The Elgin County Council met this day at the Administration Building at 9:00 a.m. Councillor Martyn (ill) regrets. Warden Jones in the Chair. CORRESPONDENCE Council considered correspondence from the Township of Malahide recommending the appointment of Jim Jenkins as one of Malahide's representatives on County Council. This Council position was left vacant as a result of the recent passing of Councillor Mike Wolfe. Moved by Councillor Marr Seconded by Councillor Currie THAT at the request of the Township of Malahide and in accordance with Article 13 of the Minister's restructuring order, Mr. Jim Jenkins be authorized to replace Councillor Mike Wolfe as one of Malahide's representatives on County Council, commencing on April 11, 2017 and terminating upon the end of the current Council term; and, THAT the correspondence from the Township of Malahide be received and filed. - Carried. OATH OF OFFICE Councillor Jenkins took the Oath of Office, administered by the Chief Administrative Officer. The Councillor then took his seat on County Council. REPORTS Terrace Lodge Long Term Care Home Redevelopment Update — Chairman Terrace Lodge Redevelopment Building Committee The Director of Homes and Seniors Services presented the report updating Council on the progress of the redevelopment of the Terrace Lodge Long Term Care Home in regards to the project schedule, peer review of the schematic design, and the Request for Expression of Interest (RFEI) for repurpose options for the current Terrace Lodge facility. County Council Moved by Councillor Marr Seconded by Councillor Mennill April 11, 2017 THAT the report titled "Terrace Lodge Long Term Care Home Redevelopment Update" from the Chairman of the Terrace Lodge Redevelopment Building Committee, dated March 14, 2017 be received and filed. - Carried. Ontario Ministry of Citizenship and Immigration Funding Update — Economic Development Coordinator The coordinator presented the report informing Council that Elgin County was awarded a grant of $75,000 from the Municipal Innovation Fund; Innovative Immigration Initiatives by the Ontario Ministry of Citizenship and Immigration. Elgin County Economic Development will partner with the YWCA to use the funding to develop a protocol for fielding inquiries related to the new Welcome to St. Thomas -Elgin Portal as well as identifying and addressing gaps for hiring internationally trained immigrants to fill work gaps in the County. Moved by Councillor Currie Seconded by Councillor Ens THAT the report titled "Ontario Ministry of Citizenship and Immigration Funding Update" from the Economic Development Coordinator, dated March 27, 2017 be received and filed. - Carried. Connect to Innovate RFP Results — Manager of Information Technology The manager presented the report informing Council that the RFP seeking partnerships in order to apply for funding through the Connect to Innovate Program has closed and that Packetworks responded to the RFP with a proposal to build backbone fibre infrastructure from Dutton to Wallacetown. Staff is recommending that Council provides a letter of support for Packetworks. Moved by Councillor McWilliam Seconded by Councillor Currie THAT County Council provide a letter of support to Packetworks for their Connect to Innovate funding application. - Carried. Provincial Offences Administration (POA) Facilities — Provincial Offences Administration Supervisor The supervisor presented the report providing Council with an update on negotiations with the Ministry of the Attorney General (MAG) regarding additional POA courtroom space. The report recommended that Council authorize staff to enter into negotiations with MAG for per diem courtroom usage for lengthy trials or emergency situations. Moved by Councillor Marr Seconded by Councillor Mennill THAT staff be directed to enter into discussions and negotiations with Ministry of the Attorney General (MAG) for per diem courtroom usage; and, THAT staff evaluate the facility needs for Provincial Offences Administration (POA) for both function and security and provide recommendations to Council once the outcomes of POA Modernization are known. - Carried. County Council 3 April 11, 2017 Landfill Tax Ratio from Province and 2017 Budget By-law — Director of Financial Services The director presented the report informing Council that the Province had issued the landfill tax ratio allowing for Elgin to adopt its budget by-law. With the establishment of the new landfill class, MPAC has moved two local municipally owned landfills in Dutton Dunwich and West Elgin from the exempt class into the new landfill class. The landfill ratio would unfairly penalize these municipalities that previously have not paid taxes on these properties; therefore, staff recommended that Council grant relief on the full portion of the County property taxes on landfills in the municipalities of Dutton Dunwich and West Elgin. Moved by Councillor Mennill Seconded by Councillor Wiehle 1. THAT the large industrial class be chosen as an optional property class. 2. THAT the multi -residential ratio be reduced to 1.9999 to avoid provincially imposed levy restrictions; and, 3. THAT the municipalities of Dutton Dunwich and West Elgin be granted relief on the full portion of the County property taxes on the landfills that these municipalities use for local resident waste. 4. THAT the 2017 tax ratios for the County of Elgin set out on Schedule "A", attached hereto and forming part of this by-law, be approved and adopted by Council. 5. THAT the 2017 budget of the County of Elgin set out on Schedule "B", attached hereto and forming part of this by-law, which incorporates estimates for revenue and for expenditures be approved and adopted by Council. 