PRESENTATION: RICK JACKSON, BRUCE BOUGHNER
Mayor Duncan McPhail presented Rick Jackson and Bruce Boughner with certificates from
the Association of Ontario Road Supervisors. Rick received his First Level Certificate and
Bruce received the Intermediate Level Certificate. Congratulations were extended to both
employees.
SUBJECT: ELGIN COUNTY OPP - UPDATE
Mayor Duncan McPhail reported that Staff Sergeant John Stephens has taken a position
with the Middlesex Detachment and Staff Sergeant Dan Grant will be the Acting
Detachment Commander. Discussion followed regarding the makeup of the Police
Services Board and Duncan advised that an agreement would be forthcoming.
SUBJECT: ROAD REPORT
Rick Jackson, Road Superintendent presented his report for the previous month.
Discussion followed on roadside spraying, drainage concerns at the Rodney Library, street
sweeping and parked cars on Maple Street. Rick advised that the Queen Street
reconstruction is reading for application of “A” Gravel.
SUBJECT: PARKS & ARENA REPORT
Jeff Slater, Parks & Arena Superintendent presented his report for the previous month.
Jeff advised that with increased garbage pickup in West Lorne, the town appears to be
much cleaner. Jeff reported that vandalism has occurred again in Miller Park as well as
at the new pool in Rodney.

SUBJECT: UTILITY REPORT
John Yokom, Utility Superintendent presented his report for the previous month. John
advised that the McFadden water line on Thomson Line would need to be replaced in
the near future. John reported that he is preparing the first water report for the Ministry
of Environment, which is due October 31st, 2000. A copy is also sent to the Medical
Officer of Health and must be available for public viewing. Discussion followed
regarding water rates as Councillor Balint had received concerns from a ratepayer.
SUBJECT: WEST ELGIN HYDRO ELECTRIC COMMISSION
Council adjourned to the West Elgin Hydro Electric Commission meeting and resumed
their Regular Session thereafter.
SUBJECT: BUILDING REPORT
Lorne McLeod, Chief Building Official presented his report indicating that eleven new
permits have been issued during the month of September totalling $215,800.00 worth of
construction. Total permits issued to date is 75 equalling $3,459,750.00 worth of
construction. Lorne advised that an Order to Comply has been issued against Rose
Marie Ingram regarding two issues contravening the Building Code. The issues include
constructing a building without obtaining a permit and failing to conform to requirements
of the Ontario Building Code. Lorne reported that he had received a complaint
regarding numerous additions without permits at Bethel Park and also a number of units
are now being occupied year round. Council authorized Rita to send a letter to the
owners of Bethel Park regarding these issues. Discussion included derelict vehicles on
Frederick Street as well as compressors running all night at a body shop in Rodney.
Joanne reported that a group of retired police officers in Arkona would provide property
standards enforcement and Council authorized Joanne to contact them for a price.
DELEGATION: JANET PINDER, PARENT CHILD RESOSURCE CENTRE
Janet Pinder reported that she met with David Vickers who is the assistant to the
Children’s Secretary for the Province of Ontario and he was impressed with the
childcare facilities in West Elgin. The Early Years Study provides information for
parents of pre-school children and young families and states that by investing in our
future at an early age we will have fewer problems at a later time. Janet reported that
only two resource centres such as ours are available in Elgin County. The Family and
Children Services have asked the Resource Centre to provide one afternoon parenting
program course on their behalf. Prenatal information sessions will be provided at the
Four Counties Hospital. Janet reported that the problem is the issue of transportation
for the young mothers and children to the facilities. Janet requested the use of the Four
Counties Transit Bus with some minor adjustments for child seats. Janet also requested
permission to install another telephone line at the Parent Child Resource Centre to allow
uses of the Centre the opportunity to be on the Internet.

agreement with the Parent Child Resource Centre using the Four Counties
Transit Bus for transportation to programs organized by the Parent Child
Resource Centre.

Also in attendance: Mary Lieppold – West Lorne Horticultural Society, Nancy Baillie –
Women’s Institute
Mary Lieppold and Nancy Baillie reported they had a number of concerns regarding the
West Lorne Municipal Complex. A number of different groups use this facility and they
would like the supplies to be left as they are. Joanne Groch, Administrator/Treasurer
reported she has made arrangements to have the room painted and Councillor Coles

explained how the Rodney Adult Club is operated. Mayor McPhail suggested that a
meeting be held with all the groups and organizers that use the facility and the rules and
regulations of the hall could be reviewed. Mayor McPhail reported that a letter has been
received from Alan Vandenbrink, General Manager of Erie Flooring & Wood Products
who reported they have changed their firing procedure and lowered working pressure
which seems to have eliminated the black smoke problem to some extent. Alan also
reports that a meeting has been scheduled with KMW Energy to discuss changing the
fuel system. Further updates will be forthcoming from Erie Flooring and Wood Products.

Mayor McPhail welcome everyone to the meeting, which was scheduled to provide the
parties an opportunity to discuss any concerns regarding the proposed traffic light and
the effects the light will have on the properties involved. Glenn Reaume, Manager of
Donut Delite reported that location and access are very important to the success of a
business and the closing of an access would cause him to lose approximately ten to
fifteen percent of sales. Glenn stated that he only remembers one accident at this
corner in the years he has owned the business. Mr. Gibson stated that the municipality
is considering only limiting the access onto Main Street, the access will not be closed
altogether. Mayor McPhail reported that safety in the community is the primary concern
and a solution is required that will benefit everyone. Duncan advised that these people
are here to give us first hand knowledge of how the West Lorne businesses will be
affected. The option of a crosswalk for this busy corner was discussed and will be
investigated. Council authorized the Road Superintendent to take the heads of the
traffic lights down as soon as possible.

further investigation be done towards improving the pedestrian safety of
the main intersection in West Lorne.

that By-Law 2000-37 be repealed and that resolution #3 of May 13, 1999

Rita DeWild, Clerk reported that she contacted Mr. Bill Towers on behalf of the Waste
Management Committee to request an extra garbage pickup on a weekly basis in West
Lorne in the business section only.

Joanne Groch, Administrator/Treasurer reported that Lloyd Jarvis had requested quotes for
equipment and labour to install water line services along Hoskins Line and Thomson Line.

RESOLVED that the Council of the Municipality of West Elgin accept the
quote of Devereux Drainage Limited to install a four-inch water line and
services along Hoskins Line in the amount of $1.20 per foot plus GST and
also along Thomson Line (subject to receipt of Certificate of Approval) in the
amount of $1.20 per foot plus GST.

SUBJECT: STREET LIGHT MAINTENANCE
Joanne Groch, Administrator/Treasurer reported that street light maintenance would be
required upon sale of the electrical utility. Previously Council had requested that quotes
from local contractors be received. However, as the Municipality of Dutton/Dunwich is
retaining their Hydro Commission would they be interested?
