SUBJECT: COUNCIL REPORTS
Councillor Bandeen reported that he had attended the hospital board meeting. There are
presently eight doctors servicing four counties and they are no longer recruiting for doctors.
At the joint Chamber meeting there was discussion on the amalgamation of the Rodney
Chamber and West Lorne Business Association. There is further organizational work
needed.
Councillor Balint attended the meeting in Woodstock for this year’s Seniors Games. Various
activities for our area include bridge, pepper, golf, lawn bowling and swimming. The
swimming will depend on the registrations. The Optimists have started fund raising(selling
pizzas) for the skateboard parks. The Parent Child Resource Centre is working with the
Health Centre to put programs together.
Councillor Warwick confirmed who the tile drainage inspector is. There were concerns as to
how we are handling this with J. Poole not being here. There was discussion on the part-
time road help. Graham advised that he and Duncan had visited Larry Knapp. At the West
Lorne Fire meeting the firemen want Allen Beer to be appointed as Chief. Graham asked
about the finalization of the Hydro sale and the proceeds from the sale. The pool grand

opening is set for May 26 with a three event weekend including a Trike-a-thon and
Downhill Derby. The fund raising for the pool is right on track. Graham attended a historical
meeting – first time the Chamber/Business Association have met together. The first

meeting of the West Elgin Chamber of Commerce will be held on March 6 at Rodney
Council Chambers. The Police Committee is appreciative of the fact that the reports are
being published. This is important to the committee and the community.
Mayor McPhail commended Council for getting involved and taking the initiative to help
make things happen. Wayne Ward has been appointed to the Elgin Group Police Services
Board as the member for West Elgin /Dutton/Dunwich and Southwold. There was a joint
meeting of the Mayors and Road Superintendents on the closures of 401 and the rerouting
of traffic. The County engineering staff is working on permanent detour signs. This issue will
be taken to the Western Warden’s meeting. At the Health Unit there has been discussion on
the West Nile Virus. This issue will need to be addressed by the whole area. The Mayor of
St. Thomas was very appreciative for the help offered at the funeral of D. Redmond. Duncan
commended the Arena Staff for the well-maintained facility.

SUBJECT: ROAD REPORT
Rick Jackson, Road Superintendent presented his report for the previous month. There was
general discussion on winter control and the level of service in the villages. Rick advised
that the notices were out regarding the parking and snow removal. He also indicated that
there were a number of trees that had to be removed, one at Catherine Street and at other
various locations in the Municipality. He is to contact the Horticultural Society regarding
this. The installation of lights at intersections of County Roads was discussed. Rick is to
submit a written report on this.
SUBJECT: PARKS & ARENA REPORT
Jeff Slater, Parks & Arena Superintendent presented his report for the previous month.
The Optimists are proceeding with their project to have identical skateboard parks in
both the Rodney and West Lorne Parks. There was discussion on grass cutting in the
parks. The tractor is 22 years old and cannot handle the larger equipment. A larger
mower will reduce the cutting time. Council were in agreement with purchasing a new
tractor mower and the possibility of trading in the P.U.C. mower.
SUBJECT: BUILDING REPORT
Lorne McLeod, Chief Building Official presented his report for the previous month. Two new
permits were issued during the month of January totalling $185,000.00 worth of
construction. Total permits issued to date is 2 totalling $185,000.00 worth of construction.
Lorne advised that an Order to Remedy at 175 Main Street had been issued. A lean-to on

the east side is to be demolished by February 14 The clean-up of debris/garbage on the

property and boarding up of the openings is to be done by the 28. Lorne has contacted the
lawyer regarding the Ingram matter and the three apartments on the Hudson property at
Eagle.
DELEGATION: ROAD DEPARTMENT
Tom Mohan and Paul VanVaerenburgh reviewed with Council the 2001 wage proposal.
Council approved five sets of clothes to be provided and that the meal allowance “shall” be
provided.

Allan Beer the Acting Chief for the West Lorne Fire Department was in attendance to
discuss various fire matters with Council.

RESOLVED that the Council of the Municipality of West Elgin requests the
County of Elgin – Engineering Services to do the bridge inspections as
required.

RESOLVED that Todgham & Case be appointed to prepare a report under
Section 78 of the Drainage Act on the Geo. Johnston Drain at the request
of H. Vergeer and that the report be submitted within six months.

the Town of Caledon and endorses the Environmental Farm Plan as its
own and that the Provincial Government through the Ministry of Agriculture
Food & Rural Affairs be lobbied to become more fully involved by providing
funding and that the Municipality of West Elgin through the appropriate
medium lobby the Canadian Adaptation and Rural Development Fund of
Agriculture and Agri Food Canada and the Federal Agriculture Minister to
extend funding for the program.

Remuneration Expenses as required under Section 247(1) of the Municipal Act.
SUBJECT: RESOLUTION - IMPROPER SUBSIDIES

WHEREAS the Rural Municipalities of Ontario derive much of their tax
base, employment and business from the farm community,
AND WHEREAS the renewed use of improper subsidies by the U.S. and
Europe is draining the resources and equity of this vital Ontario economic
sector,
AND WHEREAS our Federal and Provincial governments to date are not
recognizing the seriousness of this disrupted market,

THEREFORE BE IT RESOLVED that the Municipality of West Elgin
urgently request the Provincial and Federal Government to defend the
farm community with sufficient resources to counteract the improper and
predatory practices of the U.S. and Europe.
