Any pets showing.aggressive behavior or
excessive barking maybe removed from the park.
11. Licensees shall recycle waste products. Garbage shall be placed in clear bags and
thereafter deposited at designated sites within PGTP.
12. Trash or other waste shall not be thrown over lake bank.
13. Burning of leaves is strictly prohibited. Loose leaves may be thrown overthe lake bank.
14. Fish cleaning outside of trailer within POW is strictly prohibited.
15. Washing of vehicles within PGTP is prohibited.

of an additional hydro charge.
28. Extra appliances must be stored within a proper shed structure.
29. Private lotierieslraijfles are prohibited within PGTP unless a license permitting some has
been obtained from the Municipality.
30. Prior reservations are required for use of any picnic shelter,bingo hall,pavilion or scout
hall within PGTP.
31. The Municipality reserves the right to evict any person,including occupant,guest,or
invitee,for improper conduct.
32. Upon vacating the assigned unit at PGTP'at the and of the permitted season,the Licensee
shall disconnect all hydro and water connections to his or her trailer.
33. No refunds for partial year will be given.
34. Vacant lots or New Occupancy of Trailers:

the amount of one million dollars for their trailer.

2.03 Upon renewal of the insurance.policy,the trailer owner must provide the municipal office with the
current certificate.
2.04 It is the responsibility of the trailer owner to obtain the certificate from the insurance company and
forward to the municipality.
2.05 If the trailer is being stored over the winter at the park, liability insurance must remain in effect for
that period also.

1 PURPOSE:
1.01 To adopt a policy to be followed for construction of buildings or structures.
2 POLICY:
2.01 Building permits are required for any building or structure exceeding 10 square metres (107
square feet)in area.
2.02 Minor construction, including decks, sheds, add-a-rooms, and sunroom structures are permitted.
Written consent with regards to the location and size of the structure is required from the Park
Manager prior to obtaining a building permit.
2.03 The maximum size of unattached structures shall not exceed 10 square metres (107 square feet).
2.04 Decks and sheds may be framed with conventional and/or composite materials and limited to
sizes as authorized by Park Manager.
2.05 Sunrooms and add-a-rooms shall be pre-engineered prefab construction assembled on site and
limited to sizes as authorized by Park Manager.
2.06 Repairs to roofs of existing trailers shall be limited to the same basic materials as originally
constructed. No new structural roofs shall be permitted.
2.07 Building permit applications are available at the municipal office at 22413 Hoskins Line. All
required plans are to accompany such applications.
3 ADMINISTRATION:

RECOMMENDATION:
That the Energy Conservation and Demand Management Plan for the
Municipality of West Elgin be adopted as presented.
INTRODUCTION:
Ontario Regulation 397111 of the Green Energy Act of 2009 requires that
municipalities report energy consumption and Green House Gas (GHG)
emissions data following the Ministry of Energy reporting schedule. 2012 data
will be submitted and made by publicly available for July 1, 2014. New Energy
Conservation and Demand Management plans will be required every five years
following July 1, 2014 and will also be made publicly available.
DISCUSSION:
The Energy Conservation and Demand Management Plan outlines our intentions
to take a proactive approach towards effective energy management. Closely
examining how and where our energy is consumed will allow us to reduce our
environmental footprint and annual operating utility costs. At this point, more
data needs to be collected and an energy audit (by staff) to assess operational
efficiencies ought to be completed. Actions such as the LED streetlights
approved by council for Queen Street in Rodney are energy and cost effective
and represent progression in how West Elgin manages its energy. Currently, it is
our goal to reduce our overall energy consumption (from facilities and
streetlights) by 5% from 2014 to 2019 and to become a leader among smaller
rural municipalities.
In 2012, the Municipality of West Elgin consumed (all facilities);
Electricity 3,948,203 kWh $522,268.85
Natural Gas 143,034 m3 $46,371.40
Total $568,640.25
It is important to mention that the above figures include facilities that are required
to run 2417, however, we are aiming to control what energy we can.

