NO. 1 Moved by Mooser Seconded by Warwick RESOLVED that the minutes of the meeting held on the following dates be adopted as printed and circulated. th October 5, 2000 Special Meeting th October 12, 2000 Regular Meeting th October 19, 2000 Public Meeting, Special Meeting th October 26, 2000 Special Meeting DISPOSITION: Carried MAYOR’S REPORT Mayor Duncan McPhail reported that the waterlines, which were scheduled to be installed this year, have now been completed. SUBJECT: ROAD REPORT Rick Jackson, Road Superintendent presented his report for the previous month. Rick advised that the application of gravel would be done on Queen Street very soon. Discussion included water problems on Furnival Road and sidewalks in West Lorne. Council authorized Rick to request snow removal quotes for the villages. SUBJECT: PARKS & ARENA REPORT Jeff Slater, Parks & Arena Superintendent presented his report for the previous month. Jeff advised that a heater needs to be installed in the mechanical room at the new pool, as there are electronic controllers and sensitive equipment, which would be damaged if allowed to freeze. Council authorized Jeff to proceed with the installation of a heater. Discussion regarding the food booth at the arena followed and the Arena Board will be investigating this further. SUBJECT: UTILITY REPORT John Yokom, Utility Superintendent presented his report for the previous month. John advised that the quarterly reported has been prepared by OCWA and sent to the Ministry of the Environment. The report is available for pubic viewing at public buildings throughout the Municipality SUBJECT: WEST ELGIN HYDRO ELECTRIC COMMISSION Council adjourned to the West Elgin Hydro Electric Commission meeting and resumed their Regular Session thereafter. November 9/2000…Page 2 of 7 SUBJECT: TILE DRAIN LOAN – R. & E. ALDERTON RES. NO. 2 Moved by Warwick Seconded by Gangle RESOLVED that the Municipality of West Elgin Council approve the application of Ronald and Elizabeth Alderton for a tile drain loan, not to exceed the amount of $20,000.00 for land in Lot 4 Concession 1, subject to Provincial Policy at the time of the issuing of the debenture and the availability of funds from the Province of Ontario. DISPOSITION: Carried SUBJECT: CAHILL DRAIN RES. NO. 3 Moved by Balint Seconded by Mooser RESOLVED that Resolution #12 – May 13, 1999 be rescinded and that R.J. Burnside and Associates Ltd. be appointed to prepare a report under Section 78 of the Drainage Act for the Cahill Drain. DISPOSITION: Carried SUBJECT: SAVIC PETITION WITHDRAWAL RES. NO. 4 Moved by Bandeen Seconded by Coles RESOLVED that request of Branika Savic to withdraw the petition for the McDonald Drain – Savic Petition be accepted. DISPOSITION: Carried SUBJECT: BUILDING REPORT Lorne McLeod, Chief Building Official presented his report indicating that two new permits have been issued during the month of October totalling $114,000.00 worth of construction. Total permits issued to date is 77 equalling $3,573,750.00 worth of construction. Discussions included property standards issues on Frederick Street in West Lorne and Sandford Street in Rodney. Lorne advised that a complaint was received against the property of Dixon Feeds regarding outside storage and Council authorized Lorne to review the site plan for this property. SUBJECT: ROSE M. INGRAM – STOP WORK ORDER Rita DeWild, Clerk reported that a Stop Work Order was issued against Rose M. Ingram, 23962 Thomson Line and no further contact has been received from her. RES. NO. 5 Moved by Balint Seconded by Gangle RESOLVED that the Council of the Municipality of West Elgin proceed under the Ontario Building Code as per the Stop Work Order issued October 17, 2000 and forward the necessary information to the Municipal Solicitor. DISPOSITION: Carried SUBJECT: LEAF PICKUP – WEST LORNE Rita DeWild, Clerk reported that Green Lane Environmental do not pickup leaves in West Lorne as part of their regular pickup. RES. NO. 6 Moved by Bandeen Seconded by Mooser RESOLVED that Jack Falkins be authorized to proceed with two leaf pick ups in the Village of West Lorne at the cost of $125.00 per load. DISPOSITION: Carried 2 November 9/2000…Page 3 of 7 DELEGATION: JEAN FEASBY Also in attendance: Peter & Theodora Koops Jean Feasby submitted a proposal to sever 1.3 acres from a twenty-acre parcel located at Concession 14 Lot 16. Jean reported that the Lower Thames Valley Conservation Authority would like to acquire the land but is not interested in the outbuildings. Mayor McPhail advised that Council are in agreement subject to comments from the planner. DELEGATION: LENA WOLODCHENKO Lena Wolodchenko reported she is very unhappy with the zoning designation on her property. Lena stated that she wants the farm designation dropped so she could develop this property. Mayor McPhail stated that the Official Plan does not allow for severances except for surplus dwellings or retirement lots. Discussion followed regarding amendments to the Official Plan but Council could not guarantee that an application would be approved. Lena also had concerns regarding penalty owing on her account in the amount of $16.96. Lena felt she should not be charged penalty on an amount under review by the Assessment Review Board. Councillor Gangle