August 10th, 2000 Regular Meeting August 24th, 2000 Special Meeting August 24th, 2000 Public Meetings (2), Court of Revision DISPOSITION: Carried SUBJECT: DISCLOSURE OF PECUNITARY INTEREST Councillor Paul Gangle declared a conflict of interest on Correspondence #6 – Severance – Robert & Lucia Lyons as he has an interest in that property. SUBJECT: PARKS & ARENA REPORT Jeff Slater, Parks & Arena Superintendent presented a verbal report this month. Jeff announced that the Rodney swimming pool will not open this year. The filtration system is up and running but the washrooms will not be open to the public at this weekends fall fair. The ice is in at the arena and skateboard ramps are ready and operational but not in use yet. Discussion followed as to the need for another dehumidifier for the arena and it was decided to include this in next years budget. SUBJECT: DRAINAGE REPORT John Poole, Drainage Superintendent presented a verbal report this month. John reported that he is trying to get all paper work on drainage repairs finished before he leaves the Municipality. John advised that Dave Page has drainage problems around his new home which is to be fixed early next week. The Head and Lusty Drain will need repairs in the future. SUBJECT: ROAD REPORT Bill Keutch, Foreman presented the Road Superintendent’s report for the previous month. Bill reported that the Queen Street reconstruction project is going along well. Bill reported that the culvert on Carroll Line will soon be replaced. Discussion followed regarding the road department’s workload and the possibility of hiring Art Zoller to help the road department as required. A line is to be painted down Queen Street as soon as possible. Council requested a report on the amount and time involved in grass cutting and if it can be done by our own manpower and equipment or should it be contracted out next year. September 14/2000…Page 2 of 8 SUBJECT: TENDERS – SALT/SAND SHED Rita DeWild, Clerk reported that only one contractor submitted a tender for the construction of a salt/sand shed. RES. NO. 2 Moved by Bandeen Seconded by Coles RESOLVED that the Council of the Municipality of West Elgin accept the tender of Agri Urban Buildings Inc. in the amount of $67, 209.91 including GST the construction of a salt/sand shed and an additional cost of for $1,137.41 including GST for a concrete apron. DISPOSITION: Carried SUBJECT: ACCOUNTS RES. NO. 3 Moved by Balint Seconded by Gangle RESOLVED that the Mayor and Administrator/Treasurer be and they are hereby authorized to sign Payment Voucher #9, amounting to $1,239,211.70 in settlement of General, Road and Water Accounts. (Cheques #7781-8044 plus General/Water/Roads payroll – including Arena Cheques #710 – 725 in the amount of $7,057.97). DISPOSITION: Carried SUBJECT: UTILITY REPORT John Yokom, Utility Superintendent presented his report for the previous month. SUBJECT: WEST LORNE PETRO-CANADA SERVICE CENTRE – POTABLE WATER CHLORINE RESIDUAL John Yokom, Utility Superintendent reported that a letter had been received from Petro- Canada regarding the declining level of chlorine residual levels in the drinking water at the highway 401 Petro-Canada Service Centre, West Lorne. John advised that weekly testing is done for chlorine content by the Ontario Clean Water Agency but the tests are done after the water comes out of their holding tank. John advised that the water meets standards before going into their tank, which is their source of water supply. Council authorized the Clerk to send the owner a letter advising them that after the water goes into their own supply source, the responsibility belongs to the owner. SUBJECT: WATECH SERVICES INC. – INTAKE INSPECTION AT THE WEST LORNE INTAKE John Yokom, Utility Superintendent reported that Watech Services Inc. carried out an inspection of the existing water intake facilities at the West Lorne Intake System. John reported that the zebra mussel control line is no longer intact; airflow was detected from the shore side of the carrier pipe at manhole one. John advised that the airflow does not come from a coupling installed on the line in 1995. John reported that because of this situation we are in contravention of our Certificate of Approval. John advised that the existing chlorine sample line could be refitted to be used as a chlorine feed line and that this required work is already in progress at an estimated cost of $3,500.00. SUBJECT: WEST ELGIN HYDRO ELECTRIC COMMISSION Council adjourned to the West Elgin Hydro Electric Commission meeting and resumed their Regular Session thereafter. SUBJECT: MISCELLANEOUS ITEMS Deputy-Mayor Graham Warwick reported that he had received a petition from concerned ratepayers within the former Village of West Lorne regarding the smoke emissions from the Erie Flooring and Wood Products plant. Mayor McPhail stated he would contact the manager of the plant and report on these concerns. 