This portion of the Council meeting was held in the Rodney Fire Department
training room (adjacent to the main administration building).
The C.A.O.-Clerk went through the proposed 2017 Port Glasgow Trailer Park
Budget including operational and capital costs. Although not a Public Meeting,
Council permitted questions from those in attendance about the 2017 Budget
itself before putting any resolutions forth.
Council thanked everyone for coming and continued its Council meeting back in
Council Chambers in the Municipal Office.

associated with carbon taxes and carbon tax credits,to accrue any carbon

municipalities,to the Municipality in which the land is situate, rather than to
the property owner.

Conservation Land Tax Incentive Program, and Provincial

programs by having to provide the services to these lands without

AND WHEREAS certain lands, such as vacant forested or cleared
lands, may be eligible for carbon tax credits;
AND WHEREAS the benefit of a carbon tax credit may, at no
expense to the Province, defray some or all of the costs to Ontario's
municipalities for servicing tax exempt land;
THEREFORE BE IT RESOLVED THAT the Corporation of the
Municipality.of West Elgin respectfully requests the Premier,the
Minister of Finance and the Legislature,when considering the
policies associated with carbon taxes and carbon tax credits,to
accrue any carbon tax credits applicable to tax-exempt private
properties within Ontario Municipalities,to the Municipality in which
the land is situate, rather than to the property owner;

RECOMMENDATION:
Receive and File
INTRODUCTION:
Monthly report for February 2017
DISCUSSION:
1. Crews kept busy with winter operations during the first 2 weeks of
February, but then spring like conditions returned mid-month and no
additional winter maintenance was required during the remaining 2 weeks.
2. Staff continued with dead tree removal as weather permitted. All stumps
along county roads left from tree removal last fall were ground down.
Grindings will be removed and/or levelled by municipal staff shortly.
3. A rental arm mower was used during the month to remove brush from
behind guiderail and steep ditch banks where tractors cannot cut. All
county roads were done first and municipal roads were started mid-month.
4. Lack of frost has allowed for spot grading of gravel roads to repair
potholes and areas where spring break up are occurring. It is important to
note that 'half load' weight restrictions start March 15t and staff, along with
police, will be watching for offenders.
5. Crews repaired erosion damage around the Green Drain where it crosses
Silver Clay Line. They removed old concrete and replaced with clay soil,
then covered the bank with geotextile and installed gabion stone.
6. Additional work carried out in February included pothole patching,
sweeping of intersections and sign reflectivity inspections.

SUBJECT: Recreation Monthly report
RECOMMENDATION:
That Council receive and file the Recreation Superintendents report.
INTRODUCTION:
1- We have not heard back from the Blue Flag Panel as of yet regarding the
award of the Blue Flag for West Elgin in 2017.
2. The Ice will be coming out of the arena just before the end of March,
most of our ice contracts end after the March Break. The Arena Board is
offering a reduced price, 'f price on Day Ice Rentals for the March Break,
8 am until 5 pm. The Ice schedule is filling in nicely. Public Skating has
been scheduled for March 14, 17, and our regular session on Sunday the
19th all from 1 pm until 3 pm.
3. The damaged filter has been removed from the pool. We are waiting on
some technical advice as to whether or not that unit needs to be replaced
to keep the pool up to Health Standards.
4. The Pickle Ball program continues to be well attended and hopefully once
the snow birds return there wilt be even more people in attendance.
5. The advertisements are on line regarding summer employment for the
Municipality; the advertisement appeared in the paper this past week and
will run for the next week as well.

SUBJECT: Pumper Truck report and proposal for West Elgin Council
RECOMMENDATION:
THAT Council authorize the purchase of two Fire Pumpers for the West Elgin
Fire Department from Metalfab Limited in the amount of$ 371, 070.10 (Three
hundred and seventy one thousand, seventy dollars and ten cents. ) per pumper
truck, plus applicable taxes.
INTRODUCTION:
Every active firefighter on the West Elgin Fire Department has had an
opportunity to have input into the construction of the Pumpers for the
Department. Some of their ideas could not be included due to budget
considerations. The end result is a functional truck that will serve the Fire
Department of West Elgin well, and help protect the residents of West Elgin.
Companies that manufacture Fire Apparatus were invited, specifically and
publically to submit a proposal based on the provided specifications. A two part
Request for Proposal: Part one having the specifications for the truck, Part two
having the sealed bid or price of the truck.
The Specifications were then reviewed and the trucks were ranked based on the
established criteria, without consideration of price at this point.
The top three ranked manufacturers were Metalfab Limited, Dependable
Emergency Vehicles, and Rosenbaur Fire Apparatus. All three had a score of 70
in the preliminary scoring.
Once the value for the pricing was awarded, the lowest price receiving the
highest number of points, the very same three manufacturers were in the top
three.
The top three manufacturers after the points were awarded for price were: 1)
Metalfab, 2) Rosenbaur, 3) Dependable Emergency Vehicles, in that order,
lowest to higher.

