Noting the Town Hall Review and recommendations approved by Council on June 2Vh,2015, Ms. Smith presented the idea of transforming the West Elgin Recreational Centre in Rodney to a Community Hub. Ms. Smith mentioned that with the changes occurring to the Tiny Tot Program that the Municipality of West Elgin could facilitate space at the West Elgin Recreational Centre to accommodate all age groups and hopefully attract more clients to make regular use the Recreation Centre. Ms. Smith proposed the extension of their existing purchase of service to manage the pool and day camp programs and staff to include a part-time position to staff the Recreation Centre/Community Hub for activities and programs. Ms. Smith explained that given their current financial arrangements that this could be provided at no additional cost to the municipality. In addition, Ms. Smith clarified that should Council decide to move forward with the idea that Tiny Tots could apply for a$50,000 retrofit grant to go towards the construction and finishing costs. Furthermore, it was explained that the amount of grants available to Community Hubs is greater than those available to single program offerings. Ms. Smith thanked Council for their time and addressed questions posed by Council. 2:00 p.m. Fire Review Committee Report Also in attendance: AI Beer, Bill McIntyre,Jeff Slater, Lee Gosnell, John Campbell, Luke Rastapkevicius, Brad Oliveira Mr. McIntyre, Chair of the Fire Department Organizational Review Committee made a short presentation to Council about the recommendations brought forth by the committee. It was noted that the option brought forth by the committee was the best organizational structure for ensuring effectiveness without compromising service levels. Questions were posed by Council. After further discussions, Council went into a Closed Session. RES. Mayor C.A.O.-Clerk i MUNICIPALITY OF WEST ELGIN PUBLIC MEETING ZONING BY-LAW Lakeview Aldborough Bluffs Inc. 29707 Gray Line— Township of Aldborough DATE&TIME: 10:00 a.m.Thursday,January 28th,2015. LOCATION: West Elgin Municipal Building -22413 Hoskins Line north of the Village of Rodney, PURPOSE: To consider a proposed amendment to the Zoning By-law of the Municipality of West Elgin. The proposed.amendment would amend the General Agricultural (Al) Zone as it applies to lands situated on the south side of Gray Line, in the former Township of Aldborough. The re-zoning would permit the severance of a residential parcel with a single detached dwelling by being in conformity with the Municipality of West Elgin Official Plan (associated County of Elgin Land Division Consent File# E526115). The lands are legally described as Part of Lot 4, Concession 14. The lands to be severed, a residential lot with a single detached dwelling will be rezoned from General Agricultural (Al) Zone to Lakeshore Residential (LR) Zone to permit residential use. The lands to be severed will have an area of 0.68 hectare (1.68 acre) and a frontage of 60.6 metres (198.83 feet) on Gray Line. The parcel contains a single detached dwelling. The lands to be retained will remain zoned General Agricultural (Al) Zone and will continue to be used for agricultural uses. The location of the property is shown on the attached Key Map. The subject lands are designated `Lakeshore Area' in the Municipality of West Elgin Official Plan. Limited residential development is permitted. ANY PERSON may attend the public meeting and/or make a written or verbal representation either in support of, or in opposition to, the proposed amendment. DISCUSSION: The first measureable snowfall has returned to West Elgin, and so too have the questions and concerns. After a beautiful November and December, old man winter returned in January with accumulating snowfall, high winds, and very cold temperatures. The Municipality has followed its winter maintenance plan and made every effort (as in past years) to provide the best service for the best price to its residents. In an effort to understand how maintenance operations are developed, one must first have a basic knowledge of Ontario Regulation 239102 "Minimum Maintenance Standards for Municipal Highways". This document explains how to determine highway classification, which is then used to set the minimum level of service each class of roadway should receive. It also sets out standards for many operations and conditions such as patrolling, weather monitoring and snow accumulation. By meeting these minimum standards set out by the Province, it offers the Municipality protection should something negative occur with respect to these operations. It should be noted that the Municipality continually exceeds these minimum standards in all aspects of its winter maintenance program. With respect to winter patrolling and weather monitoring, a physical check of representative roads is completed twice daily (7 days a week) between December 