Carried 11:15 a.m. Janet Given_-Eagle Community Centre(1311). Also in attendance: Janet Given Ms. Given introduced herself to Council as the President of Eagle Community Centre and spoke to Council regarding letter(D11) in the March 10,2016 Council Agenda Package. She gave an explanation to Council about the renovations that the Eagle Community Centre is seeking capital funding for from the Ontario Trillium Foundation. In response to Council questions, Given revealed that currently the community centre has two (2) commercial kitchens, and has a capacity to have 80 people upstairs and 40 people downstairs. Given also stated that membership to the Community Centre in 2014 was four(4) people whereas now in 2016 is currently 159 people. Council thanked Ms. Given for her time and wished the Eagle Community Centre the best in their application for capital funding through the Ontario Trillium Foundation. 11:30 a.m. Michael Howard-Presentation Also in attendance: Michael Howard Mr. Howard gave a presentation to Council as a parent about the future of the West Elgin Secondary School. Howard provided Council with explanations of current program offerings and answered questions pertaining to the physical layout of the school facilities. Howard also explained how declining enrollment numbers can affect the West Elgin community and encouraged Council to be proactive on this issue and to explore any possible public-private partnerships that may exist. Councillor Seman -The Municipality of Kincardine lost its Blue Flag status until Kincardine implements the recommendations of a safety audit. Deputy Mayor Bodnar -Looking to fix the Wishing Well outside of the West Elgin Recreation Centre for Canada's 150th. Mayor Wiehle -Elgin County Council has passed the 2016 Budget. A 2.9%tax increase on the average home. _8th Annual Elgin County Warden's Charity Golf to raise money for Elgin St.Thomas United Way is June 15, 2016. -Will be visiting other municipal councils as Elgin County Warden. 2. MPoWER discussion Council discussed the future of MPoWER. Council concluded that the MPoWER committee aught to be dissolved. RES. Scott Gawley, A CGA Deputy Clerk Drainage Superintendent C.A.O.-Clerk-Treasurer a° h 4 The Municipality of West Elgin TO: COUNCIL OF THE MUNICIPALITY OF WEST ELGIN FROM: Lee Gosnell, Public Works Superintendent DATE: March 24, 2016 SUBJECT: Disposal of 1993 International Truck RECOMMENDATION: THAT Council approves the recommendation to declare West Elgin's 1993 International dump truck surplus AND THAT this unit is advertised for sale by tender ASAP. INTRODUCTION: During the 2015 budget process, Council approved the purchase of a new tandem axle dump truck to replace the 1993 International currently being operated by the public works department. DISCUSSION: With the new truck now in service, staff have cleaned and prepared the old unit for disposal. The old unit is no longer being used for daily maintenance operations to avoid additional operating costs, but long periods of inactivity are not good for any piece of equipment. Therefore, with spring just around the corner and knowing there may be local interest in the truck, now would be a good time to sell this unit while it still holds some value. The truck will be sold "AS IS" with its plow harness and wing. The front plow associated with this unit will be sold separately to maximize re-sale value. INTRODUCTION: Municipal staff requested that a change in HR Policy 4.4 be made so that municipal employee's responding to fire calls may have a quicker response time. BACKGROUND: The previous wording of the policy required municipal employees to gain permission from their Superintendent prior to leaving work to respond to a Fire Call. DISCUSSION: The proposed change gives an employee's supervisor the ability to grant employees permission to leave work to respond to fire calls. This saves time when Superintendents are unavailable and improves the efficiency and effectiveness of the West Elgin Fire Department to respond to emergency situations. ElginCount�r Council Hightights f a 0 • County Delivers Lower Than Anticipated Tax Rate At its March 8, 2016 meeting, Elgin County Council approved a $63,202,917 operating budget, representing a 2.9% increase on the average home or approximately$41. An average cost home with no increase in assessment, will see a $2 or 0.1% increase in County taxes. it is a priority of Council to maintain and expand service levels for residents whilst being able to achieve an affordable tax increase. The County has been able to do this, despite significant revenue losses of over$5 million in OMPF and Ford property tax, through the use of reserves and measured tax increases over ten years. The 2015 operating surplus as well as future Payment-In-Lieu tax increases from the psychiatric hospital and the Greenlane site will allow for a 2.9%tax increase that is well below the previously planned 4% increase on the average home. In 2016, Council will continue several initiatives committed to in the 2015 Budget, including a new building for Terrace Lodge residents, investment in high speed fibre broadband, a Community Improvement Plan (CIP), and the replacement of a portion of Dexter Line. New service improvements for 2016 include added ambulance shift coverage in the east end to improve response times, financing the Health Recruitment initiative, and funding the Clean Water initiative. "Council's commitment to service is evident through the funding provided to programs and projects that are valued by the County's residents. These projects include everything from investment in infrastructure, to support of economic development, protection of the environment, and enhancement of health care services," said Elgin County Warden Bernie Wiehle. Highlights include: • An increase of Emergency Medical Services (EMS) hours to improve response times in the east end of the County with costs totalling $250,000 annually. • The County roads will receive $9.2 million in 2016 capital budget funding, with a further$99 million for the next nine years focused on timely investments in existing infrastructure to ensure the lowest possible lifecycle costs. The 2016 capital plan includes rehabilitation of Miller Road, relocation of Dexter Line, rehabilitation of Furnival Road, and resurfacing of Plank Road. • The purchase of$3.3 million of books for libraries over the next ten years as well as a $0.1 million annual lease increase for new Aylmer and Shedden libraries. r $40,000 grant to the Clean Water Initiative. • $75,000 in added funding for Health Recruitment to attract new doctors and nurse practitioners to the region. 