Purpose:
To provide safe operating procedures for the Lift located at the Elgin County Administration
Building, 450 Sunset Drive, St. Thomas.
Assistive Device Procedure
The vertical lift is to be used primarily for people with disabilities. The device is allowed to carry
goods on an exception basis as long as the goods do not exceed the maximum capacity as posted
on the inside of the elevator car.
1.0Safety First
1.1 The platform is quite different from the cab of a standard elevator, in that it
is not a fully enclosed cab. When the lift is traveling make sure that your
feet, hands and any loose clothing are as far from the edges of the platform
as possible. Always rest your hands on the handrail provided. Do not rest
your hands on top of the platform side walls while the lift is in motion.
1.2 Keep your hands away from the hinged edge of the door when it is opening
& closing. The swinging door may pinch fingers.
1.3 Watch out for children when using the vertical lift.
1.4 If you are using a wheelchair on lift, the wheels must be locked at all times
while the lift is moving.
1.5 The lift is rated to carry a maximum capacity of 750 lbs (340 kg). Do not
exceed this rated load.
2.0Calling the Lift to your Landing
2.1 Insert your key and turn it to the "ON" position. Push and hold the direction switch
to bring the lift to your landing. When the platform reaches the landing, it will
automatically stop and you will hear a loud click. When the platform has arrived at

your landing, turn the key to the "OFF" position and take the key with you.
NOTE: - If the "IN USE" indicator lamp is on, the controls at the call station will be de-
activated.
3.0Entering the Lift
3.1 Once the lift has arrived at your landing, it is ready for you to enter. The doors will
automatically unlock and the door will open automatically once the platform arrives
at your landing. Stay clear of the door swing until it has come to a complete rest in
the open position. You will now have 20 seconds to board the platform before the
door closes itself.
4.0Traveling Inside the Lift
4.1 Once you are safely settled on the platform, make sure that the door is closed
firmly.
4.2 Insert your key and turn it to the "ON" position. Push the directional control switch
in the direction you wish to travel. Remember that the switches are constant
pressure and that the lift will stop moving as soon as you release the switch. When
you reach the next landing, the platform will automatically stop, you will hear a loud
click and the door at this landing will unlock as soon as you release the directional
control switch. Turn the operation key to "OFF" and remove the key. The door will
automatically open and you will have 20 seconds to exit the platform before the
door closes.
5.0In Case of Power Failure
5.1 The auxiliary power system is automatically activated in the event of a power failure.
Two 12 VDC batteries allow a user inside the lift to travel up or down in exactly the
same manner as the normal operation. This system moves the platform at a speed
of approximately 15 ft/min (varies with the state of the battery charge).
6.0Manually Lowering the Lift
6.1 In the case of an emergency where the lift is stuck in any position other than the
lower landing, you must manually lower the lift.
6.2 Remove cover to manual lowering knob, pull knob. The lift will slowly lower. Once
lift has come to a completed stop, use a snake eye screw driver to open locked door.

7.0Staff Procedures
7.1 When the lift is required to transport an individual with a disability, staff are notified
through the automatic phone system.
7.2 During business hours (Monday Friday, 8:30 4:30) the phone is answered by
Engineering Staff. During lunch hours and absences, the phone will be directed to
Administrative Services.
7.3 Staff working in Administrative Services will then notify Engineering that an
individual needs to use the lift. This can be achieved through phone or email.
7.4 In the event that no one from the Engineering Department is available,
Administrative Services can contact staff from the Museum for assistance.
7.5 During weekend Museum hours, the phone is directed to Museum staff.

Accessible Maintenance Procedures
Maintenance of Accessibility Elements, Design of Public Spaces Standard
Purpose:
To meet the requirements under the Integrated Accessibility Standards Regulation (O. Reg
191/11), Design of Public Spaces Standard (Section 80.44) Maintenance of Accessible Elements
Practices:
To ensure that any newly constructed or redeveloped elements provided for under the Design
of Public Spaces will have procedures for preventative and emergency maintenance of the
accessible elements in public spaces.
Scope:
Organizations shall ensure that their multi-year accessibility plan includes procedures for
preventative and emergency maintenance of the accessible elements in public spaces as
required under this Part and procedures dealing with temporary disruptions when accessible
elements required under this Part are not in working order.
The Design of Public Spaces Standard applies to public spaces that are newly constructed or
redeveloped, that include:
Recreational Trails and Beach Access Routes
Outdoor Public Use Eating Areas
Outdoor Play Spaces
Exterior Paths of Travel
Accessible Parking
Appendix to Municipal Multi-Year Accessibility Plan

Application:
Departments that maintain elements listed under Scope:
-Shall apply best practices in the preventative maintenance of accessible elements with
periodic checks such as;
o Annual inspections, or more frequently as per the Minimum Maintenance
Standards.
o After storms or events that might affect accessible elements
o As part of any reports of vandalism or complaints
-Shall apply best practices in the emergency maintenance of accessible elements with
active response once notified.
-Shall apply best practices in the emergency maintenance of accessible elements with

-Shall continue to provide public notification of temporary disruptions in keeping with
compliance requirements under the Integrated Accessibility Standard Regulation (O. Reg
o Notice of the disruption will include: the reason for the disruption, its anticipated
duration and a description of alternative facilities or services, if any that are
available.
o Notice will be given by posting the information in a conspicuous place as well as
by posting the information on the Municipal website.
-Notify the Road Supervisor for the affected Municipality (where applicable)
-Repair as soon as practicable