Energy Conservation & Demand Management Plan
2014-2019
The Municipality of West Elgin has created and will continue to develop an
evolving Energy Conservation and Demand Management Plan as required
under Regulation 397111 of the Green Energy Act.
Vision
The Municipality of West Elgin strives to be an energy management
champion among smaller rural municipalities. This can be achieved by
integrating energy efficiency facility infrastructure, operational efficiencies,
and by encouraging energy awareness and knowledge throughout the
organization.
The five year Energy Conservation and Demand Management Plan has been
designed to meet current energy needs and future obligations of the
municipality. This plan specifically serves as a guide, providing a general
direction in which the Municipality of West Elgin moving until which time a
more detailed plan of action may be formed.
Goals
1. To develop an energy management program.
2. To reduce the Municipality of West Elgin's environmental footprint.
3. To reduce the total annual operating utility costs.
Objectives
In order to meet the goals set out by the Municipality of West Elgin, the
organization is looking to fulfill the following objectives.
1. To develop an energy management program.
• Establish an internal energy management committee.
• Establish and record key performance indicators.
• Build our energy data capacity by using the LAS Energy Planning
Tool.
• Conduct an internal energy audit to see what can currently be done for
existing facilities/equipment.
• Assess current operating procedures and compare with best practices.
• Incorporate energy efficiency into all departments
• Raise employee awareness and communicate successes.
2. To reduce the Municipality of West Elgin's environmental footprint.
* Reduce our overall energy consumption (from all facilities and
streetlights) by S% from 2014 to 2019.

3. To reduce the total annual operating utility costs.
• Lighting retrofits are expected in the near future. On May 8, 2014,
Council approved the purchase of 17 new energy efficient LED street
light fixtures, Photocells and arms for Queen Street in Rodney.
Dependent on a successful trial, the proposal for the 2015 Budget is to
look at converting all existing High-Pressure Sodium streetlights in
West Elgin to the new LED streetlights. A current estimate for
streetlight conversion is between 5 and 6 years payback of capital
investment.
• Integrate energy efficiency into all areas of our activity including our
organizational and human resource management procedures,
procurement practices, financial management and investment
decisions, and facility operations and maintenance. As a major
component of the operating costs of municipal facilities and
equipment, energy costs will be factored into the lifecycle cost
analysis and asset management analyses and policies of the
Municipality of West Elgin.
• The Municipality of West Elgin continues to look for government
programs and grants offered by various levels of government for
replacing/retrofitting facilities and equipment.
• Time of usage is currently being assessed at our facilities. Seasonal
facilities are currently opened and closed to reflect optimal use.
Current State of Corporate Energy Management
Important as the conservation of energy is, the procurement of energy can be
just as important. Currently the Municipality of West Elgin belongs to
consortium with other municipalities and participates in bulk energy
purchasing through the Local Authority Services. West Elgin enjoys rate
optimization for hydro and natural gas accounts as well as access to an
energy tracking program. Gasoline and Diesel fuels are also purchased from
local suppliers at discounted prices.
Buildings around the municipality are moving towards being automated and
retrofitted with energy efficient lighting, HVAC systems, and upgrades that
indirectly result in energy savings.

The 2014 Budget approved several newer fit for purpose pieces of
equipment that are both energy and cost efficient. These purchases are being
monitored for energy efficiency and effectiveness.
Looking Ahead...
Seeing as municipal operations are not something that can simply be shut
down, how we consume energy will be carefully examined. Reinforcing
conservation behaviours and encouraging employees to take ownership of
limiting energy use and to eliminate waste will become a new focus.
Energy management is a topic of discussion and will be integrated
throughout all municipal departments. An analysis of energy costs and
savings potential will beexplored.
The Municipality of West Elgin is committed to reducing its energy
consumption and remains flexible to change that augment its' goal of
becoming an energy management champion among smaller municipalities.