1gt and late March and on an as needed basis during the apron months of November and April. Road and weather conditions are being checked and recorded at 4am and 6pm Monday to Friday. A weekend patroller completes 2 checks per day, one at Sam and again at 5pm. These patrols take approximately 2-3 hours to complete, depending on the conditions found and operations required. Weather forecasts are continually monitored and additional checks are completed as necessary. All 350+kms of roads and streets within the Municipality are divided into 7 winter routes. Three routes cover the paved and surface treated roads, three cover gravel roads and 1 route covers Rodney/West Lorne plus outlying residential areas. This is all accomplished using 4 tandem axle trucks, 1 single axle truck (in town) and 2 graders. These routes have remained basically the same for many years, with only minor changes made to improve efficiency. That being said, under ideal conditions a paved route may take upwards of 3 hours to complete while gravel routes and towns may take up to 8 hours. This does not take into account such things as loading time or slow progress due to poor visibility in heavier storms. The second (and most important) factor to consider is our operators. Operating heavy equipment in poor conditions for long periods of time can be physically and mentally draining. Ministry regulations allow operators to drive for a maximum of 13 hours per day, which is more than enough when working in these conditions. During a snow event, resources are deployed to provide service during morning and daytime hours when traffic volumes are higher. This leaves a small j contingency to service main arteries through the Municipality during the evening hours. Typically all equipment is off the road between the hours of 11 pm and 4 am unless severe weather such as freezing rain is occurring. This allows operators to receive the required time off to stay compliant with Ministry regulations. Secondary services such as removing built up snow from the downtown cores are scheduled for after the snow event, once roads are cleared and resources can be redirected to other tasks. Many of the neighbouring Municipalities in Elgin County have winter maintenance programs very similar to ours (with minor variations due to class of highway), while some others such as Chatham-Kent have chosen to operate a certain portion of their equipment on a 2417 basis. This of course is a level of service decision and comes with much additional cost. No two winter events are the same and therefore the balancing act is, and always will be, to provide a quality level of service with the money and resources available while being fiscally responsible to the rate payers of West Elgin. Distribution system samples are tested twice weekly for free chlorine residual with at least four(4) samples typically taken on Mondays and a minimum of three(3)taken greater than 48 hours after the initial samples were taken. Records confirmed that the maximum free chlorine residual in the distribution system was less than 4.0 mg/L or that the combined chlorine residual was less than 3.0 mg/L. DITMRUTION SYSTEM There is a backflow prevention program, policy and/or bylaw in place. The Corporation of the Municipality of West Elgin instituted a backflow prevention by-law initially in 2002 (By-Law 2002-62).The by-law was amended on a few occasions since its initial creation. The current by-law is designated as By-Law 2009-66 and includes an implementation schedule based on the degree of hazard. Records pertinent to the by-law are maintained at the West Elgin Municipal Office in Rodney. * The owner had a program or maintained a schedule for routine cleanout, inspection and maintenance of reservoirs and elevated storage tanks within the distribution system. * Existing parts of the distribution system that were taken out of service for inspection, repair or other activities that may lead to contamination,and all new parts of the distribution system that came in contact with drinking water,were disinfected In accordance with Schedule B,Condition 2.3 of the Drinking Water Works Permit. * The owner had implemented a program for the flushing of watermains as per industry standards. The operating authority flushes watermains in the spring and fall. In addition,the operational staff maintain records for 12 auto-flushers strategically installed throughout the distribution system. The auto-flushers are inspected regularly and calibrated as required for water flow to maintain adequate chlorine residual within the distribution system. * Records confirmed that disinfectant residuals were routinely checked at the extremities and "dead ends"of the distribution system. • A program was in place for inspecting and exercising valves. * There was a program in place for inspecting and operating hydrants. The operating authority inspects and