Ms. Smith presented to Council regarding the Future of Tiny Tots in Rodney.
Noting the Town Hall Review and recommendations approved by Council on
June 2Vh,2015, Ms. Smith presented the idea of transforming the West Elgin
Recreational Centre in Rodney to a Community Hub.
Ms. Smith mentioned that with the changes occurring to the Tiny Tot Program
that the Municipality of West Elgin could facilitate space at the West Elgin
Recreational Centre to accommodate all age groups and hopefully attract more
clients to make regular use the Recreation Centre.
Ms. Smith proposed the extension of their existing purchase of service to manage
the pool and day camp programs and staff to include a part-time position to staff
the Recreation Centre/Community Hub for activities and programs. Ms. Smith
explained that given their current financial arrangements that this could be
provided at no additional cost to the municipality. In addition, Ms. Smith clarified
that should Council decide to move forward with the idea that Tiny Tots could
apply for a$50,000 retrofit grant to go towards the construction and finishing
costs. Furthermore, it was explained that the amount of grants available to
Community Hubs is greater than those available to single program offerings.
Ms. Smith thanked Council for their time and addressed questions posed by
Council.

Also in attendance: AI Beer, Bill McIntyre,Jeff Slater, Lee Gosnell, John
Campbell, Luke Rastapkevicius, Brad Oliveira
Mr. McIntyre, Chair of the Fire Department Organizational Review Committee
made a short presentation to Council about the recommendations brought forth
by the committee. It was noted that the option brought forth by the committee
was the best organizational structure for ensuring effectiveness without
compromising service levels.
Questions were posed by Council. After further discussions, Council went into a
Closed Session.

29707 Gray Line— Township of Aldborough
DATE&TIME: 10:00 a.m.Thursday,January 28th,2015.
LOCATION: West Elgin Municipal Building -22413 Hoskins Line north of the Village of Rodney,
PURPOSE: To consider a proposed amendment to the Zoning By-law of the Municipality of West Elgin.
The proposed.amendment would amend the General Agricultural (Al) Zone as it applies to lands situated on
the south side of Gray Line, in the former Township of Aldborough. The re-zoning would permit the severance of a
residential parcel with a single detached dwelling by being in conformity with the Municipality of West Elgin Official
Plan (associated County of Elgin Land Division Consent File# E526115). The lands are legally described as Part
of Lot 4, Concession 14.
The lands to be severed, a residential lot with a single detached dwelling will be rezoned from General
Agricultural (Al) Zone to Lakeshore Residential (LR) Zone to permit residential use. The lands to be severed will
have an area of 0.68 hectare (1.68 acre) and a frontage of 60.6 metres (198.83 feet) on Gray Line. The parcel
contains a single detached dwelling. The lands to be retained will remain zoned General Agricultural (Al) Zone
and will continue to be used for agricultural uses. The location of the property is shown on the attached Key Map.
The subject lands are designated `Lakeshore Area' in the Municipality of West Elgin Official Plan. Limited
residential development is permitted.
ANY PERSON may attend the public meeting and/or make a written or verbal representation either in support of, or in
opposition to, the proposed amendment. IF A PERSON OR PUBLIC BODY that files an appeal of a decision of the Council of
the Corporation of the Municipality of West Elgin in respect of the proposed zoning by-law does not make oral submissions at
a public meeting or make written submissions to the Council of the Corporation of the Municipality of West Elgin before the
proposed zoning by-law is adopted, the Ontario Municipal Board may dismiss all or part of the appeal. ADDITIONAL
INFORMATION relating to the proposed amendment is available between 8.30 a.m. and 4:30 p.m. at the Municipal Office from
the Municipal Planner, Ms. Heather James. THE information and material required under Sections 34(10.4) and 34(90.2) of
the Planning Act have been provided and this shall serve as sufficient notice of same under Section 34(70.4)of the Act.