6. THAT the 2017 tax rates for the assessment in each property class set out in Schedule "C", attached hereto and forming part of this by-law, be approved and adopted by Council. - Carried. Homes — West Elgin Community Health Centre (WECHC) Meals on Wheels (MOW) Contract — 2017-2018 — Director of Homes and Seniors Services The director presented the report recommending that Council authorize staff to sign a contract for Meals on Wheels services with the West Elgin Community Health Centre for the 2017-2018 year. Moved by Councillor Currie Seconded by Councillor Mennill THAT the current price of West Elgin Community Health Centre Meals on Wheels increase to $6.60 for regular portions and $3.30 double portions for the 2017-2018 contract year; and, THAT Council authorize staff to sign the 2017-2018 Meals on Wheels contract with the West Elgin Community Health Centre. - Carried. Homes — Long -Term Care Service Accountability Agreement for 2017-2018 — Director of Homes and Seniors Services The director presented the report seeking Council authorization to sign the Long -Term Care Service Accountability Amending Agreement for 2017-2018 with the South West Local Health Integration Network. Moved by Councillor Ens Seconded by Councillor Jenkins THAT Council authorizes staff to sign the Long -Term Care Service Accountability Amending Agreement for 2017-2018 with the South West Local Health Integration Network for Bobier Villa, Elgin Manor and Terrace Lodge. - Carried. County Council April 11, 2017 Homes — Administration Policy Manual Review and Revisions 2017 — Director of Homes and Seniors Services The director presented the report recommending that Council approve revisions to the Homes Administration Policy Manual. Moved by Councillor Marr Seconded by Councillor Currie THAT Council approve the County of Elgin Homes and Seniors Services Administration Policy Manual review and revisions effective April 11, 2017. - Carried. Homes — Infection Control Policy and Procedure Manual — Director of Homes and Seniors Services The director presented the report seeking Council's approval of the Infection Control Policy and Procedure Manual. Moved by Councillor Ens Seconded by Councillor Wiehle THAT Council approve the County of Elgin Homes and Seniors Services Infection Control Policy and Procedure Manual review and revisions effective March 31, 2017. - Carried. Homes — Long -Term Care Homes Quality Improvement Plan (QIP) — 2017-2018 Submission to Health Quality Ontario — Director of Homes and Seniors Services The director presented the report informing Council that the annual Long -Term Care Homes Quality Improvement Plans (QIP) have been submitted. Moved by Councillor Currie Seconded by Councillor Mennill THAT the report titled: "Homes — Long -Term Care Homes Quality Improvement Plan (QIP) — 2017-2018 Submission to Health Quality Ontario" from the Director of Homes and Seniors Services dated April 11, 2017 be received and filed. - Carried. Countv Road #54 — Boundary Road Aareement — Director of Enaineerina Services The director presented the report informing Council that the boundary road agreement for County Road #54 between Elgin and Oxford Counties has expired and a new agreement is required. Moved by Councillor Mennill Seconded by Councillor Jenkins THAT the Warden and Chief Administrative Officer be directed and authorized to sign the agreement once approved by the County Solicitor. - Carried. Reduced Speed Zone and Community Safety Zone By -Law Amendments — Deputy Director of Engineering Services The deputy director presented the report summarizing amendments to speed zone and community safety zone by-laws. County Council Moved by Councillor Marr Seconded by Councillor Currie April 11, 2017 THAT By -Law 17-11, being a by-law to authorize speed limits, and By -Law 17-12, being a by-law to designate Community Safety Zones be adopted; and, THAT the OPP be circulated a copy of these by-laws. - Carried. Opening Date for Southwold Township Library. Shedden — Director of Community and Cultural Services The director presented the report informing Council that the Southwold Township Library, Shedden will open April 25, 2017 for use by the public. Moved by Councillor Currie Seconded by Councillor Wiehle THAT the report "Opening Date for Southwold Township Library, Shedden" from the Director of Community and Cultural Service, dated March 23, 2017 be received and filed. - Carried. Uparades to Countv Website to 2019 — Director of Communitv and Cultural Services The director presented the report to Council seeking authorization to engage in activities that would result in a new version of the County's website to be launched as soon as fall 2017. Moved by Councillor Ens Seconded by Councillor Mennill THAT staff be authorized to utilize commercial content management software for the creation of the next generation of the County website subject to the terms and conditions outlined in the report "Upgrades to County Website to 2019" dated March 15, 2017; and, THAT a contract position be created to facilitate the necessary work to re -develop the County's website; and, THAT all associated costs, including wages and software, be contained within the approved budget of $43,510 for the period April 1, 2017 to December 31, 2019. - Carried. Tender Award — Elgin County Heritage Centre Construction — Director of Community and Cultural Services The director presented the report recommending that Council award the tender for the Elgin County Heritage Centre to Elgin Contracting and Restoration. Moved by Councillor Mennill Seconded by Councillor Jenkins THAT Elgin Contracting and Restoration be selected for the Elgin County Heritage Centre Construction Project, Contract No. 2790-16-07 at a total price of $893,000 exclusive of H.S.T.; and, THAT the separate prices noted in the report be added to the contract at a total price of $44,000 exclusive of H.S.T.; and, THAT additional funding required in the amount of $46,100 be re -allocated from the surplus from the Brooks Bridge Replacement project, Project No. 62901701; and, THAT the Warden and Chief Administrative Officer be authorized to sign the contract - Carried. County Council 6 April 11, 2017 The Warden took a moment to recognize Mike Baker, Curator of the Elgin County Museum for the work that went into the Centennial Commemoration for Ellis Sifton and the Vimy Lecture that was held at St. Peter's Anglican Church in Tyrconnell on April 9, 2017. The event included the unveiling of a new headstone for Ellis Sifton, with a full pipe band in attendance. The Ellis Sifton Victoria Cross (part of the Museum's collection) was on hand for the event. The turnout was excellent and the event well organized. Council recessed at 10:03 a.m. and reconvened at 10:15 a.m CORRESPONDENCE Items for Consideration 1. Geoff Hogan, Executive Director, Southwestern Integrated Fibre Technology Inc. (SWIFT) seeking execution of the Municipal Capital Funding Agreement for Elgin County to contribute their portion of the Initial Costs of Phase 1 of the SWIFT Network project in the amount of $527,793. 2. Michael Andrews, President, Packetworks seeking a one-time grant of $10,000 or more from Elgin County to support their Connect to Innovate (CTI) program application. 