SUBJECT: COUNCIL REPORTS Deputy-Mayor Warwick reported briefly regarding the Community Policing Services meeting he had attended, and in particular discussed the letter (Correspondence #4) from the committee. Council agreed that all three issues in the letter were being addressed. Deputy Warwick also reported the committee’s appreciation for being allowed to attend the Seminar recently. They felt it was very useful. Deputy-Warwick also reports lots of upcoming activities planned by the Chamber of Commerce. had attended the Ontario Water Works Councillor Mooser advised council that he Association Conference held in Toronto, and their major concern of course are providing safe, clean water. Other issues of concern were the mandatory certification of operators and private water well testing. Councillor Balint also reported from the Community Policing Committee, that the crosswalks in Rodney were in need of immediate re-painting. The Road Superintendent was directed to attend to this matter as soon as possible, and he was also requested to re-paint the “No Parking” areas. th May 10, 2001…Page 2 of 9 The Parking By-Law was discussed and it was decided that the process of how complaints will be dealt with, should perhaps be advertised at some point, so that the public are clear on the fact that any complaints must be in writing, before the new Bylaw Officer is allowed to act. Councillor Balint also reported from the Arena Committee meeting. They had been approached regarding the use of the arena floor during the summer, for roller hockey. Discussions on this took place, and it was decided that the Recreation Director should look into an agreement of liability form to be signed by the users. It has been reported that the local fair boards and the local fire departments are anticipating an active year ahead, with many fund raising activities lined up. Councillor Bandeen joined the Council meeting at 9:55 a.m. He reported that there were concerns that the Four Counties Health Services may be losing some doctors in the near future. Two resignations have been submitted, but it is hoped that negotiations underway will be successful in getting them to stay. This could mean some emergency department problems, if both doctors leave. Mayor McPhail reported that the County Council has been reviewing the tax ratio figures and they will be meeting again later this month for ongoing discussions on this matter. SUBJECT: ROAD REPORT Rick reported that some of the Roads employees had done exceptionally well at the Elgin County Truck Rodeo. Tom Mohan got first place, Gary Long received second place, and Paul Van Vaerenberg claimed third place. Congratulations goes to them, and the first place winner will proceed on to represent the County of Elgin at the next event to be held in Fergus. Rick reported that the department has started the calcium and the gravel work will be starting shortly. He reported that four of the men had attended road school and taken the Mahoney Course. Councillor Mooser requested that Rick investigate a broken tile drain problem in West Lorne, and also some tree trimming required on Woods Street and the corner of Ridge and Chestnut Street. Council has been receiving complaints about truckers parking their rigs near residential homes, and leaving the reefers running for long periods of time during the weekends. Rick was directed to proceed with the “B” gravel application at the Tim Blaine location, to provide an area for truckers to park their rigs, instead of in the residential areas in Rodney. The truckers will be requested by the owner of the property, to sign a liability form to park in this area. The Truck parking area provided in West Lorne has worked out very well, and it is hoped that this area provided for the Rodney truck drivers will work out as well. SUBJECT: PARKS & ARENA REPORT Jeff Slater presented his report for the past month. Baseball parks light repairs were being taken care of, grass cutting was on-going, however, he was pleased to report that the tractor/mower was being delivered this week. The pool opening ceremonies are in place, for th the 26, and the fees have been set. The condition of the soccer fields is being looked at and will likely require some drain repairs. Jeff also reported that he had attended at a training seminar last week. The possibility of building a storage building at the end of Jessie Street, near Miller Park was discussed. SUBJECT: MISCELLANEOUS ITEMS It was noted that Lloyd Jarvis was attending a water operators certification course this week. Councillor Mooser had some concerns about some grass cutting issues. The Clerk is to write a letter to the Dairy Bar property owners, as