Authorities Act dated September 24, 2015 from the Clerk be

AND THAT Council provides the following comments on the
Conservation Authorities Act review:
1. The responsibilities of Conservation Authorities have
expanded to include other legislation such as the Planning
Act and Clean Water Act. The province should provide -
funding for these responsibilities so that all Conservation
Authorities have the necessary resources to hire the required
staff.
2. All Conservation Authorities should provide technical advice
on matters relating to development applications adjacent to
wetlands, watercourses and valley lands. This would include
the peer review of Environmental Impact Studies.

The Planner noted that minor revisions(mainly grammatical)were made to the
Elgincentives Community Improvement Plan after a review of the plan by the
Ministry of Municipal Affairs and Housing. The Planner reminded Council that
although Elgin County is spearheading the Community Improvement Plan that
decisions will be driven by committees and approved by the Lower Tier Councils.
The Planner recommended that Council move forward with the third and final
reading of By-Law No. 2015-39 Adopt Elgincentives Community Improvement
Plan.The next stage of the Elgincentives Community Improvement Plan is the
creation of program guidelines.

DISCUSSION:
1. Capital jobs completed in September
Johnston Line and O'Malley Road — road construction

3. Crews hauled, blended and stockpiled sand for upcoming winter season

6. Preparations have begun for the transfer of landfill operations from Sam
Kirschner Excavating to West Elgin Public Works effective Nov 1, 2015.

replacement and traffic control for the Rodney fall fair.

SUBJECT: 2015 Sidewalk replacement
RECOMMENDATION:
THAT Council approves the quote of$19,900.00 (plus applicable tax) from
Bakker Concrete for the completion of sidewalk replacement on Rideout Street,
Queen Street and Furnival Road in Rodney.
INTRODUCTION:
The 2015 capital budget included $30,000.00 for sidewalk replacement in West
Elgin. This amount will include removal and rehabilitation by Public Works staff
as well as supply, form and pour new concrete sidewalk by contractor.
DISCUSSION:
West Elgin public works sent tender packages for the supply and install of
approx. 400 sq.lm of concrete sidewalk. Bakker Concrete submitted the lowest
price of$19,900.00 followed by Formwork Structures with a price of$21,945.00.
The third contractor did not have time to complete the work in 2015 and the
remaining tenders were not returned. The following locations are included in the
2015 tender;
Rideout Street (east side) - Queen Street north to Maple Street (pool)
Queen Street (south side) - Fourth Street east to Canada Post mailbox
174 Furnival Road (west side) — small patch repair
Bakker Concrete completed a large sidewalk contract in Strathroy this summer
and has most recently started sidewalk replacement for Dutton-Dunwich.

SUBJECT: MONTHLY REPORT
RECOMMENDATION:
That Council.receive and file.
DISCUSSION;
1. The Arena is up and operational. The Scheduled ice time for this
season is up by four hours from last year. This increase includes the
complete seasonal operation of the men's hockey league and WLMH
has taken some additional ice time.
2. The Bat problem at the Rec Centre is being addressed this week. The
access points for the bats to get into the Recreation Centre are being
eliminated and one way doors are being installed so they can leave
they just can't get back in. Once the bat population has been reduced
or eliminated an inspection will be carried out to determine the extent
of the damage.
3. The summer facilities have been winterized and shut down except for
the splash pad, which still needs to be blown out.
4. The Rodney fair went well, with very few issues that I am aware of
other than the weather. The Fair board complained that there were not
enough tables; however they could not tell us how many they needed,
and I will be in contact with the Fair board to determine if they would
like to purchase additional tables.
5. The Grandstand at the Fairgrounds is in need of repair. I would like to
get an engineering firm in to complete a study on the structure. Using
his information determines the best course of action for the future of
the structure, and gets the needed repairs completed in 2016.
6. The bridge deck at the Beach is in need of repair/ replacement and will
be budgeted for in 2016.

SECTION 1: COMPLIANCE SUMMARY
FIRST QUARTER:
There were no compliance or exceedance issues reported this quarter.
SECOND QUARTER;
APRIL:
There were no compliance or exceedance issues reported this month.

