WHEREAS recent polling, conducted on behalf of the Association
of Municipalities of Ontario indicates 76%of Ontarians are
concerned or somewhat concerned property taxes will not cover the
cost of infrastructure while maintaining municipal services, and 90%
agree maintaining safe infrastructure is an important priority for their
communities;
AND WHEREAS infrastructure and transit are identified by
Ontarians as the biggest problems facing their municipal
government;
AND WHEREAS a ten-year projection(2016-2025)of municipal
expenditures against inflationary property tax and user fee
increases, shows there to be an unfunded average annual need of
$3.6 billion to fix local infrastructure and provide for municipal
operating needs;
AND WHEREAS the$3.6 billion average annual need would equate
to annual increases of 4.6% (including inflation)to province-wide
property tax revenue for the next ten years;
AND WHEREAS this gap calculation also presumes ail existing and
multi-year planned federal and provincial transfers to municipal
governments are fulfilled;
AND WHEREAS if future federal and provincial transfers are
unfulfilled beyond 2015 levels, it would require annual province-
wide property tax revenue increases of up to 8.35%for ten years;
AND WHEREAS Ontarians already pay the highest property taxes
in the country;
AND WHEREAS each municipal government in Ontario faces
unique issues, the fiscal health and needs are a challenge which
unites all municipal governments, regardless of size;
NOW THEREFORE BE IT RESOLVED that this Council supports
the Association of Municipalities of Ontario in its work to close the
fiscal gap; so that all municipalities can benefit from predictable and
sustainable revenue,to finance the pressing infrastructure and
municipal service needs faced by all municipal governments.

14. 2016 Ontario West Municipal Conference-Friday December 2,2016.
The Deputy Clerk requested confirmation from Council as to who would be
attending the 2096 Ontario West Municipal Conference in London. All of Council
confirmed attendance.
15. Request for Support-Township of Brudenell, Lyndoch and Raglan-
Ontario's Intensive Therapy Funding/Services for Children with Autism;

WHEREAS Autism Spectrum Disorder is now recognized as the
most common neurological disorder affecting 1 in every 94 children,
as well as their friends,family and community; and
WHEREAS Applied Behaviour Analysis(ABA) is the scientific
process based on objective evaluation and empirically based
interventions used to achieve meaningful,generalizable and
enduring behavioural change. Intensive Behavioural Intervention
(IBI)is an application of the principles of ABA in an intensive setting
used to affect behaviour change and improvement; and

WHEREAS the current waiting list of children for Intensive
Behavioural Intervention (IBI) is over 2,000 and more than 13,000
children await Applied Behaviour Analysis; and
WHEREAS the are two service models for affected children to be
treated, 1)the Direct Service Offering (DSO)where children receive
services directly from trained staff at Ontario's nine regional service
providers, and 2)the Direct Funding Offering (DFO)where parents
receive funding directly in order to purchase services; and
WHEREAS the DFO model to provide services is used in Alberta,
British Columbia and imminently in Saskatchewan. Such a model is
clinically rigorous and has been identifies by the Auditor General of
Ontario as being less expensive then Ontario's DSO model;
THEREFORE BE IT RESOLVED THAT a letter be sent to the
Honourable Tracey McCharles, Minister of Children and Youth
Services;Alexander Bezzina, Deputy Minister; Honourable Eric
Hoskins, Minister of Health; and Honourable Kathleen Wynne,
Premier of Ontario, requesting the Province to:
1. Amend its policy to one that will allow all children on
the current waiting list to receive the IBI services
promised them; and
2. Remove the age limit for IBI therapy and replace it
with a program that provides ongoing IBI services
based on need and individual development, not age;

and
3. Ensure oversight by professionals and parents based
in `development progress' criteria and milestones;and
4. Adopt a Direct Funding Offering (DFO)model in lieu
of the current Direct Service Offering(DSO);
AND FURTHER THAT a copy of this resolution be forwarded to the
Township of Brudenell, Lyndoch, and Raglan.