3. M. Casavecchia-Somers, Chief Administrative Officer, Township of Malahide notifying Council of the appointment of Rosemary Kennedy as the Malahide representative to the Elgin County Land Division Committee. The following recommendation was adopted in regard to Correspondence Item #1: The Chief Administrative Officer cautioned Council about the risks associated with signing this agreement. It has not been indicated how many points of presence will be in Elgin nor has it been determined what will happen to Elgin's contribution if no local telecommunications companies bid on the project. There is also no indication as to when these projects might begin in Elgin. There are many municipalities that are signing and some are contributing while others are waiting to sign the agreement when the business plan has been developed and the RFPs are done. Signing this contract constitutes a leap of faith on the part of Elgin County. Moved by Councillor Mennill Seconded by Councillor Wiehle THAT the Corporation of the County of Elgin approve the execution of the Municipal Capital Funding Agreement for Elgin County to contribute their portion of the Initial Costs of Phase 1 of the SWIFT Network project in the amount of $527,793; and, THAT a letter of concern be issued along with the expected contribution towards Phase 1. - Carried. OTHER BUSINESS Statements/Inquiries by Members Councillor Marr requested that staff investigate and bring forward a report regarding the modernization of Council Chambers to improve issues of sight lines for the media and members of the public in the gallery. Councillor Currie informed Council that the Town of Aylmer had an update from Spriet and Associates regarding putting the Aylmer Library in the East Elgin Community Complex. A resolution has been passed to create a committee to study the options provided and come back with recommendations. The Town will likely be asking for County input on this committee. Background: The purpose of this report is to notify Council of a resident survey currently underway in St. Thomas and Elgin County in connection with the development of an Elgin St. Thomas Age - Friendly Community Plan, and to encourage Council and the community to get involved in this project. When completed later this year, the Plan will provide an assessment of the current status of services available to older residents of St. Thomas and Elgin County, as well as an action plan to ensure that policies, services, and structures related to physical and social environments support and enable older residents to lead health, active lives and stay involved in their communities. The study will focus on the eight World Health Organization (WHO) domains for age -friendly communities, including 1. transportation 2. housing 3. social participation 4. respect and social inclusion 5. civic participation and employment 6. communication and information 7. community support and health services 8. outdoor spaces and buildings. The first phase of the study is a needs assessment, currently underway. Consultants David Sheridan and Deb Ballak of Shercon Associates have scheduled several community focus groups 28 1 29 with seniors and their families across the City and County during April and May. Interviews with key stakeholders have begun. Service Provider surveys have been completed. Public questionnaires are available at libraries, recreation centres, and municipal offices, or can be completed on-line on the Elgin St. Thomas Public Health website at ww .el �inhealth.on.ca, the City of St. Thomas website at www.stthomas.ca, and the County of Elgin website at www.el�incounty.ca. The public is encouraged to submit a survey before May 24. Phase 1 will culminate in a Community Forum and planning session on Monday, June 5 from 9 a.m. to 1 p.m., with lunch provided, at the Public Health building, 1230 Talbot Street, St. Thomas, at which the consultants will share the results of the needs assessment and engage participants in shaping the new Age -Friendly Community Plan. BACKGROUND: The Clean Water Act, 2006 was approved by the province as a result of the contaminated water tragedy in Walkerton Ontario in 2000. Source Protection Plans have now been approved across the Province. These plans include policies to protect municipal drinking water supplies from land uses that may be a risk to them. The Province provided one-time funding to qualifying municipalities to assist in the implementation of Source Protection Planning as mandated by the Clean Water Act. Elgin County received $38,567 from the Source Protection Municipal Implementation Fund to help offset the associated costs. A portion of these funds ($15,000) are considered "collaboration funds" which were pooled with partner municipalities including Central Elgin, Malahide and Thames Centre to fund a comprehensive education, outreach and mapping program. The Kettle Creek Conservation Authority was engaged to carry out this work on behalf of the collaboration partners and the work is now complete. The remaining funds ($23,567) will be used for eligible activities under the Fund including updating County planning documents and incorporating Source Protection planning in Planning Act processes. County staff has spent a portion of the funds to -date to work with our partner municipalities and conservation authorities to better understand the County's role in updating its Official Plan to conform to local Source Protection Plans. The Source Protection funding, was in part, contingent upon addressing Source Protection planning across municipal boundaries. Middlesex and Elgin Counties share Source Protection Plans from the Thames/Sydenham and Lake Erie Region Source Protection Areas and the Belmont Wellhead Protection Area extends geographically into Middlesex. A joint Request for Proposal was issued by Middlesex and Elgin Counties in November 2016 to hire a consultant (MHBC Planning) to prepare planning documents for the County and local municipalities to implement policies of the applicable Source Protection Plan(s). (see map) Elgin County's portion of the costs are $11,750. 