There were no compliance or exceedance issues reported this month.
The Rodney Tower was taken out of service May 25th for cleaning and an internal inspection.
The system was pressurized from the West Lorne Standpipe and the highlift pumps at the Tri-
County Water Treatment Plant. There were low pressure complaints due to valves at tower
not holding,which was resolved on the 26th of May. Tower was super chlorinated following
AWWA standards, samples were obtained prior to bring the Tower back online the first week of
June.
JUNE:
There were no compliance or exceedance issues reported this month.
THIRD QUARTER:

AUGUST:
There were no compliance or exceedance issues reported this month.
SEPTEMBER:
There was an adverse water quality indicator (AWQI) at the Rodney Tower on September 9th.
The lab obtained a result of NDOGN- No Data: Overgrown with Non Target. The limit is non-
detectable in drinking water. Re-samples were taken the following two days with results of 0
cfu/ZOOmL. Reporting was completed to the Spill Action Centre (SAC) and the Medical Officer
of Health (MOH) as required by the regulation.
SECTION 2: INSPECTIONS
FIRST QUARTER:

There were no MOL or MOECC inspections for January. The MOECC routine inspection is
scheduled in February.
FEBRUARY:
There were no MOL inspections for February. The MOECC routine inspection was conducted on
February 24th, 2015 by Stephen Dunn.
MARCH:
The MOECC inspector Stephen Dunn was back on site to complete inspection of Rodney Tower
and West Lorne Standpipe on March 18th. The inspection report was received on March 31st
with an inspection rating of 100°x. There were no non-compliances identified and two
recommended actions. The first recommendation was to undertake a comprehensive leak
detection program if the future water loss is high. The second recommendation was for
putting a screen on the overflow pipe at the Rodney Tower. This was completed when it was
identified as an issue.
SECOND QUARTER:
There were no MOL or MOECC inspections during the second quarter.

The internal audit was completed on April 1St by Maegan Garber,the report was issued May 6th.
MAY:
The Internal Audit Report prepared by Maegan Garber identified 7 opportunities for
improvement (OF]) and no non-conformances with the Drinking Water Quality Management
Standard. The OFIs will be addressed during the Management Review process which is
scheduled for July.
JUNE:
The External Audit was scheduled for August 11th, The Management Review will be conducted
in July and updates to the Operational Plan will be completed in preparation for the external
audit.
THIRD QUARTER:
JULY:
The Management Review was conducted on July 6th, 2015. There were several action items
identified which have all since been addressed. The Operational Plan was revised on July 28th
and is now in the second revision. The risk assessment was reviewed during the management
review meeting,there were minor revisions made. These were included in the second revision
to the Operational Plan.
AUGUST:
The Year 1 Surveillance audit was completed on August 11, 2015 by Sandra Tavares of SAI
Global. The report identified no non-conformances and 4 opportunities for improvement.
These OFI's will be addressed during the next Management Review scheduled for July 2016.
SEPTEMBER:
Training was provided to staff to provide them with an overview of the Drinking Water Quality
Management Standard and how it applies to their role as an operator.

There were no issues with water quality this quarter. Rodney Tower was taken offline for
cleaning on May 25th. THMs are down 3% in 2015 (Jan and Apr samples) compared to the
same time in 2014.

Residuals in the system have been dropping with the warmer weather, but all remain within
compliance limits. The THM running average for the system is 59.5µg/L, this is below the
maximum allowable running average of 100ptg/L.
AUGUST:
Rodney Tower had low chlorine issues which resulted in additional monitoring and draining of
the tower.
SEPTEMBER:
Low chlorine residuals were an issue at the Rodney Tower this month. The tower was isolated
twice and flushed to re-fresh the water in the tower. Extra sampling was completed as result
of the AWQI received on the 101H

Flow for the first quarter has decreased by 15.6%compared to the first quarter of 2014. Due to the
cold weather the plant treatment process was inhibited. All effluent sampling and results did meet
compliance requirements identified in the Environmental Compliance Approval (ECA). However,the
objectives for effluent BOD5 in February and March did not meet those identified in the ECA.
SECOND QUARTER:
Flow is down 15.1% compared to flows in 2014. Sampling and results met the Environmental
Compliance Approval requirements.
THIRD QUARTER:
Flows are down 2.7%so far for 2015 compared to end of third quarter in 2015. All sampling and
testing met Environmental Compliance Approval limits and objectives.

Operational Description: The village of West Lorne is served by an extended aeration Wastewater Treatment Plant,comprised of
aeration,clarification,filtration,disinfection and sludge disposal. Also included is the collection system
with one pumping station and a sanitary sewer system. The operations are in accordance to ECA#3-
0442-90-938,which covers the entire plant including the pumping stations.
The collection system consists of sewers and one submersible pumping station.The treatment facility
main elements are an extended aeration process designed for combined carbon removal and
nitrification.The discharge of secondary clarifier:effluent is filtered and disinfected with ultraviolet light
before being reaerated and discharged to the Zoller Drain and then Brooks Creek.The waste activated
sludge is discharged to a lagoon for storage. Dual-point chemical addition alum:is used for phosphorus
removal.Sodium hydroxide is added for control of alkalinity.