I am Andrea Hunniford,the Park Operator for the Port Glasgow Trailer Park, I would like to
express some concerns that I have with the enforcing of the By-law that would reduce the
number of trailers that can be placed in any trailer park within the Municipality of West Elgin.
I am wondering why there has been such a drastic decrease in the number of transient sites
that are available at the park. Prior to the 2013 season the number of available transient sites
was well in excess of 40. For the 2013 season the number was capped at 40. Now with no
advanced notice the number of sites is being reduced to 7 well below the 20—30 that was
implied in the RFP advertised April 2013. 1 have been told that there has always been a by-law
governing this issue but was never enforced. Why now?
I would think that a major focus of a lakefront municipality is tourism. Reducing the availability
of places to camp will in turn reduce the number of tourists coming to the area. I am not sure if
you realize that we have campers come from all across Canada and the US to this hark. The
people then go back and talk about their experience which in turn might spark additional
interest in the area. Word of mouth is one of the best methods of promoting an area.
Another benefit of increased tourism is increase influx of money into the surrounding villages or
towns. When people come into the area,they will also shop locally for groceries,eat in the
area restaurants and use the local services such as the post office and bank. These campers not
only support our municipality by camping year after year but they increase the economy of the
surrounding villages and towns.
I would also like to discuss the impact this will have on the number of square dance groups that
frequent the trailer park. These groups have been coming for years. They book this year for
the next to ensure that they are able to get in and utilize the dance hall as there are not many
available in the area. It has been indicated that if the campers cannot all get into one trailer
park,they can split up and camp at a variety of campgrounds. I do not think this will happen as
they have many activities booked throughout the day besides their dancing at night. They are
not going to want to commute back and forth to the Port Glasgow Trailer Park to participate in
the variety of activities. They have commented many times about the excellent condition of
the park,the reasonable fees and the convenience of having a dumping station right in the
park. The square dancers have also commented on the positive attitude and the helpfulness of
the people who are in the Park on a permanent basis. There is usually a group of square
dancers booking sites within the Port Glasgow Trailer Park at least two weekends a month. The
number of campers varies from 10 to 40 trailers per weekend.These square dance groups
promote the Municipality of West Elgin when they return home;as they have made the
comment that they have told people about how excellent the park is and how accommodating
the people of the surrounding communities are.
I have also had concerns expressed to me about the impact this decision will have on the
permanent seasonal campers. With the decrease in the income the municipality is going to
receive due to the change in the number of transient sites, is this going to result in an increase
in the fees paid by the seasonal campers. If it does result in an increase,this could affect some
of the longterm campers who are living on a fixed income. If the increase is too large it may
result in them being unable to remain in the park.
If it is determined that the number of sites must be limited to 7,why can we not implement the
grandfather clause, as many of these campers are considered regulars and have had their
weekends booked for an extended period of time . As I was not told prior to the start of the
2014 camping season that the limit would be seven,there are certain weekends that I have
accepted bookings well in excess of the maximum of seven. If it is determined that the
grandfather clause will not be implemented, I feel that it is the responsibility of the municipality
to contact these individuals and inform them that The Municipality of West Elgin is no longer
able to honour their pre-booked reservation. For some people this is their holidays and they
may not be able to book a vacation somewhere else at this late time in the season. With
regards to the square dancers,they have planned their entire season based on getting into the
park on the pre-booked weekends.
I just wanted to bring to your attention the impact that the by-law will have on the Municipality
of West Elgin, the villages of Rodney, West Lorne and Dutton,and the Port Glasgow Trailer Park
itself.

at its meeting held on June 10, 2014:

Committee consist of seven members.

As you are aware from previous correspondence on this matter, various options
regarding the operation and constitution of the Land Division Committee have been
under active consideration for some time. The resolution above represents the outcome
of those discussions and input.
Later this year, we will write each municipality seeking your nominee for the Land
Division Committee. Our plan is to review nominations at Elgin County Council's first
full meeting on December 11, 2014.

Dear Minister Mauro and Mr. Powers:
SUBJECT: Review of Term Limits of Municipal Councils
Elgin County Council at its June 10th, 2014 meeting passed the following resolution for
your joint consideration:
"WHEREAS Ontario implemented a four year term of Municipal Council in 2006;
and,
WHEREAS two four year terms have been experienced since this change was
initiated; and,
WHEREAS having experienced this new term limit it is advisable to reduce the
term back to three years for the following reasons:
1) A four year term diminishes the attractiveness of running for office—
recruiting candidates for smaller, more rural municipalities is more difficult
under the longer term (note number of acclamations to office) — most
municipal politicians have full-time jobs which compete with time available
for community participation.
2) A longer time between elections gives electors less opportunity to express
their opinion on the performance of their elected officials— (resulting in the
recent debate over recall provisions).
3) Federal and provincial elections can be held earlier if loss of confidence by
the house is experienced — local elections cannot be held earlier therefore
must wait for full four year term to expire.

4) Potential cost savings to extended term are negligible and may be offset
by more by-elections as incumbents leave early to return to work.
NOW THEREFORE BE IT RESOLVED THAT the Elgin County Council
encourage the Minister of Municipal Affairs and Housing and the Association
of Municipalities of Ontario, through the memorandum of understanding
discussion mechanism, to review the current term of municipal councils with a
view to reducing it to three years at the next practicable opportunity.

As indicated in the resolution above, some time has passed since the four year term limit
was introduced. It may be time to construct a new survey of municipalities to determine
the level of satisfaction amongst elected officials for the reasons stated in the resolution.