31 As stated above the Clean Water Act requires municipalities to amend official plans and zoning by-laws to conform to the Source Protection Plans. The consultant (MHBC) has prepared draft amendments to the County and local municipal Official Plans and Zoning By-laws along with supporting background reports which are now being reviewed by staff. While these are considered to be draft documents they will provide the County and its partner municipalities with the flexibility to implement these draft amendments at a future time, whether that is at the time of a five year review or as a stand alone amendment. By doing this work now the County and local municipalities will be better prepared for upcoming Official Plan Reviews which will require new policies on Source Protection. In addition, the work is being funded now through the Province's Source Protection Implementation Fund and this will reduce budgetary impacts on the County and its partner municipalities when official plans are being reviewed (five year reviews) in future. CONCLUSION: By working cooperatively with the County of Middlesex on this project, Elgin County and its local municipalities benefit from the deliverables of an experienced planning consultant and the funds from SPMIF are utilized in the most effective way. McDonald Manager of Planning Chief Administrative Officer 32 33 m/1"',. °ON%4 REPORT TO COUNTY COUNCIL FROM: Steve Evans, Manager of Planning DATE: April 19, 2017 SUBJECT: Parcel Mapping Maintenance Agreement between the County of Elgin and the Township of Malahide INTRODUCTION: This report will provide County Council with information required in order to consider entering into an agreement with the Township of Malahide for Parcel Maintenance and related GIS mapping services. DISCUSSION: The County of Elgin became a partner in the East Elgin Mapping Partnership in 2011. The other partners include the Township of Malahide, Town of Aylmer and the Municipality of Bayham. By entering this partnership the County of Elgin was able to gain access to web based mapping which has been updated to include SWOOP 2015 aerial imagery and a data sharing agreement that was helpful in producing mapping for the Elgin County Official Plan. In 2015 the County of Elgin on behalf of six of its local municipalities prepared an RFP for a Parcel Realignment and Correction Project through Van Harten Surveying and Engineering. The end product provided the County with an accurate ownership parcel layer which was aligned with SWOOP imagery. This mapping has been very useful to all local municipalities and has reduced the time to respond to property inquiries and fulfil mapping requests. It also allows the public to obtain mapping information independently which frees up staff time. In order to maintain the parcel layer the County has been using MPAC data which is provided through Teranet Enterprises Inc. The County has a subscription with Teranet to supply the data which is forwarded to the Township of Malahide GIS Department where updates to the parcel mapping layer are carried out on behalf of all County municipalities. Elgin agreed to a five-year subscription with Teranet at an annual cost of approximately $3,600.00. The subscription expires at the end of 2017. Recently the County requested a contract amendment with MPAC that would change the delivery agent from Teranet to the Ministry of Natural Resources and Forestry (MNRF). Through MNRF's mapping data warehouse, Land Information Ontario (LIO) the MPAC Ontario Parcel Data will be available at no cost to the County. Maintenance of the parcel mapping is very important to the integrity of the GIS mapping system that has been developed over the years in Elgin County. With this in mind it is now an appropriate time to engage the GIS department in the Township of Malahide in a formal agreement to maintain the County's parcel mapping and other related GIS services. The Township of Malahide has agreed in principle to take on the responsibility of parcel maintenance at an annual cost of approximately $3,000.00. Other related services would be subject to additional costs. 34 Given that the County will be ending its subscription with Teranet in 2017 the funds that will no longer be expended through Teranet can now be used to pay Malahide Township for the service. CONCLUSION: The Township of Malahide has agreed in principle to provide a parcel mapping maintenance service for the County at a cost that will not exceed the cost of the existing Teranet subscription. Based on the above the Manager of Planning is satisfied that the Township of Malahide is willing to enter into an agreement and capable of providing the Parcel Mapping Maintenance service for the County of Elgin. RECOMMENDATIONS: THAT the Council of the Corporation of the County of Elgin approves this report and agrees to have the Manager of Planning and the Director of Community and Corporate Services for the Township of Malahide prepare a draft parcel maintenance mapping agreement to be reviewed by the County Solicitor; and, THAT such agreement be brought back before County Council for consideration and approval. In 2014, the Share the Road Cycling Coalition found that nearly 600,000 people are on their bikes every day in Ontario. This statistic does not speak to the tourists that are on bikes, which would increase this number dramatically. The recent initiatives completed by the County of Elgin to develop cycle tourism have allowed the County to stay on track with Ontario's cycle tourism industry. In 2014, County Council approved the Cycling Master Plan which identifies designated cycle lanes throughout the County. One of the top objectives in 2017 for the Economic Development department is to expand on existing cycle infrastructure to enhance cycle tourism. The main goal is to attract more cycle tourists to the area to create a strong economic impact for the local community. In order to meet these objectives, the department will need to develop and enhance cycle tourism across the County. DISCUSSION: The Economic Development department is undertaking several initiatives to enhance cycling in Elgin County for tourists and residents. The current branding of Sunset Drive as the Whistlestop Trail is an important step towards building enhanced cycle tourism product in the County. This trail connects The City of St. Thomas to the County of Elgin with the potential to one day connect to London and attract more cycle tourism. County Council's approval of the Cycling Master Plan provides the department with the opportunity to brand the designated cycle lane on Imperial Road as a trail experience to be enjoyed by both local residents and visiting cyclists. Consequently, the department is in the planning stages of branding the cycle lane on Imperial Road, Highway 73, from Aylmer to Port Bruce. Branding would include a logo, signage and a video. This project would provide the opportunity for the County to work with the Town of Aylmer