October 19, 2000 Public Meeting General Amendment M I N U T E S OF THE CORPORATION OF THE MUNICIPALITY OF WEST ELGIN PUBLIC MEETING WEST ELGIN COUNCIL CHAMBERS OCTOBER 19th, 2000 MEMBERS PRESENT: Mayor Duncan McPhail, Deputy Mayor Graham Warwick Councillors: Brad Bandeen, Mike Mooser, Trudy Balint Paul Gangle, Bob Coles STAFF PRESENT: Joanne Groch Administrator/Treasurer Rita DeWild Clerk ALSO PRESENT: Ted Halwa Planning Consultant SUBJECT: GENERAL AMENDMENT Also in attendance: Bill Van Baal, Paul Mistele, Peter Fleuren, Ed Kalita, Janice Brearley, Marcia White, Ben Zegers, Frank A. Sura, Ron Griffiths, Don Watterworth Mayor McPhail called the meeting to order at 7:30 p.m. The Clerk informed those present that notice of this meeting had been given under Section 34(12) of the Planning Act by publication in the Chronicle, the weeks of September 25, 2000 and October 10, 2000 as well as by prepaid first class mail to all provincial agencies and ministries as prescribed by regulation. Correspondence was received from Lower Thames Valley Conservation Authority with no concerns. Ted Halwa, Planning Consultant explained that Minimum Distance Separation sets distances between livestock buildings and dwellings structures and went on to review MDS 1 and 11. Ted advised that the proposed by-law consists of tables, formulas and definitions and works with the proposed Manure Storage By-law. Paul Mistele reported that if a livestock owner has a sound nutrient management plan and a Certificate of Compliance they should be able to operate a livestock facility with no problems. Discussions included the 600-metre setback from County Road 76. Ed Kalita advised that he is not opposed to large hog barns such as the one on Gilbert Line, only the impact these barns may have on the water quality. The by-law prohibits intensive livestock operations in Concession 14 and the south half of Concession 13 is limited to a maximum of one hundred and fifty (150) livestock units. Capping was discussed but more information is required before decisions can be made on this issue. Mayor McPhail advised that this by-law has come together due to the hard work of the Committee and if necessary can be amended at a later time. Council answered questions of those in attendance. RES. NO. 1 Moved by Bandeen Seconded Warwick RESOLVED that the Public Meeting under Section 34(12) of the Planning Act be hereby adjourned.
