MAYOR’S REPORT
Mayor Duncan McPhail reported that the waterlines, which were scheduled to be installed
this year, have now been completed.
SUBJECT: ROAD REPORT
Rick Jackson, Road Superintendent presented his report for the previous month. Rick
advised that the application of gravel would be done on Queen Street very soon.
Discussion included water problems on Furnival Road and sidewalks in West Lorne.
Council authorized Rick to request snow removal quotes for the villages.
SUBJECT: PARKS & ARENA REPORT
Jeff Slater, Parks & Arena Superintendent presented his report for the previous month.
Jeff advised that a heater needs to be installed in the mechanical room at the new pool,
as there are electronic controllers and sensitive equipment, which would be damaged if
allowed to freeze. Council authorized Jeff to proceed with the installation of a heater.
Discussion regarding the food booth at the arena followed and the Arena Board will be
investigating this further.
SUBJECT: UTILITY REPORT
John Yokom, Utility Superintendent presented his report for the previous month. John
advised that the quarterly reported has been prepared by OCWA and sent to the
Ministry of the Environment. The report is available for pubic viewing at public buildings
throughout the Municipality
SUBJECT: WEST ELGIN HYDRO ELECTRIC COMMISSION
Council adjourned to the West Elgin Hydro Electric Commission meeting and resumed
their Regular Session thereafter.

SUBJECT: TILE DRAIN LOAN – R. & E. ALDERTON

RESOLVED that the Municipality of West Elgin Council approve the
application of Ronald and Elizabeth Alderton for a tile drain loan, not to
exceed the amount of $20,000.00 for land in Lot 4 Concession 1, subject
to Provincial Policy at the time of the issuing of the debenture and the
availability of funds from the Province of Ontario.

SUBJECT: BUILDING REPORT
Lorne McLeod, Chief Building Official presented his report indicating that two new
permits have been issued during the month of October totalling $114,000.00 worth of
construction. Total permits issued to date is 77 equalling $3,573,750.00 worth of
construction. Discussions included property standards issues on Frederick Street in
West Lorne and Sandford Street in Rodney. Lorne advised that a complaint was
received against the property of Dixon Feeds regarding outside storage and Council
authorized Lorne to review the site plan for this property.
SUBJECT: ROSE M. INGRAM – STOP WORK ORDER
Rita DeWild, Clerk reported that a Stop Work Order was issued against Rose M.
Ingram, 23962 Thomson Line and no further contact has been received from her.

RESOLVED that the Council of the Municipality of West Elgin proceed
under the Ontario Building Code as per the Stop Work Order issued
October 17, 2000 and forward the necessary information to the Municipal
Solicitor.

SUBJECT: LEAF PICKUP – WEST LORNE
Rita DeWild, Clerk reported that Green Lane Environmental do not pickup leaves in
West Lorne as part of their regular pickup.

ups in the Village of West Lorne at the cost of $125.00 per load.

DELEGATION: JEAN FEASBY
Also in attendance: Peter & Theodora Koops
Jean Feasby submitted a proposal to sever 1.3 acres from a twenty-acre parcel located
at Concession 14 Lot 16. Jean reported that the Lower Thames Valley Conservation
Authority would like to acquire the land but is not interested in the outbuildings. Mayor
McPhail advised that Council are in agreement subject to comments from the planner.
DELEGATION: LENA WOLODCHENKO
Lena Wolodchenko reported she is very unhappy with the zoning designation on her
property. Lena stated that she wants the farm designation dropped so she could
develop this property. Mayor McPhail stated that the Official Plan does not allow for
severances except for surplus dwellings or retirement lots. Discussion followed
regarding amendments to the Official Plan but Council could not guarantee that an
application would be approved. Lena also had concerns regarding penalty owing on her
account in the amount of $16.96. Lena felt she should not be charged penalty on an
amount under review by the Assessment Review Board. Councillor Gangle paid the
amount owing.

hereby authorized to sign Payment Voucher #11, amounting to

Voucher $27,106.00 Cheques #748-784).

pay all costs associated with the preparation of the Engineering Report.

SUBJECT: STREET LIGHT MAINTENANCE – MUNICIPALTIY OF
DUTTON/DUNWICH
Joanne Groch, Administrator/Treasurer reported that the Municipality of Dutton/Dunwich
submitted a listing of costs to be charged to the municipality for street light maintenance.

RESOLVED that the quote from the Municipality of Dutton/Dunwich for
street light maintenance be accepted in the following amounts:
Labourer 1 - $27.87/hour
Labourer 2 - $22.05/hour
Bucket Truck - $35.00/hour
These amounts are during normal working hours 7:30 a.m. – 4:00 p.m.
and overtime hours would be an additional time and one half for labour
rates per hour.

SUBJECT: CARBON MONOXIDE/NITROGEN DIOXIDE SENSORS – WEST LORNE
FIRE DEPARTMENT
Rita DeWild, Clerk reported that an order had been issued by the Health & Safety
Committee to the West Lorne Fire Department regarding the carbon monoxide and
nitrogen dioxide sensors. Acting Fire Chief Alan Beer had contacted Vulcain Inc. to
repair the detectors or enter into a yearly contract which would include the cost of this
first repair. Council authorized Rita to contact Vulcain Inc. regarding an extended
warranty contract for both the Rodney and West Lorne Fire Departments.

RESOLVED that the Council of the Municipality of West Elgin enter into an
agreement with Vaulcain Inc. for an extended warranty contract for carbon
monoxide and nitrogen dioxide detectors at the West Lorne Fire
Department for a one year time period.

SUBJECT: UTILITY RADIOS
Joanne Groch, Administrator/Treasurer reported that there are three radios, a base
station and a people finder available that are no longer needed by the utility department.
The West Lorne Fire Department is using the antenna, which has now been hooked up
by Motorolla. The Utility employees are using the three radios but the three pagers and
the base station are not needed.

Joanne Groch, Administrator/Treasurer reported that William A. Smith had submitted a
quote for an upgrade to the men’s and ladies washrooms at the Old Boys Park in Port
Glasgow. The quote was submitted in April 2000 but Mr. Smith will honour the amount
he previously quoted.