well as another house on the Main Street of West Lorne, that is in need of grass cutting immediately. Deputy-Mayor Warwick reported that he had spoken with Ron Aubertine regarding the use of information stickers to alert ratepayers as to why their garbage was not collected. No. 2 Moved by Mooser Seconded by Warwick RESOLVED that the Mayor and Administrator/Treasurer be and they are hereby authorized to sign Payment Voucher #5, amounting to $250,407.93, in settlement of General, Road and Water Accounts. (Cheques #9984 – 9999 plus General/Roads/Water Payrolls including Arena #949-975). DISPOSITION: Carried SUBJECT: ROAD BUDGET Administrator Groch and Road Superintendent Jackson presented a draft budget for the 2001 road budget for operating and capital projects. Discussions took place. It was noted that the maintenance is up significantly this year. Rick is to gather some quotes on the cost of a lease agreement for the use of another tractor during the summer season, instead of purchasing another tractor. SUBJECT: BUILDING REPORT Lorne McLeod, CBO presented his monthly report to council indicating that six new permits were issued during the month of April totalling $373,000.00 worth of construction. Three of these permits are for new residences. Total permits to date are 15, equalling $891,500.00 worth of construction. He reported again that property standards are taking up a great deal of his time. The Ingram property is still an on-going issue, and the lawyer is investigating it. Lorne reported that Ruth Ann Newman had expressed an interest in placing a “Garden Suite” on her property. The Clerk was directed to look into the zoning issues involved. Lorne also had been approached by Brian Simpson, regarding an extension for his building permit, for a manure storage tank. After discussions, it was agreed that a six- month extension would be allowed, however this would be the final extension. If it has not been acted upon after the six-month time period, he will be required to apply for a new permit, and he will forfeit the fee paid for the original permit. Mayor McPhail left the meeting at 12:15 p.m. RES. NO. 3 Moved by Bandeen Seconded by Balint RESOLVED that Deputy-Mayor Warwick is hereby appointed to act as Chair for the remainder of the meeting of Council of the Municipality of West Elgin in the absence of the Mayor. DISPOSITION: Carried. SUBJECT: CORRESPONDENCE 1.* MTO – Emergency Detour Route Signage Instruction: RES. NO. 4 Moved by Balint Seconded by Mooser RESOLVED that Council of the Municipality of West Elgin agrees to install permanent route markers along the emergency detour routing, with the Ministry of Transportation subsidizing the cost up to $40.00 per sign, plus 10% of the cost of stock replacement allowance. DISPOSITION: Carried 3.(a)* County of Elgin – railway ties disposal Mayor McPhail reported from the County that they are working with the Ministry of the Environment to have the railway ties removed and disposed by the Railway Lines in accordance with the regulations. Instruction: File 3.(b)* County of Elgin – road maintenance report Instruction: RES.NO. 6 Moved by Mooser Seconded by Bandeen RESOLVED that Council is in agreement with the Road Maintenance Allocations based on Traffic Volumes as received from the County of Elgin. (c) County of Elgin – appointment of weed inspector Instruction: RES.NO. 7 Moved by Bandeen Seconded by Balint RESOLVED that the Council of the Municipality of West Elgin hereby appoints Rob Lindsay as the area weed inspector for the Municipality. DISPOSITION: Carried 3.(d) County of Elgin: Notice of Decision- E22/01 E & O Lewinsky Instruction: File 3.(e) County of Elgin: Speed Zone Changes The letter from the County of Elgin requesting Council to consider certain areas that have been suggested, for a change to the speed zone currently in place. After discussions, it was decided that the Clerk should write a letter to the County that they are in agreement with two out of three of the changes. They want no change to take place in the zone, south of West Lorne on Graham Road. They would also request that the speed at the Port Glasgow corner, near the L.A. Restaurant be reduced. 4.* West Elgin Community Policing Committee – letter Instruction: File 5.