SPECIAL MEETING
OCTOBER 19th, 2000

Mayor Duncan McPhail opened this Special Session of Council at 7:30 p.m. and
explained the purpose of the meeting was to hold a public meeting under the Planning
Act and to deal with matters of business arising since the last meeting.
SUBJECT: PUBLIC MEETINGS
Council adjourned to a public meeting and resumed their special meeting thereafter.
SUBJECT: MANURE STORAGE BY-LAW
Also in attendance: Bill Van Baal, Paul Mistele, Peter Fleuren, Ed Kalita, Janice
Brearley, Marcia White, Ben Zegers, Frank A. Sura, Ron Griffiths, Don Watterworth
Mr. Ted Halwa, Planning Consultant reported that a number of modifications have been
made to the Manure Storage By-law. A nutrient management plan is required which
must be prepared and/or approved by a consultant in agriculture. The Nutrient
Management Plan must be submitted and approved by the Municipality prior to issuance
of a building permit. The Building Inspector must perform a minimum of one strength
test during the construction of a covered concrete manure storage facility. The by-law
contains some provisions for manure spreading and ownership of land for the disposal
of manure. Discussion included selling manure and who is responsible for meeting the
requirements of the manure storage by-law. Nutrient Management Plans are to be
stored at the municipal office and are public documents. A map is to be used for
tracking properties used for disposal of manure to prevent one property being used on
two different nutrient management plans. Council answered questions of the people in
attendance.
SUBJECT: WEST ELGIN DOWNHILL DERBY
Joanne Groch, Administrator/Treasurer reported that a financial statement has been
received from the Downhill Derby Committee. There is an outstanding bill for prizes and
trophies from the West Elgin Sports Centre.

RESOLVED that the Council of the Municipality of West Elgin donate a
maximum of $1100.00 to the West Elgin Downhill Derby Committee by
payment of the trophy bill.

SUBJECT: MUNICIPALITY OF WEST ELGIN WEBSITE
Joanne Groch, Administrator/Treasurer reported that the County of Elgin have hired
Web Works Unlimited to develop a County Homepage as well as to provide staff training
to maintain the website. The County are encouraging the Municipalities of West Elgin
and Dutton/Dunwich and the Township of Southwold to develop websites, which could
be linked directly from the County of Elgin site. Joanne reported that Carrie Bearsdley
from Web Works Unlimited would prepare a one or two page site and obtain the licence
for the domain name on our behalf and also provide training for staff to maintain the site.

RESOLVED that the Municipality of West Elgin accept the quote of Web
Works Unlimited to develop a homepage in the amount of $250.00 plus
estimated staff training for six hours or less at $30.00 per hour.

SUBJECT: BENEFIT DANCE
A request was received from Chantelle Ellis to hold a benefit dance on behalf of her
niece and nephew Stacy and Cody Van Acker at the Rodney Recreation Centre. The
Van Acker children lost their father recently and the money raised will be put in trust for
the children.

RESOLVED that the Council of the Municipality of Wet Elgin authorize the
use of the Rodney Recreation Centre for a benefit dance for Stacy and
Cody Van Acker at no charge.

Resolved that this Special Session of Council adjourn at 10:10 p.m. to
meet again on October 26h, 2000.