The Mayor called the meeting to order at 10:00 a.m.
The Planner gave a summary of the proposed amendment as follows:
The purpose of the Zoning By-law Amendment application is to rezone the subject lands
from General Agricultural (Al) to Site-Specific General Agricultural (A1-5) to permit an
additional use on the property that being a non-addiction wellness facility focused on
equine care. There will be a total of ten residents and staff members initially residing in
the existing single detached dwelling on the property, with the potential to build an
expansion on to the existing dwelling to house a maximum of 24 residents and staff
members.All existing Al Permitted Uses will continue to be allowed on the property.
The subject lands are situated on the north side of Johnston Line,within the geographic
Township of Aldborough. The lands are legally described as South East Part of Lot 11,
Concession 2 Western Division (being Part 2 on RP 11R-5784) and known municipally
as 22678 Johnston Line.
The subject lands have an area of 22.27 ha (55.03 ac.), a depth of 778.35 m (2,553.64
ft.)and a frontage of 333.06 m (1,082.72 ft.)along Johnston Line. The parcel contains a
single detached dwelling, horse barn and riding arena. The parcel will be serviced with a
new private water well and new private septic system. The location of the subject lands
are on the attached Key Map.
PLANNING CONCLUSIONS:
The application has been assessed for appropriateness with regard to existing policy
and the impact of the proposal on the surrounding land uses. The application is
consistent with the Provincial Policy Statement and conforms to the County of Elgin
Official Plan and the Municipality of West Elgin Official Plan.

AGENCY CIRCULATION:
The application was circulated to the applicable public agencies for comment and to all
neighbouring property owners within 120 metres of the properties; no concerns were
raised.
DISCUSSION:
The Mayor gave the members of the public present the opportunity to speak.
Bruce Carroll asked if there would be a written guarantee that this property would not
become an addiction centre in the future.
The Planner answered this question by saying that this property was given a Site-
Specific Zone that only allows for non-addiction facility uses. Any change of use would
require a separate rezoning application in which a public meeting would be required and
neighbouring property owners would be notified and have the opportunity to speak
before Council before Council makes a decision about any change of use.
Mr. Carroll also inquired about the septic system.
The Planner mentioned that the septic system will be required to have to a permit that is
approved by the Ontario Building Code, and if the septic system required becomes
something outside of what the Ontario Building Code will permit, it will require the
consent of the
Minist ry of Environment.
The C.A.O.-Clerk stated that the(Al-5)definition given is very specific so if the property
was to become an Addiction Facility,the property owners would be in contravention to
the Municipality of West Elgin's Zoning By-law.
Kevin Webber informed Council of his plans for the property. He explained that there is
a real need for Post Dramatic Stress Therapy for First Responders. This facility is very
specific to meeting these needs and Mr.Webber confirmed that they have no desire to
run an addiction centre. They plan on using equine care and traditional therapy
methods, healthy eating and exercise as part as of the wellness centre.
Councillor Wolf asked the Planner what recourse the municipality would have for
violators of the zoning by-law.
The Planner explained that the municipality would have the By-law Officer much like any
other non-conforming property enforce the Zoning By-law.
Mr. Webber also mentioned that problems involving addiction immediately results in a
termination of their session and it may have big consequences for participants. Clients
will be referred to the facility by different government entities including municipal,
provincial and federal law enforcement,fire, and ambulance agencies.
The Mayor and Council welcomed the Webbers to West Elgin.

Replacement tags are - $15.00
Provided that service dog owners can provide proper documentation to municipal
staff, it is the request of staff that the Municipality of West Elgin waive the dog
tag fee and issue a dog tag at no charge to the service dog owner.

business deduction for family-run campgrounds in Canada.
Recent decisions by your department have assessed some campgrounds as a"specified investment
business" and as a result are not eligible for the small business tax deduction. This decision has placed
campgrounds in the same category as apartment buildings, mobile home parks and other full time
residential complexes however family-run campgtounds.are seasonal businesses that must close during
the winter,and easily fall.below the five full-time equivalent(FTE)'employee threshold.
I request your review of.the attached,an explanation of these recent decisions and your assistance
ensuring that family-run campgrounds are not assessed in the same category as apartment buildings.

On behalf of the Rodney Aldborough Agricultural ,Society I would like to extend our sincere
thanks for your generous support of the 2016 Rodney Fair Truck&Tractor Pull. The pull was
one of the best we've presented. A great turn out of pullers and an excellent track supplied us
the ingredients for a fantastic show. The out of field class was a great addition to the evening,
and along with the street legal trucks provided some good local entertainment for spectators.
The loss of our midway caused a sharp decline in our attendance for the weekend, including
the evening of the pull. This, along with a soggy Saturday delivered us a challenging weekend
financially. Despite these adversities we are working hard to rebound for 2017.
We acknowledge and truly appreciate the support of our many donors. You not only assist the
fair financially, but also contribute with your attendance, and often volunteerism at the fair. We
hope that we can count on your continued support of our event going forward. The fair has been
a landmark event in the community for 162 years, and we hope that we can make it a viable
attraction for generations to come!