As indicated on the enclosed table, Technical Analysis and Evaluation of the
Submitted Proposal, The Metal Fab Pumper was the lowest tender, at
$ 371,070.10.
As indicated in the Evaluation form there was one submission from a company
using a Custom Chassis, which did come in approximately $ 138,000.00 over the
price of the proposed Commercial Chassis,
The Metalfab Apparatus scored the highest in the overall evaluation and
subsequently is the recommended Apparatus.
The scoring system implemented by our CAO worked very well. Although some
were frustrated due to not knowing the proposed cost of the trucks, in the end it
created an unbiased recommendation to West Elgin Council.

Mandatory 5 Year Septic Inspections
Dear Mr Ballard,
I am wetting to you to express strong opposition to Proposed Ontario Building Code
Change B-08-09-03 which would require septic systems to be inspected every five
years. The Township agrees that Inspecting septic systems and regular pumping
maintenance are reasonable and desirable goals. In fact the Township has a mandatory
septic inspection program for cottage properties on seven of its lakes whose Lake
Association members have requested this program.
However, Tay Valley Township Council is concemed that 5 years is an arbitrary target.
There is also concern that a simple pump out does not address maintenance issues.
Five year pump outs will simply result in moving sewage from one location to another.
The alternative of testing the tanks acid judging the level of sludge present would result
in a more evidence based approach reflecting actual conditions. It should include
inspection of the septic system components(e.g.,filters and baffles)which would
address nutrient management, therefore,the longevity of the system would increase as
the leaching field would be maintained.
Tay Valley Township Council has many questions about implementation:
• Where will the septage be taken for disposal?
* Where is there capacity for disposal?
• Will Tay Valley Township have to create capacity?
• Has the Ministry of Housing or Ministry of Environment and Climate Change
done a capacity analysis for septage treatment by some type of catchment area,
e.g. Lanark County or other smaller area?

• Who will bear the costs?There are cost implications for residents. What
happens when people can't afford the pump out`?Will grants or loans be
available?
Will infrastructure funding from the province for package plants(communal septic
systems)?
There are also coat implications for municipalities and/or the septic office.or Public
Health Unit to verify pumping is occurring. Unless MAH creates an app for verification
by the pumpers to send to the Townships,the Mississippi Rideau Septic System Office
estimates it will require at least'/a.Full Time Equivalent position to monitor the
paperwork and track or enforce compliance. Money spent an tracking compliance would
be better spent as a no-interest loan to replace septic tanks or pay for the pump out.
In summary,the Township is opposed to mandatory septic pump orris on a 5 year
arbitrary time frame rather than an evidence based approach through testing sludge
levels. The Township is further opposed to mandatory septic pump outs until a more
comprehensive implementation strategy has been identified by the province and agreed
to by the Township.

Dear Premier Wynne
At its meeting of Friday, February 17, 2017 the Council of the United Townships of Head,
Clara & Maria discussed and passed the following resolution questioning the need for
regulations being imposed on small rural Ontario, this time concerning the need to have
septic systems pumped every 5 years. This legislation is extremely arbitrary and fails to
take many, many variables into consideration, least of all the financial burden on rural
Ontario seniors. This Council supports the position taken by Reeve Kerr of Tay Valley
Township enclosed for your information.
Council respectfully requests your consideration of its position and requests continued
consultation with rural Canada when making decisions which ultimately affect each and
every one of us.

I am writing to express our Municipality's very serious concerns about the proposed change, B-08-
09-03, to the Ontario building code and to ask that you have this change rescinded.

