The Elgin County Council met this day at the Administration Building at 9:00 a.m. All Councillors present except Councillor Ens (regrets) and Councillor Wiehle (regrets). Warden Jones in the Chair. Moved by Councillor Mennill Seconded by Councillor Currie THAT the minutes of the meeting held on April 11, 2017 be adopted. - Carried. DISCLOSURE OF PECUNIARY INTEREST AND THE GENERAL NATURE THEREOF — None. -. DELEGATIONS Elgin County Source Protection Plan Implementation Pierre Chauvin and Meghan Lippert, MHBC Planning Urban Design & Landscape Architecture with a PowerPoint presentation informing Council of the importance of Source Protection Planning in Elgin County and the process being undertaken to bring the County Official Plan into compliance with the Clean Water Act regarding source protection planning. Moved by Councillor Marr Seconded by Councillor Currie THAT the presentation titled "Elgin County Source Protection Plan Implementation" from MHBC Planning Urban Design & Landscape Architecture be received and filed. - Carried. Elgin St. Thomas Age -Friendly Community Plan Elizabeth Sebestyen, Acting Director, St. Thomas -Elgin Social Services presented a report notifying Council of a resident survey currently underway in St. Thomas and Elgin County in connection with the development of an Elgin St. Thomas Age -Friendly Community Plan, and encouraged Council and the community to get involved in this project. Moved by Councillor Martyn Seconded by Councillor Currie THAT the report titled "Elgin St. Thomas Age -Friendly Community Plan" from the Acting Director of St. Thomas -Elgin Social Services, dated May 9, 2017, be received and filed. - Carried. County Council 2 May 9, 2017 EMS Contract Extension with Medavie EMS Elgin Ontario Inc. — Director of Engineering Services The deputy director presented the report seeking Council's approval to enter into an extended contract for land ambulance services with Medavie EMS Elgin Ontario Inc. Questions regarding the projected yearly increases and future growth/service demands were raised which will be addressed at the next meeting. Moved by Councillor Mennill Seconded by Councillor Currie THAT Council approve an extension of the current contract with Medavie EMS Elgin Ontario Incorporated starting on January 1, 2018 and ending on December 31, 2020; and, THAT the Warden and Chief Administrative Officer be authorized and directed to sign an amending agreement and that the appropriate by-laws be prepared with Medavie EMS Elgin Ontario Incorporated subject to the approval of the County Solicitor. - Carried. Draft Official Plan and Zoninq By -Law Amendments to Implement Source Protection Plans — Manager of Planning The manager presented the report summarizing the activities being undertaken by Elgin County in order to bring the Official Plan into compliance with the Clean Water Act and Source Protection Planning. Moved by Councillor Currie Seconded by Councillor Marr THAT the report titled "Draft Official Plan and Zoning By -Law Amendments to Implement Source Protection Plans" from the Manager of Planning, dated April 19, 2017, be received and filed. - Carried. Parcel Mapping Maintenance Agreement between the County of Elgin and the Township of Malahide — Manager of Planning The manager presented the report recommending that Council authorize staff to prepare an agreement with the Township of Malahide for parcel maintenance mapping to be brought back for review at a future date. Moved by Councillor Mennill Seconded by Councillor Jenkins THAT the Council of the Corporation of the County of Elgin approves the report on parcel mapping maintenance and agrees to have the Manager of Planning and the Director of Community and Corporate Services for the Township of Malahide prepare a draft parcel maintenance mapping agreement to be reviewed by the County Solicitor; and, THAT such agreement be brought back before County Council for consideration and approval. - Carried. Cycle Tourism Update — Tourism Services Coordinator The coordinator presented the report summarizing the activities being undertaken by the Elgin County Economic Development department to build cycle tourism programming in Elgin County. County Council 3 May 9, 2017 Moved by Councillor Marr Seconded by Councillor Currie THAT the report titled "Cycle Tourism Update" from the Tourism Services Coordinator, dated March 28, 2017, be received and filed. - Carried. Economic Development 2016 Year In Review — Marketing and Communications Coordinator The coordinator presented the Economic Development 2016 Year In Review report. This report provides Council with a comprehensive summary of the partnerships, programs, and initiatives of the Economic Development department in the 2016 calendar year. Moved by Councillor Currie Seconded by Councillor Martyn THAT the report titled "Economic Development 2016 Year In Review" from the Marketing and Communications Coordinator, dated April 21, 2017, be received and filed; and, THAT the Economic Development 2016 Year in Review report be circulated to Elgin's Municipal Partners. - Carried. Council recessed at 10:03 a.m. and reconvened at 10:15 a.m. E -Green Recycling Program at Library Branches — Manager of Library Programming & Community Development The manager presented the report recommending that Council approve the installation of e - waste recycling bins at some Elgin County Library branches in partnership with the STEAM Centre in St. Thomas. Moved by Councillor Jenkins Seconded by Councillor Martyn THAT Council hereby authorizes the installation of e -waste recycling bins at Elgin County Library branches in partnership with the STEAM (Science -Technology- Engineering -Art -Math) Centre in St. Thomas subject to local municipal approval and subject to the terms and conditions contained in the report "E -Green Recycling Program at Library Branches" dated April 12, 2017. - Carried. Library Programs, Partnerships and Activities - November 2016 to April 2017 — Manager of Library Programming & Community Development The manager presented a review of partnerships and activities of the Elgin County Library between November 2016 and April 2017. Some highlights included the partnership with the STEAM Centre, the Youth Internship Program, March Break programming, National Canadian Film Day, partnership with the Elgin Children's Network, and Maker Space programs. Moved by Councillor Marr Seconded by Councillor Currie THAT the report titled "Library Programs, Partnerships and Activities — November 2016 to April 2017" from the Manager of Library Programming and Community Development, dated April 24, 2017, be received and filed. - Carried. County Council 4 May 9, 2017 Township of Southwold Interest -Free Loan Request for Library Prosect — Director of Community and Cultural Services The director presented the report recommending that Council authorize an interest-free loan in the amount of $100,000 for the construction of the Southwold Township Library, Shedden. Moved by Councillor McWilliam Seconded by Councillor Marr THAT the County of Elgin enter into an agreement with the Township of Southwold for a $100,000 interest-free loan payable within ten -years in support of construction costs for Southwold Township Library, Shedden according to the terms of the "Library Branch Construction Policy" and subject to review by the County Solicitor. - Carried. First Quarter 2017 Budget Performance — Director of Financial Services The director presented the report summarizing the first quarter budget performance through to the end of March 2017. Moved by Councillor Jenkins Seconded by Councillor Marlyn THAT the report titled "First Quarter 2017 Budget Performance" from the Director of Financial Services, dated April 25, 2017, be received and filed. - Carried. Impact of Fair Housing Plan on Multi -Residential Properties — Director of Financial Services The director presented the report informing Council that the Province's new Fair Housing Plan has created a mandatory new Multi -Residential property class. The ratio for this new class must be set between 1.0 and 1.1. County Treasurers will discuss this topic and return with a recommendation for the new ratio at the next Council meeting. Moved by Councillor Mennill Seconded by Councillor Currie THAT the County Treasurers provide Council with a recommended ratio for the new Multi - Residential property class. - Carried. Assessment_ Appeals Consultant Engagement Agreement — Director of Financial Services The director presented the report seeking Council's approval to enter into an engagement agreement with the Municipal Tax Advisor Group (MTAG) for assessment and taxation consulting services. Moved by Councillor Marr Seconded by Councillor Marlyn THAT the Warden and Treasurer be authorized to sign the engagement agreement with Municipal Tax Advisory Group (MTAG) for property assessment and taxation consulting services. - Carried. Joint Accessibility Advisory Committee Vacancy Appointment — Director of Human Resources The director presented the report recommending that Council appoint Harry Muir to the Joint Accessibility Advisory Committee to fill a vacancy on the committee. County Council 5 Moved by Councillor Martyn Seconded by Councillor Marr May 9, 2017 THAT County Council approve the appointment of Harry Muir to serve on the County of Elgin/ Central Elgin Joint Accessibility Advisory Committee (JAAC) effective immediately for a one yearterm. - Carried. Laundry Services Contract — Elgin County Homes — Director of Homes and Seniors Services The director presented the report recommending that Council approve Brite Healthcare Laundries as the provider for laundry services at Elgin's long-term care homes. Moved by Councillor Jenkins Seconded by Councillor Currie THAT Brite Healthcare Laundries (509805 Ontario Ltd.) be selected for providing laundry services for Bobier Villa, Elgin Manor and Terrace Lodge commencing June 1, 2017 through to May 31, 2019; and, THAT County Council, at its discretion, extend the contract for three (3) additional one (1) year terms, upon mutual agreement between both parties; and, THAT the Warden and Chief Administrative Officer be authorized to sign the contract. - Carried. Portable Weigh Scales — Director of Engineering Services (Addendum Item) The deputy director presented the report along with a letter from the Elgin Group Police Services Board recommending that Council approve the purchase of portable weigh scales to be used by the OPP on County roads. Moved by Councillor Mennill Seconded by Councillor Marr THAT portable weigh scales be purchased for use on County and municipal roads for a one-time cost of $16,000; and, THAT funds be allocated from the "Future Capital Maintenance" budget; and, THAT the letter endorsing these weigh scales from the Elgin Group Police Services Board be received and filed. - Carried. Point of Order Councillor McWilliam requested a formal written explanation from Medavie EMS Elgin Ontario Incorporated regarding proposed budget increases during the contract period. The explanation will be provided at the next meeting. CORRESPONDENCE Items for Consideration Heather Bouw, Deputy Clerk, Municipality of Dutton Dunwich with a resolution supporting the Private Member's Bill of Sam Oosterhoff, MPP for Niagara -West Glanbrook proposing the government halt all wind power approvals in unwilling host communities. 2. Janet Jaynes, Deputy City Clerk, City of Kingston seeking support for their resolution requesting the Ministry of Transportation and Ministry of Environment and Climate Change to consider additional safety measures, including prohibition, in the transportation of all hazardous materials during severe weather conditions. County Council 6 May 9, 2017 3. Michael Barrett, CEO, South West LHIN advising that effective May 24th, 2017 the official "transfer order" will take effect which will permit the transfer of all assets, liabilities, rights, obligations and employees of the South West CCAC to the South West LHIN. 4. Jay Stanford, Director, Environment, Fleet and Solid Waste, City of London seeking level of interest of Elgin County to have access to a new or expanded waste disposal facility that would be developed by the City of London and/or being included in a resource recovery strategy for new, emerging and next generation energy recovery and/or waste conversion technologies. 5. Federation of Canadian Municipalities (FCM) seeking a voluntary contribution in the amount of $1,287.96 to restore the FCM's Legal Defense Fund. OTHER BUSINESS Statements/Inquiries by Members Councillor McWilliam recently participated in "Munchies with the Mayor" an event run by the Elgin Student Nutrition Program where he helped to distribute snacks to classrooms. He spoke about the importance of this program in helping children to experience nutritious food and about how important snacks are to the learning process.