operates hydrants twice per year typically in the spring and fall. * There was a by-law or policy in place limiting access to hydrants. There is no bylaw in place at the present however, the Municipality only allows under rare circumstances a contractor to connect to a hydrant and only with a backflow preventer and a water meter. No formal leak detection program is in place for the West Elgin distribution system. Leaks are usually reported by residents based on observations of excess water volume rising to the surface or from reports by the water treatment plant operations staff of excess flow through a meter, a reduction in water pressure or rapid drops in the water tank elevations. The owner also does review a cost analysis of the water produced and billed to consumers on an annual basis as part of their budgetary process. For 2014, there was a 14.6% loss of water which includes water used in the autoflusher discharge. The distribution system pressure was monitored to alert the operator of conditions which may have lead to loss of pressure below the value under which the system is designed to operate. OCWA monitors pressure at the two(2)forcemains at Eagle and water tower storage facilities in Rodney,West Lorne and at the water treatment plant through the SCADA system. The points are alarmed with pressure set points. • Based on the records available the owner was able to maintain proper pressures in the distribution system. • The donor had provided an Annual Report to the receiver drinking water system. OPERATIONS MANUALS • Operators and maintenance personnel had ready access to operations and maintenance manuals. • The operations and maintenance manuals contained plans,drawings and process descriptions sufficient for the safe and efficient operation of the system. • The operations and maintenance manuals did meet the requirements of the Permit and Licence or Approval issued under Part V of the SDWA. The parcel is vacant and will continue to be used for agricultural purposes. The location of the subject lands are on the attached Key Map. County of Elgin Land Division Committee conditionally approved the associated severance application (File No. E26115) on August 26, 2015; no appeals were received. SUMMARYICONCLUSION: The application was circulated to the applicable public agencies for comment and to all neighbouring property owners within 120 metres of the properties; no concerns were raised. The application has been assessed for appropriateness with regard to existing policy and the impact of the proposal on the surrounding land uses. Ice Rates: The Arena Superintendent is to research area ice rates and report back to the Board at the next regularly scheduled meeting. 2. 2016 Capital Projects: Capital projects being considered for 2016 include the header trench, ice surface lighting, and paving the parking lot, or partially paving the parking lot. 3. Hours of Operation: The Parks and Arena Superintendent inquired as to whether or not the Arena Board would like to change the Arena Operating hours for next season. The consensus of the Arena Board was not to change the Operating Hours, unless the ice schedule dictates that they need to be hanged. 4. Staff. The Superintendent reported that the part time staff had resigned, quit, and that he has been replaced, and training is underway. 5. Public Skating; The Superintendent reported that a Part time staff 1 Cruiser had been hired, to help with maintenance as required and as the Public Skating Cruiser for public skating sessions. Christmas Decorating Contest:The Recreation Superintendent reported that member Johnathan Wolf and the Recreation Superintendent visited a number of registrants for the Christmas Decorating Contest.The winners are; First place,Aaron Szusz,Second Place, Melissa and Mathew Toth,Third place Greg Begin.The gift certificates are from Home Hardware. 2. 2016 Run:As reported on by Doug Staddon;the 2016 Run date is May 15 2016;the theme is Fast and Furious, 10K,5 K,and fun run for the little guys.The proceeds are to be donated to Cerebral Palsy.There was discussion regarding kilometer sponsorship signs,and runners to get pledge sheets, and prizes will be available for runners that acquire certain number of dollars in pledges.All of the sponsors names are to appear on the race t-shirt. Mr.Staddon inquired as to whether or not Recreation Committee members would sit on the Race Committee,and also regarding closing Queens Line. Item#5 Correspondence: 1. Flyers:The Recreation Superintendent presented two flyers regarding the upcoming Cactus Cattle and Cowboys:Spaghetti Dinner and Pie Auction, February 20, and the Swap Meet and Car Show July 10 2016. Bicycle Rodeo: Member Doug Staddon reported that the annual Bicycle Rodeo will be held on May 14 2016.Joe Seman to acquire Health Center Parking Lot,Grace Blanchard to inquire re: Police,Jeff Slater to arrange for Fire Department.
