NO. 1 Moved by Mooser Seconded by Warwick RESOLVED that the minutes of the meeting held on the following dates be adopted as printed and circulated. November 23, 2000 Regular Meeting December 4, 2000 Inaugural Meeting DISPOSITION: Carried SUBJECT: ROAD REPORT Rick Jackson, Road Superintendent presented his report for the previous month. Rick advised that Keith Kelly had requested that streetlights be installed at the intersection of County Roads 103 and 3 and 76 and 3. The County is reviewing a policy for street light installation with the provision that the Municipalities will pay the capital cost and the County will pay the maintenance cost. Council requested more information as to the cost of the installation. SUBJECT: INTERSECTION CONTROL BEACONS RES. NO. 2 Moved by Bandeen Seconded by Balint RESOLVED that the Council of the Municipality of West Elgin are in agreement with the proposed Draft Policy on “Intersection Control Beacons” dated July 26, 2000. DISPOSITION: Carried SUBJECT: DRAFT MINIMUM MAINTENANCE STANDARDS Rick Jackson, Road Superintendent reviewed the Draft Minimum Maintenance Standards with Council. RES. NO. 3 Moved by Warwick Seconded by Mooser RESOLVED that the Council of the Municipality of West Elgin are in agreement with the Draft Minimum Maintenance Standards - #3 as per the rd July 3 report from the Manager of Engineering Services. DISPOSITION: Carried SUBJECT: ASBESTOS SURVEY QUOTES The following quotes were received for a designated substance survey for asbestos & paint for the municipal building, recreation centre, treatment plant/tower, arena and Rodney Town Hall: Quote GST Pinchin Environmental $3,600.00 extra T. Harris Environmental Management Inc. $2,575.00 extra Macck Industrial Hygiene Inc. $1,640.00 extra December 13/2000…Page 2 of 6 RES NO. 4 Moved by Mooser Seconded by Warwick RESOLVED that the quote of Macck Industrial be accepted in the amount of $1,640.00 plus GST for a designated substance survey. DISPOSITION: Carried SUBJECT: PARKS & ARENA REPORT Jeff Slater, Parks & Arena Superintendent presented his report for the previous month. SUBJECT: UTILITY REPORT In the absence of John Yokom, Utility Superintendent, Council reviewed his report for the previous month. Mayor McPhail reported that the interconnection with Southwold is open. The Administrator/Clerk-Treasurer advised that application is being made for reclassification of the Water Treatment Plant and the West Lorne Distribution System. The West Lorne Water Treatment Plant and Distribution System is a class 3 and the Rodney Distribution System is a class 1. The classifications are determined as per the Ontario Water Resources Act and are managed by the Ontario Environmental Training Consortium. Council discussed the reclassification and whether it was required. RES NO. 5 Moved by Balint Seconded by Bandeen RESOLVED that the applications for reclassification of the West Elgin Water Treatment Plant and Water Distribution System be submitted. DISPOSITION: Carried SUBJECT: BUILDING REPORT In the absence of Lorne McLeod, Chief Building Official Council reviewed his report for the previous month. Six new permits were issued during the month of November totalling $301,900.00 worth of construction. Total permits issued to date is 84 totalling $3,840,650.00 worth of construction. A corrected report was submitted for October to indicate that $79,000 worth of construction had been completed and 78 permits issued to the end of October totalling $3,538,750 worth of construction. SUBJECT: WEST LORNE COMPLEX – USER GROUPS Mayor McPhail reported on the meeting held with the local groups that are using the West Lorne Complex. There were various concerns regarding the scheduling and use of the facility. Council reviewed a list of the user groups using the meeting room at the complex. There was discussion on making the basement area accessible to the public. Duncan advised that the user groups want Council to spearhead the project. Council authorized the West Elgin Support Services to proceed with a preliminary engineering design on the renovations for submission to Council. SUBJECT: MAINTENANCE CONTRACTS Council reviewed the current procedures for maintaining the equipment in the various buildings of the Municipality. The Administrator advised that there are various contractors that she contacts and whoever is able to come at the time is usually hired. Councillor Mooser indicated that there was a company in West Lorne that was interested in doing work for the Municipality. The Administrator questioned as to who the company was and advised that they should provide their name for future reference. Council further discussed preparation of documents for tendering for facility equipment maintenance and provision of other services. The Administrator advised that periodically comparisons are done for the costing and provisions of various services for the Municipality but there is no formal procedure for this. No further action was taken at the present time. SUBJECT: ACCOUNTS RES. NO. 6 Moved by Balint 2 December 