and Township of Malahide to complete this project. The HCP asked for suggestions as to how to further the committee's mandate using remaining trillium funds The Economic Development department also works closely with the St. Thomas Elgin Public Health Unit and is an active member of the Healthy Communities Partnership (HCP). In January 2017, the HCP approached the County of Elgin to provide recommendations as to how to further the committee's mandate using remaining Trillium funds. The Economic Development department saw a gap in cycle tourism product on the Whistlestop Trail, the Great Lakes Waterfront Trail and other cycle trails across the County. As a result, the remaining Trillium funds will be used towards the acquisition of 21 bike racks that East Elgin Secondary School and Parkside Collegiate Institute will design as a school project. These bike racks will be installed across Elgin to service the cycle routes mentioned and encourage cyclists to stop and spend their money at local businesses. The St. Thomas Elgin Public Health Unit also provided funding to purchase water stations for filling up water bottles in Port Burwell and Port Stanley in the Elgin County tourism kiosks. Upon receiving phase two Trillium funding later this year, the HCP will be looking to purchase bike repair kits and more water stations to serve the entire County. As a result of the cycle initiatives the department is currently working on, this fall the department will be applying for the County of Elgin to become a Bicycle Friendly Community. In August of 2010, the Share the Road Cycling Coalition, in Canada, launched the Bicycle Friendly Community program to recognize communities that actively promote and support cycling. There are currently 36 communities across Ontario that have been designated as a Bike Friendly Community. This program judges communities in five categories: engineering, education, encouragement, enforcement, and evaluation/planning. Communities that meet the requirements and standards of the five categories are awarded a diamond, platinum, gold, silver or bronze level. Those that are unsuccessful receive personalized feedback to improve and strengthen future applications. If the County of Elgin is successful in being awarded as a Bicycle Friendly Community, this would be the first of its kind for Ontario, as the only communities to be designated are urban cities such as Ottawa, Toronto, Guelph, Waterloo, London, etc. Moreover, being awarded as a Bicycle Friendly Community will help to recognize the County of Elgin as a community that is safe and welcoming to cyclists; thereby providing the opportunity to attract more cycle tourists to the community and create a positive economic impact. CONCLUSION: The County's Economic Development department is developing tourism product which will enhance the Bicycle Friendly Community application that will be submitted in the fall of 2017. Staff will keep County Council updated on the development of cycle initiatives and the status of the Bicycle Friendly Community application. DISCUSSION: The report (Appendix A) includes updates regarding the County's Investment Attraction, Business Development, and Tourism initiatives. Investment Attraction highlights the promotion of Elgin's employment lands and vacant facilities and includes information on the Dutton Business Park, realtor outreach, membership in the Ontario Food Cluster, and investment attraction tradeshows and events. The Business Development portion of the report summarizes the progress of the Elgincentives Community Improvement Plan in 2016, local workshops and events held throughout the year, the Ambassador Program, and the activities of the Elgin Business Resource Centre satellite offices in Aylmer and Dutton. The final section of the report touches on the various advertising and promotional activities undertaken by Economic Development in order to promote Elgin's superior quality of place to potential tourists. These activities include social media campaigns, websites, promotional videos, and promotional programs. These programs include Savour Elgin, The Elgin Arts Trail, Cruise the Coast Motorcycle Tourism, Cycle Tourism, Ports of Elgin, and Shop Elgin. The Economic Development Year in Review is sent electronically to a distribution list of approximately 4,500 recipients including local business owners, partner municipality staff and Councillors, and leads and contacts from tradeshows and conferences. In 2014, the report became an entirely digital document in order to be cost effective and environmentally friendly. CONCLUSION: The 2016 Year In Review communicates to local stakeholders, in a succinct way, the activities of the Economic Development department over the past twelve months. DISCUSSION: The STEAM Centre in St. Thomas is a collaborative space that provides access to technology and expertise in areas such as 3D Printing, computer coding and robotics based on science, technology, engineering, arts and math (STEAM). The Thames Valley District School Board and the City of St. Thomas are among the centre's partners. One of the services offered through the centre is an e -waste recycling program using a third -party provider called E -Green Recycling. The centre has successfully collected e - waste for several months on-site for commercial recycling, with the additional benefit of being able to re -purpose certain collected items for programming purposes at the centre. Elgin County Library staff have worked closely with the STEAM Centre on collaborative programming since its inception and are now proposing a partnership to extend the centre's a -waste program to selected library branches. Many county residents do not have a convenient option for the disposal of a -waste in an environmentally -friendly manner. This service would address this need without any direct cost to the library and without any appreciable impact on staff time. E -Green Recycling will provide the bins free of charge and will empty them as needed. The STEAM Centre will receive a portion of any revenue derived by E -Green through the recycling market which will then go towards supporting programs at the centre. An overview of the proposed program, including a description of the proposed bins and recommended locations, is attached to this report. Should Council approve moving ahead with this partnership, staff will contact municipal partners for permission to place the bins on library property. The STEAM Centre has not reported any issues with