SUBJECT: MINOR VARIANCE APPLICATION A-1/2002 – West Elgin Community
Health Centre
Chairman Duncan McPhail called the meeting to order at 9:35 p.m. The meeting is to
address a Minor Variance Application for the new proposed West Elgin Community
Health Centre in West Lorne.
The Clerk advised that proper notice had been given under Section 44(5) of the
Planning Act. Comments were received from the Lower Thames Valley Conservation
Authority with no concerns. A letter was also received from the CN Rail, with concerns
regarding the noise and vibration levels.
David Murphy, the architect for this project explained why the minor variance must
address the issue of parking, side-yard reduction, etc. Using a model scale drawing of
the building and property, Mr. Murphy explained that the variance was required to
reduce the number of parking spaces from 52 to 40, to reduce the minimum side yard on
the east from the required 4.5 m. to 3.0 m., and the minimum rear yard from 3.0 m. to
1.55 m. and in the case of the accessory garbage bin structure to 0 m.
Ted Halwa, Planning Consultant reported that the building will be erected on a vacant
parcel of land having an area of 4,607 square metres (1.1 acres) and a frontage of 116
metres (381 feet) on the Main Street on the north side, just to the east of Graham Street.
The lands are currently zoned Central Commercial (C1) in the Village of West Lorne
Zoning By-law No. 89-20. Ted has recommended to council that this variance should be
granted.
Ted also explained that the noise and vibration levels concern is addressed on page 2 of
his report to Council. It was suggested that the Clerk send a reply letter to CN Rail,
along with a copy of the Planners Report to council. This should satisfy their concerns.
RES. NO. 1 Moved by Bandeen

RESOLVED that the Municipality of West Elgin grants the minor variance
for relief from the West Lorne Zoning By-Law No. 89-20, specifically
Section 9.17, 9.18 & 9.19 for the property owned by the West Elgin
Community Health Centre, located at 151 Main Street in the Village of
West Lorne, to permit a reduction in the side yard and rear yard, and in the
number of parking spaces required under the Central Commercial (C1)
Zoning.
The variance allowed is as follows:
The easterly side yard is reduced from 4.5 m. to 3.0 m.
The rear yard is reduced from 3.0 m. to 1.5 m. for the main building and 0
m. for the accessory garbage bin.
The off-street parking would be reduced from 52 spaces to 40 spaces.
DISPOSITION
: The request is granted.
Reasons: i) The intent of the Township of Aldborough Official Plan is maintained
ii) The intent of the Township of Aldborough Zoning By-Law is
maintained.
iii) The variance is considered “minor” given the circumstances.
iv) The variance is desirable for the appropriate use and development
of the lands.