13/2000…Page 3 of 6 Seconded by Bandeen RESOLVED that the Mayor and Administrator/Treasurer be and they are hereby authorized to sign Payment Voucher #12, amounting to $744,820.90 in settlement of General, Road and Water Accounts. (Cheques #8670-8975 plus General/Roads/Water Payroll including Arena Voucher $21,839.40 Cheques #785-820). DISPOSITION: Carried SUBJECT: BY-LAW 2000 - 70 - BORROWING BY-LAW RES. NO. 7 Moved by Warwick Seconded by Mooser RESOLVED that the mover be granted leave to introduce a by-law to authorize borrowing from time to time to meet current expenditures for the year 2001 and this shall be the first and second reading and provisional adoption thereof. DISPOSITION: Carried RES. NO. 8 Moved by Bandeen Seconded by Balint RESOLVED that a by-law to authorize borrowing from time to time to meet current expenditures for the year 2001 be now read a third time and finally passed, signed, sealed and numbered. Number 2000-70 – Borrowing By- law. DISPOSITION: Carried SUBJECT: CORRESPONDENCE 1. * Town of Laurentian Hills – Adams Mine – Environmental Assessment requested Instruction: File 2. * County of Prince Edward – requesting Province to continue third party review of Nutrient Management Plans free of charge Instruction: RES. NO. 9 Moved by Balint Seconded by Bandeen RESOLVED that the Council of the Municipality of West Elgin supports the resolution of the County of Prince Edward and requests the Province of Ontario to continue to provide Third Party Review of Agricultural Nutrient Management Plans through the Ontario Ministry of Agriculture, Food & Rural Affairs free of charge as an ongoing responsibility in its mandate. DISPOSITION: Carried 3. * Township of Howick – requesting 100% funding for additional testing for Regulation 459/00 Instruction: RES. NO. 10 Moved by Mooser Seconded by Warwick RESOLVED that the Council of the Municipality of West Elgin supports the resolution of the Township of Howick to petition the Ministry of Environment to provide 100% funding for the additional testing, inspections and reports that are required under Regulation 459/00. NO. 11 Moved by Bandeen Seconded by Balint RESOLVED that the Council of the Municipality of West Elgin are in agreement with the proposed communications tower site at Lot 19, Concession 13 (Kalita farm) subject to a site plan being submitted with the appropriate fee. 6. * City of Port Colborne – requesting enactment of Remembrance Day as a Statutory holiday Instruction: RES. NO. 12 Moved by Bandeen Seconded by Balint RESOLVED that the Council of the Municipality of West Elgin endorses the resolution of the City of Port Colborne and encourages the Provincial & Federal Governments to enact Remembrance Day as a statutory holiday throughout the country. DISPOSITION: Carried 7. Tiny Tots Co-operative Nursery School – request to waive rental fee on January 27 – Ground Hog Day dance at Rodney Rec Centre Instruction: RES. NO. 13 Moved by Bandeen Seconded by Mooser RESOLVED that the Council of the Municipality of West Elgin are in agreement with the rental fee being waived for the Tiny Tots Ground Hog Day dance at the Rodney Recreation Centre. DISPOSITION: Carried DELEGATIONS: COMMUNITY HEALTH CENTRE Harry Mezenberg and Doug Graham were present from the Community Health Centre to update Council on their proposal for a new centre. They indicated that they are looking at various sites within West Lorne and are now requesting support from Council for the new facility. This support could be in the form of servicing the property or providing the land for the new facility. Harry and Doug advised that they would meet with Council in January. DELEGATION: ELLIOTT’S LAND SERVICES LIMITED Greg Crawford and Glen Beach of Elliott’s Land Services Limited were present to discuss their proposal for a natural gas lease and grant on the Memorial Forest property at Lot 18 Concession 4 ED. They indicated that the lease is for 5 years at the rate of $5.00 per acre. They indicated that it is possible to add schedule “B” to the agreement that would authorize no drilling without written permission. After further discussion the Administrator/Clerk Treasurer was authorized to prepare a by-law for the signing of the agreement. SUBJECT: MINUTES ? West Elgin Community Centre – Board of Management – November 8th, 2000 ? West Elgin Parks & Recreation – November 28th, 2000 Councillor Bandeen advised that there is interest in having a skateboard park in West Lorne and in Rodney. A committee should be formed to spearhead this project. Councillor Bandeen left the meeting at this time. SUBJECT: 2001 DOG LICENSE FEES Council reviewed the revenues and expenditures for dog licenses during the year 2000. It was agreed to leave the fees for 2001 at the same rate as 2000. SUBJECT: WEST ELGIN HYDRO ELECTRIC COMMISSION Council adjourned to the West Elgin Electric Commission meeting and resumed their regular session thereafter. SUBJECT: COUNCILLOR TRAINING nd The Councillor training session will be held in London on February 2, 2001. SUBJECT: ADJOURNMENT RES.