individuals dropping off unwanted garbage in the bins but this matter will be closely monitored. Staff have confirmed that the program can be discontinued immediately and the bins removed at no expense to the County should issues arise. CONCLUSION: Staff are proposing a partnership with the STEAM Centre in St. Thomas to provide e - waste recycling bins at County library branches. These bins will provide County residents with a convenient option for disposing of e -waste. This waste will either be sold through the e -waste recycling market, with a portion of proceeds going to support the STEAM Centre in St. Thomas, or may be repurposed as part of the centre's innovative programming. Staff feel that this partnership is mutually beneficial and are recommending that Council authorize proceeding subject to local approval. RECOMMENDATION: THAT Council hereby authorizes the installation of e -waste recycling bins at Elgin County Library branches in partnership with the STEAM Centre in St. Thomas subject to local municipal approval and subject to the terms and conditions contained in the report "E - Green Recycling Program at Library Branches" dated April 12, 2017. DISCUSSION: The following programs and partnerships have been fostered and developed by Elgin County Library during the period November 2016 to April 2017: Programs Youth Internship Program (YIP) — Elgin County Library was awarded funding for one internship position by Innovation, Science and Economic Development Canada through the Youth IT Internship program. The youth worker worked out of both the Aylmer Library and the Department of Information Technology to further activate the Maker Space in Aylmer and help support IT network upgrades. The position began in January and the internship term was successfully completed by the end of March. Major challenges persist with this program. Funding parameters and recruiting challenges are making it very difficult for the library to fully participate, effectively resulting in a substantial reduction to funding and the number of youth that can be employed compared to the former Community Access Program where as many as 8 youth workers were once hired. While staff continue to advocate on this matter through library channels, further advocacy by Council may be requested in the coming months. March Break 2017 — March Break kept branches animated with programs and community connections. This year 44 engaging programs saw 950 registered participants attending. Just a few of the dynamic offerings included a library themed escape room, March break mysteries, robotics, guest performers, programs to highlight board games and interactive program kits. March break always sees an influx of visitors to the branches as many patrons have connected with long standing programs such as the Port Stanley potato decorating contest. National Canadian Film Day — April 18th to April 20th. National Canadian Film Day was celebrated at branches across the County. This year the focus was on family films and saw a partnership with the Elgin Children's Network for the main event held at the Aylmer Theatre on April 19th. This national initiative is supported by "Reel Canada" which provides free screenings, and prizes to partnering organizations. 70 Maker Themed Programs — Interactive programs featuring robotics, circuitry, coding, sewing, knitting and 3D printing continue to bring in new and long-standing patrons to the library. Although Aylmer and Dutton branches host the library's official "Maker Spaces", purchases in program kits and technology have enabled mobile access to items for patron and staff use across the system. Partnership Updates Many community partners turn to Elgin County Library branches as "natural hubs" where the community gathers to access resources, build connections, and acquire valuable information about their community services. Elgin Children's Network — Participation in the Elgin Children's Network (ECN) continues to be an effective way to engage in organizational partnerships and have input into service planning for children and families in Elgin County. Currently, ECN has been tasked with supporting the new Ontario Early Years Centres transitional planning for Elgin County and St. Thomas that may see a new service delivery model and potentially new centers opening in 2018. Providing input into this process has enabled more coordination between agencies and increased collaboration when providing programs for Elgin's communities. St. Thomas Elgin Local Immigration Partnership (STELIP) — STELIP views local libraries as welcoming and valuable spaces for many of the newcomers they see moving to Elgin County. Recent meetings helped to identify resources that are available at branches for English as a Second Language students, and those needing additional tools to study for Canadian Citizenship tests. The annual "Moving Forward" event hosted by STELIP in March brought together many community members to celebrate diversity and cultural heritage. STEAM Centre — The STEAM Centre continues to be a valuable resource for training and digital support in St. Thomas and Elgin County. The centre has developed a partnership with the Thames Valley District School Board to run a project based credit program for high school students. Social Media Growth on all social media remains steady. From November to April, the library's Twitter account saw a 10.5% increase in followers from 647 to 717 with tweets viewed approximately 26,000 times. Facebook saw a 1.5% increase from 813 to 825 followers. Increased coordination between branches has enabled the library to be represented through one streamlined social media account which has allowed for more targeted channeling to specific demographics. For example, Instagram — a photo based form of social media - is being used to appeal to the 18-29 year old demographic. This report recommends to County Council that the loan be authorized. DISCUSSION/CONCLUSION: County Council has approved a "Library Branch Construction Policy" that contains provisions to support interest-free loans to municipalities that engage in the renovation, relocation or expansion of library facilities in the County. As Council is aware, the Township of Southwold recently completed the construction of a new library facility as part of the Keystone Community Complex. The total cost for this project is $871,000, with at least $700,000 of construction costs and architectural fees incurred by the Township to date. According to the terms of