INTRODUCTION:
A joint Household Hazardous Waste Day was held on Saturday August 15, 2015
at the West Elgin Public Works Garage.
DISCUSSION:
A total of 216 vehicles were processed, 41 from Dutton Dunwich and 216 from
West Elgin. A summary of materials collected this year, with comparisons back
to 2007, is attached.
The City of London is applying for an ECA amendment for their landfill that is
adjacent to the MRF facility. This amendment includes the extension to all
municipalities in Elgin County to access their Household Hazardous Waste
Depot. This would allow residents of West Elgin (and Dutton/Dunwich) to take
their household hazardous waste items to this facility, rather than stockpiling
them for a yearly event. We are proposing that at the 2016 event, a poll is taken
of the users to see the reaction to going to London rather than a yearly event.
To date notice of the grant amount has not been received so the amount owing
for West Elgin is unknown.

2. An advertisement be placed in the Chronicle and on the municipal website to
seek additional members for the MPoWER Committee.
INTRODUCTION:
The MPoWER Committee has requested that Council amend their establishment
by-law amongst other items.
BACKGROUND:
By-law No. 2006-14 established the MPoWER Committee, copy attached.
DISCUSSION:
1. Amendment to By-la
Section 2 of By-law No. 2006-14 provides for the Mandate of the Committee.
The Committee has requested that economic development be added to this
mandate.
Section 2 would read: "To enhance and create the tourism, culture and economic
development of the Western Elgin Region."
2. Committee Members
Section 3(a) of the by-law states that "the Committee shall be composed of nine
members including one member of Council and eight appointed at large".
Further, the appointment of members shall occur annually by Council.
MPoWER has requested that an advertisement be placed in the Chronicle
seeking additional members of the committee.
3. Community Expo
Who will take the lead on the Community Expo is being questioned. This can be
reviewed at a later date.

A BY-LAW TO ESTABLISH THE MARKETING PARTNERS OF WESTERN ELGIN
REGION COMMITTEE
WHEREAS Section 8,of the Municipal Act, 2001, 5.0. 2001, c.25, as amended, provides
that a municipality has the capacity, rights, powers and privileges of a natural person for
the purpose of exercising its authority;
AND WHEREAS Section 5 (3)of the Municipal Act provides that a municipal power shall
be exercised by by-law;
AND WHEREAS Council of the Corporation of the Municipality of West Elgin deems it
necessary to establish the Marketing Partners of Western Elgin Region Committee to
promote tourism in the community;
NOW THEREFORE the Council of the Municipality of West Elgin enacts as follows:
1. In this by-law:
a) Committee means the Marketing Partners of Western Elgin Region Committee;
b) Council means the Council of the Corporation of the Municipality of West Elgin;
c) Municipality means the Corporation of the Municipality of West Elgin
2. MANDATE:
To enhance and create the tourism and culture of Western Elgin Region
3. APPOINTMENTS
a) The Committee shall be composed of nine members including one member of
Council and eight appointed at large.
b) Members of the Committee shall be appointed annually by the Council of the
Corporation of the Municipality of West Elgin.
c) The structure of the Committee shall be:
i) Chair,
ii) Secretary,
iii) Treasurer
iv) Council member
v) 5 members
4. ADMINISTRATION
a) In carrying out the provisions of this By-law the Committee shall, at all times be
the agent of the Municipality of West Elgin and while acting bona fide within the
limits of the authority of this by-law, neither the Committee nor any member
thereof, shall incur any liability by reason of anything done or left undone by the
Committee; provided, however,that nothing in the paragraph contained shall
authorize or empower the Committee to incur any debt, liability or obligation for
which the Municipality of West Elgin shall become Gable,without previously
obtaining the consent of Council.
b) The Committee shall meet at the call of the Chair.
c) The members of the Committee shall be appointed by resolution of the Council of
the Municipality of West Elgin.
5. FINANCIAL
a) Annually, by March 3155,the Committee shall submit and interpret to the Council a
budget for Council approval and shall make to the Council full and complete
annual and other reports as required.
b) The Committee shall not have its own bank. All deposits and payments shall be
made though the Treasurer of the Municipality of West Elgin,
c) The Committee may solicit or receive on behalf of the municipality any gifts or
bequests of money or services or any donations.
6. That this by-law will come into force and effect upon final passing thereof.

On November 27, 2015 the Optimist Club of West Lorne will be hosting the annual Santa Claus Parade
in West Lorne.
The parade begins at 7:00 p.m. Starting at Gilbert Street then south on Graham Street through the
intersection at Pioneer Line/Main Street and then ending at the West Elgin Arena where Santa and Mrs.
Claus will disembark to visit with the local children and hand out candy bags.The remainder of the
floats will continue on south to West Elgin Secondary School parking lot adjacent to West Elgin Senior
Elementary School. The parade should last approximately 1 hour.
We are looking for assistance for the following:
—Road closure assistance at the intersection of Main Street/Pioneer Line
Pylons for side streets (Optimist members are available to man these)
Monies to assist with the cost of the parade. Invoices/Receipts will be sent at a later date.
The OPP have already been contacted for closure from the 401 and Graham Road at Marsh Line but I
am still waiting on confirmation at this time.

