Mayor McPhail called the meeting to order at 9:30 a.m. The Clerk informed those
present that notice of this meeting had been given under Section 34(12) of the Planning
Act by prepaid first class mail to all assessed owners within 150 metres of the subject
property as well as provincial agencies and ministries as prescribed by regulation.
Correspondence was received from the Lower Thames Valley Conservation Authority,
with no concerns.
Dan explained the proposed zone amendment, and used maps he provided to show the
odd shaped outline of the severed parcel. This was mainly due to the topograghy of the
land. The proposed zone change would be to “site specific” Special Agricultural (A2-15)
and is comprised of an irregularly-shaped parcel having an area of 1.0 hectares (2.5
acres) and a frontage of 81 metres (266 feet) on McMurchy Line. The parcel is occupied
by a single unit dwelling and dog kennel. The permitted uses of the A2-15 zone include
a single unit dwelling, limited agricultural uses, a home occupation and a dog kennel as
an accessory use. The lot would satisfy the minimum lot area, maximum lot area and
minimum lot frontage requirements (4,000 squ. m., 1.0 ha. and 50 m. respectively) of the
A2 Zone.
The “site-specific” zoning (i.e. A2-15) is necessary to establish a minimum side yard
width consistent with the minimum distance between the dwelling and a side lot line,
being less than what is otherwise required by the Zoning By-Law.
The subject lands are designated “Agricultural” in the Township of Aldborough Official
Plan. The proposed Amendment is considered to be in conformity with the Plan.
There is to be no further residential development on the agricultural parcel (retained
parcel)

There were no other comments or concerns about this application at this time.
The Mayor explained the process that is followed for the passing of the By-Law and the
appeal period requirements.

RESOLVED that the Public Meeting concerning a proposed Zoning By-law
Amendment for lands being Part of Lot Gore, Concession A in the
Municipality of West Elgin be hereby adjourned.