Most of rural Ontario and much of small town,urban Ontario use septic systems. The variables
affecting the need to pump out a septic tank are quite numerous.Those who operate their systems
carefully can go for many more years than five without pumping the septic tank because the
variables are in their favour.This proposed change in these cases is fixing sgmethivag that is not
broken. Creating regulation to force people to pay for a redundant,unnecessary service is
incomprehensible.
The proponent of this change has completely missed the appreciation of how much administrative
burden this is placing on rural Ontario. Many rural Municipalities have no bylaws regarding the
maintenance of septic systems because there is no need to do so as there is virtually no indication of
harm being caused. To clearly illustrate just one part of the administrative burden,we have included
a"story"called a day in the life of a building inspector that indicates just some of the magnitude of
the difficulty of trying to enforce this redundant change.
In our Municipality of 238 full time residents, the I smallest in the Province, we average one to
two"new builds"annually. The building permit fees for these"new builds"pay for a significant
portion of our contract building inspector's time. How does the Province expect us to pay for the
disproportionately excessive administrative burden this proposed change would create?
Many Municipalities have septic tank pump out bylaws that address potential problem areas with
malfunctioning septic systems and the need for these bylaws have been driven by local
circumstance to address local potential problems and not by any universally applied directive from
the Province. In many cases,the drivers of these regulations are cottager associations, conservation
authorities, and Municipalities who are acting to preserve lake and river water quality and they have
done so of their own accord and not by any regulation from the province.

Premier Wynne in the legislature on Dec 16th declared a".respect for municipal government"and at
the recent ROMA conference ministers' forum on Monday January 30th,has indicated a realization
that"one size fits all legislation"does not always work in rural Ontario.
Minister Mauro, you have an opportunity here to demonstrate what the Premier has said and you
can do so by withdrawing this proposed change.
The AMCTO has just released a report on"bearing the burden"that illustrates the ever rising
administrative costs to Municipalities.
Proof of this ever increasing burden can be found in our tiny Municipality.We have no choice but
to increase the size of our Municipal office to accommodate increased staff that is necessary to
reply to the Province's demands.
Minister Mauro,we beg you,please rescind this proposed change at your earliest opportunity. Rural
Ontario simply can not afford this redundant administrative burden,

WHEREAS the Ministry of Municipal Affairs and Housing has proposed a change
to the Building Code, B-08-09-03, requiring mandatory five year septic tank
pump out and records retention by the owner;
AND WHEREAS that same change requires Municipalities to administer and

Municipalities;
AND WHEREAS the change document fails to identify any transfer of Provincial
funding to offset these downloaded costs;

systems especially near waterways;
AND WHEREAS the majority of homeowners pump out their septic tanks on a
regular basis whether regulated to or not;
AND WHEREAS there are many more important issues on which to spend
taxpayer's money than "enhancing" maintenance on existing functioning
systems;
AND WHEREAS adequate legislation already exists to correct malfunctioning
systems;
AND WHEREAS Premier Wynne stated on Monday, January 30th, 2017 at the
ROMA conference that the Province recognizes that'one size fits all" solutions
do not always work in rural Ontario;
THEREFORE BE IT RESOLVED THAT the Council of the United Townships of
Head, Clara, and Maria does hereby request the Honorable Bill Mauro, Minister
of.Municipal.Affairs, to rescind proposed Building Code change B-08-09-03;
AND FURTHER THAT a copy of this resolution is sent to the Honourable
Kathleen Wynne, Premier of Ontario, the Honourable Bill Mauro, Minister of
Municipal Affairs, Mr. Patrick Brown, Leader of the Progressive Conservative
Party, Ms. Andrea Horwath, Leader-of the New Democratic Party, and all
Members of Provincial Parliament in the Province of Ontario.
AND FURTHER THAT a copy of this resolution is sent to the Association of

Re: Conditions for private wells and septic systems
On behalf of the County of Elgin Land Division Committee, I am writing to advise that
the Committee has been receiving inconsistent comments about private wells and
septic systems on lots to be severed for residential purposes. In this regard, the Land
Division Committee would like to have all local municipalities provide a standard
condition in cases where a new lot is being created containing a residence on private
services. Suggested wording for the proposed condition would be as follows:
"Written confrm7afion from the municipality that the existing private sewage system is i
located entirely within the boundaries of the lot to be created and that such system
complies with all required setbacks from lot lines."
As well, the band Division Committee requests that all municipalities provide
confirmation that such private services (septic systems and wells) are operating
satisfactorily. Such confirmation could include a copy of a recent water well inspection
for quality and quantity and a report from the municipal Chief Building Official confirming
the satisfactory operation of a private septic system.

