COUNTY COUNCIL MINUTES
Tuesday, April 12, 2016
The Elgin County Council met this day at the Administration Building at 9:00 a.m. with all
members present.

ADOPTION OF MINUTES

THAT the minutes of the meeting held on March 22, 2016 be adopted.

VON Services
Julie Simpson, Fund Development Coordinator and Jill Ouimette, Care and Services Manager
of VON Middlesex-Elgin Community Corporation with a video and PowerPoint presentation
outlining the various support services and usage statistics in Elgin County.

Delivering the 2016 Assessment Update
Amanda Macdougall, Regional Manager, Municipal & Stakeholder Relations MPAC with a
PowerPoint presentation updating Council on the 2016 Assessment, the updated assessment
notice, a new information website (www.aboutmyproperty.ca), and a Municipal Connect tool that
allows municipal staff to look at preliminary assessment numbers.

2015 Year in Review - Childrens Services Division
Elizabeth Sebestyen, Acting Director of St. Thomas-Elgin Ontario Works and Irma Pedersen,
Services Supervisor with a PowerPoint presentation updating Council on the
organizations activities in 2015 and its objectives for 2016.

Medavie EMS Elgin Ontario 2015 Annual Report
Pauline Meunier, General Manager of Medavie EMS Elgin Ontario with a PowerPoint
presentation about activities in 2015. The presentation included call volumes,
response times, and plans for 2016.

REPORTS
Award of Tenders Cold In-Place Recycling with Expanded Asphalt Material, Hot Mix
Asphalt Paving, Microsurfacing, Granular Shouldering, Culvert Sliplining and Lewis
Drain Culvert Replacement Deputy Director of Engineering Services
The Deputy Director presented the report recommending that Council award the tenders for the
six aforementioned projects.

THAT Roto-Mill Inc. be selected for the Cold In-Place Recycling with Expanded Asphalt Material
(CIREAM) Tender, Contract No. 6200-16 at a total price of $1,132,675.00, inclusive of a
$50,000 contingency allowance and exclusive of H.S.T.; and,
THAT Walmsley Bros. Ltd. be selected for the Hot Mix Asphalt Tender, Contract No. 6220-16 at
a total price of $2,455,244.00, inclusive of a $50,000 contingency allowance and exclusive of
H.S.T.; and,
THAT Duncor Enterprises Inc. be selected for the Microsurfacing (Type 3) Tender, Contract No.
6250-16 at a total price of $499,680.70, inclusive of a $25,000 contingency allowance and
exclusive of H.S.T.; and,
THAT Armstrong Paving & Materials Group Ltd. be selected for the Granular A Shouldering
Tender, Contract No. 6250-16B at a total price of $142,181.00, exclusive of H.S.T.; and,
THAT Birnam Excavating Ltd. be selected for the Culvert Sliplining and Culvert Replacement
Tender, Contract No. 6290-16-04 at a total price of $260,058.04, exclusive of H.S.T.; and,
THAT Aar-Con Excavating be selected for the Lewis Drain Culvert Replacement Tender,
Contract No. 6290-16-02 at a total price of $170,270.00, inclusive of a $15,000 contingency
allowance and exclusive of H.S.T.; and,
THAT the Warden and Chief Administrative Officer be authorized to sign the contracts.

County Council 3 April 12, 2016
No-Parking By-Law - Revised Deputy Director of Engineering Services
The deputy director presented the report recommending that Council adopt the revised
No-Parking By-Law. The By-Law has been revised to ensure its accuracy and that wording is
clear and consistent.

THAT the No Parking By-Law (By-Law No. 15-12) be rescinded; and,
THAT the attached No Parking By-Law (By-Law No. 16-11) be adopted; and,
THAT the OPP be provided with a copy of the revised by-law.

Transfer of Wonderland Road to the County of Elgin Director of Engineering Services
The director presented the report informing Council of the Township of request to
transfer Wonderland Road to the County of Elgin and requesting permission to investigate the
matter further.

THAT the report titled of Wonderland Road to the County of from the Director
of Engineering Services, dated March 21, 2016 be received and filed; and;
THAT County staff provide a more comprehensive report to Council indicating the implications
of the transfer to the County of Elgin.

Proposed New Facility for Shedden Library - Progress Report Director of Community
and Cultural Services
The director presented the report updating Council on the progress to-date of a new facility for
the Shedden Library.

THAT the report titled New Facility for Shedden Library Progress from the
Director of Community and Cultural Services, dated March 30, 2016 be received and filed.

Draft Plan Approval of Subdivision Owner: Abraham and Emma Peters - Country View
Estates Phase 2Manager of Planning
The manager presented the report providing Council with information required to grant draft
plan approval to Plan of Subdivision (Country View Estates Phase 2) in the Municipality of
Bayham.

Seconded by Councillor Wolfe
THAT the Council of the Corporation of the County of Elgin grants draft plan approval to
Abraham and Emma Draft Plan of Subdivision (Country View Estates Phase 2) in the
Municipality of Bayham (North Hall) File No. 34T-BA1501; and,
THAT staff be directed to provide notice of this decision, subject to the conditions for final
approval, in accordance with the Planning Act.

Revised Public Health Budget for 2016 - ImplicationsChief Administrative Officer
The Chief Administrative Officer presented the report seeking direction on how to
proceed with payments to Elgin St. Thomas Public Health in light of its revised budget numbers.

THAT staff be directed to implement Option One of the report titled Public Health
Budget for 2016 from the Chief Administrative Officer, dated March 17, 2016.

CORRESPONDENCE
Items for Consideration
1. Theresa Levschuk, Executive Assistant to the Director, Thames Valley District School Board,
with available dates for County Council to meet with Thames Valley District School Board
and London District Catholic School Board.
2.
Township of Malahide with resolution requesting reinstatement of program funding sufficient
to provide transportation to any student that requires such transportation to participate in the
(Addendum Item)
East Elgin Secondary School Co-Operative Education Program.

OTHER BUSINESS
Statements/Inquiries by Members
Councillor McWilliam made comment regarding the on-going wind turbine situation in Dutton-
Dunwich.
Councillor Martyn inquired about the recycling practices of the Elgin County Administration
Building. The Director of Engineering Services will circulate this information to Council.
Councillor Mennill inquired about funding for the Terrace Lodge rebuild. The Chief
Administrative Officer informed him that the County has not yet received word from the province
regarding this funding but that the Countys application for provincial funding has been accepted
as complete.