the policy, the Township is eligible for an interest-free loan of up to $100,000 payable over ten years to support construction costs. The attached correspondence confirms that the Township is requesting the full amount. Staff are satisfied that all required documentation as stipulated in the policy is in place for the loan to proceed. Provision for the loan has been included in the County's 2017 budget. RECOMMENDATION: THAT the County of Elgin enter into an agreement with the Township of Southwold for a $100,000 interest-free loan payable within ten -years in support of construction costs for Southwold Township Library, Shedden according to the terms of the "Library Branch Construction Policy" and subject to review by the County Solicitor. The province was imposing a levy restriction on the class for municipalities with a ratio above 2.0. To avoid the levy restriction, Council has chosen a ratio of 1.9999 starting in 2017. The province's Fair Housing Plan announced on April 20, 2017 is creating a mandatory New Multi -Residential property class province -wide. DISCUSSION: The ratio for the new class must be set between 1.0 and 1.1. Only properties with a building permit date of April 20, 2017 or later would receive this new coding by MPAC. It is not expected there will be any properties eligible for the new classification added to the roll for the 2017 tax year. The impact in 2018 is unknown, but it is likely to be minimal. Council will need to set a rate for the new class for the 2017 tax year, even though there are unlikely to be any properties in the class this year. County treasurers will discuss this topic in their meeting on May 10 and will return a recommendation for the new ratio to the next Council meeting. The province has provided no indication that the levy restriction on the existing multi - residential class will be modified to reduce the ratio below their current target of 2.0. However; one must question how long the province will be able to endure multi - residential properties being taxed at differing rates. RECOMMENDATION: THAT the County Treasurers provide Council with a recommended ratio for the New Multi -Residential property class. MTAG will also be used in other cases as they arise, and therefore it would be prudent to have an engagement agreement in place to formalize the relationship. The purpose of this report is to seek Council's approval for the Warden and Treasurer to sign an engagement agreement. DISCUSSION: In past years, when the municipal partners led the assessment appeals process on behalf of themselves and the County, MTAG was the consultant that was used. Starting with the pipeline appeal, the County is now the lead on all appeals. MTAG has been a good resource for the County and its municipal partners in defending the assessment base. Now that the County is the lead for the municipal partners, it makes sense for the County to formalize the relationship between itself and MTAG. The County solicitor has reviewed the attached engagement agreement and recommends that it be signed. Additional Services: From time to time, the County may request the Consultant's advice and assistance in areas beyond the Services. Any such additional work must be requested, in writing, by an authorized staff member of the County (herein after referred to as "County Staff'). Once requested by County Staff, the advice and assistance shall be provided by the Consultant to the County in that regard shall be deemed to be part of the Services. 4. MTAG will also be used in other cases as they arise, and therefore it would be prudent to have an engagement agreement in place to formalize the relationship. The purpose of this report is to seek Council's approval for the Warden and Treasurer to sign an engagement agreement. DISCUSSION: In past years, when the municipal partners led the assessment appeals process on behalf of themselves and the County, MTAG was the consultant that was used. Starting with the pipeline appeal, the County is now the lead on all appeals. MTAG has been a good resource for the County and its municipal partners in defending the assessment base. Now that the County is the lead for the municipal partners, it makes sense for the County to formalize the relationship between itself and MTAG. The County solicitor has reviewed the attached engagement agreement and recommends that it be signed. Once requested by County Staff, the advice and assistance shall be provided by the Consultant to the County in that regard shall be deemed to be part of the Services. 4. Compensation: Compensation for the Services will be on an hourly fee basis at the following rates: Senior Consultant $250 to $275 / hour Support Staff $50 to $75 /hour Plus Disbursements (a) The hourly fee rates stated above may change from time to time. In the event of a change in the hourly rates the Consultant will provide to the County a revised rate schedule at least sixty (60) days before such rate increases are effective. (b) The Consultant may engage legal representation and/or advice on the County's behalf in order to support the Services, provided the consent of Municipal Staff is obtained. (c) The County agrees to pay all fees and expenses charged by any lawyer / law firm retained by the County as contemplated by this Agreement. 5. Billing: (a) Harmonized Sales Tax (HST) shall be charged by the Consultant on the Services and the expenses in accordance with Federal and Provincial tax statutes. (b) The County shall pay the amounts due the Consultant on the said invoices within 15 days after receipt thereof. 