COUNTY COUNCIL MINUTES
Tuesday, January 26, 2016
The Elgin County Council met this day at the Administration Building at 9:00 a.m. with all
members present.

ADOPTION OF MINUTES

THAT the minutes of the meetings held on December 8 & 10, 2015 and January 12, 2016
be adopted.

DISCLOSURE OF PECUNIARY INTEREST AND THE GENERAL NATURE THEREOF
None.
DELEGATIONS
Alzheimer Awareness
Ms. Stacy Wraight, Public Education Coordinator, Alzheimer Society with a report about
Awareness Month, the mission of the Alzheimer Society in Elgin St. Thomas,
and the development of a dementia friendly community.

THAT the presentation titled from the Public Education Coordinator,
Alzheimer Society, dated January 26, 2015 be received and filed.

Bayham Deployment Review and Recommendation
Pauline Meunier, General Manager, Medavie EMS Elgin Ontario presented a report
updating Council on progress being made to meet targeted response times in the
Municipality of Bayham and is recommending several action items to further improve these
times.

THAT, in an effort to improve ambulance response times in the Municipality of Bayham and
to bring them closer to the Elgin County standard response time of 17 minutes and 30
seconds, the following actions are recommended:
1) Commencing on or before July 1, 2016, staffing of the Emergency Response Unit be
increased to 12 hours per day, five days per week (Monday to Friday); and,
2) That weekend staffing during peak periods (June to August) be introduced with 12 hour
shifts; and,
3) That the Land Ambulance budget be adjusted accordingly, estimated at approximately
$65,000 annually; and,
4) That this matter be reviewed 12 months following the implementation of the new hours.

Elgin Business Resource Centre Satellite Offices: Contract Renewal
Mr. Kevin Jackson, General Manager of the Elgin Business Resource Centre presented a
verbal report updating Council on the successes and activities of the Elgin Business
Resource Centre satellite offices in Aylmer and Dutton in 2015, and is requesting that
Council renew the funding contract for an additional three years.

dated January 26, 2016 be received and filed.

REPORTS
Elgin Business Resource Centre Satellite Offices: Contract Renewal General
Manager of Economic Development
The general manager presented the report recommending that Council renew the funding
contract with the Elgin Business Resource Centre to provide business counselling services
out of satellite offices in Aylmer and Dutton for an additional three years and with an
inflationary adjustment.

THAT the March 25, 2013, funding agreement between the County of Elgin and the Elgin
Business Resource Centre be renewed for another three years at a $5,000 increase each
year as described in the January 11, 2016 report.

Interest Free Loan Request for Belmont Library and Lease Revision Director of
Community and Cultural Services
The director presented the report recommending that Council consider a request from the
Municipality of Central Elgin for a $100,000 interest-free loan from the County to support
renovation costs to the Belmont Library.

THAT the County of Elgin enter into an agreement for a $100,000 interest-free loan re-
payable to the Municipality of Central Elgin within ten years in support of renovation costs
for Belmont Library according to the terms of the Branch Construction and
subject to review by the County Solicitor; and,
THAT the County Solicitor be authorized to amend the lease between the County of Elgin
and the Municipality of Central Elgin to incorporate 3,199 square feet of assignable space
for library use in the premises known as Belmont Library for the period February 1, 2016 to
December 31, 2022.

Change of Standing Representation on Elgin County Museum Advisory Committee
Director of Community and Cultural Services
The director presented the report recommending that Council replace a representative from
the IODE with a representative from the agricultural community on the Elgin County Museum
Advisory Committee.

THAT By-Law No. 05-44, as amended, a By-Law to Provide for the Operation of the
Elgin County be repealed and all amendments thereto in favour of consolidating
said amendment in a comprehensive by-law which also modifies the standing representation
on the Elgin County Museum Advisory Committee from one appointee on behalf of Elgin - St.
Thomas chapters of IODE to one appointee on behalf of the agricultural community in Elgin
County.

2015 Out-Of-Province Travel Director of Community and Cultural Services
The director presented the report summarizing out-of-province travel of staff and
Councillors in 2015. There were no out-of-province meetings or conventions in 2015.

Honorarium for Council Citizen Appointee to Green Lane Public Liaison Committee
(PLC) Chief Administrative Officer
The Chief Administrative Officer presented the report recommending that Council approve
an honorarium for the Green Lane Landfill Public Liaison Committee Appointee.

THAT the appointee to the Green Lane Landfill Public Liaison Committee be
granted a yearly honorarium, commencing in 2015, of $250 and said honorarium be
allocated from the Engineering Services budget.

Traffic Control Signals Servicing Agreement Deputy Director of Engineering
Services
The Director of Engineering Services presented the report recommending that Council enter
into an agreement with Guild Electric Limited to service all electrical control devices from
2016 to 2018.

THAT the County of Elgin enter into an agreement with Guild Electric Limited to service all
electrical traffic control devices for the period of January 1, 2016 to December 31, 2018;
and,
THAT the Warden and Chief Administrative Officer be authorized to sign the contract.

endorsement of resolution to encourage the provincial and federal governments to

THAT the Warden and Chief Administrative Officer be authorized and directed to sign a two
year lease agreement with the Alzheimer Society of Elgin-St. Thomas for Rooms #229, 232,
237-1, and 344; and,
THAT the lease start on May 1, 2016 for a lease rate of $15.55 per square foot for year one,
($18,026.50 annual payment), plus the HST, and $15.90 per square foot ($18,491.70
annual payment), plus the HST for year two; and the lease rate for Room #344 remain
constant at $300.00 annual payment.
