Joanne Groch, Administrator/Treasurer opened the Inaugural Session of Council
at 11:00 a.m. and welcomed everyone to the first meeting of the newly elected
members of the Council of the Municipality of West Elgin. Joanne advised that
the first item on the agenda was the Declaration of Office and Oaths of
Allegiance.
SUBJECT: DECLARATION OF OFFICE AND OATH OF ALLEGIANCE
All members of Council made their Declarations of Office and took their Oaths of
Allegiance.
SUBJECT: INAUGURAL BLESSING
Reverend Kirby Breithaupt gave the inaugural blessing and a brief inspirational
blessing.
SUBJECT: COUNCILLOR REMARKS
Mayor Duncan McPhail welcomed everyone to the new Council. Duncan
reported that this term includes building on the success of the last three years.
Deputy Mayor Graham Warwick thanked Bob Coles for the knowledge and
experience, which he has passed on to the new Council. Graham thanked all the
staff as the experience and expertise make his job easier.
Councillor Mike Mooser also thanked Bob Coles for his contributions to the
Municipality over the years. Mike reported that he would hopes this Council will
work toward the betterment of the community of West Elgin.
Councillor Trudy Balint thanked Bob for his knowledge and wisdom. Trudy
advised that the last three years have been very positive and a learning
experience. Trudy reported that she would be looking to the community for
guidance.
Councillor Brad Bandeen stated that he was very pleased to be back for another
term. Brad advised that his mandate is responsibility to the people and to make
changes where required.

Joanne Groch, Administrator/Treasurer reported she is looking forward to the
next three years and working with Council.

Rita DeWild, Clerk congratulated Council and wished them well in the next term.
Rita is leaving the Municipality later this week for a position with another
Municipality.

SUBJECT: COUNCIL REMUNERATION
Council remuneration was established in 1998 for the members of the new
Municipality of West Elgin and was not increased for the following two years.
The last council consisted of seven members of Council, which has now
decreased to five members. With the decrease in Council members, fifty percent
of the savings for meetings and mileage will be returned to the taxpayers and the
remaining fifty percent will be divided between the remaining members of
Council. There will be additional meetings for each councillor due to a reduced
number of Councillors – five instead of seven.

to prohibit the running at large of livestock, the trespassing of
animals and to appoint livestock valuers, pound keepers and fence

Corporation of the Municipality of West Elgin and Hydro One

SUBJECT: MUNICIPAL ELECTRIC ASSOCIATION – INSURANCE
Joanne Groch, Administrator/Treasurer reported that notice has been received
the Municipal Electric Association stating that utilities that did not give notice of
termination prior to July 1, 2000 are committed for the next underwriting period of
2001-2003. Joanne advised that utilities that terminate their participation would
be liable for assessments for the period they were a member. After further
discussion Council authorized Joanne to get legal advice.

DELEGATION: OPP – DENNIS HARWOOD, RYAN COX
Constable Dennis Harwood introduced Staff Sergeant Ryan Cox as the
Detachment Commander for Elgin County. Staff Sergeant Cox reported he has
twenty-six years of experience with the Ontario Provincial Police. He requested
that if there are concerns in the community he wants to hear them. The newly
appointed Police Services Board are the ears and eyes for the police department.
Deputy Mayor Warwick summarized the duties and responsibilities of the West
Elgin Community Policing Committee and how important it is to keep the crime
statistics visible to the public. Further discussion followed regarding emergency
road closures, municipal input in detours and a possible open house in the near
future.
SUBJECT: STAFF OPENING
Joanne Groch, Administrator/Treasurer advised that there is an opening in the
office, which needs to be filled as soon as possible. The position of Clerk
includes statutory responsibilities as well as licensing, health & safety, planning
and a number of related duties. Council authorized Joanne to proceed with
advertising for a Clerk/Deputy Treasurer as soon as possible and to advertise in
the Chatham/Kent, London and local newspapers and on the AMCTO web/fax
site.
SUBJECT: REMUNERATION FOR STAFF
Job descriptions, structural reorganization, remuneration based on a grid system
and using the services of a professional consultant were discussed. Council
authorized Joanne to investigate further.