2 September 14/2000…Page 3 of 8 Councillor Mike Mooser presented a petition signed by eleven members of the West Lorne Women’s Institute regarding the use of the large room at the West Lorne Municipal Complex. The room is used by a number of community groups at no charge. The West Lorne Women’s Institute would like to see a list of rules and regulations for users of the hall, limited access to their supplies in the cupboards and a sign in front of the building, which reads “West Lorne Community Complex”. Joanne Groch, Administrator/Treasurer advised that the sign is under consideration and in the current budget. After further discussion it was decided that a representative of the different groups would come to a future meeting of Council to assist in the establishment of policies and procedures for the large room in the Municipal Complex. Councillor Mooser would inform the different groups of the scheduled meeting date. SUBJECT: BUILDING REPORT Lorne McLeod, Chief Building Official presented his report indicating that six new permits have been issued during the month of August totalling $314,000.00 worth of construction. Total permits issued to date is 63 equalling $3,243,950.00 worth of construction. Councillor Mooser questioned the status of the new house on the Robert and Joyce Bree property, east of Eagle. Lorne advised that the owners are doing all the work themselves on the house and this is taking a long time. SUBJECT: MANURE TANK COATING – EAGLE BARN Lorne McLeod, Building Inspector reported that Premium Pork have decided against coating the inside of the manure tank as a safeguard against potential cracking of the tank and subsequent migration of liquid manure through the soil to the nearby watercourse. Lorne advised that an engineers report has been submitted which states the coating will not guarantee the long-term sealing properties and the costs of coating the tank are approximately triple the original quotations. The report states that the coating is no longer considered an inexpensive additional safeguard. SUBJECT: 2000 ELECTIONS Mayor Duncan McPhail stated that it has been a custom with past Councils to state their intentions at the first meeting of September regarding their plans for the next election. Duncan advised that he would run for Mayor again, Graham reported that he will run for Deputy-Mayor again and Councillor Gangle had reported previously that he would not be running in the next election because of business commitments. Councillor Mooser had no comment at this time, Councillor Balint stated she will be running again in the next election, Councillor Bandeen stated that he will also run in the next election and Councillor Coles stated that he has spent the last fifty years in municipal politics and will not run again. SUBJECT: BY-LAW 2000 – 23 – ESTABLISHMENT OF A VOLUNTEER FIRE DEPARTMENT – RODNEY RES. NO. 4 Moved by Gangle Seconded by Warwick RESOLVED that the mover be granted leave to introduce a bylaw to continue the establishment of a Volunteer Fire Department known as the West Elgin – Rodney Fire Department and this shall constitute the first and second reading and provisional adoption thereof. DISPOSITION: Carried SUBJECT: ADVANCE VOTES, ELECTION DAY POLLING STATIONS Rita DeWild, Clerk presented a summary of times and locations of the 1997 Advance Polls and locations of Polling Stations on Election Day. In 1997, two advance polls were held with a total of 55 people attending. Rita recommended that only one advance poll be held at the municipal office and that the poll be open from 10:00 a.m. to 8:00 p.m. Rita reviewed where the stations were held in 1997 and recommended that only residents of the Beattie Haven Home for the Aged vote at the Home and that the hours of the poll be shortened from 10:00 a.m. to 2:00 p.m. As there is no phone at the Rodney Adult Club it was recommended that this poll along with the West Lorne poll be held at the Elgin International Club along with all the rural polls. Council decided that a poll be held in Rodney at the Rodney Recreation, a poll be held in West Lorne at the West Lorne Municipal Complex and the remaining rural polls be held at the Elgin International Club. DISPOSITION: Carried DELEGATION: STAFF SERGEANT JOHN STEPHENS – OPP Staff Sergeant John Stephens gave a brief update on policing within Elgin County. John stated resources have increased for the County of Elgin and as of September 1, 2000 and additional officers have been hired. Applications have been accepted for the third member on the Police Services Board and interviews are to begin soon. The letter sent to the West Elgin Downhill Derby Committee states that a grant of $1,000.00 would be available to them if required. Council authorized Rita to send the Committee a letter requesting their financial records be submitted to determine if there is a need for financial assistance. SUBJECT: MINUTES ? West Elgin Community Centre – Board of Management – August 9, 2000 RES. NO. 24 Moved by Coles Seconded by Bandeen RESOLVED that the capital monies in the Year 2000 arena budget be set aside in a reserve. DISPOSITION: Carried SUBJECT: MISCELLANEOUS ITEM Councillor Paul Gangle reported that the carbon monoxide monitors are not working at the West Lorne Fire Department building. These monitors should start up when fire trucks are started. Paul reported that the large doors do not operate if the power supply is not available. Paul stated he has asked one of the West Lorne Fire Department Captains to request quotes on a robot chain. Council were in agreement with the Acting Fire Chief of the West Lorne Fire Department taking over the Drainage Superintendent’s cell phone when available. SUBJECT: HEALTH & SAFETY UPDATE Rita DeWild, Clerk presented a summary of Health & Safety Activities to date as well as activities planned for the next two months. SUBJECT: ADJOURNMENT RES.
