The Elgin County Council met this day at the Administration Building at 2:00 p.m. All members
present except Councillor Wolfe (ill) and Councillor Currie who arrived at 2:03 p.m.

Ed Ketchabaw, President, Elgin Federation of Agriculture with a presentation vog the EFA's
concerns regarding the results of the 2016 reassessment of farmland for property tax purposes
and requesting that Council reduce the tax ratio for farmland properties.

Seconded by Councillor Mennil
THAT the presentation titled "Farm Assessments and Taxes" from the President of the Elgin
Federation of Agriculture be received and filed.

The director presented the report explaining the impact of the 2016 MPAC reassessment on
farmland properties and the rationale for recommending that the tax ratio for farmland property
be maintained at 25%.

[he Chief Administrative Officer and Director of Financial Services presented a PowerPoint on
the fiscal outlook for 2017 in advance of budget preparation. The presentation included
highlights and efficiencies for 2016, upcoming cost pressures, and big ticket items for 2017.
Cost pressures include continued reductions in the Ontario Municipal Partnership Fund
(OMPF), increasing demands from the LHIN, and Hydro increases among other things. Big
ticket items for 2017 include the re -development of Terrace Lodge, a new museum project,
SWIFT Broadband project, Elgincentives CIP, funding for the Elgin Clean Water Program, and
the costs associated with the transfer of Wonderland Road.

Councillor McWilliam recognized Patrick Brennan from the West Elgin Chronicle for his
dedication to covering local news events and wished him well in his retirement. Warden Jones
also congratulated Patrick Brennan and wished him well.
Councillor Marr expressed his concerns regarding County representation being removed fro
the Hospital Board and inquired as to whether Council supported a letter being sent from the
Warden to express this concern formally. Warden Jones, Councillor Wiehle, and Councillor
Martyn also expressed their concerns regarding this matter. I

THAT the Warden be directed to send a letter to the hospital board to express disappointment
regarding how County representation was removed from the board and asking for better
communication in the future.

The Director of Human Resources was instructed to follow the direction provided by Council
regarding the CAO recruitment process at the meeting held on January 10, 2017.