6. The current contract will expire on December 31, 2017. The existing contract with Medavie can be extended twice with a term of three years for each extension, by mutual agreement. Staff is recommending a three year extension to the contract with Medavie beginning on January 1, 2018 until December 31, 2020. DISCUSSION: The current contract for land ambulance services with Medavie can be extended for an additional three years, with written notice from Medavie, by mutual agreement. Written notice from Medavie has been received and staff has had several meetings with Medavie to discuss the contract extension and financial terms. County staff is satisfied with the service that has been provided by Medavie and recommends extending the contract for an additional three years. The amending agreement will not have a material change. The changes are reflected in the schedules and most importantly in the financial schedule (Appendix A, attached). It is expected the increases will be comparable to the rate of inflation over the next three years. Furthermore, the amending agreement between both parties has been approved by the County Solicitor. CONCLUSION: The current four year contract with Medavie will expire on December 31, 2017. Written notice from Medavie was received by the County requesting an extension of three years, which can occur through mutual agreement. This report details the steps taken with a recommendation to award a new two (2) year contract with options to renew for three (3) additional years. DISCUSSION: A Request for Proposal for Laundry Services for Elgin County Homes was issued in early March and closed on March 30, 2017. A total of four (4) proposals were received. An evaluation committee consisting of the 3 Managers of Support Services and the Director of Homes and Seniors Services was created to review the four proposals. The committee members individually scored each proposal based on the following criteria that were listed in the RFP: ➢ Understanding of the requirements and clarity of response; ➢ Demonstrated ability to provide the required services; ➢ Sales/Service support; ➢ Quality control; ➢ Proven record in successfully providing similar services in a Long Term Care Home environment; ➢ Environmental initiatives and other innovations; ➢ References indicating previous experience; and, ➢ Total cost of the service. The scores were combined and Brite Healthcare Laundries, the County's current service provider, was identified as the recommended service provider. The proposal submitted by Brite Healthcare Laundries was the highest scoring proposal and also offered the lowest overall cost. The anticipated cost increase (per kg) from the previous contract is containable in the 2017 operating budget. CONCLUSION: Brite Healthcare Laundries has been providing laundry services to the County for over ten years. Approvals, design and construction of new long term resource recovery and disposal capacity will take several years so the City has begun work on a Resource (Recovery, Strategy and Residual Waste Disposal Strategy to determine the most appropriate long term resource recovery and disposal methods. Four Counties Health Services By -Law No. 17-15 "BEING A BY-LAW TO AUTHORIZE THE EXTENSION OF A CONTRACT WITH MEDAVIE EMS FOR THE PROVISION OF LAND AMBULANCE SERVICES IN ELGIN COUNTY" WHEREAS Section 5(3) of the Municipal Act, S.O. 2001, Chapter 25 as amended grants municipal power to exercise its capacity, rights, powers and privileges by by-law; and, WHEREAS Section 8(1) of said Act confers broad authority to municipalities to govern its affairs as it considers appropriate; and, WHEREAS Section 9 of said Act confers upon a Municipality the rights, powers and privileges of a natural person for the purpose of exercising its authority under this or any other Act; and, WHEREAS Section 6(1) of the Ambulance Act, R.S.O. 1990, Chapter A. 19 as amended requires, unless otherwise provided by a regulation, an upper -tier municipality to be responsible for all costs associated with the provision of land ambulance services in the municipality, and be responsible for ensuring the proper provision of land ambulance services in the municipality in accordance with the needs of persons in the municipality; and, WHEREAS the Corporation of the County of Elgin has previously entered into a contract with Medavie EMS Elgin Ontario Incorporated to provide land ambulance services and said contract will expire on December 31, 2017; and, WHEREAS the original contract provided for an extension under certain terms and conditions; and, WHEREAS both parties mutually agreed to said terms and conditions; and, WHEREAS the Council of the Corporation of the County of Elgin deems it expedient to extend the contract with Medavie EMS Elgin Ontario Incorporated. REPORT TO COUNTY COUNCIL FROM: Clayton Watters, Director of Engineering Services DATE: January 30, 2017 SUBJECT: Portable Weigh Scales INTRODUCTION: In order to by-pass fixed weigh scale systems on major highways, overweight vehicles are travelling on roads within the County of Elgin. As a result, premature deterioration of the roads is occurring, which, in turn, increases the road maintenance costs and decreases the safety of the roads. County staff is recommending that portable weigh scales be purchased in order to discourage overweight vehicles from driving within the county borders. DISCUSSION: There are overweight vehicles that drive within Elgin County in order to avoid the fixed weigh scales located on major provincial highways. This causes deterioration on our roads and results in increased expenditures for repairs and maintenance as well as compromising the safety of our roads. Therefore, having a portable system for use within the County would be a big deterrent to overweight vehicles driving within the County borders. Local municipal CAOs and Road Supervisors had requested that the County fund the cost of purchasing portable weigh scales so that they could be used on all roads across the county in enforcement efforts by the OPP. Portable weigh scales have also been recommended to staff by the Elgin County Ontario Provincial Police (OPP) for use on county and municipal roads. The weigh scales would be used by the OPP and stored at the Elgin OPP detachment, which will allow for quick and easy deployment when required. Portable weigh scales are currently used throughout the OPP system and have proven to be accurate, easy to use, convenient, and have a proven track record for court purposes. Staff is recommending that portable weigh scales be purchased for use within Elgin County. The January 24th report titled "10 Year Capital Plan" has been amended to include a project named, "Portable Weigh Scales", with the costs of $16,000 being allocated from the "Future Capital Maintenance" project line resulting no net financial impact. CONCLUSION: Overweight vehicles are driving on county and local roads in order to evade the fixed weigh scale systems on major provincial highways. In order to provide additional enforcement within county borders, and to minimize the resulting deterioration and 141 increased maintenance costs, staff is recommending that portable weigh scales be purchased for one time cost of $16,000. RECOMMENDATIONS: THAT portable weigh scales be purchased for use on County and municipal roads for a one time cost of $16,000; and, THAT funds be allocated from the "Future Capital Maintenance" budget.