At its last regular meeting held on February 22, 2097, the Council of The Corporation of
the Municipality of Thames Centre enacted the following resolution:
"WHEREAS, Automated External Defibrillators are used to treat sudden cardiac
arrest and have been proven to be life-saving during the waiting time period for
emergency services;
AND WHEREAS, for every minute a person in cardiac arrest goes without being
successfully treated by defibrillation, the chance of survival decreases by 7
percent in the first, and decreases by 10 percent per minute as time advances
past 3 minutes;
AND WHEREAS, Andrew Stoddart, a 15 year old boy, passed away while
playing soccer in Kintore, Ontario, an AED on site may have increased his odds
of survival. Andrew's Legacy Foundation has currently purchased 22 AEDs for
across Oxford County, including all three elementary schools in Zorra Township;
AND WHEREAS, Thames Valley District School Board has yet to put together a
policy for having AED's in place in all, or any, of their public elementary and

Strategy for a Waste-Free Ontario: Building the Circular Economy
Released
On March 1St, the Minister of Environment and Climate Change Glen Murray released the Strategy
for a Waste-Free Ontario: Building the Circular Economy. The Strategy is intended to serve as a
road map to shift Ontario towards a circular economy and a zero-waste future.
On January 30, 2017, AMO jointly submitted comments with the City of Toronto, the Municipal
Waste Association (MWA), and the Regional Public Works Commissioners of Ontario (RPWCO)
to the Ministry on the Strategy.
Key issues for municipalities that are outlined in the Strategy are:
• New legislation makes Producers fully responsible for end-of-life management of designated
products and packaging. Municipal governments have traditionally played a key role in
waste diversion programs. The most notable has been the Blue Box program where
Regulation 101194 of the Environmental Protection Act requires a municipality with
population over 5,000 to provide Blue Box collection services. Under the new legislation,
the Province has limited the role of municipalities to a "potential service provider" to
Producers in the management of their designated materials.
• Wind-up and transition of existing diversion programs for Blue Box, Municipal Hazardous
and Special Waste, Waste Electrical and Electronic Equipment, and Tires to the Resource
Recovery and Circular Economy Act. Regulations will be developed for each of these
programs.
• The Organics Action Plan intends to ban food waste from disposal in 2022 and may also
create new revenue opportunities with increased demand for renewable natural gas.

What is Walk for Values?
This is a walkathon which was started in the town of Malvern,ON.,in 20o3 by the Parent Council of the Sathya Sal
School of Canada,a private elementary school,registered with the Ontario Ministry of Education.The school's thrust
is Education in Human Values,where the staff,parents,students and volunteers all focus on integrating human values
into the regular curriculum.
In 2004,this Walk became a national event being conducted annually in the cities of Ottawa,Kingston,Toronto,
Saskatoon,Winnipeg,Edmonton,Calgary,and Coquitiam where representatives from Vancouver,Surrey,and
Abbotsford join together with the City's Teddy Bear Parade.In 2007,it continued at Dundas Square,in downtown
Toronto and in 2007,it also became international when it was done in Australia in 5 major cities on a national scale.
Today it has spread over 4 continents in 30 major cities across the world.This is the little Walk that grew from just
over 3000 walkers in Malvern in 2003 to over 5000 participants in 2olo at Yonge-Dundas Square,the heart of
downtown Toronto,growing by the end of 2014 to an annual international event covering 29 major cities in 4
continents and counting!Since 2013,this Walk is being conducted from the prestigious Nathan Phillips Square,at
Toronto City Hall.
This Walk is aimed at raising awareness of the importance of practicing positive values at helping in the eradication of
violence,bullying,drugs,crime,disrespect and greed in our society. The uniqueness of the event is that it is not a
fundraiser. Rather,each participant resolves to make the community richer by pledging to practice a value of his or
her choice. In this way,it is a"walk of love"aimed at making our city,one citizen at a time,richer in our commitment
to human values as a first step towards raising our social conscience.
Mission Statement
"Walk for Values"is a walk designed to raise awareness of Human Values and to promote individual and collective
responsibility for the progress of humanity,one step at a time.
Vision Statement
A non-monetary,non-denominational event,this unique initiative,based on the five basic universal human values of
Truth,Right Conduct,Peace,Love and Non-violence,is part of a global drive to seed human consciousness with
timeless affirmations such as hope,kindness,patience and honesty,along with other positive values deemed integral
to the sustenance and survival of mankind.
It calls for an honest self-examination from all its participants who identify areas for personal growth and pledge to
practice associated values not only for self-transformation but also collectively for social,environmental and global
reformation.
The Ob'ective of "Walk Values"
The objective of the"Walk for Values"is to give members of the community,participating organisations and students
a clearer understanding of the importance of a values-based life.Basic Human Values of truth,right conduct,peace,
love and non-violence have been on the decline in our communities and our nations.We can see this in the daily
reports in the newspapers,radio and TV news broadcasts.Guns,violence and drugs have infiltrated our streets,our
communities and our families.By doing nothing we contribute to the increase of this decline.As responsible citizens,
we simply must do something about it.This WALK is an opportunity to fulfil that responsibility in a positive way by

