SUBJECT: REZONING OF PART LOT 6, CONCESSION XII - LEWINSKY
Mayor McPhail called the meeting to order at 10:00 a.m. The Clerk informed those
present that notice of this meeting had been given under Section 34(12) of the Planning
Act by prepaid first class mail to all assessed owners within 150 metres of the subject
property as well as provincial agencies and ministries as prescribed by regulation.
Correspondence was received from and the Lower Thames Valley Conservation
Authority with no concerns. The Elgin-St. Thomas Health Unit indicated that their
conditions of severance have been satisfied.
Dan Smith, Planning Consultant outlined the request to change the zoning of lands
located on the north side of Talbot Line (County Road No. 3) west of Furnival (County
Road No. 103) in the Hamlet of New Glasgow, being part of Lot 6, Concession XII, from
Agricultural (A1) Zone to the Hamlet Residential (HR) Zone and a “site-specific”
Agricultural (A1-29) Zone. The rezoning satisfies the conditions of the Elgin Land
Division Committee for the creation of a lot for the purposes of disposing of a surplus
farm dwelling. The proposed parcel comprises an area of 2,231 square metres (0.6 ac.)
a depth of 45.2 metres (148 ft.) and a frontage of 49.4 metres (162 ft.) on Talbot Line
(County Road No. 3) The parcel is occupied by a single unit dwelling.
The lands zoned “site-specific” Agricultural (A1-29) comprise the balance of the farm,
having an area of 19 hectares (47 ac.) and a frontage of 106 metres (349 ft.) A
greenhouse and two sheds are situated on the lands which would continue to be used
for agricultural purposes. The “site-specific” (A1-29) zoning permits a reduction in lot
frontage below the minimum requirement (150 m.) of the Zoning By-Law. To ensure that
any dwelling erected on this parcel is situated fronting on Furnival Road adjacent to
lands zoned HR, an envelope building area has been defined with a maximum setback
(measured from the centre line) from Furnival Road (County Road 103) is 60 m. and the
maximum setback from Talbot Line (County Road No. 3) is 90 m.
Council was in agreement with the above conditions and the Clerk was directed to
prepare the Zone Amendment By-Law for the next council meeting.

Amendment for land in Part Lot 6,Concession XII in the Municipality of
West Elgin be hereby adjourned.
