April 26, 2001 Public Meeting Ossel M I N U T E S OF THE CORPORATION OF THE MUNICIPALITY OF WEST ELGIN PUBLIC MEETING WEST ELGIN COUNCIL CHAMBERS TH APRIL 26, 2001 MEMBERS PRESENT: Mayor Duncan McPhail, Deputy Mayor Graham Warwick Councillors: Trudy Balint, Brad Bandeen, Mike Mooser STAFF PRESENT: Joanne Groch, Administrator-Treasurer Linda Cranston, Clerk/Deputy-Treasurer ALSO PRESENT : Ted Halwa, Planning Consultant SUBJECT: PUBLIC MEETING Also in attendance: Mr. & Mrs. Ossel Mayor McPhail called the meeting to order at 9:30 a.m. The Clerk informed those present that notice of this meeting had been given under Section 34(12) of the Planning Act by prepaid first class mail to all assessed owners within 150 metres of the subject property as well as provincial agencies and ministries as prescribed by regulation. Correspondence was received from the Lower Thames Valley Conservation Authority, with no concerns. There was also a letter from the Elgin County Health Unit, which stated that there was still an item to be completed as a requirement of the severance proposal. Ted outlined the request to change the zoning on the property located on the south-east corner lot of Downie Line and Furnival Road, just north of Rodney, being part of Lot 7, Concession VII from the current Agricultural (A1) Zone to the ”site specific” Rural Residential Two (RR2-5) Zone. The rezoning is necessary to maintain compliance with the Zoning By-Law and fulfill a condition imposed by the County of Elgin Land Division Committee in granting permission to create a residential lot (Application for Consent E3/01). The lands proposed to be zoned “site-specific” Rural Residential Two (RR2-5) comprise a rectangular-shaped parcel, having an area of 2,515 square metres (0.6 acres), a frontage of 45.7 metres (150 feet) on Furnival Road, and flankage of 55 metres (180.5 feet) on Downie Line. The parcel is occupied by a single unit dwelling constructed in 1974. The “site-specific” zoning (i.e. RR2-5) is required to establish a standard with respect to minimum side yard width, which would be reduced from 3.0 metres (9.8 ft.) to 2.0 metres (6.6 ft.). The subject lands are designated “Rural Residential” in the Township of Aldborough Official Plan. The proposed amendment would appear to be in conformity with the Plan. Mr. Ossel advised those present that the ditching work, (referred to in the Health Unit correspondence) was being completed this week.