paid the amount owing. SUBJECT: ACCOUNTS RES. NO. 7 Moved by Mooser Seconded by Gangle RESOLVED that the Mayor and Administrator/Treasurer be and they are hereby authorized to sign Payment Voucher #11, amounting to $546,790.95 in settlement of General, Road and Water Accounts. (Cheques #8359-8669 plus General/Water/Roads Payrolls including Arena Voucher $27,106.00 Cheques #748-784). DISPOSITION: Carried SUBJECT: BY-LAW 2000-57 – POLICIES & PROCEDURES – HEALTH & SAFETY RES. NO. 8 Moved by Bandeen Seconded by Coles RESOLVED that the mover be granted leave to introduce a by-law to authorize the adoption of a policies and procedures manual as prepared and approved by the Joint Health and Safety Committee for the Corporation of the Municipality of West Elgin and this shall be the first and second reading and provisional adoption thereof. NO. 9 Moved by Balint Seconded by Mooser RESOLVED that a by-law to adopt a policies and procedures manual as prepared and approved by the Joint Health and Safety Committee be now read a third time and finally passed, sealed and numbered. NO. 10 Moved by Gangle Seconded by Mooser RESOLVED that the mover be granted leave to introduce a by-law to exempt from taxation, except for local improvements and education purposes, for a period not exceeding 10 years, those premises actually used and occupied as a clubhouse by persons who served with the armed forces of her Majesty or her Majesty’s Allies in any war and this shall be the first and second reading and provisional adoption thereof. NO. 12 Moved by Warwick Seconded by Gangle RESOLVED that the Municipality of West Elgin support the resolution of the Regional Municipality of Peel and that the Ministry of Environment provide a listing of all laboratories certified to carry out pesticide tests and pay all costs associated with pesticide testing and pay all costs associated with additional inspections and reporting requirements and also that MOE pay all costs associated with the preparation of the Engineering Report. NO. 15 Moved by Balint Seconded by Gangle RESOLVED that the Council of the Municipality of West Elgin support the resolution of the Town of Hanover endorsing the request from the Saugeen Stamp Club to have a stamp issued by Canada Post honouring Volunteer Firefighters. DISPOSITION: Carried SUBJECT: TOWNSHIP OF STEPHEN – POSSIBLE SALE OF OCWA RES. NO. 16 Moved by Bandeen Seconded by Warwick RESOLVED that the Council of the Municipality of West Eglin support the resolution of the Township of Stephen and that the Province of Ontario be petitioned not to sell the Ontario Clean Water Agency or any Ontario water resource to the private sector. DISPOSITION: Carried 5 November 9/2000…Page 6 of 7 SUBJECT: STREET LIGHT MAINTENANCE – MUNICIPALTIY OF DUTTON/DUNWICH Joanne Groch, Administrator/Treasurer reported that the Municipality of Dutton/Dunwich submitted a listing of costs to be charged to the municipality for street light maintenance. RES. NO. 17 Moved by Gangle Seconded by Mooser RESOLVED that the quote from the Municipality of Dutton/Dunwich for street light maintenance be accepted in the following amounts: Labourer 1 - $27.87/hour Labourer 2 - $22.05/hour Bucket Truck - $35.00/hour These amounts are during normal working hours 7:30 a.m. – 4:00 p.m. and overtime hours would be an additional time and one half for labour rates per hour. DISPOSITION: Carried SUBJECT: CARBON MONOXIDE/NITROGEN DIOXIDE SENSORS – WEST LORNE FIRE DEPARTMENT Rita DeWild, Clerk reported that an order had been issued by the Health & Safety Committee to the West Lorne Fire Department regarding the carbon monoxide and nitrogen dioxide sensors. Acting Fire Chief Alan Beer had contacted Vulcain Inc. to repair the detectors or enter into a yearly contract which would include the cost of this first repair. Council authorized Rita to contact Vulcain Inc. regarding an extended warranty contract for both the Rodney and West Lorne Fire Departments. RES. NO. 18 Moved by Gangle Seconded by Balint RESOLVED that the Council of the Municipality of West Elgin enter into an agreement with Vaulcain Inc. for an extended warranty contract for carbon monoxide and nitrogen dioxide detectors at the West Lorne Fire Department for a one year time period. DISPOSITION: Carried SUBJECT: UTILITY RADIOS Joanne Groch, Administrator/Treasurer reported that there are three radios, a base station and a people finder available that are no longer needed by the utility department. The West Lorne Fire Department is using the antenna, which has now been hooked up by Motorolla. The Utility employees are using the three radios but the three pagers and the base station are not needed. RES. NO. 19 Moved by Gangle Seconded by Warwick RESOLVED that the radio equipment be sold to TBSC for $3,136.05 plus $1,000.00 in cash as per his letter of October 31, 2000. DISPOSITION: Carried SUBJECT: OLD BOY’S PARK – WASHROOM UPGRADE Joanne Groch, Administrator/Treasurer reported that William A. Smith had submitted a quote for an upgrade to the men’s and ladies washrooms at the Old Boys Park in Port Glasgow. The quote was submitted in April 2000 but Mr. Smith will honour the amount he previously quoted. RES. NO. 20 Moved by Warwick Seconded by Gangle RESOLVED that the quote of William A.