SUBJECT: Winter Operations Report

INTRODUCTION:
The following discussion is based on questions and concerns raised at the
January 14t" Council meeting regarding winter maintenance operations in the
Municipality of West Elgin.
DISCUSSION:
The first measureable snowfall has returned to West Elgin, and so too have the
questions and concerns. After a beautiful November and December, old man
winter returned in January with accumulating snowfall, high winds, and very cold
temperatures. The Municipality has followed its winter maintenance plan and
made every effort (as in past years) to provide the best service for the best price
to its residents.
In an effort to understand how maintenance operations are developed, one must
first have a basic knowledge of Ontario Regulation 239102 "Minimum
Maintenance Standards for Municipal Highways". This document explains how to
determine highway classification, which is then used to set the minimum level of
service each class of roadway should receive. It also sets out standards for many
operations and conditions such as patrolling, weather monitoring and snow
accumulation. By meeting these minimum standards set out by the Province, it
offers the Municipality protection should something negative occur with respect to
these operations. It should be noted that the Municipality continually exceeds
these minimum standards in all aspects of its winter maintenance program.
With respect to winter patrolling and weather monitoring, a physical check of
representative roads is completed twice daily (7 days a week) between
December 1gt and late March and on an as needed basis during the apron
months of November and April. Road and weather conditions are being checked
and recorded at 4am and 6pm Monday to Friday. A weekend patroller completes
2 checks per day, one at Sam and again at 5pm. These patrols take
approximately 2-3 hours to complete, depending on the conditions found and
operations required. Weather forecasts are continually monitored and additional
checks are completed as necessary.
All 350+kms of roads and streets within the Municipality are divided into 7 winter
routes. Three routes cover the paved and surface treated roads, three cover
gravel roads and 1 route covers Rodney/West Lorne plus outlying residential
areas. This is all accomplished using 4 tandem axle trucks, 1 single axle truck (in
town) and 2 graders. These routes have remained basically the same for many
years, with only minor changes made to improve efficiency. That being said,
under ideal conditions a paved route may take upwards of 3 hours to complete
while gravel routes and towns may take up to 8 hours. This does not take into
account such things as loading time or slow progress due to poor visibility in
heavier storms.
The second (and most important) factor to consider is our operators. Operating
heavy equipment in poor conditions for long periods of time can be physically and
mentally draining. Ministry regulations allow operators to drive for a maximum of
13 hours per day, which is more than enough when working in these conditions.
During a snow event, resources are deployed to provide service during morning
and daytime hours when traffic volumes are higher. This leaves a small j
contingency to service main arteries through the Municipality during the evening
hours. Typically all equipment is off the road between the hours of 11 pm and 4
am unless severe weather such as freezing rain is occurring. This allows
operators to receive the required time off to stay compliant with Ministry
regulations. Secondary services such as removing built up snow from the
downtown cores are scheduled for after the snow event, once roads are cleared
and resources can be redirected to other tasks.
Many of the neighbouring Municipalities in Elgin County have winter maintenance
programs very similar to ours (with minor variations due to class of highway),
while some others such as Chatham-Kent have chosen to operate a certain
portion of their equipment on a 2417 basis. This of course is a level of service
decision and comes with much additional cost. No two winter events are the
same and therefore the balancing act is, and always will be, to provide a quality
level of service with the money and resources available while being fiscally
responsible to the rate payers of West Elgin.

INSPECTION SUMMARY
INTRQDUCTION
The primary focus of this inspection is to confirm compliance with Ministry of the
Environment and Climate Change(MOECC) legislation as well as evaluating conformance
with ministry drinking water policies and guidelines during the Inspection period.
This drinking water system is subject to the legislative requirements of the Safe Drinking
Water Act,2002(SDWA)and regulations made therein, including Ontario Regulation 170103,
"Drinking Water Systems"(O.Reg. 170103). This inspection has been conducted pursuant to
Section 81 of the SDWA.
This report is based on an inspection of a"stand alone connected distribution system".
This type of system receives treated water from a separately owned"donor"system. This
report contains elements required to assess key compliance and conformance Issues
associated with a"receiver"system. This report does not contain Items associated with the
inspection of the donor system,such as source waters, intakes/wells and treatment
facilities.
This inspection report does not suggest that all applicable legislation and regulations were
evaluated. It remains the responsibility of the owner to ensure compliance with all
applicable legislative and regulatory requirements. j
Documents and records reviewed in association with this report include, but are not restricted to:

-Operational documents and records maintained by the owner and operating authority from
January 1, 2015 to November 30, 2015.
TREATMENT PROCESSES
The ownerloperating authority was in compliance with the requirement to prepare Form 1
documents as required by their Drinking Water Works Permit during the inspection period.
There was one Form 1 during the inspection review period for the construction of a 50mm diameter
watermain on the south side of Gray Line from a location 2788m west of Graham Road to 3268m
west of Graham Road, a distance of 480m, including water services and appurtenances.
• Up-to-date plans for the drinking-water system were available in accordance with the Permit
and Licence issued under Part V of the SDWA.
• The facility and equipment appeared to be maintained and in a fit state of repair.
• Measures were taken to ensure that pesticides were not applied,stored,or mixed in the
immediate vicinity of source(s),treatment,and storage facilities.

TREATMENT PROCESS MONITORING
* The secondary disinfectant residual was measured as required for the distribution system.
Distribution system samples are tested twice weekly for free chlorine residual with at least four(4)
samples typically taken on Mondays and a minimum of three(3)taken greater than 48 hours after
the initial samples were taken.
Records confirmed that the maximum free chlorine residual in the distribution system was
less than 4.0 mg/L or that the combined chlorine residual was less than 3.0 mg/L.
DITMRUTION SYSTEM
There is a backflow prevention program, policy and/or bylaw in place.
The Corporation of the Municipality of West Elgin instituted a backflow prevention by-law initially in
2002 (By-Law 2002-62).The by-law was amended on a few occasions since its initial creation.
The current by-law is designated as By-Law 2009-66 and includes an implementation schedule
based on the degree of hazard. Records pertinent to the by-law are maintained at the West Elgin
Municipal Office in Rodney.
* The owner had a program or maintained a schedule for routine cleanout, inspection and
maintenance of reservoirs and elevated storage tanks within the distribution system.
* Existing parts of the distribution system that were taken out of service for inspection, repair
or other activities that may lead to contamination,and all new parts of the distribution
system that came in contact with drinking water,were disinfected In accordance with
Schedule B,Condition 2.3 of the Drinking Water Works Permit.
* The owner had implemented a program for the flushing of watermains as per industry
standards.
The operating authority flushes watermains in the spring and fall. In addition,the operational staff
maintain records for 12 auto-flushers strategically installed throughout the distribution system. The
auto-flushers are inspected regularly and calibrated as required for water flow to maintain adequate
chlorine residual within the distribution system.
* Records confirmed that disinfectant residuals were routinely checked at the extremities and
"dead ends"of the distribution system.
• A program was in place for inspecting and exercising valves.
* There was a program in place for inspecting and operating hydrants.
The operating authority inspects and operates hydrants twice per year typically in the spring and
fall.
* There was a by-law or policy in place limiting access to hydrants.
There is no bylaw in place at the present however, the Municipality only allows under rare
circumstances a contractor to connect to a hydrant and only with a backflow preventer and a water
meter.