2015 Library Usage Statistics Report The Library Coordinator presented a report outlining the 2015 library statistics and usage trends within the context of a five year analysis from 2011 to 2015, both for the system as a whole and for each of the ten library branches. Elgi<nCou>n.ty Topics of discussion include: active library users, circulation statistics (both physical and Library online usage), internet usage, and program statistics. Museum Advisory Committee Appointment Elgin County Council appointed Mr. Charles Jenkins of the Township of Malahide to serve on the Elgin County Museum Advisory Committee in the capacity of agricultural representative for a four-year term. The members of the Elgin County Museum Advisory Committee play an important role in supporting the operations of the Museum. Adding agricultural representation in 2016 will strengthen the Museum's ability to carry out its mission and mandate. No-Parking By-Law Amendment in Central Elgin County Council approved an amendment to No Parking By-Law No. 15-12 that would see no parking signs installed at the intersection of Sunset Road (County Road 4) and Warren Street (County Road 21) in Port Stanley in order to eliminate hazards posed by sightline restrictions. County Receives Provincial Funding for Miller Road The Ministry of Agriculture, Food and Rural Affairs has made a significant investment in Elgin's infrastructure through the Ontario Community Infrastructure Fund (OCIF). These funds will enable the County of Elgin and the Municipality of Dutton Dunwi to replace the road, curb, storm sewers, potable water, sanitary infrastructure, an sidewalks on Miller Road in Dutton/Dunwich (County Road 15). The roads system is the County of Elgin's largest infrastructure asset and it is important that the quality of this asset is maintained for current and future residents. Request uest to Increase Provincial Lon g-Term Care Funding At its meeting held on March 8, 2016, Elgin County Council voted to support a resolution from the Town of Northeastern Manitoulin and the Islands seeking support for the Province of Ontario to increase funding to long-term care facilities. Funding from the Ministry of Health and Long-Term Care has not kept pace with the increased costs to long-term care facilities. As the population of our community and the Province of Ontario ages, long-term care becomes increasingly complex and costly to provide. The increasing age of the average resident, the demands of dementia and mental health care, and ensuring facility standards are maintained, are only a fraction of the cost pressures facing long-term care facilities. The County of Elgin respectfully asked that the Ministry of Health and Long-Term Care consider the request to increase funding of long-term care facilities so that a superior quality of resident care can be maintained throughout the province. Call for Equitable Funding Formula At its meeting held on March 8, 2016, Elgin County Council voted to support a resolution from the Town of Carleton Place requesting that the Province of Ontario discontinue the use of the current infrastructure funding evaluation criteria and instead distribute all future infrastructure grants to all municipalities utilizing a fair and equitable formula. Municipalities who.have been fiscally prudent by planning for infrastructure maintenance with reserves have had their funding applications denied because net financial assets per household in their communities are considered to be too high. Municipalities who have incurred significant debt and put little consideration Into planning for the future are rewarded with repeated funding. The County of Elgin respectfully asked that the Ministry of Agriculture, Food and Rural Affairs reconsider the evaluation criteria to ensure a more equitable distribution of funding and to promote fiscal responsibility among municipalities. CARRIED Item#5 Business Arising from the Minutes: • 2016 Budget:The Arena Superintendent reported that the budget had been amended to include a more accurate amount for Hydra in 2016.Further that the numbers in the"Net Arena West Elgin"were not accurate as per the West Elgin Treasurer, nor likely are the numbers directly above that line. Item#6 Correspondence: No correspondence was presented. Item#7 New Business: • Ice out:The Arena Superintendent reported that the ice will be out on March 23 2016,just prior to the last week in March.The WESC had agreed to move their Gala to the Wednesday evening from the Saturday morning,thus creating a possible savings of$4000.00 for the Arena. • Hydro Costs:Discussions centered on the ever increasing costs of hydro within the arena.The board revisited the issue of solar panels on the roof,we discussed solar panels on the ground. Take out containers available from the Legion. • Midwest cannot encourage their members to participate in the parade without increasing their liability insurance, however all riders are covered under the municipality's liability insurance. • Car Show • Jim Dale(Blenheim)has our flyers to distribute to all the events he attends. It has been asked if there will be horse entertainment on Sunday for the participants of the car show to enjoy. Theresa approached Midwest about adding another day. • Ken Chaplin—MC's the Bothwell Old Autos Car Show, as well as other shows—is available to MC the car show along with music from Sam until the end of the day at a cost of$250.00.