On Saturday, October 29h The Rodney Lions club will be hosting the
Portrait of Honour at the Rodney Community Centre from 2 to 4p.m.
The Portrait of Honour is a 40' x 10' oil painting featuring 158 Canadian
Soldiers, Sailors and Aircrew who have lost their lives in Afghanistan.
The original painting hangs in Ottawa.
The artist, Dave Sopha, is adding to the Portrait one poppy petal for each
Canadian who has fallen since the First World War.
The purpose of the Portrait of Honour is to thank those who have lost
their lives and to their families, as well as to show that they will not be
forgotten and did not die in vain.
Mr. Sopha would like to help educate Canadians and have us remember
the sacrifices that our brave men and women in the Canadian forces make
each and every day. Also to show our troops how proud we are of them
and the work they do around the world and here at home.
We, the members of the Rodney Lions Club, wish to invite you to come
and view this moving painting in advance of Remembrance Day. The 1st
Canadian Army Veterans Motorcycle club will also be there.
Admission is free. Any donations will be used to help Mr. Sopha with
insurance, travel expenses, paint and supplies as the traveling portrait will
soon need to be replaced.

increased transparency and shared understanding of property assessments. With this in mind,
AboutMyProperty has been redesigned to offer enhanced information for farm and business
property owners.
• Market trends for farms and business properties will be available on the
AboutMyPropertyTm home page as Property Assessment Notices are mailed in October.
• Using a secure login, property owners can view a copy of their Property Assessment
Notice, detailed information about farmland, commercial, industrial and farm
structures, and the valuation information for their property and neighbouring properties

Union Gas Limited applied to the Ontario Energy Board to change its natural gas rates
effective January 1,2017.
A portion of the change is set using a formula previously approved by the Ontario Energy
Board for the period 2014-2018.The formula is tied to inflation and other factors intended
to promote efficiency.
Some customers are also impacted by Union Gas Limited's proposal for a new Customer
Managed Service for new and existing Union South Rate T2 customers. Union Gas
Limited's application also includes the implementation of the Union North Cost Allocation
and Rate Design and the Parkway Delivery Commitment Incentive,both of which were
previously approved by the Ontario Energy Board.
If the application is approved,an average residential customer of Union Gas Limited would

Ministers Announce Consultations on the Scope and Processes of the
Ontario Municipal Board
Recently the Attorney General, the Honourable Yasir Naqvi, and the Minister of Municipal Affairs,
the Honourable Bill Mauro, announced a plan to consult on possible changes to Ontario Municipal
Board to improve efficiency and accessibility.
The role and functioning of the OMB has been subject to a number of reviews in past years. Yet
concerns about its role in relation to the municipal governments' responsibilities in land use
planning decisions continue. As part of the review, the Province is consulting on possible changes
to the OMB that, if adopted, would:
• Give more weight to local and provincial decisions.
• Support alternative ways to settle disputes.
• Allow for more meaningful and affordable public participation at the Board.
• Bring fewer municipal and provincial decisions to the OMB.
• Support clearer and more predictable decision making.

In anticipation of this review, in June 2016, AMO adopted a report entitled, "OMB Reform:
Maturing Roles Discussion Paper". In addition, AMO has prepared a Quick Guide to the
consultation to assist you and your council should you wish to participate in this review (links

AMO'S GUIDING PRINCIPLES FOR IT'S REVIEW WORK
1. Municipalities are a mature order of government. They have taken on a more rigorous role in
land use planning over the years. This requires a transformation of the OMB's roles and
procedures.
2. The planning process in Ontario has been and should continue to be public and democratic.
However, the Board has not kept up with the intent of legislation to recognize and respect
the municipal decision making role and this needs to be reinforced.
I Should there be a situation where the OMB believes it needs to supersede municipal
decisions, then it must ensure fair and equitable participation by local community members,
and that decision-making processes include the public.

REVIEW OBJECTIVES
There is an undeniable need to address why the existing authorities and powers of the OMB have
not been fully implemented. We have moved the yardsticks in the past but the outcomes remain
almost the same. This review has to be more substantive with demonstrable outcomes.
Stability in the land use planning environment is essential for local viability. The planning process
must make space for local goals expressed in planning documents. Scoping the authority of the
OMB so official plans or secondary plans are indeed considered `official' needs to be firmly
established.
Given the substantial amounts of time and money that are spent by all parties in appeals a move
toward efficiency is vital. Administrative practices, transparency and accountability can be vastly
improved.
ACTION
AMO supports this discussion and encourages municipal participation. Reforms to the OMB scope
and process can improve the efficiency and effectiveness of municipal planning in Ontario.