DISTRIBUT N SYSTEM
* The owner has undertaken efforts to identify, quantify and reduce sources of apparent water
loss.
No formal leak detection program is in place for the West Elgin distribution system. Leaks are
usually reported by residents based on observations of excess water volume rising to the surface
or from reports by the water treatment plant operations staff of excess flow through a meter, a
reduction in water pressure or rapid drops in the water tank elevations. The owner also does
review a cost analysis of the water produced and billed to consumers on an annual basis as part of
their budgetary process. For 2014, there was a 14.6% loss of water which includes water used in
the autoflusher discharge.
The distribution system pressure was monitored to alert the operator of conditions which
may have lead to loss of pressure below the value under which the system is designed to
operate.
OCWA monitors pressure at the two(2)forcemains at Eagle and water tower storage facilities in
Rodney,West Lorne and at the water treatment plant through the SCADA system. The points are
alarmed with pressure set points.
• Based on the records available the owner was able to maintain proper pressures in the
distribution system.
• The donor had provided an Annual Report to the receiver drinking water system.
OPERATIONS MANUALS
• Operators and maintenance personnel had ready access to operations and maintenance
manuals.
• The operations and maintenance manuals contained plans,drawings and process
descriptions sufficient for the safe and efficient operation of the system.
• The operations and maintenance manuals did meet the requirements of the Permit and
Licence or Approval issued under Part V of the SDWA.
L-QBOOKS
* Logbook entries were made in chronological order.
* The record system allowed the reader to unambiguously identify the person who made the
logbook entry.
* Entries in the logbook were made only by appropriate and authorized personnel.
* Records or other record keeping mechanisms confirmed that operational testing not
performed by continuous monitoring equipment was being done by a certified operator,
water quality analyst, or person who suffices the requirements of 0.Reg. 170103 7-5.

Alkalinity and pH and lead sampling was conducted in the distribution system on February 3,2015
and July 7, 2015.
* The owner was conducting sampling beyond the minimum legislative requirements.
The operating authority takes more microbiological samples from the distribution system beyond
the minimum legislative requirements.
* Records confirmed that chlorine residual tests were being conducted at the same time and
at the same location that microbiological samples were obtained.
* The drinking water system owner had submitted written notices to the Director that
identified the laboratories that were conducting tests for parameters required by legislation,
Order Certificate of Approval (OWRA) or a Permit, Licence orApproval issued under Part V
of the SDWA.
A Laboratory Services Notification (LSN) Form was completed in 2014 and identifies SGS
Environmental Services as the lab conducting the testing for the West Elgin Distribution System.

laboratories.

* Records show that water sample results taken during the review period met the Ontario
Drinking Water Quality Standards(0. Reg. 169103),with the following exceptions:
On September 10, 2015 an adverse water quality incident was reported due to a result of NDOG
(NO DATA; OVERGROWN)from a sample taken in the distribution system. The three other
samples taken on the same day as well as the subsequent resamples came back with satisfactory
results of 0 E. coli and 0 total coliform.
REPORTING&CORRECTIVE ACTIONS
• Corrective actions (as per Schedule 17) had been taken to address adverse conditions,
including any other steps that were directed by the Medical Officer of Health.
• All required notifications of adverse water quality incidents were immediately provided as
per 0.Reg. 17010316-6.
• All required written notices of adverse water quality incidents were provided as per 0. Reg.
17010316-7.
• In instances where written notice of issue resolution was required by regulation,the notice
was provided as per O. Reg. 17010316-9.
• The Annual Report containing the required information was prepared by February 28th of
the following year.
• Summary Reports for municipal council were completed on time, included the required
content,and were distributed in accordance with the regulatory requirements.

