NO. 1 Moved by Gangle Seconded by Mooser BE IT RESOLVED that the Council of the Municipality of West Elgin appoint Deputy Mayor Graham Warwick as Chair of the Meeting. DISPOSITION: Carried Deputy Mayor Warwick opened this Special Session of Council at 1:30 p.m. and explained the purpose of the meeting was to discuss the preliminary budget and deal with matters of business arising since the last meeting. SUBJECT: 2000 BUDGET Joanne Groch, Administrator/Treasurer presented the preliminary Parks and Recreation budget. DELEGATION: SKATEBOARD PARK RES. NO. 2 Moved by Bandeen Seconded by Coles RESOLVED that Wendy Tunks and Denise Noddin be a delegation at the meeting. DISPOSITION: Carried Mayor McPhail entered the meeting but Deputy Mayor Warwick remained as “Chair”. Wendy Tunks presented a report regarding the proposed Skateboard Park in Rodney and advised that a proposal had been made to the West Lorne Optimists. The West Lorne Optimists will support only the proposed Skateboard Park in West Lorne. Wendy advised that she and Denise Noddin had visited a number of neighbouring towns and briefly described the skateboard facilities available in these towns. Denise reported that the City of London have a liability disclaimer posted regarding protective gear, hours of operation, etc. Signatures from a number of merchants in Rodney were presented to Council and Wendy advised that the merchants are very much in support of a skateboard park. Councillor Gangle expressed concerns regarding the location of the proposed park, as it would interfere with soccer and baseball games. Liability insurance is also a major concern. Wendy advised that the safety of the local skateboarders is the most important issue. June 1, 2000…Page 2 of 7 SUBJECT: 2000 BUDGET Joanne Groch, Administrator/Treasurer reviewed the changes recommended from the previous budget meeting and presented the remainder of the 2000 budget for consideration. Council recommended that $20,000.00 be transferred from the skateboard park to the new swimming pool. A tax levy comparison to previous years was reviewed. The overall increase for this year is 2.36 percent. Joanne answered questions of Council. RES. NO. 3 Moved by McPhail Seconded by Gangle RESOLVED that the Year 2000 budget be accepted as presented. NO. 4 Moved by Bandeen Seconded by Coles RESOLVED that the Municipality of West Elgin Council approve the application of Alexander, Elizabeth and Anthony Wolf for a tile drain loan, not to exceed the amount of $14,300.00 for land in Lot 11 Concession 3, subject to Provincial Policy at the time of the issuing of the debenture and the availability of funds from the Province of Ontario. NO. 18 Moved by McPhail Seconded by Gangle RESOLVED that the Council of the Municipality of West Elgin have the following comments regarding Severance Application E45/00 as applied for by Norman A. Miller. Council approves of the severance. Subject to Rezoning Subject to apportionment of Municipal Drainage Assessments Subject to adequate drainage outlet and drainage agreement if required. DISPOSITION: Carried SUBJECT: BY-LAW ENFORCEMENT/ENFORCEMENT OFFICER Joanne Groch, Administrator/Treasurer reported she had a meeting with representatives from the Ontario Provincial Police and other municipalities in st Elgin County. The OPP will begin enforcement as of July 1, 2000 and standard bylaws are required throughout the County of Elgin. The OPP will not enforce bylaws regarding dogs, planning matters, or property standards issues. Joanne reported that the parking bylaw for the former Village of Rodney is approximately forty-seven years old and is no longer enforceable. The parking bylaw for the former Village of West Lorne can be enforced. The revised parking bylaw for West Elgin was put on hold earlier this year until such time as countywide enforcement was clarified. The current Noise Bylaw is not enforceable, as it does not meet MOE guidelines. Joanne advised that OPP enforcement is very expensive and recommended that the municipality have its own Bylaw Enforcement Officer. Joanne advised that two applications had been received for the position of Bylaw Enforcement Officer and Council authorized her to contact one of the individuals and set up a meeting. SUBJECT: WEST LORNE SCOUT HALL Joanne Groch, Administrator/Treasurer reported that a letter had been received from John Eagleson on behalf of the First West Lorne Scouting Family. The First West Lorne Scouting Family, Scout Hall Restoration Committee are applying for funding from the Trillium Foundation for restoration of the Scout Hall. As the Scout Hall is on municipal property, a lease must be entered into between the First West Lorne Scouting Family and the Municipality of West Elgin. RES. NO. 20 Moved by Gangle Seconded by Mooser RESOLVED that the Council of the Municipality of West Elgin enter into a five-year lease agreement with the First West Lorne Scouting Family for the use of the “Scout Hall” on Chestnut Street and that Council approves the restoration of the “Scout Hall” by the Scout Hall Restoration Committee. DISPOSITION: Carried SUBJECT: HEALTH & SAFETY UPDATE Joanne Groch, Administrator/Treasurer reported that a representative of the Department of Labour was called in on the Furnival Road Waterline project and orders have been issued. Additional orders have been issued against the Rodney Pool. Joanne advised that some of the requirements under the 6 June 1, 2000…Page 7 of 7 Occupational Health and Safety Act had not been followed. Joanne reported that she had met with Paul Van Vaerenbergh and Rita DeWild, Chairpersons of the Health and Safety Committee. The Health and Safety Committee hope to schedule a training session for the employees to deal with a number of safety issues. ADJOURNMENT RES.