Provincial legislation and Hydro One's strategy regarding hydro costs was discussed at
a recent Grey County standing committee meeting. At the October 4, 2016 Council
session, resolution SSC70-16 was endorsed as follows:
WHEREAS there is inequity between the cost of hydro for rural residents as
compared to urban residents due to higher distribution charges;
AND WHEREAS this practice targets and negatively affects rural residents,
especially those who are already unable to pay for the high cost of hydro;
NOW THEREFORE BE IT RESOLVED THAT the County of Grey request the
Province to re-evaluate the structure of hydro in terms of access and
delivery and implement structural changes to address the unfair practice of
charging more for delivery for rural residents;
AND THAT this resolution be circulated to all municipalities in the Province
of Ontario as well as Ontario Small Urban Municipalities (OSUM) and
Association of Municipalities of Ontario (AMO).

This fall, a parliamentary committee will be consulting with Canadians.on postal service and the options
identified by a task force in phase 1. The committee will make recommendations to the government by
year's end. The government expects to announce its decisions about Canada Post in the spring of 2017.
You may be interested to know that the options identified by the task force include major changes to the
moratorium on post office closures in rural and small towns. The task force suggests"updating"or
"refreshing"the moratorium.It outlines the cost savings that could be achieved by converting to franchises

Public review on future of Canada Post
Whereas Canada Post announced drastic cutbacks to our public postal service in
December 2013, including plans to end home mail delivery in our country.
Whereas there was a huge public outcry in response to the cutbacks and stiff opposition
from most federal parties, including the Liberal Party,which promised to halt the
delivery cuts and conduct a review of Canada Post, if elected.
Whereas the delivery cuts were halted and our Liberal government is currently
conducting a Canada Post Review,which started earlier this year with an independent
task force to identify options for the future of postal service in this country.
Whereas a parliamentary committee will hold e-consultations and meetings in various
locations across the country on postal service and the options that have been identified by
the task force and then make recommendations to the government on the future of
Canada Post.
Whereas it will be crucial for the parliamentary committee to hear our views on key
issues, including the importance of maintaining the moratorium on post office closures,
improving the Canadian Postal Service Charter, adding postal banking, greening Canada
Post,keeping decent post office jobs in our communities,preserving daily delivery,

This session of the West Elgin Recreation Committee was called to order at 1900 with the
following members present:Joe Seman, Doug Staddon, Grace Blanchard,Jennifer Blanchard,
Ken Neil and Recreation Superintendent Jeff Slater, and Jonathan Wolf.

❖ Pickle Ball:The Recreation Superintendent indicated that he was having difficulty
reaching the people that wanted to run the program.Apparently he was using the
wrong telephone number.The.number was corrected and he will be contacting the
proper people.

❖ Council request for information regarding matting at the beach: Presented and kept for
reference at future council meetings.

❖ Christmas Decorating Contest: members discussed the upcoming Christmas Decorating
Contest.

The West Elgin Recreation Committee hereby resolves to support the Christmas
decorating Contest for 2016.The contest shall include three categories: Traditional,
Inflatable, and Griswald Spectacular.The contest will close December 16 2016, with the
judging taking place December 16 2016, after dark. The judges for Christmas Decorating
2016 will be Recreation Committee members Jennifer Blanchard, Grace Blanchard, and
Recreation Superintendent Jeff Slater.The prizes will be a $ 50.00 gift certificate/pre-
paid Visa Card, one for each division.

❖ Trillium Grant: The Recreation Superintendent explained to the Committee members
that there will be a meeting Held November 3 2016 at 7 pm at the Rodney Recreation
Center regarding possible County Wide Trillium Grant Application. More details will
follow and be explained at this information session.
•S Public Skating Flyers:The Recreation Superintendent presented the schedule of Adult
Skating,Tots Skating, and Public Skating, mostly for information purposes.There was
also information included regarding the New Year's Eve skate December 31St 2016.
❖ Matting at the Beach: Information was presented regarding the possibility of installing
matting at the beach that would enable people using assistive devices to access the
water at the beach, and travel over the sand. Information was also discussed regarding
wheel chairs that are beach accessible.These wheel chairs have balloon tires that would
allow them to cross over the sand at the beach.
❖ Flooring at The Recreation Center Meeting Room:The Recreation Superintendent
presented a sample of a flooring product that he is acquiring quotes to have installed at
the Recreation Center.The flooring is rubber based and is specifically designed to be
installed in multi - purpose rooms.The concern is that the existing painted surface is
deteriorating and the cost of re doing the epoxy paint is too expensive for the longevity
that the product has.The rubber flooring will last significantly longer,and will also have
an insulating effect.
❖ Arena Wall of Fame: Member Ken Neil initiated discussion regarding having James Dunn
picture included on the wall of Fame at the arena.James has accomplished a great deal
with respect to sledge hockey, making then Ontario Team. The members agreed and the
picture will be included.