SUBJECT: ZONING BY-LAW AMENDMENT APPLICATION FOR LAKEVIEW
ALDBOROUGH BLUFFS INC. CIO ALLAN MURRAY, 21707 GRAY LINE
RECOMMENDATION:
THAT Council of the Municipality of West Elgin APPROVE Zoning By-law Amendment
File No. P9115, subject to the provisions on the attached By-law.
REASONS FOR AND NATURE OF THE APPLICATION:
The purpose of the Zoning By-law Amendment application is to amend the General
Agricultural (Al) zone of the Municipality of West Elgin Comprehensive Zoning By-law
2015-36 to permit the severance of a residential parcel with a single detached dwelling
by being in conformity with the Municipality of West Elgin Official Plan. The subject
lands are designated Lakeshore Area in the Municipality of West Elgin Official Plan.
The subject lands are situated on the south side of Gray Line, within the geographic
Township of Aldborough. The lands are legally described as Part Lot 4, Concession 14
and known municipally as 21707 Gray Line. The lands to be severed, a residential lot
with a single detached dwelling will be rezoned from General Agricultural (Al) Zone to
Lakeshore Residential (LR) Zone. The lands to be severed will have an area of 0.68
hectare (1.68 acre) and a frontage of 60.6 metres (198.83 feet) on Gray Line. The
parcel contains a single detached dwelling and shed with private water well and private
septic system.
The balance of the parcel, a farm parcel will remain zoned General Agricultural (Al).
The lands to be retained will have an area of 29.95 hectare (74.0 acre) and a frontage
of 526.01 metres (1,725.75 feet) on Gray Line. The parcel is vacant and will continue to
be used for agricultural purposes. The location of the subject lands are on the attached
Key Map.
County of Elgin Land Division Committee conditionally approved the associated
severance application (File No. E26115) on August 26, 2015; no appeals were received.
SUMMARYICONCLUSION:
The application was circulated to the applicable public agencies for comment and to all
neighbouring property owners within 120 metres of the properties; no concerns were
raised.
The application has been assessed for appropriateness with regard to existing policy
and the impact of the proposal on the surrounding land uses. The application is
consistent with the Provincial Policy Statement and conforms to the County of Elgin
Official Plan and the Municipality of West Elgin Official Plan.
DISCUSSION:

Municipality of West Elgin Comprehensive Zoning By-law 2015-36
The lands to be severed are proposed to be rezoned from General Agricultural (Al)
Zone to Lakeshore Residential (LR) Zone. The LR zone will permit an accessory use,
bed and breakfast establishment, home occupation and single unit dwelling as the main
use. The lands to be rezoned comply with the LR Zone provisions. The LR Zone is
recommended to be applied to the proposed severed parcel.
The balance of the lands will remain zoned General Agricultural (Al) and will continue
to be used for agricultural purposes.

I have been busy throughout the riding and region preparing for my return to Parliament.
On Monday, January 19th, I joined our Interim Leader, the Honourable Rona Ambrose at
the Canadian Club in Toronto to provide attendees the opportunity to hear what our plans
as the Official Opposition will be once Parliament resumes.
I attended a Citizenship Ceremony in London; the St. Thomas Blood Donor Clinic; the
Elgin-Norfolk Grain Association Annual General Meeting; the guest speaker at the
Macdonald- Cartier Club; the guest speaker at the London-Fanshawe C-EDA Annual
General Meeting; the Elgin Business Networking Luncheon; served the patrons at the
Grace Cafe; the London Home Builders Association Meeting;the St. Thomas Sports
Spectacular; and participated in the launch of Phase 2 as Fanshawe grows its presence in
the London Downtown.

Re: Request for Watering of Flowers on Municipal Property in Rodney
During the spring and summer of 2016, the Rodney and District Horticultural Society will once
again be planting and caring for flowers at various locations throughout Rodney. As you know
the Horticultural Society does not have the facilities to water the flowers, and so, we are once
again requesting the West Elgin Council to approve the watering that is necessary, by the West
Elgin Recreation Department.

This is the proposed budget for the M.P.o.W.E.R. group
(Marketing Partners of Western Elgin Region) for 2016.
The Cactus, Cattle and Cowboy Festival is no longer a
MPoWER event. This budget request is for the Blue Lure
Brochure, Home for Christmas event (HFC) and the sidewalk sale
event.
We would like to place a road sign in Rodney similar to the
sign off Queen and Graham streets near the northern entrance to
West Lorne. The cost of this sign is $1073.50.
The advertising budget for this year for HFC will be
$2250.00.
The budget for the Blue Lure Brochure is $1440.00.
The sidewalk sales event is new and only in it's second year.
Most of the expense for this event is merchant generated so the
budget is $250.00.