KEYNOTE SPEAKER—MIKE HARCOURT
Mike Harcourt is the former Premier of British Columbia and former
Mayor of the City of Vancouver. He helped the Province earn its
reputation as one of the most liveable places in the world. Harcourt
brings his experience and enthusiasm to the stage when speaking on
the importance of creating vibrant, sustainable cities. After stepping
down from politics, he was appointed by the Prime Minister to serve as a
member of the National Round Table on the Environment and

Economy. There, he served on the Executive Committee and Chaired
the Urban Sustainability Program. He was also a federally appointed
BC Treaty Commissioner and was Chair of the Prime
Minister's Advisory Committee for Cities and Communities. Harcourt is
currently Chair of the University of British Columbia's (UBC) Regional
Sustainability Council for sustainability initiatives, as well as associate
director of the Centre for Sustainability Continuing Studies at UBC. In
addition to acting as Chairman of Quality Urban Energy Systems for
Tomorrow, he chairs the Canadian Electricity Association's Sustainable
Electricity Program Advisory Panel and is the lead faculty in the United
Way's Public Policy Institute. He was also named Officer of the Order of
Canada in 2012.
PLENARY SPEAKER-- LAURA PETTIGREW OFFICE OF THE ONTARIO OMBUDSMAN
Laura Pettigrew will provide an overview on the Public Sector and MPP
Accountability and Transparency Act and amendments to the
Ombudsman Act, specifically on the pending expansion of the
Ombudsman's authority in the municipal sector. She will also provide

consistent message that bullying is unacceptable in schools and everywhere else in our community.
What is bullying?
It is unfair and one sided. It happens when someone keeps hurting, frightening,threatening, or leaving

SUBJECT: 2096 Policing Costs Billing Statement
Attached is an analysis of the 2016 Municipal Policing Billing Statement letter
from the OPP dated September 24, 2015. Compared to the 2015 budget, based
on last year's billing. statement (reconciliation pending), 2096 estimated costs of
$6,010,000 are lower by $164,000.
Tne most significant Improvement was In base costs being lowered by V per
household down to $193 resulting in a $89,000 reduction in costs: New grants
for prisoner transportation and court security contributed to lower costs by almost
$5 per household or$88,000.
In 2016, Malahido had itc incroaeo in. billing cappod and Southwold had a portion
of its reduction in billing clawed back. In 2016 none of the Elgin municipalities
are in a cap or claw back position. The impact of moving from being in the
caplclawback program in 2015 to being out of it in 2016 is resulting in an
increase in cost for Malahide of$17,000 and a reduction in cost for Southwold of
$59.000.
Elgin Group's share of the provincial calls for service of 1.452% in 2015 billing
model has improved marginally to 1.445% in the 2016 billing model and would
have resulted in a small improvement of less than $10,000 had the overall
provincial costs for calls for service remained unchanged. However, with the
Increase in provincial costs, Elgin croup will see an Increase In the cost Tor calls
for service of$73,000 or $2 per household.
Minor changes in overtime, court security and other costs resulted in a $1 per
household improvement or $19,000. It should also be noted that updated
houoohold figuroc in tho 2016 etatomont chow an inoreace of 246 houeoholde.

Draw Boxes for HfC- Bonnie reported that a new discount store will be opening in the former Besley's location.
She will check with potential owner about anticipated opening date and possibility of obtaining boxes for HfC.
Bonnie will report back at the next meeting.
Event Signage Location - Discussion if each of the three (3) signs welcoming visitors to the Municipality of Dutton
Dunwich are on municipal or county-owned land. Yvonne contacted their CAO who will contact their roads
department to verify location is not on county property. If on municipal land, approval will be sought to attach an
event sign to the municipal welcome sign on already installed hooks. Each sign will be 16" x 96"; cost for each is
$102 from The Sign Guy. Moved by Yvonne, seconded by Caren that signs be ordered from The Sign Guy for a cost
of$306 plus tax, once approval has been obtained from Dutton Dunwich.Carried. Yvonne to give updated report
at next meeting.
CCC Event- MPoWER committee members will ensure the booth is manned during the event.
West Lorne Amazing Sidewalk Sale - new annual event organized by Caren and Karen. Caren has contacted the
Optimists to ask if the event was held on the same weekend as the 5K run, can the sidewalk sale be included in
their ads? Caren was told that the Optimists are not in charge of advertizing but anything local with ads we can
tack onto, Alternate date for sidewalk sale discussed - Cup Weekend in West Lorne (Sat. Aug 8); Legion could host
an inside yard sale/location for home-based businesses. Moving the event to Aug 8 allows for using a soccer-
theme for ads. Caren and Karen will continue with plans for this event and report post-event at the next meeting.
Next meeting will be September 24, or at the call of the chair if needed.
