July 26, 2001 Public Meeting M I N U T E S OF THE CORPORATION OF THE MUNICIPALITY OF WEST ELGIN PUBLIC MEETING WEST ELGIN COUNCIL CHAMBERS JULY 26, 2001 MEMBERS PRESENT: Mayor Duncan McPhail, Deputy Mayor Graham Warwick Councillors: Brad Bandeen, Mike Mooser, Trudy Balint STAFF PRESENT: Joanne Groch Administrator/Treasurer Linda Cranston Clerk/Deputy-Treasurer ALSO PRESENT: Ted Halwa Planning Consultant Mr. & Mrs. Blair Schweitzer, neighbouring property owners SUBJECT: TEMPORARY USE BY-LAW Mayor McPhail called the meeting to order at 9:30 a.m. The Clerk informed those present that the notices of the public meeting were circulated according to legislation under Section 34(12) of the Planning Act by prepaid first class mail to all assessed owners within 150 metres of the subject property as well as provincial agencies and ministries as prescribed by regulation. Correspondence from that circulation, came from the St. Thomas Elgin Health Unit. The sewage capacity is sufficient to handle the additional residence, so they have no objections. Ted Halwa explained the proposed amendment to the By-Law. It would permit an additional dwelling unit on lands, being part of Lot 4, Concession 1X and fronting on the south side of Pioneer Line, south east of the Village of Rodney. The owner of the parcel, Ruth Newman has been granted approval in principle to erect an additional dwelling unit on a temporary basis for the purpose of providing residency for a personal assistant entrusted with her care. The By-Law would be in effect for a period of three-years, subject to the terms of the agreement, as permitted in accordance with Section 2.10 of the Plan. Discussions took place. The Schweitzers’ wish to be assured that if the ownership changes in the future, that this agreement would no longer be in effect. The Clerk read from the terms of the agreement, that the additional residence is being established for a caregiver and their family, only. Not for a tenant situation. 1 public mtg/July 26/01 Further discussions took place, and as a result, it was decided that Ted would review the wording of the document again, and the Clerk, and Councillor Bandeen will make arrangements to meet with Ruth to explain the wording of the agreement in detail and also request that the Care-giver be present if possible, for that meeting.