* Town of Arnprior Instruction: RES. NO. 8 Moved by Mooser Seconded by Balint RESOLVED that Council agrees to support the Town of Arnprior resolution to request that the Ministry of the Environment provide some long term financial support for the household hazardous waste program and the blue box program. NO. 9 Moved by Balint Seconded by Warwick RESOLVED that the Municipality of West Elgin establish a reserve for Police Services in the amount of West Elgin’s share of the $288,100.00 credit note to the Police Services Board. NO.10 Moved by Bandeen Seconded by Balint RESOLVED that Council approves a donation in the amount of $100.00 to the Elgin County Farm Safety Council. DISPOSITION: Carried 8. West Elgin Chamber of Commerce Instruction: RES.NO.11 Moved by Mooser Seconded by Balint RESOLVED that Council agrees to give a donation to the West Elgin Chamber of Commerce in the amount of $2,000.00 to be used as seed money to develop economic development and tourism initiatives. DISPOSITION: Carried SUBJECT: ALAN BEER, ACTING FIRE CHIEF Alan Beer, Acting Fire Chief for West Lorne attended at council to have further discussions regarding his current position. A number of things were discussed, including the budget process, administrative changes, meeting structure changes, communication and accountability, as well as wages. After the discussions, Mr. Beer agreed to accept the position of Fire Chief at the wage offered. Council congratulated him and welcomed him to the position. Mr. Beer agreed to attend at the next council meeting at 2:00 p.m. to present a draft fire budget. SUBJECT: TILE DRAIN LOAN Res. No. 13 Moved by Bandeen Seconded by Balint RESOLVED that the Municipality of West Elgin Council approves the application of Shirley Schneider for a tile drain loan, not to exceed the amount of $20,000.00 for land in Part Lot 19 & Part Lot 20, Concession 7, subject to Provincial Policy at the time of the issuing of the debenture and the availability of funds from the Province of Ontario. DISPOSITION: Carried The Clerk was instructed to advertise the municipal property on Chestnut Street for sale. SUBJECT: CSX AGREEMENT The Administrator was directed to continue with the current arrangement. SUBJECT: WATER & SEWAGE RATES RES. NO.22 Moved by Balint Seconded by Mooser RESOLVED that WHEREAS THE Tri County Water Management Committee has increased the water rates by 10 cents per cubic metre, NOW THEREFORE BE IT RESOLVED THAT: 1) the rate to be charged for water be increased from 65 cents to 75 cents per cubic metre 2) the sewage rate for Rodney be decreased from 133% to 100% of the total water bill 3) the sewage rate for West Lorne be decreased from 89% to 75% of the total water bill 4) the rate adjustments are effective as of June 1, 2001. NO. 23 Moved by Bandeen Seconded by Mooser RESOLVED that Council of the Municipality of West Elgin is in support of the resolution put forth by the Village of Merrickville-Wolford that requests that the Federal Government grant Farmers of Canada, in all commodities the one billion dollars as promised by our Government prior to the last election and that a copy of this resolution shall be sent to the municipality to send as required to the appropriate agencies. DISPOSITION: Carried 8 th May 10, 2001…Page 9 of 9 RES.NO. 24 Moved by Balint Seconded by Bandeen RESOLVED that Council of the Municipality of West Elgin is in support of the resolution put forth by the Town of Mono that requests that the Ministry of the Environment include abandoned wells in its criteria for issuing Certificates of Approval for the spreading of bio-solids (sludge) and septage and that a copy of this resolution shall be sent to the municipality to send as required to the appropriate agencies. DISPOSITION: Carried RES.NO.25 Moved by Balint Seconded by Mooser RESOLVED that Council of the Municipality of West Elgin is in support of the resolution put forth by the City of Cornwall that requests that the Federal and Provincial Government allocate a portion of the fuel tax revenues to municipalities for dedicated road infrastructure maintenance and that a copy of this resolution shall be sent to the Municipality to send as required to the appropriate agencies. DISPOSITION: Carried RES.NO. 26 Moved by Balint Seconded by Mooser RESOLVED that Council of the Municipality of West Elgin is in support of the resolution put forth by the Regional Municipality of Durham that requests that the Ministry of Natural Resources be requested to notify area municipalities of new Pit or Quarry applications and that a copy of this resolution shall be sent to the municipality to send as required to the appropriate agencies. DISPOSITION: Carried RES.NO.27 Moved by Bandeen Seconded by Mooser RESOLVED that Council of the Municipality of West Elgin is in support of the resolution put forth by medical students of Ontario that requests that the Ontario Government ensure that medical education be made financially accessible to all qualified students and that a copy of this resolution shall be sent to the students requesting support to send as required to the appropriate agencies.