WHEREAS the MMAH has proposed a change to the Building Code, B-08-09-03, requiring
mandatory five year septic tank pump out and records retention by the owner;
AND WHEREAS that same change requires Municipalities to administer and enforce this
change;
AND WHEREAS the change document falls to identify the administrative costs to Municipalities;
AND WHEREAS the change document fails to identify any transfer of Provincial funding to
offset these additional downloaded costs;
AND WHEREAS the majority of homeowners pump out their septic tanks on a regular basis
whether regulated to or not;
AND WHEREAS there are many more important issues on which to spend taxpayer's money
than "enhancing" maintenance on existing functioning systems:
AND WHEREAS adequate legislation already exists to correct malfunctioning systems;
THEREFORE BE IT RESOLVED THAT Council of the Township of McNab/Braeside encourage
the Ministry of Municipal Affairs to take our concerns very seriously with regards to the proposed
change to the Building Code B-08-09-03 and to ask that this proposed change be rescinded;
AND FURTHER THAT this resolution be sent to the Minister of Municipal Affairs and mousing,
John Yakabuski, MPP, all rural Ontario municipalities, all northern Ontario municipalities,
NOMA, ROMA, the City of Ottawa, the Rural Mayors Forum of East n Ontario and circulated
to all municipalities in Renfrew County for support.

In regard to the above noted issue, attached please find a resolution from the Township of
Killaloe, Hagarty and Richards. As outlined In the resolution, our Council is vehemently opposed
to the additional cost and responsibility that will result from this unnecessary amendment to the
Ontario Building Code.
Your attention to the concerns outlined In our resolution would be greatly appreciated, and we
look forward to your reconsideration of this legislation which, if passed In its present state, will

AND WHEREAS, Andrew Stoddart, a 16 year old boy, passed away while
playing soccer in Ki:ntore, Ontatio, an AED on site may have increased his
odde of survival. Andrew's Legacy foundation has currently purchased 22
AEDs for across Oxford County,:i1nduding all three elementary schools in
Zorra Township;
AND WHEREAS, Thames Valley listrict School Board has.yet to put together
a policy for having.AED's in place In all,or any, of their public elementary
and secondary schools;
THEREFORE BE IT RESOLVEQ THAT the Township of Zorra requests that

am writing to you on behalf of 2884 West Elgin Army Cadets. We are requesting the use of the
arena for the following dates in May.

We are looking to use the arena for the weeks leading up to our annual review. In past years we

Aaron Susz,Grisswald Spectacular,Angela Wrobei Inflatable,and Theda Wilks Traditional.All
were presented with the gift certificate that night.
• Pickle Ball:The sport of Pickle Ball continues to row in West Elgin.We have had to set up an
additional net to accommodate the number of players.
• Outdoor Rink,As indicated the boards have been removed and the weather just was not
conducive to creating and sustaining an outdoor rink this winter.

• Canada Day/Canada 150:The Recreation Committee Inquired as to what was happening with
Canada Day and the fireworks.The Recreation Superintendent will contact Ann Smith as Canada
Day is her responsibility.
• Optimist Run:The Annual Optimist run will be held on May 14 2017.The run format will be
basically the same as 2016.There was some consideration to making changes,just not his year.
Member Ken Neil indicated that the club/organizers were going to be at a minimum this year
so any help would be greatly appreciated.
