RESOLVED that the minutes of the meeting held on the following dates be
adopted as printed and circulated.

to keep Council informed and Council would continue to monitor the

SUBJECT: DISCUSSION FROM MINUTES
Councillor Bandeen reported that he had looked for information on the Internet regarding
the pigeon problem in West Lorne and was not able to find any information that would help.
He advised that he had discussed the situation with Laurie Sura.
SUBJECT: ROAD REPORT
Rick Jackson, Road Superintendent presented his report for the previous month. There was
general discussion on winter control. Councillor Warwick advised that the Chamber had
concerns with the cleaning of sidewalks in Rodney. Whose responsibility is it to remove
snow from sidewalks – homeowner or municipality? Rick advised Council that the policy for
cleaning of sidewalks was to do the business areas in the villages. In West Lorne, Jeff
Slater removes snow from the sidewalks in the business area/down to high school with the
snow blower. There was further discussion on sidewalk cleaning and Rick was authorized
to get the costs on a sidewalk plough. Council are to have Serge Lebedz attend a meeting
to further discuss this. Rick advised that he had a letter prepared to place on vehicles
parked on the main streets. As well as giving the letters to vehicle owners in the main
business areas he will have it posted in each of the businesses. This discussion was in
regards to a letter received from Deborah Kolterman. There was discussion on concerns
with the detours off of Highway 401.
SUBJECT: DRAINAGE REPORT
Wray Ramsey of Spriet Associates was present to give Council a summary of the
maintenance and construction drains that were ongoing at the present time. He advised
that four beavers had been trapped on the George Johnston Drain. There was a report
completed in 1960 on the drain but the MTO was not assessed at that time. He advised
that Council should consider having an Engineer’s report as there is a change in land use.
The cost for this report would be charged to 401. Wray is going to contact the owners of
property on the drain. A meeting has been set-up with Mr. Rick Koscik on the DeWild Drain
to discuss the lot grading deposit and his concerns with drainage on his lot. A request for
maintenance had been received on the Roach Drain. Wray explained that the assessment
schedule is not appropriate for the repairs to be assessed. He is going to meet with the

owners and explain the assessments to them and whether they want a new report under
Section 78. The request for repairs on the West Lorne Drain will be looked at in the spring.
SUBJECT: STREET LIGHT COSTING
Rick Jackson, Road Superintendent presented a report to Council on the prices for poles
and arms/lamps for streetlight installation. Council directed the Utility Superintendent to
install an arm with lamp on the pole outside the Rodney Fire Station.
Council discussed the installation of new streetlights in the business district in West Lorne.
It was agreed to facilitate a meeting with the West Lorne Horticultural Society and the West
Lorne Business Association to look at a project for downtown beautification in West Lorne.
SUBJECT: PARKS & ARENA REPORT
Jeff Slater, Parks & Arena Superintendent presented his report for the previous month.
There was discussion on the misuse of the Rodney Recreation Centre. Councillor
Bandeen and Jeff Slater are to meet with the user groups at the centre. Council were in
agreement with the projects of replacing the ceiling in the arena dressing room, as it is
not fire rated and improving the washroom facilities at the arena. There was discussion
on purchasing a skate-sharpening machine at a cost of $5,000.00. The used machine is
three years old and is CSA approved and will be a revenue maker for the arena.
Council were in agreement with this. Jeff advised that the West Lorne Optimist Club is
spear heading the project to build two skateboard parks - one in each village.
Financially it will be on a fifty-fifty split with the Municipality. A committee is to be set-up
for this project. Jeff submitted a written report on a break in at the arena.
SUBJECT: BUILDING REPORT
Lorne McLeod, Chief Building Official presented his report for the previous month. Four
new permits were issued during the month of December totalling $48,000.00 worth of
construction. Total permits issued to date is 88 totalling $3,903,650.00 worth of
construction. Lorne submitted a comparison from 1991 to 2000 of the number of permits
issued the number of houses built and the total dollars of construction. Councillor Mooser
advised that a complaint had been received on the old Dairy Bar property that kids were
getting into the vacant building. A letter is to be sent to the owner and a meeting set up with
the Chief Building Official and the Fire Chief.
SUBJECT: BY-LAW 2000-01 INTERIM CONTROL BY-LAW – AGRICULTURE LANDS

RESOLVED that the mover be granted leave to introduce a by-law to
authorize the extension of the interim Control By-law to regulate the use of
lands in the Agricultural Zones of the Municipality of West Elgin for
livestock farm operations and this shall be the first and second reading
and provisional adoption thereof.

RESOLVED that a by-law to introduce a by-law to authorize the extension
of the interim Control By-law to regulate the use of lands in the Agricultural
Zones of the Municipality of West Elgin for livestock farm operations be
now read a third time and finally passed, signed, sealed and numbered.

year, on behalf of the Municipality, without a hearing, pursuant to
subsection 4.12 of the Statutory Powers Procedure act, under the sections
specifically identified below:

SUBJECT: UTILITY REPORT
In the absence of John Yokom, Utility Superintendent, Council reviewed his report for
the previous month.
SUBJECT: WEST ELGIN HYDRO ELECTRIC COMMISSION
Council adjourned to the West Elgin Hydro Electric Commission meeting and resumed
their regular session thereafter.
SUBJECT: UTILITY BILLING SOFTWARE
The Administrator advised that the annual software maintenance billing had been
received from Harris Computer Systems and indicated that there was a 45% increase
over the previous year. She had received quotes from 2 companies for a new water
billing software package. Council further discussed the need for a new system and
requested information on contracting out the billing services.
SUBJECT: FAIR BOARD CONCERNS
Councillor Warwick reported on a meeting that he attended at the Fair Board. They had
concerns regarding the fence at the north side of the Rodney Park. Councillor Bandeen
advised that the Recreation Committee were planning to install a new fence for vehicle
control and it will be in this years budget. Graham also advised that the Fair Board had
concerns regarding the use of the tables at the Recreation Centre and the damage
being done to them. Brad indicated that they had budgeted for tables in last years
budget but due to the pool project it was deleted. The purchase of tables will be in this
year’s budget.