from the WESC Insurance carrier that indicated:
"As stipulated in the Skate Canada Standards for professional Coaches Policy and relevant
Skate Canada Program delivery standards, at least one NCCP qualified and registered
Skate Canada Coach must be present on the ice at all times during sessions. In order to
ensure proper insurance coverage of your members, a qualified Skate Canada Coach is
required to instruct the skaters."
"In extenuating circumstances where a Skate Canada Coach is unable to physically get to
the rink (i.e. snow storm, car problem etc.) the club may offer practice ice in lieu of a
program session under the supervision of a responsible adult. The responsible adult who
ideally should be first aid certified would monitor the practice session from the stands or rink
boards and be the primary contact should an incident occur."
The consensus of the Arena Board was that if instruction was not being given, then the
Coaches are not required to be present on the ice surface, and that will be considered
practice ice. A First Aid trained and qualified West Elgin Skating Club representative will be
in attendance rink side to supervise the remaining skaters on the ice surface.

Item#7 New Business;
1. Ice Rates: The Arena Superintendent is to research area ice rates and report back to
the Board at the next regularly scheduled meeting.
2. 2016 Capital Projects: Capital projects being considered for 2016 include the
header trench, ice surface lighting, and paving the parking lot, or partially paving the
parking lot.
3. Hours of Operation: The Parks and Arena Superintendent inquired as to whether or
not the Arena Board would like to change the Arena Operating hours for next
season. The consensus of the Arena Board was not to change the Operating Hours,
unless the ice schedule dictates that they need to be hanged.
4. Staff. The Superintendent reported that the part time staff had resigned, quit, and
that he has been replaced, and training is underway.
5. Public Skating; The Superintendent reported that a Part time staff 1 Cruiser had been
hired, to help with maintenance as required and as the Public Skating Cruiser for
public skating sessions.

January 19 2016
This regular session of the West Elgin Recreation Committee was called to order at 7 pm with the
following members present:Grace Blanchard,Jennifer Blanchard, Doug Staddon,Joe Seman,and
Recreation Superintendent Jeff Slater.

Item#4 Business Arising from the Minutes:
1. Christmas Decorating Contest:The Recreation Superintendent reported that member
Johnathan Wolf and the Recreation Superintendent visited a number of registrants for the
Christmas Decorating Contest.The winners are; First place,Aaron Szusz,Second Place, Melissa
and Mathew Toth,Third place Greg Begin.The gift certificates are from Home Hardware.
2. 2016 Run:As reported on by Doug Staddon;the 2016 Run date is May 15 2016;the theme is
Fast and Furious, 10K,5 K,and fun run for the little guys.The proceeds are to be donated to
Cerebral Palsy.There was discussion regarding kilometer sponsorship signs,and runners to get
pledge sheets, and prizes will be available for runners that acquire certain number of dollars in
pledges.All of the sponsors names are to appear on the race t-shirt. Mr.Staddon inquired as to
whether or not Recreation Committee members would sit on the Race Committee,and also
regarding closing Queens Line.
Item#5 Correspondence:
1. Flyers:The Recreation Superintendent presented two flyers regarding the upcoming Cactus
Cattle and Cowboys:Spaghetti Dinner and Pie Auction, February 20, and the Swap Meet and Car
Show July 10 2016.
Item#6 New Business:
1. Bicycle Rodeo: Member Doug Staddon reported that the annual Bicycle Rodeo will be held on
May 14 2016.Joe Seman to acquire Health Center Parking Lot,Grace Blanchard to inquire re:
Police,Jeff Slater to arrange for Fire Department. Member Staddon also requested that the road
be closed for this event.The Recreation Superintendent will request same from Council.
2. Tri Star Hockey Skills:On February 21St the Optimist will be conducting a Tri-Star skills event at
the West Elgin arena,from 1-3 pm.
